Taekwondo Hall of Fame, USA. The Executive Director and the Technical Advisors of the Taekwondo Hall of
Fame, USA conferred upon Grandmaster Jimmy R. Jagtiani, 8th Dan as “ Father of Taekwondo in India ” in the Grand ceremony held in Marriot Hotel, New Jersey, USA on 10th April 2009.
Grandmaster Jimmy R. Jagtiani, Born in Vietnam – 11-07-1955.
Grandmaster Jimmy R. Jagtiani was born and brought-up in Vietnam, received 2nd
Dan Black Belt Certificate (Taekwondo) under “Oh Do Kwon” Taekwondo
Academy in Vietnam in 1970, having B.A. degree in International School, Saigon
in 1972. In March 1974, the final and most brutal phase of the Vietnam War had
begun. The fall of Saigon appeared imminent. He has no alternative left but to
pack up and return to his motherland, India and finally settled at Lucknow (UP)
and aspired to practice Taekwondo, but here, people were unaware of
Taekwondo. There was no training center in the city of Lucknow or elsewhere in
India, so he practiced his own techniques and maintained himself. Then the
illustrious history of Taekwondo in India begins with its formal induction of
Taekwondo in 1975 founded by Grandmaster Jimmy R. Jagtiani. Three years
later, he was invited by the World Taekwondo Federation (WTF) to Korea for
higher training of Taekwondo under Master Chang Seoung Dong and received 3rd
Dan Black Belt Certificate from the Kukkiwon, Korea in 1979. Soon this little
known Martial Art received massive recognition amid this action amongst the
enthusiastic youths. Until this year over 3.50.000 (Three Hundred fifty thousand)
enthusiasts had joined the family of Taekwondo all over India.

Taekwondo Federation of India (TFI) was formed on 2nd Aug. 1976.
Under his leadership the Taekwondo Federation of India was formed in 1976 and
got its recognized by the World Taekwondo Federation WTF in 1978, Asian
Taekwondo Union ATU in 1982, Indian Olympic Association IOA in 1985,
Government of India in 1988 and the Sport Authority of India SAI in 1996. He was
elected Executive Member of the Indian Olympic Association (IOA) and Asian
Taekwondo Union (ATU) in 1990 respectively.

Achievement & World Taekwondo Leader Forum.
Grandmaster Jimmy, he was elected Secretary General of the International
Taekwondo Academy (ITA), Korea in 2004. In this position, he helped produce
technical seminars for the Black Belts holders and conducted International
Instructor Courses and International umpires. He helped modify ITA tournaments
rules and regulations and took active role in organizing the World Taekwondo
Festival in Korea. Grandmaster Jimmy’s great achievements did not go
unnoticed and was appointed as International Advisory Board for the Kukkiwon,
the World Taekwondo Headquarter, Korea in 2008 and become Member of World
Taekwondo Leader Forum, Kukkiwon, Korea till date.

He has authored a monumental “Taekwondo Textbook” on the Art of Taekwondo
to provide a shortcut on a series of scientific researches on Taekwondo

In reaction, Grandmaster Jimmy R. Jagtiani said, he had received countless
awards and honors during his lifetime, but this honor conferred by the
Taekwondo Hall of Fame, USA is the most treasured reward, the ultimate
acknowledgement for his lifelong dedication to the Martial Art of Taekwondo. He
was very happy to assume new responsibilities as it would allow him an
opportunity to serve the greater cause of Taekwondo and give him a World-wide
recognition. This has added another feather in his cap being the Founder of
Taekwondo in India, Secretary General of Taekwondo Federation of India (TFI),
and hold International Master Instructor in 1982 & International Referee degree in

The “Logo” of the Taekwondo Federation of India (TFI) is round in shape; there are four colors in it, the black surrounding the circle, the saffron, the green and the white. The black represents “Seniority”, the saffron stands for “Courage”, the
green for “Faith” and the white for “Purity”. The folded fingers show the “Unity”. The punches, in the centre of the circle show the shape of the Logo interlinking

