Dr Narender __ Nathy. the Chairman TYADB welcomed all the members of the Boardwho were present in the meeting and briefed about the Financial and Physical Achievements ofMCD during the current financial year 2007-08. Thereafter , the Chairman requested all themembers present in the meeting to focus light on their achievements made , deficiencies, paceof implementation of approved schemes of the Board and further requirements of the area
(A) M.C.D
I I Ch. Mateen Ahmed. MLA drew the attention of the Chairman TYADB relating to
delay in the execution of various approved works of the Board particularly Gokul Purdrain. The Chief Engineer-Ill (MCD) informed the proposal already submitted tierapproval & assured to take up the scheme by June, 2008 . He further informed all densecarpeting works are at tendering stage.

Shri A.S. Gautam. MLA desired to know the status of work of Community hall atMayur Vihar. The Chief Engineer-III (MCD) stated that the above work would beinitiated by 30.03.2008.

l Dr. S.Laxmi Devi, Member (TYADB) raised the issue of maintenance of t.P.Extn
roads which are in dilapidated condition . The Chief Engineer-Ill, MCD assured to loo],into the matter & restore the conditions of these roads

I 4 Shri Brahm Pal , MLA desired to know the status of various works of his constituencN.like Construction of i;hel Parisar at Block -07. 08 at Trilokpuri and desired to take upthe work at the earliest . The Chief Engineer - 11 (MCD) informed that C /o Khel Parisarworks is under submission for approval . Ile also further assured that khel parisar workswould he initiated by April. 2008 positively.

The Board decided and told to Chief Engineer-Ill, MCD to provide the progress reportof Electrical, Maintenance Project and Horticulture (MLA-wise) and submit to LTD Depti. sincehe is nodal officer for Trans Yamuna Area.

(B) Delhi Jal Board2.1 The Board while reviewing the progress made by the DJB in Trans Yamuna Area,
emphasized the need for a integrated water supply scheme for the Trans Yamuna AreaThe Board had also desired that all the water supply schemes of the Trans Yamuna
Area should be executed on priority basis so as to complete all schemes by March. 08and also ensured to furnish the Financial and Physical Progress Report on regular basisto Urban Development Department for their evaluation and monitoring purpose.

A.S. Gautam. MLA expressed his concern about water problems of his constituencyand requested to expedite the execution of the water related works / schemes, whichwere already approved by the TYADB and also under other Plan Schemes. He alsofurther drew the attention of the Chairman TYADB about the conditions of Khichripurvillage area where roads area spoiled due to water leakage on roads. Sh. Amrish SinghGautam, MLA has informed that no new works of water supply and sewerage hasstarted so far similarly shifting of lines is also pending. CE (Water DJB) assured to
take the immediate action in this regard.

2.3 The Chairman TYADB desired to convene a meeting in his Chamber wherein the ChiefEngineer (DDA), the Member ( Sewerage-DJB) and the Chief Engineer (Sewerage-DJB) should be called to sort out the above- mentioned issue.

(C) Irrigation & Flood Control Department3.1 The Chairman and members of the Board desired to know from the Chief Engineer (I
&FC) about the financial status of the I & FC department under TYADB Head andfurther requirement of funds. The Chief Engineer (I &FC) informed that there was aprovision of Rs.400 Lakh under Budget Estimates and Rs.610 Lakh was proposed forallocation in the Revised Estimates for the current financial year. However, keeping inview the financial requirements of on going works and the new proposed works, furtherRs.600 Lakh would be required for the next financial year i.e., 2008-09

(D) Public ""'orks Department
The Chairman(TYADB) desired the status of high mast light installed in eachconstituency pending proposal with PWD. JS(PWD) assured to look into the matter
and reexamine the pending proposals with PWD. The Chairman ( TYADB) directedPWD to ensure high mast light work at all intersection work on priority basis.
(E) Inclusion of Schemes in the Area Plan of TYADBThe following Schemes for the development of Trans Yamuna Area submitted by the
concerned departments were placed before the Board.

Minutes of the 42"d meeting of Trans Yamuna Area Development Board (TYADB)
held on 05-5-2008 at 12 .00 P.M in the Conference Hall No . 3, II-nd Level, Delhi
Secretariat, I.P.Estate , New Delhi under the Chairmanship of Dr . Narender Nath.

