On Monday, the leader of the state government delegation, Principal Secretary, Agriculture and Cooperation department, Sanjay Prasad addressed Chinese officials in Beijing and made pre- sentations about investment op- portunities that exists in Gujarat. In his address, he also explained a number of projects, including the importance of Delhi-Mumbai Industrial Corridor (DMIC) and how Dholera could emerge as a key region for industrial activities of Chinese businesses. Prasad also invited Chinese of- ficials to for the Vibrant Summit. This visit to China comes at a time when an industry body Gujarat Chamber of Commerce and Industry (GCCI) recently issued a circular asking its members and general public at large to boycott goods manufactured by Chinese companies. Seeking foreign investments from China is not new for Gujarat. In September 2014, Gujarat gov- ernment and People’s Republic of China signed investment propos- als of over Rs 9,000 crore in pres- ence of Prime Minister Narendra Modi and Chinese President Xi Jinping. GCCI had recently asked its members and general public to boycott Chinese goods GOVT PLANS TO INTRODUCE NCERT BOOKS RITU SHARMA AHMEDABAD, OCTOBER 17 THE FUTURE of 47-year-old Gujarat State School Textbook Board (GSSTB) appears to be uncertain with the state gov- ernment deciding to introduce the National Council of Educational Research and Training (NCERT) books in its schools in a phased manner. After deliberations at the top level, a pilot project — with the introduction of NCERT books in Class XI — was launched in September in 57 English-medium schools affil- iated to the Gujarat Secondary and Higher Secondary Education Board (GSHSEB). Currently, the NCERT books have been introduced for English, mathematics and sci- ence subjects only. The pilot project would be subjected to its first evaluation in December, before the annual analysis at the end of this aca- demic session in March 2017. In view of the government’s move, the fate of Gujarat Council of Educational Research and Training (GCERT), which along with GSSTB is re- sponsible for framing curricula, also hangs fire, but it also plays arole in research and training. The government decided to introduce NCERT books to pro- vide uniformity in syllabi and a broader platform for students belonging to its schools who find it difficult to match their counterparts from CBSE schools in the national compet- itive entrance examinations for engineering and medical courses. “This major change, once implemented across the state, will not only raise concerns over GSSTB’s existence, but also reduce the functioning area of NCERT’s state counterpart GCERT that shares the respon- sibility of framing curricula for Gujarat schools,” revealed a senior education department official. GSSTB director H N Chavda said, “We are ready of any kind of change. Once NCERT books are implemented, the textbook board and GCERT would not be left with any academic work... GSSTB brings ‘question bank’ for science students Ahmedabad: On completion of 47 years of its establishment, the Gujarat State School Textbook Board (GSSTB) for the first time has prepared a “question bank”, which will be released by Education Minister Bhupendrasinh Chudasama in Gandhinagar on October 20. A 70-member team worked for two years on this project. “To increase the quality of school education, the GSSTB is also in- volved in framing supplemen- tary literature. The result of this activity is framing and publish- ing of this question bank. The literature is aimed at science students to help them excel in national competitive examina- tions like JEE/ NEET/ GUJCET/ AIPMT/AIIMS. This publication will remove all perplexities and confusions of science stu- dents incompetitive exams,” GSSTB director H N Chavda stated. Issues that were raised during the meeting included the Gujarat gov- ernment not tabling the Sanjay Prasad inquiry re- port into the 2012 Thangadh police firing which resulted in three Dalit deaths. This was for the first time that the Assembly Speaker organised a seminar of such a nature. Congress MLA Shailesh Parmar said that around 20 former and current MLAs from BJP and Congress participated in the sem- inar. Similar seminars would also be organised for the welfare of Scheduled Tribes (STs) and Other Backward Classes (OBC) in coming days. Congress MLA from Vadgam constituency Manilal Vaghela said, “The seminar was called by the Speaker to give suggestions on imple- mentation of various SC welfare schemes in Gujarat and for their effective implementation through budgetary