1. The Council of the London Borough of Hounslow on 2 October 2017 made the above-

Traffic Management Order

2017 No.72

The London Borough of Hounslow (Prescribed Routes) (No.1) Order 2017 Made on 2 October 2017 Coming into operation on 7 October 2017 The Council of the London Borough of Hounslow, after consulting the Commissioner of Police of the Metropolis, in exercise of the powers conferred by sections 6 and 22C of the Road Traffic Regulation Act 19841, as amended, and of all other powers thereunto enabling hereby make the following Order: 1. This Order shall come into operation on 7 October 2017 and may be cited as the London

Borough of Hounslow (Prescribed Routes) (No.1) Order 2017. 2. In this Order:

“authorised person” means a police community support officer or an accredited person, where:

(a) “police community support officer” means a person who has been so designated by the Metropolitan Police Service as provided for by Section 38 of the Police Reform Act 20022; and

(b) “accredited person” means a person who has been accredited by the Metropolitan Police Service under the Community Safety Accreditation Scheme as provided for by Section 41 of that Act;

and in either case whilst using the powers of a police community support officer or an accredited person that person is wearing an approved uniform as provided for by Section 42(2) of that Act. “plan” means the plan comprising the Schedule to this Order.

3. This Order shall be suspended if confirmation is not given, in writing, by the chief officer

of police for Hounslow, as to the necessity of the Order, at least once every eighteen months.

4. No person shall enter or proceed in, or cause a vehicle to enter or proceed in that area of

Harlequin Road which is shown hatched on the plan. 5. No person shall enter or proceed in, or cause a vehicle to enter or proceed in that area of

Grant Way which is shown hatched on the plan.

6. Nothing in Articles 4 and 5 of this Order shall: (a) apply to anything done with the permission or at the direction of a police constable in

1. The Council of the London Borough of Hounslow proposes to make the above-

mentioned Order under sections 6 and 22C of the Road Traffic Regulation Act 1984. 2. The prescribed routes Order is an Anti-terrorism Traffic Regulation Order and has been

requested by the Metropolitan Police to reduce the likelihood of danger connected with terrorism.

3. The general effect of the Order would be to prohibit pedestrians and vehicles from entering or proceeding in certain parts of Grant Way and Harlequin Avenue, except those authorised by the police or an authorised person.

4. Documents giving detailed information of the proposed Order can be viewed for a

period of 21 days from the date of this Notice: (a) On the Council’s website at hounslow.gov.uk/trafficnoticelist or by typing in the

term “traffic notices” in the search bar; or (b) at the Forms and Documents Counter, Civic Centre, Lampton Road, Hounslow

TW3 4DN between 9am and 4.15pm Mondays to Fridays. 5. Any person desiring to object to the proposed Order should put it in writing and sent to the

Head of Traffic & Transport at the address above or by email to [email protected] quoting the reference TMO/P038/17, to be received by no later than Friday, 15 September 2017.

Grant Way and Harlequin Avenue, Osterley - proposed restricted access. STATEMENT OF REASONS The anti-terrorism traffic regulation order is proposed in order to comply with a request from the Commissioner of Police for the Metropolis to control the movement of pedestrians and vehicles on Grant Way and Harlequin Avenue, as part of a package of measures aimed at improving the security of people and protecting damage to buildings from a potential terrorist attack. The Order restricts pedestrians and vehicles from entering those sections of Grant Way and Harlequin Avenue that are adjacent to Sky UK buildings except for those pedestrians or vehicles given permission to do so by either a police constable in uniform or Sky UK security personnel. The need for the restriction will be reviewed at regular intervals, not exceeding 18-month intervals, to ensure that the retention of the restrictions remain necessary and proportionate.