1. Initiating the discussion, the Chairman TYADB welcomed all the members present
in the 42"d Meeting of the TYADB and requested Chief Engineer (MCD) to intimate the
Financial and Physical achievements of ongoing projects / schemes made by MCD under
TYADB during the year 2007-08. The Chief Engineer (MCD) informed that there were
84 ongoing projects, out of which five projects already completed, 18 are under progress
and 61 are in the process of approved / to be started / works under award. Expenditure of
Rs.50.83 Cr. (69.27%) incurred during the year 2007-08 and there was an unspent balance
of Rs.22.54 Cr. which would be utilized during the current financial year (2008 -09) after
obtaining moratorium from the UD department, GNCTD.
2. The Chairman (TYADB) expressed his concern over delay in the execution of
approved projects affecting the development process of the area and also the inability to
utilize the financial resources made available by the Govt. for that purpose. He emphasized
the need for preparation of a time bound action plan for speedy and timely execution of
schemes / projects etc. Thereafter, he requested all the MLAs - members to highlight works
already taken up and proposed to be taken up in their area / Constituency etc.
3. The Chairman (TYADB) directed all the concerned agencies to expedite the
processing of all the proposals and ensure that these are implemented in a time bound
manner.
4. The Chairman (TYADB) further, desired to know the status of community halls
relating projects at Trilokpuri, Geeta Colony (Block-12) and Usmanpur. The Chief Engineer
(MCD) informed that the land was not handed over for construction of community hall at
Trilokpuri by the Slum & JJ department and at Geeta Colony (Block-12) and Usmanpur by
DDA. The Chairman (TYADB) directed the Chief Engineer (MCD) to write to Pr.
Secretary (UD) for initiating a dialogue with DDA for sorting out the matter.

5. The Pr. Secretary (UD) desired to know the status of various drainage works in
Trans Yamuna Area. The Chief Engineer (MCD) informed that the proposals relating to
remodeling of Gandhi Nagar, Raghubarpura drains, Kasturiba Nagar drain , Gokulpur drain
have been sent to Finance for approval of rate and agency while the works of Gokulpur
drain , Kalyanpuri drain , lyappa Mandir Road, Mayur Vihar Phase-I drain are under
progress.
6. Shri Naseeb Singh, MLA, desired to know the status of four schemes of his
constituency and in how much time the work would be awarded / completed . The Chief
Engineer (MCD) informed that all the files relating to the above -mentioned four schemes
were submitted to Finance Department of MCD and which were under active consideration.
He also informed that out of nine ongoing schemes amounting to Rs .1044.75 Lakhs, two
were under progress , six were under award and for one work provisional estimates were
under approval.
7. Shri Sahib Singh Chauhan, MLA, drew attention of the Chairman (TYADB)
towards the absence of ex -officio member of the Board and insisted that they should attend
the meeting in person to facilitate important decisions relating to various projects and other
policy issues . The Chairman (TYADB) agreed with the views of the Hon ' member and
assured to take up the issue at the appropriate level.
8. Ch. Mateen Ahmed , MLA, desired to know the status of four works of his
constituency amounting to Rs.1929.02 Lakhs. The Chief Engineer (MCD) informed that
the tenders were received for dense carpeting and drainage works and for concrete cement,
tenders are likely to be called by 10-06-2008 for widening / improvement / strenthening of
main Road in Seelampur (Rs.274.37 Lakhs). For the construction of community hall
(Rs.250.00 Lakhs) at CPA (J-Block), the CSE department (MCD) has not cleared the case,
for improvement of Gokulpur drains (Rs.1373.65 Lakhs) and for resurfacing of Seelampur
main road and Gurudwara road (Rs.3 1.00 Lakhs), the proposals were under process for
approval.

