SWC Grants Annual Report - Fiscal Year 2018-2019

Introduction

The Office of Development and Foundation supports Southwestern Community College District (SCCD) faculty and staff in successfully obtaining external funding from federal, state, local and international governments and from private foundations. SCCD is also referred as Southwestern College (SWC). We are pleased to report that during the Fiscal Year 2018–2019, SWC was awarded more than $7.7 million in supplemental funding to support 25 projects that otherwise would not have been possible through the College District’s state appropriations.

This funding provided a wide range of exceptional advantages including funding for academic, career, and technical interests of SWC students. Grant projects included the following areas of educational and community capacity building:

• Workforce preparation and economic development activities and programs;

• Scholarships/stipends for students to complete their educational

interests and/or degrees; • An innovative learning environment for students within science,

technology, engineering & mathematics (STEM) majors;

• Community and business/industry partnerships that strengthen College District programs, advance its mission, and provide opportunities for enriched student learning;

• Partnerships with universities/colleges to create pathways for students

interested in the education field;

• Services and advocacy for victims of sexual assault, domestic violence, dating violence, and stalking;

• Services and programs for undocumented students and Veteran students, and their families.

2018-2019 Grant Projects Academic Affairs Division

Higher Education Center (HEC), National City

Small Business Development Centers: U.S. Small Business Administration (1/1/18 – 12/31/19) The U.S. Small Business Administration granted a one-year continuation award in the amount of $211,831 for the project entitled San Diego and Imperial Small Business Development Centers (SBDC) program. In May 2018, modification #2

authorized an increase of funding in the amount of $677,859. In July 2018, amendment #3 authorized an increase of $325,827, to make the total funding amount of $1,215,517. The project’s primary objective is to provide consulting and training services for businesses throughout San Diego and Imperial Counties. With these funds, the SBDC assists small businesses in starting and/or expanding their business through one-on-one advising and training. This is done in part via sub-awards to the Imperial Regional Alliance, Mira Costa College, and the University of San Diego. Procurement Technical Assistance Center: Defense Logistics Agency, Office of Small Business Programs (1/1/19 – 12/31/19) The Defense Logistics Agency awarded $450,000 to the San Diego, Orange, & Imperial Procurement Technical Assistance Center (PTAC) for a project entitled PTAC. Funds are being used to provide mentoring and training to assist San Diego County small businesses to help them enter into, or compete for local, state, and federal government procurements and contracts. Technical assistance includes counseling, training, and bid assistance. SWC Foundation was the applicant for this grant. Aquatic Center Grant Program: California Department of Boating and Waterways (1/1/18 – 12/31/23) The California Department of Boating and Waterways granted funding in the amount of $84,000 for the project entitled Aquatic Center Grant program. The funds were used to purchase marine/boating related equipment and provided supplemental funding in the form of scholarships for area youth to attend aquatic recreational and leadership development camps throughout the year. In addition, a portion of the funding was designated to support the annual National Safe Boating Week Open House hosted by the Crown Cove Aquatic Center. Further, a small portion of the funding supported required attendance at the Division of Boating and Waterways Annual Aquatic Directors meeting. The aforementioned equipment enhances services to SWC students and other participant populations through existing credit and non-

credit courses and fee-funded programs. The grant funding covers a two-year cycle and is renewed annually.

San Diego Contracting Opportunities Center: City of San Diego’s Small Business Enhancement Program (7/1/18 – 6/30/19) The City of San Diego’s Small Business Enhancement program funded a one-year project in the amount of $20,000 for the project entitled, Procurement Technical Assistance Center (PTAC). The funds provided public agency/government procurement and contracting technical assistance for local small and emerging businesses, which resulted in small business contract awards and job creation.

