At present, LHB type AC coaches are used for running Rajdhani/Shatabdi type ofrakes. In order to avoid any passenger complaints, it is important that temperature ofair-conditioning system of the coach should be monitored constantly on-board andany deviation beyond the permissible limits should get communicated automaticallyto staff on-board and also to the centralized control room which can monitor, assessand guide these stctf to rectify the fault.

The existing Microprocessor based controller of AC LHB EOG coaches is providedwith data logging facility and fault diagnostic features. The data can be retrievedusing a computer system or USB drive. However, data retrieval is not being doneregularly due to lack of availability of tools and computers at site.

Indian railway is developing Centralized Coach Monitoring System (CCMS) whichhave wired/wireless system and can be used for automatic data transmission anddisplay on LCD unit of CCMS in power car/centralized control room and provision forsending SMS (short message service) to staff on-board. Such a CCMS shall also actas a means to integrate various sub-systems on board of a given coach to provide anintegrated view of all subsystems and also make it possible to access real time andstored data remotely by wired /wireless connection from RS 485 port of AC coachcontroller to centralized Coach monitoring system in power car/pantry car and also toRailway Divisional Control Centre.

CCMS is required to analyze the system on actual time basis & also intervene well inadvance to prevent the likely failures.

This FRS document covers general guidelines for design, manufacture, tests, supplyand after sales service of Centralized Coach Monitoring System (CCMS) to be usedin air conditioned LHB EOG coaches.

3.2 Firm shall proVide window based/open application software for user terminal along withOperation & maintenance cum trouble shooting manual with each supply lot. Thefacility of providing SMS pack and Internet services shall be in the scope ofsupplier/railways, which will be as per the terms and conditions of tender.

3.3 Number of SMS generated shall be restricted to emergency faults and alerts of air-conditioning plant of coaches.

The equipment shall be sturdy and suitable for the following service conditionsnormally to be met in service:

i) Ambient

ii) Train speed

iii) Relative Humidity

iv) Altitude

v) Atmosphere Extremely dusty, foggy, and desert terrain in certainareas. The dust concentration in air may reach athigh value of 1.6mg/cubic meter

vii) Coastal area The equipment shall be designed to work in humid saltladen and corrosive atmosphere .The maximum valuesof the condition shall be as under:

6.1 The input power to the CCMS unit shall be 110 Volts DC/AC +/- 30% for End OnGenerating (EOG) LHB type AC coaches.

6.2 The CCMS system shall comprise a GSM-GPRS enabled communication "NODE" inindividual coaches and centralized computer in power car /pantry unit . Thecentralized computer in power car/pantry car shall have LCD display system whichwill collect information from Microprocessor controller of RMPU for LHB and DoubleDecker AC coaches. Centralized computer shall display the fault data and alsotransmit it to a centralized database server in Railway Divisional control room. Thecentralized computer in power car as well as server system in Railway Divisionalcontrol room will process this data to generate the value added information foranalysis and corrective actions at control room.

6.3 The CCMS shall works with different make of microprocessor based Microcontrollermanufactured by RDSO approve sources as per RDSO specification no.RDSO/PE/SPEC/AC/0139-2009(Rev-1) for AC LHB EOG coaches.

This Microprocessor controller will have a standardized communication protocol forsending the data to the centralized computer in standard format and which will beissued by RDSO.

6.4 Centralized computer to be mounted in power carl pantry car for collecting ,processing, storing and downloading the data of air conditioning of the connectedAC coaches and shall be capable of transmission and reception of air conditioningdata to centralized data server of control room as well as 10 nominated subscribersthrough SMS using GSM/GPRS or latest technology.

The nomination of subscribers shall be possible by user at any point of time from thecentralized control.

6.5 Centralized computer will be provided with LCD display of size approximately 381mm(15") for displaying the centrally collected information about coach airconditioning parameter. Display will have soft touch keypad for selecting the data andnecessary operation.

6.6 UIC control coupler/connector or wireless communication for connecting AC coachcommunication node/AC coach controller to centralized computer shall be used.

6.6.1 In case of hardwire communication, a reliable connector suitable for rolling stocksapplication shall be used having the following properties:-

(i) The materials used shall be of non inflammable type. The flammability protectionshall be as per standards UL-94 classification: V-O for polycarbonate and polyamidematerial. Smoke density as per ASTM E 662-01 latest with 01,5 & 04 passed.

(iii) The connector shall have an easy fitting arrangement and shall be nonbrea~ing/detachment during running operation on Indian rolling stocks. The vibrationand shock arrangement shall be as perTable 1 B of IEC 61373 latest.

(iv) Manufacturer of CCMS will submit the following data of connector to ROSa for priorapproval

6.7 Regular reports of functioning of Air-conditioning system of coaches shall betransmitted for real time monitoring with generation of 'SMS' in case of any fault tothe 10 nominated subscribers. Nomination of subscribers shall be made possible byuser at any point of time from centralized control.