9. Shri Mohan Singh Bist, MLA, desired to know the status of two widening works
of road and construction of community hall at an estimated cost of Rs.2328.00 Lakhs). The
Chief Engineer (MCD) informed that the widening works of phase-I were completed up to
300 meters and further works will be taken up after acquisition of land and the land for the
phase-11 yet to be handed over by revenue department.
10. Shri Balzor Singh , MLA, desired to know the status of construction of community
shall at Gokulpur village and five works relating to roads and drainages to be constructed at
an estimated cost of Rs.690.79 Lakhs. The Chief Engineer (MCD) informed that the
construction works of community hall is under progress and road and drainage works were
under process of approval.
11. Shri Brahmpal, MLA, desired to know the status of constructions of community
hall at Chilla Village (Rs.105.84 Lakhs) and Trilokpuri (Rs.126.80 Lakhs) and widening
and improvement of Khudhinam Bose Marg from Noida to Trilokpuri (Rs.177.00 Lakhs).
The Chief Engineer (MCD) informed that the road works would be awarded within ten
days, the construction of community hall at Chilla Village was under process of award and
foundation date will be finalized in consultation with Hon' MLA and for the construction of
community hall at Trilokpuri, the land had not been handed over by Slum and JJ
department.
11.1 Further, Shri Brahmpal , MLA, expressed his concern over delay in the construction
of Khelparishad at Trilokpuri (Rs.270.00 Lakhs) and desired intervention of the
Chairman (TYADB) and higher authorities for immediate initiation of the works.
The Chief Engineer (MCD) informed that the proposal is under process of award
and it will be finalized soon and also intimated that the foundation ceremony of the
work shall be carried out before 2151 July 2008 positively.
12. The Chairman (TYADB) recommended the budget allocation for the year 2008-09
for the execution of various regular ongoing schemes in the manner as detailed below: -

(i) Rs.60 . 00 lacs for carrying out works in the constituency of each MLA will also
include optionally Rs. 10.00 Lacs for Horticulture works.
(Action: C.E.-II & Director (Hort.) - MCD)
(ii) A provision of Rs.6.00 lac for street lights and Rs.6.00 lac for High Mast Light per
MLA in parks/crossing . The funds can be used for both the items or on single item.
If there is no park in the Constituency, change of Head will not be allowed.
(Action : C.E: III , CE-Electrical, MCD)
(iii) Each MLA will have to contribute Rs.5.00 lacs or more towards improvement of
High Mast from Head XLVIII, `X-I' as per requirement. (Action : MLAs of TYA)
(iv) The works of Rs.25.00 lacs in unauthorized/ regularized colonies, Rs.25.00 lacs for
dense carpeting and/or mastic and Rs.12.5 lacs for improvement of
parks/environment in each MLA constituency were earmarked . Rs.900.00 lacs were
earmarked to be provided for construction of Barat Ghar/Community Centres in
Trans Yamuna Area. (Action : CE-II, MCD)
(v) All the member - MLAs of the TYADB shall submit proposals relating to the
deficiencies of their areas under the above -mentioned schemes and also within the
size of fund allocated for carrying out the development works in each constituency
to the UD department and MCD for inclusion of the proposal in the area plan and
also for execution respectively.
13. The Chairman (TYADB) also recommended for the continuation of all the approved
ongoing schemes of MCD under TYADB during the year 2008-09.

(ii) I. & F.C. DEPTT.
The Chief Engineer , I & FC, drew attention of the Chairman (TYADB) towards the
budget allocation made for the scheme during the year 2008-09 and informed that the
Government has allocated only Rs .3.00 Cr . for the current financial year while there are
already various approved schemes of TYADB worth Rs.15.00 Cr . Therefore, there is a
deficit of Rs.12.00 Cr . which needs to be fulfilled . The Chairman (TYADB ) advised the
I &FC officials to submit a comprehensive proposal to UD department for taking up the
issue further with Finance and Planning departments of GNCTD for allocation of additional
fund under Annual Plan 2008-09.

(iii) Delhi Jai Board
The Chairman (TYADB ) recommended the earmarking of Rs . l Cr. for each MLA
constituency for carrying out replacement of old waterlines works during the year 2008-09
out of the total fund allocated for water works under TYADB . The list of works shall be
furnished by the member - MLA to UD department and DJB for inclusion in the area plan
and for initiating the execution respectively. (Action : CE(water )DJB)
(iii) (a) Sewer lines may be laid or repairing of manholes may be carried out as per
the requirement of the area in each MLA constituency within the amount
allocated to TYADB for sewerage purpose. Aera-wise proposal may be
prepared and submitted to UD department for ensuring their feasibility.