OBJECTIVES AND AFFILIATION :
Article 1.3 The objective of the TFI shall be to inspire, induce and conduct the
following operations:-
a. National Taekwondo Championships Male & Female–Colour Belts. b. National Taekwondo Championships Male & Female–Black Belts. c. National Taekwondo Championships Male & Female (Junior & Sub-
Junior & Pee Wee Groups). d. International / Regional Taekwondo Championships.
f. Publication of necessary materials. g. Research cell for self defense techniques. h. Making of Rules & Regulations.
i. The TFI, recognized by the Indian Olympic Association shall observe the general and fundamental Principal of the Olympic Charter. The
TFI shall promote the principal that the Taekwondo Academy of India (TAI), recognized by Taekwondo Federation of India (TFI), the centre of Traditional Taekwondo in India under Kukkiwon has adopted in
respect to Taekwondo philosophy, development of techniques Dan Promotion, Degree, National Instructor, National reference etc.
j. To take disciplinary action against any State Association or office Bearer, where for misconduct / misbehavior or any other undesirable activity bring discredit to Country, Federation or the
Sport in General. k. Other activities for attaining the objectives envisaged above.
REGISTERED OFFICE:
Article 2.1. The Registered Office of the Federation shall be situated at A-2, 2nd Floor,
32/16 Valmiki Marg, Hazrat Gunj. Lucknow, 226001.
JURISDICTION:
Article 3.1. All claims or actions by or against the Federation shall be at
Lucknow only, and Courts situated at Lucknow, shall have the
Jurisdiction to adjudicate at the claim or action by or against the
Federation.
Article 3.2 Jurisdiction of the Federation over all the activities related to the
Sports of Taekwondo shall extend to the entire territory of the
Union of India, having its head-quarter at Lucknow.

Article 4.1. Membership of the TFI shall be open to the following:-
a. State / U.T. Taekwondo Associations. b. Taekwondo Academy of India.
c. Services Sports Control Board. d. School Games Federation of India. e. Association of Indian Universities.
f. Kendriya Vidyalaya Sangathan. g. Delhi Public School.
h. Navodaya Vidyalaya. i. City Montessori School, (CMS).
On 2nd August 1977, the first anniversary of Taekwondo Federation of India was organized with a demonstration of highly techniques at the K.D. Singh Babu
Indoor Stadium. The students trained by Master Jimmy specially Mr. Inder Kumar Singh and Mr. Dinesh Kumar Singh both are Senior most student along with
others entered the Arena and enchanted the viewers, which was inaugurated by none other than the Ambassador of the Republic of Korea His Excellency Mr. Bum Suk Lee., and Dr. Banarsi Das Gupta was the Chief Guest. Ambassador
promised maximum support in promotion of Taekwondo in India and also to send Master Jimmy to Korea for advance training under Kukkiwon and the World

Taekwondo was introduced by the Indian Olympic Association, for the first time
in the National (Olympic) Games held at New Delhi in the year 1985. The TFI
arranged special demonstration by the Korean Experts in the premises of the
Prime Minister’s resident, New Delhi on 17 March 1986. The Prime Minister late
Hon’ble Rajiv Gandhi had witnessed the demonstration. He was so impressed
that promised to extended all possible help to the Taekwondo Federation of India,
resulting in recognition of the Taekwondo Federation of India in 1988 by the

authority to have its corresponding Units in all States and Union territories of
India.
The National Institute of Sports (N.I.S.) allowed scholarship benefits to the
meritorious sports persons of Taekwondo. The Government of India further
allowed employment to the meritorious sports persons of Taekwondo against
sports quota vacancies in relaxation of the direct recruitment rules. The Sports
Authority of India (S.A.I) adopted Taekwondo in its syllabus for coaching
Instructor and The Railway Department extended concession for the Taekwondo
players participating in the National & State Taekwondo Championship.
At present Taekwondo Federation of India has its affiliated members Association in 26 States/Union Territories besides Error! Hyperlink reference not

Security Force (CISF) and Taekwondo Academy of India (TAI), The Taekwondo Academy of India assigned to look after the technical matter such as promotion

have learned martial art, called Taekwondo, In Taekwondo for self-defense, you
can handle three to four persons single handed. I want to start Taekwondo in K.