6.8 CCMS for air conditioning system shall also run diagnostic routines on the AC plantand generate alerts like low gas pressure in compressors, faulty sensors etc.

These data shall be transmitted to the centralized computer in power car / pantrycar and Railway Divisional control room though GPRS/GSM at an interval ofevery 5 Minutes. Fault reporting to report shall be instantaneous and event logsshall be once in every 5 minutes. However, it shall be possible to change theinterval.

6.10 The nominated subscribers shall get 'SMS Alert' coach no. wise whenever thefollowing Faults occur:

a) LP & HP trippingb) Compressor trippingc) Blower motor trippingd) Condenser motor trippinge) AC unit not working due to any other faultf) Any other alerts which are monitored online as per req'uirement of the

subscriber.

a) Event Logs: Data recording of operating parameters of the AC unit on every 5minutes.

b) Fault Logs: Faults occurring in the systemc) Diagnostic Logs: Where RMPU tripping for LP/HP, compressor, blower motor,

condenser motor etc.

7.1 The unit shall be designed for rugged use and for implementation in industrialenvironments.

7.2 Using the above hardware ports, the system shall be capable of being configured fordata retrieval up to 24/26 coach systems in a time multiplexing mode. Data retrievalshall be deterministic in nature. Specific time to service shall be maintained for variousunits connected to the Master unit.

There shall be a standardized communication protocol between Microprocessorcontroller and CCMS for sending the data to the centralized computer in a standardformat and which will be issued by RDSa.

7.3 For retrieval of data, Software Protocols implemented on various equipments shall beprovided by ROSa after development of the first prototype for the purpose ofstandardization and interchangeability.

7.4 The CCMS shall have a modem with 2G/3G compatibility. It shall have in-builtTCP/IP stack for posting data directly to the servers nominated by Railways. Tosafeguard the safety and security of the system, those SIM cards shall not be easilyaccessible and should be encased with-in the enclosure of the system.

7.5 It shall be possible to configure the system remotely to transmit only certainparameters out of all the data to optimize on data transmission cost and efficiency.

8.1 A simple window based/open application software shall be built on a server systemusing standard database for receiving the data at the server end. The data soreceived from CCMS module shall be accessible remotely using web technologies.The data so accessed should be capable of being imported into a standard analysispackage like MS-EXCEL for value added analysis.

8.2 A report generation tool shall be built to provide trend and exception reporting forvarious equipments/ vendors.

8.3 Email and SMS alerts can be set up for each fault event so that control room officialcan be advised instantaneously and automatically in case of a fault and have a stateof readiness before the coach reaches the next service point

The power supply unit shall be capable of operating between 110 V AC/OC+/-30% .The power supply available in Switch Board Cabinet (SBC) of coaches is 11OV OCfrom battery and 11OACsupply shall be from OG set through step down transformer.

10.1 The size of LCO display shall be approximately 381 mm and the size of thecentralized computer unit will be of compact design with mounting dimensions andoverall dimension 340 mm (max) length x 250 mm (max) width x75 mm (max) depth(approximately). Exact dimension will be finalized by ROSa after development andfitment of first prototype.

10.2 The hardware shall confirm to IS 1364 - 92 "Specification for hexagonal head bolt,screws and nuts". The minimum size of the hardware shall be M5 and the hex. headslotted screw shall workon tapped frame arrangement.

10.4 The system shall be user friendly so that addition and alterations can be done by theRailway Engineer without the help of suppliers and programmer.

10.6 The plug-in type connectors shall be accessible by the operator for easy connectionand removal during service.

10.7 Other enclosures of the unit shall be fixed to the member channel arrangement withprovision for easy removal and attending to the battery, PCB etc.

10.8 Terminals with terminal designation of Wago type 261-102 shall be provided on thetop hood for 11OV dc with blue female connector.

11.1.1 Only after the detail drawings and the design have been approved and theclearance given to this effect, the manufacturer shall take up the manufacture ofthe prototype. It is to be clearly understood that any changes, required to be donein the prototype or any additional tests other than specified herein are required tobe conducted on the prototype unit or its components, they shall be doneexpeditiously.

11.1.2 Subject to agreement between user and manufacturer, ROSO shall repeat someor all type tests once in three years on sample basis, so as to confirm the qualityof the product to meet the specified requirements.

11.1.3 The type tests shall be carried out by ROSO representative on prototype uniteither totally or in part under the following conditions without any additional cost:

a) A manufacturer undertakes to manufacture for the first time.b) An important change .indesign details of machines has been introduced.c) Specification is modified necessitating re-designing of equipment.d) Unsatisfactory performance reported from user Railways.e) Resumption of production after an interruption of more than two years.

11.1.4 Investigation tests are intended to obtain additional information regarding theperformance of the production. They shall be specially requested either by theuser or by the manufacturer.

11.1.5 ROSO may conduct surprise check on manufacturing process and quality controlalong with any of the tests to ensure quality of product and its conformance toROSO.