(iv) P.W.D.
The Chairman (TYADB) recommended the installation of two High Mast Lights in
each MLA constituency. For that purpose, each MLA will send requisition to UD
department for taking up the matter further with PWD department during the year 2008-09
and the whole process should be carried out within two months.

15. in GENERAL
The Laying of foundation & inauguration of all the schemes approved under
TYADB should be finalized in consultation with the Chairman (TYADB)

16. The Joint Director (UD) drew attention of the Chairman (TYADB) towards the
submission of progress reports of works relating to TYADB and informed that the reporting
is not carried out by all the agencies in a proper format and on a regular basis which needs
to be regularized for proper monitoring and evaluation of the schemes.

17. The Chairman (TYADB) directed all the concerned officers of the implementing
agencies to provide work-wise , location-wise and scheme -wise progress report indicating
the financial and physical aspects separately to Joint Director (TYADB), UD department
regularly on monthly basis.

18. All the proposals relating to the infrastructural development of Trans Yamuna Area
submitted to board for revision / consideration has been recommended by the board for their
execution during the year 2008-09 and also inclusion in the Area Plan of TYADB for the
year 2008-09.
19. All the agencies should submit their proposals for revision / approval / addition in
the action plan to Joint Director (TYADB), UD department for examining their feasibility
and further placing before.the Board for necessary action / consideration.

Initiating the discussion, the Chairman TYADB welcomed all the members of the
board and, thereafter, he inf^rrmed the Financial and Physical achievements made by the
implementing agencies of the 'xard during the year 2008-09. Thereafter, the review of MCD
was taken up. The Chairman also insisted the implementing agencies to provide their Action
Plans, Physical and Financial Achiement Reports indicating the estimated cost of the works,
expenditure incurred and physical achievement regularly on monthly-basis to Urban
Development department. - Ir; iurher requested all the members of the board to highlight the
deficiencies of their areas and also acl-:ievements made in their constituencies / loc-'ity etc.

1.1 Shri Veer Singh Dhingan , MLA, drew attention of the Chairman towards the
abunedent lavatory block / unused toilet complet at A-Block, New Seema Puri and G-Block,
Old Seema Puri and requested to utilize these spaces by constructing community hall
(estimated cost Rs.182.11 Lakhs) and chaupal (estimated cost Rs.23.48 Lakhs) respectively
from the TYADB fund.
The Chairman , TYADB, informed that since the proposal is for construction of item
which is quiet different with the existing structure. However, the site has been inspected by the
Chairman along with the concerned MLA and cleared the proposal with the condition to be
constructed in resettlement colonies only located on slum land. The requisite fund will be
transferred by CE-II(MCD to Chief Eng.(Slum & JJ). [ Action : - CE-II(MCD) & CE( Slum & JJ)l
1.2. Shri Balzor Singh , MLA, informed that foundation stone laying ceremony was
performed for construction of community hall at Gokulpur village . The work was also under
progress but the erected stone was missing from the site.
The Chairman , TYADB, directed CE - MCD to look into the matter and get it
necessary things arranged. [Action : - CE(MCD)l
1.3 Shri Mohan Singh mist, MMLA, informed that people of the area have broken down
their :louses to facilitate widening of Karawal Nagar Road from Wazirabad Road to Shiv Vihar
Tiraha Phase-I, from Wazirabad Road to Sherpur Chowk at an estimatedcost of Rs.458.08
Lakhs and the whole area is floodeu with rain water and the construction work was haulted.
Further work will be taken up after land acquisition.
The Chairman , TYADB desired a D.O. letter may be sent from Additional Secretary
(UD) to ADM and Deputy Commissioner ( Revenue) of the concerned district to expedite the
land acquisition work. [ Action : - AS(Ul), DC(NE), ADM(NE) & CE(MCD)[
1.4 Shri Ambrish Singh Gautam , MLA, desired to know the status of I/S of Main Road
and links of A & B - bI - of Gharoli, Delhi for AC-38 (estimated cost Rs.215.00 Lakhs). The
Chief Engineer (MCD) informed that there was a line of DJB in the alignment of drain which
was to be changed. The work order for the instant work, shall be issued during the current
month i.e., September 2008. [Action: - CE(MCD)[
The Chief Engineer (MCD) also informed that the remodeling of drain and
improvement of site barns by providing cc pavement from Ambedkar Park to Kalyanpuri
Resettlement Colony (estimated cost Rs.43.79 Lakhs) was in progress (75% work completed)
and the remaining work will be completed after the removal encroachment.