San Diego Small Business Growth: County of San Diego (7/1/18 – 6/30/19) The County of San Diego funded a $4,000 collaborative grant between the San Diego Small Business Development Centers (SBDC) Regional Network and the San Diego Contracting Opportunities Center (SDCOC). The San Diego SBDC Regional Network assisted entrepreneurs to grow and start their businesses throughout San Diego County. The SDCOC helped small business owners to obtain contracts with public agencies and large corporations. These funds were used to provide additional one-on-one business advising/counseling and training workshops that result in business starts, capital infusion, increase in sales, and new jobs for San Diego County. SWC Foundation was the applicant for this grant. Go-Biz Capital Infusion Program: California Governor’s Office of Business and Economic Development (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development, Office of Small Business awarded funding in the amount of $251,000 to assist the San Diego and Imperial Small Business Development Centers (SBDC) Network to assist small businesses in obtaining capital infusion, the acquisition of funding for business operations, and growth. This includes Small Business Administration (SBA) loans, non-SBA loans, non-traditional lending and non-owner equity investment. Business Basics: City of San Diego Community Development Block Grant (7/1/18 – 6/30/19) The City of San Diego awarded the San Diego and Imperial Small Business Development Centers (SBDC) Network $275,277 to provide on-site workshops in five targeted low-to-moderate income neighborhoods (San Ysidro, Linda Vista, Barrio Logan/Logan Heights, Encanto/Southeastern SD, and City Heights) along with one-on-one counseling to assist micro-entrepreneurs to start and grow their own businesses.

Women’s Business Ownership Assistance – Initial: U.S. Small Business Administration (4/1/8 – 9/29/22) The U.S. Small Business Administration granted the Small Business Development Centers (SBDC) $75,000 to provide women entrepreneurs training and counseling to start and grow small businesses. It was the initial funding to support the development of a Women’s Business Center, which is a part of the Center of Business Advancement. SWC Foundation was the applicant for this grant. The grant funding is for the first year of the project; however, the grant has a four-year timeframe. Women’s Business Ownership Assistance – Modification: U.S. Small Business Administration (4/1/18 – 9/29/22) The U.S. Small Business Administration granted the Women’s Business Center $150,000 in order to continue the work it started in April 2018. This grant provides additional funding for the Women’s Business Center for training and counseling to women entrepreneurs and small business owners in San Diego and Imperial County. Funds are being used to support personnel costs to achieve program goals, including training, counseling, and administration. SWC Foundation was the applicant for this grant. The grant funding is for the first year of the project; however, the grant has a four-year timeframe. Industry Sector Projects in Common (ISPIC): California Community Colleges Chancellor’s Office (Rancho Santiago Subcontract) (1/1/18 – 12/31/19) The California Community Colleges Chancellor’s Office (CCCCO) awarded the Center for International Trade Development (CITD) $100,000 through a subcontract with Rancho Santiago Community College District. This grant enables SWC to expand the industry recognized SCPro™ Fundamentals certifications in Supply Chain Management Principles. The certification program is directed to students to have success and upward mobility career opportunities. SCPro™ Fundamentals certifications are offered to students who are starting or re-starting their careers in international business, business management, international logistics, transportation and related fields. The main goal is to provide access to a wide range of students from those disciplines to access the certifications. The project is aligned with the Strong Workforce Program. Procurement Technical Assistance Center (PTAC): California Governor’s Office of Business and Economic Development – Small Business Technical Assistance Program (TAP) (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development awarded $171,160 to the San Diego Contracting Opportunities Center (SDCOC), so they may provide technical assistance to small business to help them with government contracts, which will result in small business contract awards and job creation. Grant funds provide wages for small business/procurement advisors who deliver contracting/procurement technical assistance directly to small businesses as well as project

