The Parish of Grade Ruan

Our parish lies in the southern area of the Lizard Peninsula, in fact the 50th parallel cuts across one parish boundary. Enjoying a generally mild climate it is an

Area of Outstanding Natural Beauty; with an interesting and accessible coastline, Heritage Coast and Special Areas of Conservation; flat inland Downs and sites of Special Scientific Interest. The whole area can be affected by south-westerly winter gales. This environment has supported farming and fishing as the main economies. The land has a complex chemical mix over the unique serpentine rock

providing habitats for many rare and unusual plants. There are deeply cut stream valleys across the parish which add to its diversity and beauty.

Kennack Sands is a popular Blue Flag beach for visitors and locals while Cadgwith retains its historical small boat fishing industry. Poltesco, now a National Trust property, had a thriving serpentine factory in Victorian times which supplied fascias and artifacts for many homes and prestigious buildings. It has long ceased production. The parish has an off-season population in excess of 1010 with the majority living in Ruan Minor the centre for most services. The second largest number of properties lie in the historic fishing cove of Cadgwith, linked with St Ruan and Prazegooth. The population increases greatly at holiday times through visitors to the holiday and caravan parks at Penhale and Kuggar and the many second homes and holiday lets. Most of the remaining properties are outlying farms and homesteads at Grade, Predannack and other locations.

Present Amenities

The primary school, of Beacon status, is in the centre of Ruan Minor. It currently has ninety pupils and lies close to St Rumon church. We also have a Methodist church in Ruan Minor, the small St Mary’s at Cadgwith, and St Grada across the fields at Grade. Ruan Minor also contains a purpose-built doctor’s surgery; general shop and newsagent, which also houses the sub-post office; a small fruit and flowers shop; as well as a Village Hall. There is a recreation ground close to the village centre with children’s play area and a hard surface multi-use activities court. An hourly bus service

connects the village with the Lizard, two miles, Mullion, five miles, Helston, ten miles, and Truro, twenty five miles. A rural road connects Ruan Minor, Cadgwith, Kuggar et al with the main A3083 to Helston and beyond. Cadgwith has several seasonal businesses plus the popular Cadgwith Cove Inn, which continues the tradition of regular live music sessions of varying styles alongside the bars and restaurant. There are Art Galleries exhibiting work by local artists and the Old Lifeboat House, currently in the process of repair and sensitive alteration which provides premises for the Cadgwith Pilot Gig Club. There is the Kennack Sands Hotel at Kuggar; and Holiday Parks, one above Kennack Sands, and the largest at Penhale on the main Helston/ Lizard road. There are several caravan parks. Other than these the largest business premises are for Rozen Furniture, near Treleague cross roads, which makes both bespoke and a range of other furniture. There are public car parks at Cadgwith and Kennack Sands with a free car park in Ruan Minor.

The public toilets at Cadgwith and Kennack are under the direct responsibility of Kerrier District Council whereas Grade Ruan Parish Council are KDC agents to oversee the cleaning and locking up of the toilets at Ruan Minor.

Social activities include a Snooker Club, Playgroup, Wednesday Club, Youth Club, Short Mat Bowling, and a well-attended Thursday morning market held in the Village Hall. Several football teams play regularly but the pitch needs improvement and better drainage. Cultural interests include the Cadgwith Thespians, Lizard Fine Art Society, a play reading group and other literary and visual art groups.

History Notes Within the northern boundary lies an ancient standing stone. Many Bronze age barrows are scattered over Goonhilly, the Downs area, where legend states that copper ore was mined. Certainly it is likely that tin was streamed in the past and there are several areas in the parish where the unique serpentine stone was quarried (see Poltesco serpentine factory) This quarrying has been severely constrained more recently. Many of the parish names reflect the Celtic Cornish language describing places, woods and valleys. Poltesco Valley and Caerleon have a varied history from Elizabethan times while Erisey, near Penhale, can trace its history back to 1279. James Erisey, a Sheriff of Cornwall from 15112-1513, has a fine brass commemorating him and his family in Grade church. The parishes of St Grade and St Rumon amalgamated in the twentieth century to become Grade Ruan. In the sixteenth century other less worthy claims to fame link men from

Cadgwith in smuggling ventures with the infamous Lady Killigrew. Many of the old buildings remaining in Cadgwith, a Conservation Area, including fish cellars still in use, some by descendants of earlier Cadgwith fishermen. Others are now converted to a restaurant and holiday accommodation but the winch house etc all links the past with the present. The Old Lifeboat House, home of the Cadgwith Lifeboat, the earliest boat on this section of the Lizard coast, is now being fitted out for the Cadgwith Pilot Gig Club, which illustrates the importance of keeping traditional skills alive. When renovation is finished it will also house a display of Cadgwith Lifeboat history.