1.5 Replying to a quiery of Shri Naseeb Singh , MLA. Hon' Parliamentary Secretary to
CM, the Chief Engineer (MCD) informed that the work relating to remodeling of Kashturiba
Nagar drain will start during the current month and be completed by 25-10-2008.

1.6 Snit . Laxmi Devi , Expert Member , TYADB , drew attention towards the dilapidated
condition of roads near Patparganj , Mother Dairy, I.P. Extention and requested for their
repairing / strengthening.
The Chairman , TYADB informed the above- mentioned road belongs to PWD and this
matter would he taken up separately with them. [Action : - UD & PWDI

She also further drew attention relating to sanitation conditions on Ghaziabad - Mayur
Vihar Phase-11, Sports Complex at Surajmal Vihar and Jagatpuri and also disclosed that the
bio-degradable dust-bins place,-] rater Akshardam Temple was also very shaddy position.
The Chairman, TYAD , directed MCD officials to look into the matter and take

1.7 Shri Mateen Ahmed, MLA, brought to the notice of the Chairman that there is no
boundary wall of drain near Dharampuri. So, there was always danger to public and any
casualities may happen at any tin- _. Therefore, the wall be constructed to protect the people.
The Chairman , TYADB desired the feasibility of the proposal be prepared and
submitted to UD department for further processing of the proposal. [ Action : - CE(MCD)[
He further desired to know the status of widening / improvement / strengthening of
main road in Seelampur and status of three horticulture works which were proposed by him for
iir.plementation in parks.
The Chief Engineer (MCD) informed that relating to Seelampur Market Road, the
tenders had been called for the second time and as soon as it is receipt, the same will be
processed further.
The Executive Engineer (F'ectrical) informed the tenders for the installation of High
Mast Lights in Parks has beeii :ec--ived and work will be carried out after the award of the

1.8 The Chairman requested all the MLA Members of the Board to provide the list of
development works' proposals up to the limit of Rs.40 Lakhs for removing the infrastructural
deficiencies of each MLA constituency relating to Electrical, Horticulture and Civil works
under Head of Account XL-\71,1 X(i) . The above- mentioned proposals be sent directly to Joint
Director, UD department, GNCTD for incorporating in the additional Area Plan for the year
2008-09 upto 30-9-2008.
The Chief Engineer (MCD) or concerned department shall initiate the execution after
the receiving of above-mentioned additional Action Plan from UD department.

estimated cost of Rs .248.48 Lakhs may be read as Rs.24.85 Lakhs only

1.13 The proposal relating to "improvement of drainage system and road-side berms in Gandhi
Nagar area was approved during the 42d meeting of the TYADB held on 05-5-2008 at an estimated cost
of Rs.92.57 Lakhs and reflected in the minutes at item no.32 may be treated as dropped.

1.14 The Chairman , TYADB directed Chief Engineer MCD to submit the scheme directly
to Planning Branch of UD Deptt. relating to widening of Loni Road from GT Road up to the

2. 1 & F.C. Department2.1 The Chief Engineer , I & F.C drew attention of the Chairman (TYADB) towards ^3udgeL
allocation made for the scheme during the year 2008-09 and informed that the Government has
allocated only Rs.3.00 Cr. for the current financial year while they have already various
approved schemes of TYADB worth .s.15.00 Cr. Therefore, there is a deficit of Rs.12.00 Cr.
which needs to be fulfilled. The Chairman (TYADB) advised the I & F.C officials to submit a
comprehensive proposal to UD Department for taking up the issue further with Finance and
Planning Departments of GNCTD for allocation of additional fund in R.E. for 2008-09.

Chairman and further forward to PWD for grant of AA/ES and its execution during the year

4.2 All implementing agencies have to submit their progress reports giving upto date status
of the work approved by the board in previous years with percentage of work completed and
expected date of its completion separately for each constituency (MLA wise) from the year

Minutes of the 44'h meeting of Trans Yamuna Area Development Board held on12.6.2009 at 3.30 P.M in the Conference Hall No. 3, IInd Level , Delhi Sachivalaya,I.P.Estate, New Delhi under the Chairmanship of Dr. Narender Nath.

