Foreword

It’s the start of a new calendar year and I am pleased to be able to sharethe spring term governor training programme.

Both the Governance Handbook and the Ofsted School InspectionHandbook focus on the importance of governors’ development in theirrole as part of the effectiveness of school leadership. We wouldencourage governing bodies to undertake a skills audit, identify trainingneeds and engage in relevant training opportunities to supportgoverning body effectiveness.

The theme of our annual governance conference, is AmbitiousLeadership, which is to be held on 24 March 2018, at Swavesey VillageCollege. We have an exciting programme of speakers talking on a rangeof leadership topics. Do book early to secure your place.

New issues for all involved in school governance include, thereplacement for RAISEonline with Analyse School Performance (ASP) andthe new data protection regulations, general data protectionregulations, (GDPR). Both topics will be discussed at the governancebriefings in the spring term. Make sure your school has a governor atone of the briefings to feedback the important messages. Please notethat we have increased the number of briefings to include a secondafternoon briefing, which is in Ely. Again please book early to secureyour place.

I hope you will look through the programme and find courses that meetyour training needs. Do not forget that in addition to the courses listedyou can also access training online and we do have reciprocalarrangements for you to attend training in Peterborough and Norfolk. Iencourage everyone involved in school governance to take advantage ofthe development opportunities that are available.

We will award a certificate to those governors and clerks who completethe required set of courses within their first two years. National Chairs of Governors’ Leadership DevelopmentProgramme

The National Chairs of Governors’ Leadership DevelopmentProgramme focuses on the essential leadership competencies andexperiences a chair or aspiring chair will need in order to be a highlyeffective leader. It is delivered by the National Governors’ Association.

Overview of the Programme

Participants receive high-quality, value-for-money training and supportcovering the role of the chair, effective governance, and schoolimprovement, with guidance from a dedicated mentor throughout theprogramme.

We are awaiting confirmation of dates for 2017-18 and will senddetails to schools as soon as they are available.

Training for Chairs of Maintained Schools and Academies

It is recommended that Chairs take advantage of the range ofgovernor training opportunities, including e-learning via LearningLink and particularly the Termly Governance Briefings. In addition,they can access a wealth of information on the CambridgeshireSchool Governance Hub to support them in their role.

National Clerks’ Development Programme

The National Clerks’ Development Programme is suitable for newand experienced clerks in all school settings. It is underpinned by acompetency framework that focuses on skills, knowledge andbehaviours required to be a highly effective clerk. Participants willlearn through a mixture of face to face sessions, online learningand be supported by a mentor.

Each term clerks are invited to attend a two-hour briefing session heldat venues across the county. The sessions, which are informal innature, provide an opportunity for the School Governance Team tobring to the attention of clerks any new initiatives and to discuss itemsof current interest to clerks and governors. This course aims:

• To keep clerks informed of local and national initiatives• To inform clerks about the latest developments affecting governing

bodies• To share best practice about the role of the clerk• To facilitate networking with other clerks

Please note there is a £300 charge for a 2-hour session. All schoolshosting a governing body development session will receive our In-House‘Governing Body Development Protocol’ which clearly identifiesexpectations including the requirement for the school to provide copiesof course handouts for governors.

We would encourage governing bodies to work together to arrangecluster governing body development sessions. As well as being a cost-effective way of delivering training it facilitates the development ofrelationships and the sharing of good practice.

We have a wide menu of governing body development options below thatcan be tailored to suit the needs of individual schools, and clusters ofschools. Alternatively, governing bodies may prefer to identify their ownfocus and request a bespoke training session. Either way there will be theopportunity to speak to the trainer during the planning process to ensurethe training meets your needs.

Developing a Monitoring Programme This session highlights how the governing body can ensure that they areeffective in fulfilling their 3 core functions. It focuses on how governorscan effectively deploy a monitoring programme to evidence how theyare ensuring that the school’s key priorities are progressing well and theschool’s strengths are highlighted. Governors are encouraged to “see forthemselves by testing out the evidence” when visiting the school.

The Governing Body’s Role in Staff Well-Being

This course has been designed to help governing bodies who would liketo develop their support for staff well-being. Well-being has manyinterrelated components, e.g. work-life balance, working environment.In addition to an employer’s duty of care, there is now widespreadrecognition that if staff are to provide an atmosphere conducive to pupilachievement, they need to be emotionally healthy themselves. Thesethemes are explored through a range of discussion and problem-solvingactivities that will help governing bodies identify and prioritise actions.

The Strategic Role of the Governing Body in UsingPerformance Data

This in-house session is an opportunity for the governing body to explorethe strategic role of the governing body in using performance data toraise pupils’ achievement. The session will consider the sources ofperformance data available to governing bodies and will include afacilitated discussion about the information the school has provided onpupil performance, and the types of questions that could be asked. Theintended outcome of the session is to help the Governing Body reflecton how it can improve its monitoring to effectively hold the school toaccount.

Understanding Curriculum Expectations in English and Maths

This course will allow Governors to:-

• Discuss the theme of a mastery curriculum and the implications it hasfor assessment and teaching.

• Identify how to hold the school to account for the English and mathsprovision in school and whether provision meets national standards.

• Review the Teacher Assessment Frameworks in maths, reading andwriting at the end of Key Stages 1 and 2 and the vital role ofmoderation to support the judgements made by teachers.

• To have an understanding of the end of year expectations particularlythose of Y2 and Y6

• Review the 2017 KS1 and KS2 SAT papers in maths, reading, spelling,punctuation and grammar. The key messages arising from the paperswill be highlighted.

• Discuss how the school tracks progress in the years not covered bystatutory assessment.