In the nineteenth century mail from a wrecked hot air balloon was washed ashore at Cadgwith but in1885 a more reliable means of communication, the first under water telegraph cable to Bilbao, was laid from Kennack Sands. Since then first Wireless and Telegraph followed by British Telecom have developed increasingly sophisticated means of communication and in fact the Earth Station at Goonhilly is only a mile or two up the road.

There was a time when boats landed cargoes of coal etc at Cadgwith. Today the fish and lobster catches go by road

or are unloaded at larger ports for distribution. Farm products and manufactured goods, art and local crafts all use the roads in and out of the parish as do the holiday visitors. With low producing farm land, wide plateau and quiet valleys, attractive walks, beautiful old churches, a Holy Well, many traditional buildings, plus the wide variety of unusual plants and a way of life which centres on family and community the people who live here are aware of its environment, its history and social mix. They are also aware of its vulnerability in these times of changing economic and social uncertainty.

The Story so far Originating from initiatives with West Cornwall LEADER project and continuing with help from Cornwall County Council, through the advice of the Lizard Countryside Officer; the Countryside Agency’s Vital Villages scheme; Cornwall Rural Community Council; and various public sources of information plus the goodwill of Councillors and Clerks to the Councils, arrangements were set in place to bring together the opinions and enthusiasms of the community and to achieve something positive from them. Discussions with Cornwall Rural Community Council resulted in organising a Have Your Say Day held in Ruan Minor Village Hall, Saturday March 9th 2002. Funded in part by the Countryside Agency with much voluntary input. The event was publicised by notices around the whole parish plus information circulated in the Grade Ruan Gazette, a parish magazine that is delivered to each household in the parish ten times a year. The primary school was involved in producing a 3D map of as much of the parish as viable in order for

suggestion cards to be filled in a placed where appropriate.

. In order to attract attendance several entertainments were arranged e.g. face painting, a local Jazz group, buffet refreshments etc. In excess of 200 people attended the day and more than 834 individual suggestions were placed on the map tables The CRCC compiled the responses from the Have Your Say Day and this report was used as a basis for discussion at several Public meetings arranged by the

Parish Council. At these meetings volunteers were called for to form a Steering group to go forward with prioritising the findings. Copies of the report in a condensed form were placed at pick-up points around the parish, with the invitation to take part in further discussions and a précis of the report etc. was placed in the Grade Ruan Gazette A Steering Group was formed from volunteers who began meeting in October 2002 and this comprised of local people spanning a broad spectrum of interests across the different generations of the parish, such as farming, tourism, church groups, the arts, playgroup, school interests, Wednesday Club, sports and recreation and with close links to the Parish Council. The Steering Group formed GRAB – Grade Ruan Action Board. GRAB began Prioritising the “wish list”, again recapping on the Parish’s wishes via a questionnaire sent out in the Grade Ruan Gazette. Then based on this information they drew up this document.

Every care has been taken to inform and include the community in each stage of this consultation.

The expectation is that the Parish Council and GRAB will work together to action the relevant improvements while group leaders, i.e. the Village Hall Committee, Cadgwith Pilot Gig Club, Recreation Ground Committee, Cadgwith Conservation Committee, and other community groups will develop their own appropriate improvements with their help and advisors from Cornwall County Council, Cornwall Rural Community Council, Kerrier District Council, the Countryside Agency and potential funders. It is encouraging that several concerns are already being addressed and more detailed examination is being undertaken regarding others.

Environment The main issues Much concern was expressed at the public meetings about the general state of the environment within the parish. The problem of dog mess was high on the list of priorities, with bins and poop scoops suggested and dog free zones, eg the recreation ground. The problem of litter around the parish needs to be addressed.

A general tidy up of the area was felt necessary, with some areas identified as requiring particular attention. There was a desire for planting to encourage wildlife and improve the aesthetic look of the parish: trees and flowers, possible picnic area, seating and community garden suggested on the recreation ground.

The vision for the future To improve and enhance the environment, for the benefit of both residents and visitors. To encourage diversity in the local wildlife. To protect and conserve our local environment, for the enjoyment of future generations. To encourage recycling and composting where ever possible.

