AT A TIME when a section of theindustry in Gujarat has sought ablanket ban ofChinese goods, thestate government held a road-show in China to attract investorsfor the 2017 Vibrant GujaratGlobal Investors’ summit sched-uled to be held in January.
On Monday, the leader of thestate government delegation,Principal Secretary, Agricultureand Cooperation department,Sanjay Prasad addressed Chineseofficials in Beijing and made pre-sentations about investment op-portunities that exists in Gujarat.In his address, he also explained anumber ofprojects, including theimportance of Delhi-MumbaiIndustrial Corridor (DMIC) andhow Dholera could emerge as akey region for industrial activitiesof Chinese businesses.
Prasad also invited Chinese of-ficials to for the Vibrant Summit.This visit to China comes at a time
when an industry body GujaratChamber of Commerce andIndustry (GCCI) recently issued acircular asking its members andgeneral public at large to boycottgoods manufactured by Chinesecompanies.
Seeking foreign investmentsfrom China is not new for Gujarat.In September 2014, Gujarat gov-ernment and People’s Republic ofChina signed investment propos-als of over Rs 9,000 crore in pres-ence of Prime Minister NarendraModi and Chinese President XiJinping. Two “facilitation agree-ments” for establishing sisterprovince-state relations betweenGuangdong and Gujarat and be-tween Guangzhou City (capital ofGuangdong) and Ahmedabad,were also signed.

THE FUTURE of 47-year-oldGujarat State School TextbookBoard (GSSTB) appears to beuncertain with the state gov-ernment deciding to introducethe National Council ofEducational Research andTraining (NCERT) books in itsschools in a phased manner.
After deliberations at thetop level, a pilot project — withthe introduction of NCERTbooks in Class XI — waslaunched in September in 57English-medium schools affil-iated to the Gujarat Secondaryand Higher SecondaryEducation Board (GSHSEB).Currently, the NCERT bookshave been introduced forEnglish, mathematics and sci-ence subjects only.
The pilot project would be
subjected to its first evaluationin December, before the annualanalysis at the end of this aca-
demic session in March 2017. In view of the government’s
move, the fate of Gujarat
Council of EducationalResearch and Training (GCERT),which along with GSSTB is re-sponsible for framing curricula,also hangs fire, but it also playsarole in research and training.
The government decided tointroduce NCERT books to pro-vide uniformity in syllabi and abroader platform for studentsbelonging to its schools whofind it difficult to match theircounterparts from CBSEschools in the national compet-itive entrance examinations forengineering and medicalcourses.
“This major change, onceimplemented across the state,will not only raise concernsover GSSTB’s existence, but alsoreduce the functioning area ofNCERT’s state counterpartGCERT that shares the respon-sibility of framing curricula forGujarat schools,” revealed asenior education department
official. GSSTB director H N Chavda
said, “We are ready of any kindof change. Once NCERT booksare implemented, the textbookboard and GCERT would not beleft with any academic work...Translation for Gujaratimedium schools and re-print-ing of books will be the job leftfor these two bodies.”
Of the 57 schools where thepilot project has beenlaunched, nearly 80 per centfalls under urban areas of thestate. The 13 schools in rural ar-eas are all in Ahmedabad, in-cluding “affluent” localitiessuch as Thaltej, Bopal, Satellite,Ghatlodiya, Drive-in road,Jivrajpark and Maninagar.
“We are hoping to bring in achange by providing studentswith NCERT books and givingthem a national perspective,”said deputy chairman of GSH-SEB R R Thakkar.
GSSTB brings ‘question bank’ for science students Ahmedabad:On completion of47 years of its establishment,the Gujarat State SchoolTextbook Board (GSSTB) forthe first time has prepared a“question bank”, which will bereleased by Education MinisterBhupendrasinh Chudasama inGandhinagar on October 20. A70-member team worked fortwo years on this project. “Toincrease the quality of schooleducation, the GSSTB is also in-volved in framing supplemen-tary literature. The result ofthisactivity is framing and publish-
ing of this question bank. Theliterature is aimed at sciencestudents to help them excel innational competitive examina-tions like JEE/ NEET/ GUJCET/AIPMT/AIIMS. This publicationwill remove all perplexitiesand confusions of science stu-dents incompetitive exams,”GSSTB director H N Chavdastated. SPEAKER OF the Gujarat Assembly RamanlalVora Monday held a day-long seminar of for-mer and current MLAs from the ScheduledCaste (SC) community onvarious welfare schemes forthe community and theireffective implementationthrough budgetary alloca-tions. Issues that wereraised during the meetingincluded the Gujarat gov-ernment not tabling theSanjay Prasad inquiry re-port into the 2012Thangadh police firingwhich resulted in threeDalit deaths.
This was for the first time that theAssembly Speaker organised a seminar ofsuch a nature. Congress MLA Shailesh Parmarsaid that around 20 former and current MLAsfrom BJP and Congress participated in the sem-inar.
Similar seminars would also be organisedfor the welfare of Scheduled Tribes (STs) andOther Backward Classes (OBC) in coming days.
Congress MLA from Vadgam constituencyManilal Vaghela said, “The seminar was calledby the Speaker to give suggestions on imple-mentation of various SC welfare schemes inGujarat and for their effective implementationthrough budgetary allocations. Seminar ofsuch nature is a good move since it has beenorganised well in advance before the govern-ment departments make preparations for thenext year’s budget.”
“The suggestions made during the semi-nar will be forwarded to the state governmentfor its consideration,” said Vaghela.
According to him, one of the important
suggestions made during the seminar was tomake uniform the financial limit for SCs to availbenefits ofvarious welfare schemes ofthe stategovernment.
“Recently, the government promulgatedan ordinance to give reservation to economi-cally weaker sections ofthe upper castes, while
setting the annual incomelimit at Rs 6 lakh... But, forthe SC community, the an-nual income limit varies forvarious schemes and it ismuch lower than Rs 6 lakh.So, I suggested to make ituniform and bring it to Rs 6lakh per year,” Vaghela said.
BJP MLA R M Patel alsomade various suggestionsfor welfare of the SC com-munity, including filling va-cant posts in the Social
Justice & Empowerment Department andmaking available writings and speeches of BR Ambedkar to general public by ensuring ad-equate printing of books on him.
“Among other issues, I had raised the is-sue ofSanjay Prasad report which the govern-ment is yet to table before the Assembly evenafter four years. Following that, it was said thata letter will be written to the HomeDepartment ofthe Gujarat government withregard to the tabling of the report,” saidCongress’s Parmar.
Three Dalit youths were killed in a policefiring at Thangadh town ofSurendranagar dis-trict in September 2012. Weapons used by po-lice in the firing included AK-47 assault rifle.The Gujarat government had then constituteda one-member panel ofthe then principal sec-retary (Social Justice & EmpowermentDepartment) Sanjay Prasad to inquire into theepisode. Prasad had submitted his report tothe government, but it was not made publicby the government.