Initiating the discussion Chairman TYADB welcomed all the members of the
newly constituted TYADB. Thereafter scheme-wise/agency-wise Financial expenditure
and Physical achievements of ongoing projects under TYADB upto the year 2008-09 was
discussed in detail.
1.0 Chairman (TYADB) proposed the following scheme-wise budget for each
constituency for the year 2009 - 10 for execution:-
(A) M.C.D
Each MLA was allowed to carry out development works in their constituency of:-
1.01 Rs. 60 .00 lacs for works out of which Rs. 10.00 lacs allowed to be utilized for
Horticulture works , if required in x(i).
(Action-CE-II, Director(Hort. MCD)
1.02 Rs.6.00 lac each for street lights and High Mast Light in parks/crossings etc. and
the funds was also allowed to be used for both or on any single above mentioned
component. The, change of scheme (Head) may not be allowed to be carried out,
if there is no park in constituency.
(Action: C.E.-III CE-Electrical. MCD )
1.03 Rs. 5.00 lacs or more towards improvement of High Mast lights as per requirement
of each constituency from Head XL VIII x(i).
(Action: CE- III, CE-Electrical, MCD)
1.04 Rs.25.00 lacs each for development works in unauthorized regularized colonies
and for dense carpeting purpose respectively. Apart from above Rs.12.5 lacs for

improvement of parks/environment, and Rs.900.00 lacs for construction of Barat
Ghar/Community Centres etc..

1.05. The officials of Urban Development Deptt. drew attention of the Chairman and
Board members towards the observations of the AGCR and the findings of the
Exit Conference held on 18..12.08 in Conference Hall No. 125 at AGCR
Building, I.P. Estate, New Delhi. The AGCR had communicated their displeasure
with special reference to the non-formulation of Area Plan and adhoc approach to
localities specific problems and desired to conduct a study of trans yamuna area to
identify the drawbacks in the infrastructure of TYA adding that the board was
doing works of only small and routine nature. Apart from above the AGCR has
advised to discontinue the constituency-wise allocation under different schemes in
order to obtain the main objective of the Board.
1.06 The Chairman and Board members TYADB did not agree with the advise of the
AGCR and decided to continue with the constituency -wise allocation as adopted
and followed earlier.
1.07 Chairman (TYADB) desired that all the MLAs of the TYADB shall submit
proposals relating to their areas within the size of above mentioned allocated fund
to UD Deptt. for inclusion in the area plan and thereafter UD Deptt. will forward
the area plan to concerned implementing agencies for its implementation.

(B) I. & F.C. DEPTT.
2.0 The Chief Engineer, I & F.C drew attention of the Chairman (TYADB) towards
budget allocation made for the scheme during the year 2008 -09 and informed that the
Government has allocated only Rs .3.00 Cr. for the current financial year while there are
already various approved schemes of TYADB worth Rs. 15.00 Cr. Therefore , there is a
deficit of Rs.12.00 Cr. which needs to be fulfilled . The Joint Director, UD desired to
know from the officials of I&FC Deptt . to provide the list of approved schemes,
alongwith their estimated cost and date of recommendation by TYADB for processing
the proposal further. The Chairman (TYADB) advised the I & F.C officials to submit a
comprehensive proposal to UD Department for taking up the issue further with Finance
and Planning Departments of GNCTD for allocation of additional fund in R.E. for the
year 2008-09.

The above proposals approved in principle by the Board for their execution with
the stipulation that the financial feasibility of the proposals would be ensured after
going through the detail of the oroiect report in UD Deptt. The implementing
agencies to ensure compliance within fifteen days from the dr.te of issue of the
minutes strictly . The ongoing approved schemes of the deptt. would remain continue
during Annual Plan 2009-10.
(C) Delhi Jal Board.
3.0 The Chairman(TYADB) recommended the earmarking of Rs.1.00 Cr. For each
MLA constituency for carrying out replacement of old waterlines and
improvement of sewer line works during the yeas 2009-10 out of the total fund
allocated for water works under TYADB. The list of works shall be furnished by
the member - MLA to UD Department for inclusion in the area plan and further
the final area plan of the TYADB would be forwarded to the implementing
agency.