Implementation Further dog mess bins should be provided at identified key points, and the creation of additional dog-free zones is suggested. Particular areas of concern are the coast path and the recreation ground. Further litter bins should be provided. Certain areas have been identified, which could be tidied up:

a) Entrance to Ruan Minor village. Grass verges to be planted and excessive weed growth controlled.

b) Ducks Lane

c) Area outside Spar Shop.

Broken road surface and poor drainage needs to be addressed.

Tree planting sessions are planned for various locations within the parish.

Regular recycling collections are already in place. Recycling and composting facilities should be extended as much as possible.

There is an on-going project at Cadgwith involving The Cadgwith Conservation Committee, Grade Ruan Parish Council and Dave Lewis, (CCC Lizard Countryside Officer, who are conserving the historical environment of Cadgwith Cove and adding a number of features, eg., seating, planting to soften the visual impact of the Todden Protection Wall and other appropriate plantings. The need for some sensitive lighting for the path to the car park is also being discussed.

Traffic The main issues The main arterial road between Helston and Lizard is the A3083 and Ruan Minor lies to the East down the left turn to Cadgwith. Regular daily bus services start as early as 0700 in the morning and continue throughout the day (to include special needs transport) until 2300, this covers early start work and late finishes with approximately a 25 mile radius. The increases in traffic during the summer period seem to pose no real problem. The most important and repeatedly mentioned problem appears to be the speed of vehicles through the village and the parking of vehicles at the start/finish of the school day adjacent to the school. This creates a safety problem with regard to Treworder Lane for access of Fire/Ambulance to the dwellings and additionally this area, near the Old Forge, is the local bus service reversing point. Parking here creates an even

bigger risk factor for both emergency vehicles and parents and their children.

Many concerns were expressed regarding congestion by the school at 0845 – 0915 and 1515 – 1545. This is compounded at 0900 by the arrival of the Truronian bus which reverses, as mentioned above in front of the Old Forge. With a free car park less than a hundred yards away behind the Village Hall many people thought that the area around the school wall, particularly by the square, should be kept parking free. Parents should be encouraged to use the car park, but it was also thought that until a safe

pedestrian way could be installed between the Village Hall and the school little improvement would be seen. There was a lot of concern over the speed of vehicles approaching the Long Moor corner (Sparnam Well) from either direction. As there is a high stone hedge on one side and the exit from Long Moor on the other, with visibility recently improved by White House corner there have been many incidents of near misses and minor scrapes. This is a Traffic Flow problem and needs professional attention. Suggestions that the pavement be narrowed here, speed bumps installed or a pinch point put in all need consideration. The vision for the future To improve road safety, particularly for pedestrians. To improve parking facilities for residents. To reduce congestion and ensure clear access for emergency services.

Implementation It is necessary to reduce the speed of traffic approaching Ruan Minor. The possible installation of speed humps or pinch points at the entrance to the village should be investigated. Also, enquiry should be made into a further speed restriction of 20mph near the school.

An alternate site for the bus stop should be investigated, to avoid the need for the bus to reverse next to the school. Improvements are scheduled for improvements to the visibility problem at the corner of Trealeague Crossroads. A One way flow through Cadgwith has been brought up several times but with properties both sides of Cadgwith having opposing needs discussions have not found a resolution. Equally the request for designated parking for local residents in Cadgwith has been deemed inappropriate through costs or lack of space. Some properties in Cadgwith have no parking when yellow line restrictions are in force.

Community Facilities The main issues There was an overwhelming feeling that a venue was needed to accommodate the current varied and thriving local groups and to house the potential new activities which people would like to see in the parish. Grade Ruan Under 5’s Group The Village Hall currently offers premises for the local playgroup/mother and toddler group, which comprises of approx 40 children. The group meets 4 mornings a week and is thriving and stimulating but suffers from the restraints imposed by being housed in a multi-purpose building. It has inadequate storage facilities for its continually growing equipment, no hot water in the toilets for hand washing, and has no children sized toilets or low sinks. There is no provision for the children’s work to be permanently displayed and no facilities for outdoor play. The building itself, as many buildings of its age is inadequately and

uneconomically heated and periodically suffers from moldy and damp walls.

Youth Club/Centre The Youth Club currently meets on a Friday evening in the Village Hall and has in excess of 40 children aged 7 – 12. Again this suffers from similar problems as the playgroup, ie, limited storage, no outdoor play facilities etc. There was a great demand for a more appropriate venue, for the youth club and youth of the village, this may be incorporated in the new pavilion building. The Wednesday Club currently meets each Wednesday afternoon in the Village Hall.

