02 SHENZHEN CONTACT US AT: 8351-9438, [email protected] Monday May 25, 2020 A PORTION of the contents in this year’s report on govern- ment work delivered by Premier Li Keqiang on Friday at the annual session of the National People’s Congress are related to Shenzhen’s development. One of the highlights in the report is that the country will reform the ChiNext stock market and pilot a registra- tion-based IPO system. The plan, which was just passed in a central meeting held last month, is said to be an important move to strengthen reform of the capital market, refine fundamental mecha- nisms of the capital market and to improve the capital market’s functions. This is also a response to what has been said in the guidelines for supporting Shenzhen to build the pilot demonstration area of socialism with Chinese characteristics released by the Central Government. The guid- ance also includes better sys- tems for the listing, refinancing and merger and acquisition of the ChiNext stock market and creating conditions to push forward the reform of the reg- istration-based IPO system, according to Shenzhen Special Zone Daily. This will not only ben- efit Shenzhen, but the whole country’s capital market and will stabilize the economy, said the Daily. In terms of support for high-tech innovation, the report suggested speeding up construction of national laboratories, restructuring the system of national key labora- tories, and developing private R&D institutions. At present, Shenzhen is one of four cities in the country that is a home to a comprehensive national science center. This will attract more world-class scientists to the city and enhance the city’s capabilities for innovation. Further reduction on corpo- rate burden is another focus of the report. Detailed measures include reducing the rate of value added tax and the share of employees’ basic old-age insurance paid by enterprises and encouraging banks to substantially increase credit loans, first-time loans, and loan renewals without repayment of principal for micro and small- sized enterprises. More than 90 percent of the firms in the city are micro, small and medium-sized. These policies will bring in hopes to them. The report also mentioned the role of leading cities and city clusters in an effort to increase employment and cul- tivate new industries. It was said that Shenzhen will further include Heyuan and Shanwei city to an area circle originally comprised of Shenzhen, Dong- guan and Huizhou. The whole area circle accounts for nearly 40 percent of Guangdong’s total GDP. At the same time, the report urges efforts to speed up the construction of the Guangdong- Hong Kong-Macao Greater Bay Area and to actively leverage the role of foreign capital by giving free trade zones more autonomy. Li, director of Guangdong Provincial Committee of China National Democratic Construction Association, has submitted the proposal to the 13th National Committee of the Chinese People’s Political Con- sultative Conference (CPPCC), the country’s top political advi- sory body, Shenzhen Economic Daily reported Saturday. According to Li, supporting Shenzhen to spearhead skilled migration policies is in line with the Central Government’s deci- sion, which is helpful to provide reference for other cities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Li suggested that Shenzhen should be given greater author- ity to manage foreign talented workers in terms of work per- mits for overseas high-level talent and permanent or long- term residence. It is also advised to estab- lish an occupation list and a points system for skilled immigrants, so as to facilitate foreign talent working and living in Shenzhen to acquire or resume Chinese nationality. A third-party international medical insurance settlement center should be set up in Shenzhen, and international talented workers can purchase overseas insurance without the limitation of foreign exchange quota management, according to Li. The children of international high-end talent who come to work in Shenzhen can study in all kinds of primary and second- ary schools in Shenzhen, which can set up international classes for the children, Li advised. Two other CPPCC members from Shenzhen have also sub- mitted proposals concerning the construction of the GBA. Political adviser Wang Mingfan proposed to launch connected medical services in the Greater Bay Area, such as diagnosis and treatment on the Internet, long-distance consultation and reducing the waiting time of Hong Kong and Macao residents who come to the mainland for diagnosis and treatment. Section A of Phase I of the extension project starts from Tinghai Road in Qianhai and goes to Xixiang Boulevard in Bao’an. In the southern end, the tunnel will be connected with Guimiao Road through an underground interchange with Tinghai Road. It will then go northward passing Qianhai Bay through an underground tunnel, bridges and ground road and finishing at the interchange with Xixiang Boulevard. The 5.5-kilometer extension includes a 1.6-kilometer por- tion under the Qianhai Bay and a 3.9-kilometer portion in Bao’an District.