operating costs. Project services include one-on-one mentoring, training, and bid matching services for small businesses to assist them in competing for and performing on government contracts. Women’s Business Center’s: California Governor’s Office of Business and Economic Development – Small Business Technical Assistance Program (TAP) (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development awarded $1,050,000 to The San Diego & Imperial Women’s Business Center (WBC). Grant funds support the WBC, who is acting as the fiscal agent for all 14 California’s WBC. Each WBC is receiving funds to expand their business assistance services and to provide business training and counseling to women entrepreneurs. Women’s Business Center’s: California Governor’s Office of Business and Economic Development –Small Business Technical Assistance Expansion Program (TAEP) (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development awarded $ 1,260,000 to the San Diego & Imperial Women’s Business Center (WBC). Grant funds support the WBC, who acts as the fiscal agent for all 14 California’s WBC’s. Each WBC is receiving funds to expand their business assistance services and to provide business training and counseling to women entrepreneurs. San Diego Contracting Opportunities Center: California Governor’s Office of Business and Economic Development – Small Business Technical Assistance Expansion Program (TAEP) (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development awarded $247,884 to the San Diego Contracting Opportunities Center (SDCOC). San Diego and Imperial Small Business Development Centers Network: California Governor’s Office of Business and Economic Development – Small Business Technical Assistance Expansion Program (10/1/18 – 9/30/19) The California Governor’s Office of Business and Economic Development awarded $972,000 to the San Diego and Imperial Small Business Development Centers (SBDC) Network in order to expand business assistance services, including business training and counseling to entrepreneurs and small business owners.

School of Language, Literature, and Humanities Education Futures – Teacher Preparation Pipeline: California Community Colleges Chancellor’s Office (Chabot Las Positas subcontract) (4/1/19 – 10/31/19) The California Community Colleges Chancellor’s Office awarded SWC School of Language, Literature, and Humanities $30,000 through a subcontract with Chabot Las Positas Community College District for the Education Futures – Teacher Preparation Pipeline grant, to develop a statewide effort to incorporate Teacher Preparation Pipeline (TPP) programs throughout California Community Colleges, to successfully recruit, train and support teachers to ameliorate critical shortages in Science, Technology, Engineering, and Math (STEM), Career Technical Education (CTE), and other high-need sectors. At SWC, this grant is being used to strengthen the existing Liberal Studies program through increased coordination with local K-12 school districts, community colleges, and Institutions of Higher Education in order to create a clear pathway for students to move from K-12 into community college, onto higher education, and ultimately earn a teaching credential. The long-term goal is to identify and support students interested in becoming teachers in high need areas, such as bilingual education, special education, and STEM in ways that will encourage them to return to the South County as fully credentialed teachers.

School of Mathematics, Science and Engineering National Geospatial Technology Center of Excellence (GeoTech Center): National Science Foundation (6/1/17 – 5/31/22) The School of Math, Science and Engineering received a National Science Foundation (NSF) Advanced Technology Education (ATE) sub award of $277,420 (in year two), as part of the National Geospatial Technology Center of Excellence (GeoTech Center). The GeoTech Center headquarters is located at Jefferson Community and Technical College in Louisville, Kentucky. The sub disciplines of Geospatial Technology (GST) include Geographic Information Systems (GIS), Remote Sensing (RS), Global Positioning Systems (GPS), Cartography, and Unmanned Aerial Systems (UAS). The grant provides educators with industry-relevant GST curricular resources and professional development opportunities. Grant funds are also being used to research emerging trends and uses of GST, develop and research best practices to recruit (and retain) underserved and underrepresented populations in GST and science, technology, engineering and mathematics (STEM) fields, help to expand and connect the GST community of users, and host annual student competitions in GST.

2018-2019 Grant Projects Student Affairs Division

School of Counseling & Student Support Programs Adelante Estudiante: Institute for Mexicans (IME) Abroad – Consulate General of Mexico (5/11/18 – 12/31/18) The Institute for Mexicans (IME) Abroad Consulate General of Mexico in San Diego provided funding in the amount of $15,000 for a project titled Adelante Estudiante. This program addressed the education of Mexican immigrants and/or of Mexican-origin Dreamer students at SWC, and has existed for six years. It provided students with valuable experiences and directions as they pursued their educational goals. Participants were required to attend a series of workshops and submit an essay at the end of the program. After completing the program requirements, students received a scholarship. Puertas al Futuro (Doorways to the Future): U.S. Department of Education – Title V (10/1/14 – 9/30/19) The U.S. Department of Education provided funding in the amount of $2,397,158 over a 5-year period. The funds are being used to improve student success and completion rates by targeting two key areas: Component 1 - Engaging Latino Students and the First Year Experience, and Component 2 - Increasing Success, Persistence and Completion in Basic Skills and Development programs.