Mr. K.D.Singh Babu, the Director of Sports could not understand and asked
“What Martial Art”? Master Jimmy said “Tae” “Kwon” “Do”. He still could not
understand and asked him again, “what did you say Kwondo?” “In short”, Master
Jimmy has to say “Judo-Karate” and he understood. “Still, the Director cannot
believe that the Taekwondo exponent can handle four people at the same time”
So he called Master Jimmy to come when he taught hockey to his students.
Master Jimmy and Master Mike (Jimmy’s Brother) reached the stadium at 5=00
p.m. while he was on the ground making the boys and girls to practice Hockey.
When he saw Master Jimmy, he told his students to sit down on the ground and
introduced Master Jimmy to them. He then requested Master Jimmy to show
some of his techniques. He showed kicking, jumping and punching one by one.
Suddenly, the Director asked him whether he could beat one of his boys with a
hockey stick. Master Jimmy told him that he didn’t mind two persons at a time,
two of them got up with hockey sticks and attacked him.
With no other alternative, He knocks them down with his special kicks & punches.
Not only Mr. Babu was surprised but his students including the trainers were also
surprised with the Taekwondo techniques. Later, Mr. K.D. Singh Babu advised
him to teach the police first. He then introduced Master Jimmy to the 35th
Battalion P.A.C., (police line) Mahanagar, Lucknow, and Railway Protection
Forces (RPF) Alambagh, Lucknow. He started training them in the art of
Taekwondo in 1975.
During this period, He tried to learn more techniques of Taekwondo. Thereafter
He visited Calcutta, Bombay, Madras, Bangalore & Delhi, and in other cities, but
was very surprised to know that no one knew what Taekwondo was. Then He
decided to organize a Taekwondo demonstration with the help of His brothers
Mike, Ram, Lachman at the Oudh Gymkhana Club, http://www.ogc.org.in/ Lucknow in
1975 and performed the art. Mr. K. D. Singh Babu proposed the show to
introduce the art of Taekwondo to the Public and seek their approval. The show
was a big success. Thousand watched and admired it in excitement as they
displayed high power Taekwondo techniques by breaking Marble tiles, Ice break
and tiles, which vividly interpreted Taekwondo and differentiated it from Karate,
Kung-fu and Judo etc.

This achievement encouraged him to establish another demonstration at
Christian College, Lucknow on 2nd August 1976 with the help of Brother Mike,
Ram & Lachman and the Police personals and the Railway Protection Forces
(RPF) whom he had trained nine months earlier. The Taekwondo Federation of
India was established formed on the same day i.e. 2nd August 1976.
Police Personals & Railway Protection Forces performed public Taekwondo
demonstration on 2nd Aug. 1976 at Christian College, Golagunj, Lucknow.
On 2nd August 1977, the first anniversary of Taekwondo Federation of India was
organized with a demonstration of highly techniques at the K.D. Singh Babu
indoor stadium. The students trained by him specially Mr. Inder Kumar Singh and
Mr. Dinesh Kumar Singh both are Senior most student along with others entered

inaugurated by none other than the Ambassador of the Republic of Korea His

The World Taekwondo Federation (WTF) accorded affiliation to the Taekwondo
Federation of India in 1978, the Asian Taekwondo Union (ATU) in 1982, the Indian
Olympic Association http://www.olympic.ind.in/ (IOA) in 1985 and the South Asian
Taekwondo Federation (SATF) in 1994 respectively. The Department of Youth
Affairs & Sports, Government of India also granted recognition of the Taekwondo
Federation of India as an apex judicial and autonomous National body of
Taekwondo in India in 1988.
The art of Taekwondo was introduced for the first time in the National Games,

the Indian Olympic Association (IOA) at New Delhi in the year 1985. The TFI
arranged special demonstration by the Korean Experts in the premises of the
Prime Minister’s resident, New Delhi on 17th March 1986. The Prime Minister of
India, late Hon’ble Rajiv Gandhi http://en.wikipedia.org/wiki/Rajiv_Gandhi had witnessed
the demonstration. He was so impressed that he promised to extend all possible
help to Taekwondo & the Taekwondo Federation of India, TFI. Resulting in
recognition of the Taekwondo Federation of India in 1988 by the Department of
Youth Affairs & Sports, Government of India with the authority to have its
corresponding Units in all States and Union territories of India.

Prime Minister of India in 1986.
The National Institute of Sports (N.I.S.) allowed scholarship benefits to the
meritorious sports persons of Taekwondo. The Government of India further
allowed employment to the meritorious sports persons of Taekwondo against
sports quota vacancies in relaxation of the direct recruitment rules. The Sports
Authority of India (S.A.I) adopted Taekwondo in its syllabus for coaching
Instructor and the Railway Department extended concession for the Taekwondo
players participating in the National & State Taekwondo Championship. The TFI
granted affiliation to the Services Sports Control Board (S.S.C.B.) in 1990, the
Taekwondo Academy of India in 1990, Army Sports Control Board (A.S.C.B.) in
1992, the Central Industrial Security Force (CISF), in 1995.
The Taekwondo Academy of India (TAI) assigned to look after the technical
matter such as promotion of Taekwondo philosophy, development of Techniques,
Dan Promotion Test, Degree, produced National Instructor as per the curriculum
of Kukkiwon, the World Taekwondo Headquarter, Korea.
Upto date, about 3,50.000 taekwondoins are leaning Taekwondo in 586 centers
with its affiliated Members Taekwondo Association in States/Union Territories,
Boards and Schools under Taekwondo Federation of India, TFI.