allocations. Seminar of such nature is a good move since it has been organised well in advance before the govern- ment departments make preparations for the next year’s budget.” “The suggestions made during the semi- nar will be forwarded to the state government for its consideration,” said Vaghela. According to him, one of the important suggestions made during the seminar was to make uniform the financial limit for SCs to avail benefits of various welfare schemes of the state government. “Recently, the government promulgated an ordinance to give reservation to economi- cally weaker sections of the upper castes, while setting the annual income limit at Rs 6 lakh... But, for the SC community, the an- nual income limit varies for various schemes and it is much lower than Rs 6 lakh. So, I suggested to make it uniform and bring it to Rs 6 lakh per year,” Vaghela said. The petitioner, Valjibhai Rathod, 42, a resident of Ambedkarnagar, Thangadh, has sought the report through the pe- tition saying that the IAS officer Sanjay Prasad inquiry into the case doesn’t fall under Commission of Inquiries Act and hence the gov- ernment should make the report public. The affidavit states, “It is re- spectfully submitted that the re- port of Sanjay Prasad was sought to be procured during question- ing in the Assembly, but as the re- port was under consideration of the state government, submission thereof and discussion was not permitted. Presently also the re- port is under consideration of the state government.” Referring to the various other pleas in the High Court on killing of three Dalit youths issue which have been mentioned in the peti- tion, the state affidavit states that “those petitions are for either transfer of investigation or for fur- ther investigations is apparent on going through the prayers quoted by the petitioner. The present pe- tition even otherwise would be for a different cause of action.” According to the government affidavit, the petitioner had filed an RTI seeking the report which is pending with the statutory au- thority and therefore, the petition is not maintainable. The govern- ment has said instead of straight- way coming to High Court, the pe- titioner should have filed an appeal before the appropriate au- thority. In August, the government had announced formation of a special investigation team to probe the killings. Samir Vinubhai Patel was arrested by Scotland Yard in west London in August on a Red Corner Notice issued by the Indian authorities. His extradition order was signed by UK Home Secretary Amber Rudd on September 22 and now the “surrender arrangements” have been finalised. It marks the first extradition from the UK since the signing of the India-UK Extradition Treaty in 1992. “Following Government of India’s re- quest for extradition, Samirbhai Vinubhai Patel, an Indian national, is being extra- dited on 18th October 2016 to face trial in India,” the High Commission said in its statement. “Patel is facing trial in connection with post-Godhra riots in India in 2002. He is charged with the offence under Section 302 of the IPC, along with 43 other ac- cused. The offences include being mem- ber of an unlawful assembly; rioting and murder. The accused was arrested in India and was on bail and after jumping bail had escaped to the UK,” the statement added. A 40-YEAR-OLD man wanted in India inconnection with the 2002 post-Godhra ri-ots in Gujarat will be extradited from theUK on Tuesday to stand trial in India, theIndian High Commission here said onMonday.

Samir Vinubhai Patel was arrested byScotland Yard in west London in Auguston a Red Corner Notice issued by the

Indian authorities. His extradition order was signed by UK

Home Secretary Amber Rudd onSeptember 22 and now the “surrenderarrangements” have been finalised.

It marks the first extradition from theUK since the signing of the India-UKExtradition Treaty in 1992.

“Following Government of India’s re-quest for extradition, Samirbhai VinubhaiPatel, an Indian national, is being extra-dited on 18th October 2016 to face trial inIndia,” the High Commission said in its

statement.“Patel is facing trial in connection with

post-Godhra riots in India in 2002. He ischarged with the offence under Section302 of the IPC, along with 43 other ac-cused. The offences include being mem-ber of an unlawful assembly; rioting andmurder. The accused was arrested in Indiaand was on bail and after jumping bail hadescaped to the UK,” the statement added.

A team ofofficials from India will takehim into their custody to fly back to Indiaon Tuesday.