OPPOSING THEpetition by the fa-ther of a Dalit victim seeking re-port of an IAS officer into thekilling of three Dalit youths inThangadh police firing in 2012, thestate government on Monday toldthe Gujarat High Court that the“report is under consideration ofthe state government.”
The state government filed anaffidavit through Kishor Desai,section officer, home department,saying that the petition is notmaintainable mostly due to tech-nical reason. The petitioner,Valjibhai Rathod, 42, a resident ofAmbedkarnagar, Thangadh, hassought the report through the pe-tition saying that the IAS officerSanjay Prasad inquiry into the casedoesn’t fall under Commission ofInquiries Act and hence the gov-ernment should make the reportpublic.
The affidavit states, “It is re-spectfully submitted that the re-port of Sanjay Prasad was soughtto be procured during question-ing in the Assembly, but as the re-port was under consideration ofthe state government, submissionthereof and discussion was notpermitted. Presently also the re-port is under consideration ofthestate government.”
Referring to the various otherpleas in the High Court on killingof three Dalit youths issue whichhave been mentioned in the peti-tion, the state affidavit states that“those petitions are for eithertransfer ofinvestigation or for fur-ther investigations is apparent ongoing through the prayers quotedby the petitioner. The present pe-tition even otherwise would be fora different cause of action.”
According to the governmentaffidavit, the petitioner had filedan RTI seeking the report which ispending with the statutory au-thority and therefore, the petitionis not maintainable. The govern-ment has said instead ofstraight-way coming to High Court, the pe-titioner should have filed anappeal before the appropriate au-thority.
In August, the governmenthad announced formation of aspecial investigation team toprobe the killings. The move camefollowing demands raised by Dalitorganisations pressing for a CBI in-vestigation into the case. The SITis led by Rajkot police commis-sioner Anupam Singh Gehlot.

IN Abid to counter BJP’s chest-thumping over Army’s surgi-cal strikes along the LoC, the Congress’s unit in Gujarat onMonday decided to revive the memories of India’s success-ful campaign in the 1971 war against Pakistan under theleadership of the then prime minister Indira Gandhi.
Congress has made grand plans for a year-long celebra-tions to mark the 100 birth anniversary of Indira Gandhi,starting November 19. In the run-up to the 2017 Assemblypolls, the Congress would inform the younger generationthat how under the leadership of Indira Gandhi, the Armydealt a crushing defeat to Pakistan by forcing its 90,000 per-sonnel to surrender to the Indian Army and “snatching” EastPakistan to create Bangladesh, and thus changing the mapof the world in 1971.
A decision in this regard wastaken at the state party’s executivecommittee meeting here onMonday, said Gujarat Congresschief Bharatsinh Solanki.

A 40-YEAR-OLD man wanted in India inconnection with the 2002 post-Godhra ri-ots in Gujarat will be extradited from theUK on Tuesday to stand trial in India, theIndian High Commission here said onMonday.
Samir Vinubhai Patel was arrested byScotland Yard in west London in Auguston a Red Corner Notice issued by the
Indian authorities. His extradition order was signed by UK
Home Secretary Amber Rudd onSeptember 22 and now the “surrenderarrangements” have been finalised.
It marks the first extradition from theUK since the signing of the India-UKExtradition Treaty in 1992.
“Following Government of India’s re-quest for extradition, Samirbhai VinubhaiPatel, an Indian national, is being extra-dited on 18th October 2016 to face trial inIndia,” the High Commission said in its
statement.“Patel is facing trial in connection with
post-Godhra riots in India in 2002. He ischarged with the offence under Section302 of the IPC, along with 43 other ac-cused. The offences include being mem-ber of an unlawful assembly; rioting andmurder. The accused was arrested in Indiaand was on bail and after jumping bail hadescaped to the UK,” the statement added.
A team ofofficials from India will takehim into their custody to fly back to Indiaon Tuesday.