There is a desire to see some kind of community café or drop in centre, spanning all age groups from young people, young mothers and their children, and the more elderly residents. The vision for the future To offer as wide a range of facilities for community activities as possible. Implementation The Village Hall currently provides a home for most groups, but could possibly be further developed. With improved facilities it would be interesting to explore the possibilities of opening it up more to the community and to evaluate its suitability/feasibility for future exciting ventures. This could include touring theatre companies, (Carn to Cove etc, evening classes, ie martial arts/aerobics/computer classes, or whether another venue may be more suitable. There are currently no workshops, the last available have been granted change of use to holiday letting.

There are no industrial units in the parish other than Rozen Furniture. There would be a possibility of expanding the benefits of a new School Hall by forming a working partnership between the school and the community, offering opportunities not currently available in the Parish.

Cultural Activities and the Arts The main issues Cornwall has a unique and distinctive arts and culture sector. The heritage of this indigenous population is centred around communal events, festivals and celebrations. As a Celtic region it has a wealth of myth, customs and folklore, which is very evident within the people who thrive on face-to-face interaction. This sense of strong community identity stems from rural isolation and the traditional industries of fishing and farming.

The Parish is particularly rich with artistic activity and there is a definite appetite for cultural nourishment within the people of this unique area. There is a varied selection of societies that range from a Lizard Fine Arts club, a play reading group in Ruan and a Literature Group in Cadgwith. There is also a photography group and a Folk Group based at Cadgwith Cove Inn. The Cadgwith Cove Inn also encourages music in many varied forms, local musicians, The Cadgwith singers and its folk evening. There is a local community Theatre group known as Cadgwith Thespians. This company produces various productions including an outdoor summer production with over fifty local people involved in it. All these groups have a real sense of commitment, enthusiasm and talent yet all lack sufficient places to meet and inadequate funding. But all contribute to a wholly unique vibrant community spirit.

The artistic streak is nurtured from an early age and Grade Ruan Primary School regularly treats the parish to many excellent plays, indoors at Christmas time and even outdoor theatre in the summer. They hold many musical events and the enthusiasm of both pupils and staff is admirable. Despite not having its own school hall the school still achieves consistently high standards. It is currently fund raising to build a school hall but may sometime outgrow its present site.

The vision for the future To promote, nurture and encourage the artistic talents and aspirations of all within the parish. To provide suitable venues for the expression of local talent in cultural events.

Implementation The planned new school hall will provide an ideal space for rehearsal and performance. Liaison with the school should ensure that the needs of cultural activities are taken into account in planning decisions. The Cadgwith Cove Inn and the Village Hall both already provide homes for a range of cultural activities. Discussions with the management of these venues should take place to explore the options for increased use by community groups.

Leisure The main issues Sport and leisure promoted almost as great a response as environmental issues. The main request was to replace the pavilion. A new sports complex was suggested with long awaited improvements needed for the football pitch and better facilities for additional activities at the recreation ground.

The Recreation ground committee is working towards this ultimate goal.

Cadgwith Pilot Gig Club Cadgwith Pilot Gig Club was formally established in the early 1980’s and soon after the first new gig for 60 years was built for Cadgwith. Gig racing is held at every opportunity, both within the club (there are two other Cadgwith gigs: Socoa and Rose), and at weekend regattas around the Cornish coast and Isles of Scilly from May to September. The club has five main competitive crews: two mens’, two juniors’ and a veterans (40 and over). There are six rowers, a cox and a space for three

‘passengers’ in a gig. On Sundays through the summer there is rowing for all when people can come and have a go or just come out for a ride.

The club therefore provides both a community facility as well as a competitive rowing club and membership comes from all around the south Lizard communities and further, but with the main core of the club firmly rooted in Cadgwith Cove. The vision for the future To see the construction of a new sports pavilion.

Implementation The new pavilion building on the recreation ground could be the alternative venue for such community activities as aerobics, martial arts and computer/training facilities, maybe for the youth club centre. Initial planning application has been made for the new pavilion and funding needs to be sought to ensure completion of this project. The Cadgwith Pilot Gig Club is already well advanced in planning the refurbishment of it’s club house. This building, which used to house the Cadgwith Lifeboat, will provide storage for the club’s boats and equipment, and also a public room and exhibition space for other community use.

Following a successful application for lottery funding in partnership with local fundraising, work to refurbish the gig clubhouse should commence in the latter part of 2003. This will involve the replacement of the roof, rebuilding the front wall with an enlarged window to the first floor room and other improvements.