Promoting ‘Fundamental British Values’ – the governors’ role

This course will offer the opportunity to explore how school can bestinterpret and promote ‘British Values’ in the context of its equalityduties.

Topics to be covered might include:

• Ofsted requirements, school policy and practice• Promoting ‘British Values’ as part of SMSC• Links with the Prevent Duty

Equality and diversity in policy and practice – the challengesfor governors

This course will help governors meet their statutory duties with regardto equality, particularly in meeting their equality objectives. It will alsoexplore what an ‘outstanding’ school looks like in terms of equality.

Topics to be covered might include:

• Equality duties: Ofsted requirements, school policy and practice• Narrowing the gap for vulnerable groups • Challenging prejudice, discrimination and bullying

How inclusive is your school?This course will help governors examine how the school’s ethos, policy andpractice contribute to making it a welcoming place where all members of

the school community share a sense of belonging. Depending on yourschool population, topics to be covered might include:

• How well pupils learning English as an additional language are cateredfor

• Improving outcomes for Gypsy, Roma and Traveller pupils• Challenging gender stereotypes

PSHE Overview

This course will clarify for governors what schools should be providing inPSHE and whole school approaches to promoting health and wellbeing.Good PSHE is recognised by the DfE and Ofsted as making an essentialcontribution to children’s achievement and wellbeing. Examples of goodpractice will be shared, and information about national and localguidance provided.

Whole School Approach to Food Policy and Practice

This course will update governors on the latest guidance around food inschools – both in terms of what the school provides, and how they canensure there is a whole school approach to healthy eating. This includesinformation about creating or updating a whole school food policy andabout the healthy lifestyles curriculum.

Sex Related Education (SRE) Training

The SRE policy is the direct responsibility of the governing body. Thiscourse offers an overview of the national picture for SRE, an example of

a progression of learning for children and young people and examples ofresources. Governors may also plan a policy development process andconsider ways of communicating with parent/carers about SRE provisionat the school.

Drug Awareness Training

This course will enable governors to consider approaches to deliveringdrug education in school to enable the needs of children and youngpeople to be met. The course will also address responses to drug relatedsituations and incidents and review the school’s needs in this area.

Anti-Bullying

Bullying damages children and young people’s physical and emotionalwellbeing, including their ability to build and sustain relationships andachieve their full potential at school. This training will address theschools’ statutory obligations in relation to bullying, including theCommon Inspection Framework. It will provide an opportunity forgovernors to reflect on their role in supporting schools to develop aneffective whole school approach to anti bullying work.

Child Protection

The course is designed for all governors and aims to equip them with anunderstanding of the role of the Designated Person for Child Protection,the legislation, procedures and the monitoring responsibilities of theGoverning Body in relation to safeguarding and child protection.

E-Safety

This course will give governors the information necessary to supporttheir schools in managing e-safety issues. E-safety is an increasing areaof concern for all those working in schools but with carefulmanagement, the benefits can outweigh the potential risks. Children,staff and governors need support to keep them safer online and tounderstand the risks associated with the use of technology.

Introduction to Safeguarding

Safeguarding children remains a vital role that schools in Cambridgeshirehave been committed to. We want to ensure that all schools aresupported to effectively safeguard and promote the welfare of children.This course will explore safeguarding issues, particularly from thegovernors’ perspective. The session will provide background information,opportunities to discuss case studies and the questions that governorsmay be asked in an Ofsted inspection.

These will be available where Ofsted or HMI recommend an externalreview of governance, or where a request is received from a school, andinclude:

Governance Consultation

A two hour session aimed to:

• Have a sharp focus on a specified topic• Drive improvement in your governing body• Identify ideas for improvement

What is an EPM webinar?

A webinar is an EPM presentation which you view on your computer athome, or at school, or any other convenient location where you haveaccess to a suitable computer and the internet. You may want to joinwith other governors and/or senior managers to watch as a group sothat you can discuss issues relevant to your school. When the webinargoes live you will see a PowerPoint presentation on the screen and youwill hear a live audio presentation by the EPM presenter(s). During thewebinar you can type in any questions that you have and the EPMpresenter will answer your questions live.

How do I get access to an EPM webinar?

Please email [email protected] indicating which webinaryou would like to join and they will email you a link so that you canregister on the EPM webinar channel in advance of the webinar. Pleaseuse a school email address if possible.

Can the webinars be accessed again?

Cost

Courses for subscribing schools are free unless otherwise stated in theGovernor Training Programme. Non subscribing schools should contactthe service to confirm the cost of each individual course.

A confirmation email will be sent following booking. Please book early toavoid disappointment and to assist us in supplying accurate coursebooking information to tutors and venues.

Course Cancellation

• If a course attracts low numbers, we reserve the right to cancel thecourse. However, we will contact participants and suggest alternativeoptions

• Cancellation fees will be waived if an Ofsted Inspection is due on theday of the course

• There will be no fee for cancellation where more than 7 days’ noticeis given

• Schools will be invoiced directly for any cancellation fee

Course Cancellation Fees for Pay as You Use Schools

There will be a fee of £100 or the actual cost if higher, where no noticeof cancellation is given and a governor does not attend for a placebooked.

Learn Together Hub

Governors and clerks from subscribing schools can access resources andinformation on school governance; including the presentations from theTermly Briefings, by registering with the Learn Together Hub and joiningthe Cambridgeshire School Governance Group.

The easiest way to find the Learn Together Hub is to visit the Learn Together Cambridgeshire website at:https://www.cambslearntogether.co.uk and click on “The Learn Together Hub. Here you will find a ‘How to Guide’.

Once you have registered with the site for free you will be able to applyto join different groups including the School Governance Group. Withinour group you will be able to view and download a range of usefuldocuments in our Library to support you in your role as a governor orclerk.