Puertas al Futuro (Doorways to the Future): U.S. Department of Education – Title V (Sub-award) (10/1/18 – 9/30/19)

The U.S. Department of Education provided supplemental funding to the multi-year Department of Education Title V award in the amount of $115,000 for year five of the multi-year grant award. This additional funding is provided to assist with the creation of a new effort targeting Financial Literacy best practices at SWC, which is an important factor for student retention and support planning.

Grant funds will support curriculum designed to help SWC students and graduates to develop sound financial behavior, debt management, and income planning to promote responsible life after college. It will enable our students to be conscientious about their financial habits and beliefs and support their long-term economic stability.

The Southwestern College Dreamer Project: Community Initiatives (8/20/18 – 5/24/19)

Community Initiatives awarded $125,000 to establish a SWC Dreamer Center that serves as a central point that connects SWC’s undocumented students and their families to a full spectrum of services and programs. Grant funds are being used to hire a full-time Project Specialist, programming, workshops, trainings, and conferences for families, as well as outreach, marketing, and office expenses. The grant funding is for the first year of the project; however, the grant has a three-year timeframe.

Veteran’s Services Office/Veterans Resource Center

Veteran’s Resource Center Grant Program: California Community Colleges Chancellor’s Office (10/1/18 – 12/31/21)

The California Community Colleges Chancellor’s Office awarded $200,000 to SWC to expand their services to current Veteran students and increase the number of Veterans who enroll at SWC. Grant funds are being used to fund a Veterans Outreach Technician, the peer-to-peer tutoring program, and to refurbish and upgrade the Veterans Resource Center (including the creation of an additional private room for counseling/benefit certification and the expansion of the computer lab).

Higher Education Center (HEC), Otay Mesa and San Ysidro Child Care Means Parents in School (CCAMPIS): U.S. Department of Education – Office of Postsecondary Education (10/1/18 – 9/30/22) The U.S. Department of Education granted four-years of funding in the amount of $599,600 for the Child Care Means Parents in School (CCAMPIS) project at the SWC Child Development Center (CDC). Campus-based childcare services are offered to SWC students who are Pell Grant eligible by providing an opportunity for future educational success. This grant enables the CDC to augment its existing services and provide child care at a reduced cost for twenty Pell Grant eligible students (per academic year) with children ages three to five years old. Grant funds are being used for personnel devoted to the CCAMPIS program.

Business and Financial Affairs

San Diego Campus Violence Prevention Consortium: United States Department of Justice – Office of Violence Against Women (10/1/18 – 9/30/21) The U.S. Department of Justice awarded $750,000 to SWC, to be the lead agency of a consortium of five colleges and universities. The consortium is a partnership between five local community colleges and universities, community based victim advocates and local prosecutors. The consortium partners include: San Diego City Attorney’s Office, Domestic Violence and Sex Crimes Unit, Center for Community Solutions (CCS), Palomar Community College, Point Loma Nazarene University, San Diego State University, and National University. SWC and its consortium members will provide education to students and staff, establish ongoing prevention efforts, and provide services for victims of sexual assault, domestic violence, dating violence, and stalking on the partner campuses, particularly for underserved populations. The grant has a three-year timeframe.

Academic Affairs/Workforce Development Deputy Sector Navigator – Global Trade: California Community Colleges Chancellor's Office – Rancho Santiago Community College District Sub-contract (11/1/18 – 10/31/19) The California Community Colleges Chancellor’s Office (CCCCO) awarded $200,000 to SWC. These funds are being used to fund the Global Trade Deputy Sector Navigator (DSN) serving region 10 (San Diego/Imperial) to advance California’s economic development and global competitiveness. This grant provides quality training through community college certificates and degrees, in addition to services addressing existing and future workforce development needs in Global Trade and Logistics. The DSN is also expanding the export potential of small-to-medium enterprises and identifying gaps, connecting needs and resources in the regional Global Trade and Logistics sector. This grant is housed in the School of Continuing Education and Workforce Development.
