GRANT COUNTY PUD SENIOR MANAGER—FORECASTING, PLANNING & ANALYSIS Public Ulity District No. 2 of Grant County, Washington (Grant PUD) was established by local residents over 75 years ago. Grant PUD comprises two operang systems: the Electric System and the Priest Rapids Project which consists of the Priest Rapids Hydroelectric Producon Development and the Wanapum Hydro-electric Development. Grant PUD has the capacity to generate more than 2,000 MW of electricity with these two hydro-power projects, along with the operaon of the Quincy Chute and Potholes East Canal hydroelectric projects, and their share of the Nine Canyon Wind Farm. Over the past 15 years, Grant PUD constructed a wholesale, high-speed, fiber-opc network that provides service to approximately 70% of county residents. Grant PUD serves approximately 47,500 electric customers and generates around $172 million in retail electric revenues, approximately $133 million in wholesale power sales, and close to $5 million in wholesale fiber sales. The Senior Manager of Forecasng, Planning & Analysis (FP&A) will develop, manage and modify the structure and process surrounding ulity-wide business analysis and reporng in support of financial and operaonal decision making. This posion will establish and manage Grant PUDs business intelligence program, and direct business planning, financial planning, budgeng, forecasng, internal financial reporng and advanced financial analysis acvies. This includes providing direcon and guidance in coordinaon of key planning, budgeng and forecasng acvies, resulng in cohesive and integrated long-range strategic, business and financial plans with clearly defined financial metrics and funconally specific goals and objecves. This responsibility includes facilitang the necessary educaon and ensuring appropriate systems support. This posion works closely with the General Manager, CFO and other business groups to develop, quanfy and make recommendaons regarding compliance with strategic financial policies, long-term strategies and leverage business opportunies to best posion Grant PUD for future growth and to successfully achieve strategic planning and financial goals. This posion will also act as a Business Advisor for various departments including the Finance, Risk and IT Group, General Manager and Board of Commissioners, and will lead Balanced Scorecard planning and development. techniques and technology to transform raw data into meaningful and useful information for business analysis to support better business decision-making, remove barriers to analytics by unifying enterprise data and presenting it in business terms through self-service BI, provide team direction, communicate with senior management, and provide training, and support resource needs to BI team and District-wide BI users.

Lead District-wide business planning, strategic financial planning, budgeting and forecasting processes to achieve growth and the financial goals of the District. Build a deep understanding of emerging financial and business opportunities. Identify and recommend process improvements to continuously improve the efficiency and effectiveness of the strategic, business & financial planning cycles and increase the informative value of the content provided to senior management. Lead Balanced Scorecard planning and monitoring efforts. Consult with business units to develop and implement planning goals. Direct the development of budget policy. Coordinate the budget process. Lead the development and maintenance of financial models supporting balance sheet, income statement and cash flow forecasting and long range planning for the District as a whole. Assist and make recommendations regarding the development of company financial targets and establish industry benchmarking. Develop financial presentations for senior management and the Board of Commissioner meetings.

Interact frequently with finance business partners to develop a clear understanding of business issues and risks. Provide advanced financial analysis support and recommendations for projects with District-wide strategic implications. Oversee the development, enhancement, and operation of various additional predictive economic and financial models. Examples include: End-use load Forecast Model and Financial Model. Provide results of various financial analyses

and recommendations to operational units, senior management and the Board of Commissioners for decision-making.

Define analytical focus and assure completion of financial forecasts, quantifying opportunities and risks, and identifying actions necessary to achieve desired outcomes on a monthly, quarterly, and annual basis. Direct and oversee management reporting which provides District Management information for decision-making and assists in maintaining control of expenditures. Conduct continuing assessment of business unit performance and budget variances as compared with District plans. Assist staff in monthly review of financial results to understand significant variances to forecast. Review proposals for major capital expenditures relative to their conformity with District plans and economic justifications. Implement and maintain an asset management or portfolio management process for planning and prioritizing District asset investment opportunities and evaluating results. Provide competitive intelligence, through interpretation and dissemination of financial news and trends in the power industry. Provide monitoring and reporting output to operational units, senior management and the Board of Commissioners for decision-making.

Supervise strategic financial planning staff including, but not limited to, performance management, employee development, hiring, and discipline. Work closely with the Senior Manager of Finance and Business Advisors. Promote teamwork among Finance and other Groups' staff.

Maintain regular and predictable attendance. Perform related duties and responsibilities as required. Comply with District policies. Complete all required training. Maintain a working knowledge and comply with District safety procedures and specific safety requirements of this position, and those in accordance with applicable provisions of the Revised Code of Washington (RCW) and Washington Administrative Code (WAC).

THE SUCCESSFUL CANDIDATE

Fully qualified individuals must demonstrate an ability to develop extensive knowledge of Grant PUD’s operations, long-term power contracts, business processes, enterprise-wide business systems, business intelligence concepts and technologies, strategic planning procedures, accounting principles, and analytic techniques to plan, analyze and accomplish goals. He or she must also be able to manage a wide diversity of complex work situations and understand the financial and business-wide implications of decisions and recommendations. An ability to motivate and develop staff, and foster a positive work environment, is essential.

Approximately ten years of combined experience in business management, strategic planning, financial technology systems, and financial operational management roles, including at least three years in a supervisory capacity, is preferred. A Bachelor’s Degree in Business, Finance or Accounting, or an equivalent combination of education and experience is required. An MBA and/or CPA is desired.

THE ORGANIZATION

Grant PUD has an average residential rate of 5.07₵ per kWh, one of the lowest in the country. Grant PUD is in the third year of a strategy that calls for small, predictable price increases in the cost of energy.

In just ten years, Grant County’s demand for electricity has increased from an average of 362 MW in 2005 to above 500 MW in 2015. Projections are that average load will continue to increase to 601 MW by the end of this decade. As a result, Grant County is consistently engaged in financial planning to balance growth within customer classes while also reducing their risk profile.

Grant PUD’s greatest physical asset is the Priest Rapids Project which includes Priest Rapids and Wanapum dams, constructed on the Columbia River from 1956 to 1963. The Priest Rapids Project’s all-in production cost is $18 per MWh. That number is expected to increase to $23 per MWh by 2023. In 2004, Grant PUD began installing new turbines and generators at Wanapum Dam. At the end of 2015, all ten turbines and six generators were replaced, with the remaining to be completed by 2020. Grant PUD is beginning a similar project at Priest Rapids Dam.

The majority of the Priest Rapids and Wanapum Projects have historically been paid for through the sale of long-term bonds. Moving forward, future investments will be funded more heavily through retained earnings. Grant PUD has approximately $1.9 billion invested in plant (net of depreciation). Strong financial reserves ($155 million) and planning helps Grant PUD to maintain favorable credit ratings of “AA” with Fitch and Standard & Poor’s and “Aa3” with Moody’s.