Health The main issues Ruan Minor is fortunate to have its own local dispensing surgery, which is a branch of the larger practice at Mullion. It is situated in the centre of Ruan Minor and is open for almost two hours on Monday and Friday mornings and Tuesday and Thursday afternoons, with an hour for dispensing only on a Wednesday.

A phlebotomist also regularly attends the surgery to take blood tests. An excellent service is provided by the two Health

Visitors, both at the surgeries and through home visits. The Surgery is conveniently situated for the village but suffers from no off-road parking, sometimes causing problems to residents during Surgery hours and making access for emergency vehicles a serious problem. There was a general request to see a wider choice of medical services from the local surgery, the most popular being:

Implementation There is clearly a lack of public awareness of some of the services already on offer. Increased publicity should be used to ensure all residents know about the full range of services available through the surgery, or from the main practice at Mullion. The main practice at Mullion should be encouraged to provide additional services at the Ruan Minor surgery.

Housing The main issues Concern has been expressed about the rubbish sacks by the roadside awaiting collection. The sacks often attract scavenging animals, resulting in waste scattered on the streets. The provision of wheelie bins to each household was suggested as the best solution. Housing is an increasing problem in the parish. House prices, as in most areas of the country, are climbing out of all proportion with wages. This is

particularly so in this area, where wages are low and many jobs of a seasonal nature. As properties come on the market, many are bought as second homes or holiday lets. Also, the outstanding beauty of the area and the rarity of property for sale tends to result in high prices. The vision for the future To ensure that affordable housing is available to local residents who need it. Implementation A survey should be conducted to find out the level of support for providing wheelie bins to each household. The matter should be pursued with the district council, if it is decided that a demand exists. There is an urgent requirement for the provision of more affordable starter homes. Building is currently nearing completion at Long Moor. Further requirements must be assessed, and the availability of suitable sites investigated.

Planning authorities should be encouraged to take a positive view on any application to build for local needs. It may be necessary to ensure that any such housing has restrictions to ensure that is can only be sold for similar local needs. Suitable sites and advice for self-build projects should be investigated.

To encourage and support training and employment opportunities for all within Grade Ruan.

To ensure everyone has access to the training and information they need.

To facilitate and encourage local employment within the parish.

To encourage local-based markets and finance, and improve the prosperity of the area.

Implementation

There is a clear need for a community office within the parish. This would make available fax and photocopier facilities and a computer, preferably with Internet access. The ideal site for this office is within the existing Village Hall, but we recognise that there are is a lack of suitable space within the building. An alternative option would be within the school, with it’s excellent IT facilities, but this raises issues of security and public access. A new pavilion is planned for the recreation ground, which is likely to include some public rooms, this would appear to be the best option.

Local colleges provide a broad range of training courses, in both vocational and recreational subjects. The problem that faces most Grade Ruan residents is access, as Helston is about 11 miles distant and Camborne and Falmouth even further. Some classes are available at nearby Lizard, so there is no reason why further classes cannot be offered in Grade Ruan. As with the community office, finding a suitable venue is the main issue, but the problems are not so serious. The Village Hall is heavily used, but classes could be planned around existing bookings. Outside school hours, the school could be used without too much difficulty. Also, it is likely that the new pavilion could provide suitable space.

Several sites within Grade Ruan may be appropriate for development into small workshop units. The old Telephone Exchange by the Cadgwith turning is ripe for refurbishment, although it’s isolated location is a disadvantage. In Kuggar, the motor workshop premises stands vacant, and there are a number of derelict buildings that could be redeveloped. In Ruan Minor, there would not appear to be any existing buildings suitable for conversion, but

new building would not be out of the question. The old Chapel may be a possibility at some point in the future.

There is already a thriving local market in the Village Hall on Thursday mornings. This could be expanded to include more local-grown food produce. Also the local shops could be encouraged to take more local products.

A credit union is being set up to cover the local district. This will provide finance for both business and personal requirements, and a local-based savings scheme. Interest rates are fixed by statute and all profits remain in the local community.

Summary The publication of this Plan is not the end of the Parish Plan process, it is actually the start of the action which is proposed within the plan. It is the responsibility of the Parish Council and members of the community to ensure that actions, projects and proposals within the Parish Plan are carried forward.

Some of the issues will require outside help, sometimes from several sources, while others can be tackled by and within the community. It is recommended that all of the proposals and actions contained in this

Plan be monitored, reviewed and updated over time. This will ensure that any changes within the Community, i.e. its needs, views, or the issues themselves can be incorporated into future plans and so that the Parish Plan process evolves naturally in line with the

natural changes of the community.