(5) General discussion/decisions
5.1 The joint Director (UD) drew attention of the Chairman towards the agency-wise
progress reports relating to TYADB and informed that it is not carried out properly by the
concerned agencies. All the implementing agencies are required to furnish the progress
report of development woks in prescribed format indicating the financial and physical
status of each scheme separately to UD Deptt. upto 10`h of every month.

5.2 The Chairman (TYADB) directed all the officers concerned of the implementing
agencies to provide work -wise, location - wise and scheme-wise progress report indicating
the financial and physical aspects separately to Joint Director(TYADB), UD Department
regularly on monthly basis upto 10`h of every month.

5.3 All the agencies should submit their proposal for revision /approval/ addition in
the action plan to Joint Director (TYADB), UD Department alongwith requisite
documents i.e. detailed estimates , comparative estimates , reasons for revision etc. for
examining their feasibility and further placing before the Board for necessary
action/consideration.

1. List of participants who attended the meeting is annexed.
2. At the out set of the discussion, the Chairman TYADB welcomed all the members of
the board and, thereafter, he appreciated the concerned officials for the commendable
work done in Trans Yamuna Area. The agency-wise progress of works being executed
by DJB, I&FC and MCD was reviewed in the meeting.
3. It was clarified by the Chairman that main purpose of the meeting was to monitor the
progress of ongoing schemes and new proposals of works can not be taken up at this
stage due to budgetary constraints.
4. With reference to query raised by Shri Sahab Singh Chouhan, MLA & Shri Mohan Singh
Bisht, MLA regarding use of TYADB Fund in un-authorized colonies the Chairman
clarified that TYADB Fund cannot be utilized for laying new infrastructures. However
the funds can be utilized for maintenance of the infra,sucture already laid down.
5. The representative of I&FC department informed that the approved budget of Rs.10.00
Crore has already been utilized and more fund would be needed to complete the
ongoing works under TYADB Scheme. Chairman informed that the addl. requirement of
funds by I&FC department could be considered by the Planning / Finance Department
on the basis of availability of total budget.
z6. The Chairmen directed all the officers of the executing agencies i.e. MCD, DJB, I&FC
and PWD to submit quarterly / monthly progress report to the UD Department with a
copy to MLA concerned.

constructed by MCD in front of Sidh Apartments may be ch^nged so that re-crea'tion
center with library facilities may be setup for senior citizens. Chairman TYADB
requested Shri Naseeb Singh, MLA to take up the matter at his own level, as he is the
member of DDA. The Board have no objection.
8. The Chairman stressed the need for joint inspections of sites by Chairman (TYADB
40.rd), area M.P and MLA alongwith concerned officials of the PxPcutina agency to
assess the requirement of new works. Thereafter, the proposal of new works will be
placed before the Board during the year 2010-11.
9. It was reiterated its earlier resolution that laying of foundation stone of new works and
inauguration of projects completed through TYADB funds should be done by the
agencies only after approval of the Chairman TYADB Board.
10. The following ongoing schemes of Delhi Jal Board were placed before, the Board's
meeting: -
(i) Requisition of Budget for the work of interconnection of proposed 2.3 MGD Shastri
Park UGR-II with the existing peripheral water lines under Ghonda & Seelam Pur
Assembly constituency amounting to Rs.45.00 Lakh.
(ii) Hiring of two sewer jetting-cum-suction machines (Mini) under SE (East) and two
under North East amounting to Rs.8.00 Lakh up to march 2010.
(iii) a) Arrangement of regulation of water supply in 600 mm dia main line for Shahdara
G.T. Road UGR amounting to Rs.18.50 Lakh.

b) Regulation of water supply by providing fixing sluice valves at Shyamlal College
G.T. Road Shahdara in North East amounting to Rs.6.50 Lakh.
(iv) Requirement of budget of Rs.1.50 crores for replacement of defective sluice valves

(v) Inter-connecting with peripheral water main of Mandawali UGR from Narwana
Road to Pandav Nagar Police Station amounting to Rs.1.25 Crore.
(vi) a) Interconnection of peripheral water main 600 mm dia in Chhota Bazar in East-II
amounting to Rs.25.00 Lakh.
b) P-L-Jointing 300-200 mm dia water lines from Pocket N to Old Seema Puri UGR

10.1 The above six proposals of DJB were considered and approved in the meeting of the
Board.