11.1.6 The tests shall be carried out at the works of the manufacturer in presence ofIndian Railway representative on the prototype unit of the CCMS unit as per therelevant governing specifications modified or amplified. The manufacture shallhave all possible necessary arrangement for testing of CCMS unit. Tests forwhich facilities are not available with the firm shall be conducted at NABLaccredited lab.

11.1.7 The test protocol indicating relevant clause of the test, condition of the test,specified value and observed value of the parameter for CCMS shall be submittedby the firm before offering the sample for type testing.

11.1.8 The system shall successfully pass all the type tests -for proving conformity withthis FRS document. If anyone of the equipment fails in any of the type tests, theinspecting agency at his discretion, may call for another equipmentlcard(s) of thesame type and sUbject it to all tests or the testes) in which failure occurred. Nofailure shall be permitted in the repeat testes).

Routine test are to be carried out on each unit to verify that properties & design of theproduct correspond to those measured during type test. Proper documentation ofroutine tests results should be available with the firm and should be produced beforeinspecting official on demand. Tests shall be conducted as per test schedule given.

Each offered lot of supply shall be subjected to acceptance tests as per ROSaapproved sampling plan or as per sampling plan specified in IS 2501, atmanufacturer's works. Acceptance test shall be witnessed by inspecting officialnominated by purchaser/ROSa. Manufacturer on demand by inspecting official shallproduce the internal/routine test report carried out by manufacturer.

Note:- Tests mentioned in from serial no 8 to serial nO.13 shall be carried out at anyNABL accredited laboratory.

11.5 The acceptance test shall be conducted by inspecting agency as per the samplingplan in IS 2500 part-I. The Routine test shall be conducted by firm on each unitduring manufacturing. Firm shall keep record for individual unit & a copy shall beenclosed in packing of unit.

The complete unit should be checked visually for dimensions as per approveddrawing. The general workmanship should be good with all the component properlysecured and sharp edges rounded off. Visual check for all possible physicalverification of compliance of all clauses mentioned in this FRS document shall bedone.

The dielectric test shall be conducted as per the relevant clause of IEC 60571 (latest)with RMS value of lest voltage as 1000 Volts AC.

The insulation resistance of the unit between earth and all current carrying partsshorted together shall be more than 20 Mega ohms at a ambient temperature of 55°c measured with 500 Volts Insulation Tester (megger).

The unit shall remain functional after applying 200Volts DC at 11OV volts DC inputterminal for one minute in correct polarity as well as in reverse polarity.

The CCMS unit shall be tested for its functioning at upper voltage limit, lower voltagelimit and rated voltage of supply system. The display of input and output shall bechecked and transmission of these data & eventlfault data shall be checked throughGPRS/GSM.

The tests shall be carried out as per IEC 60571- on the complete electronic assemblyin closed condition during normal operation, on full load, placed in test chamberwhere temperature is progressively raised from ambient to 70°C for 6 hours as perIEC 60571. At the end of this test the performance test is repeated.

It shall be done in accordance with ROS specification No. ELRS/SPEC/SII0015(Rev-1) Oct -2001.

Burn-in test procedure on Populated PCB t be carried out at NABL accredited Labshall be as under:

I. Burn-in test shall be undertaken between - 5 0 C to +700 C as per temperaturecycle given in Annexure-1 of ROSa specifi ation No. ELRS/SPECISI/0015.

II. Test is to be conducted continuously for 45 hours i.e. 6 cycles of 7.5 hours onpopulated PCB of CCMS unit.

III. Test shall be conducted during energized condition of PCB card in each cyde duringpositive & negative temperature peak as under.+110 V DC is applied on the populated PCB at B+ terminal of PCB

IV. This will be measured to ensure the proper functioning of PCB and microprocessorcontrol.

V. After completion of burn-in cycles the PCB,shall be assembled with CCMS unit. Fullperformance test shall be condLCted after burn-in test of PCB.

The test shall be conducted as per clause 5.4 of IEC - 60571 and Performance to bechecked after the test.

The CCMS unit shall be designed such that there will not be any ElectromagneticInterferences and the test shall be conducted for EMI/EMC under relevant clauses ofIEC 61000 asunder:

Body without powder coating of the CCMS shall be given external voltage of 11OVDC performance of CCMS shall not get affected

12.1 The complete CCMS unit shall be put on rigorous field trial for 30 days in a nominatedrake of RajdhanilShatabdi train. After successful field trial, the feedback of userRailway will be sent to ROSa for further course of action.

13.1 The CCMS Unit shall be provided with a name/rating plate on the enclosure. Thefollowing information shall be available by either etching or engraving process on thename plate of aluminum with white background and black letters.

iii) Continuous battery rating, short time rating/duration, input voltage range,output voltage range.

13.2 Following description shall be screen printed of permanent nature or etching processor by engraving on the component side of the PCB:

a) Component outline in the proximity of the component;b) CCMS manufacturer's name.c) Sub vendor's name who has assembled SMD components on PCB.d) Version number of Hardware.

13.3 Following description shall be screen printed of permanent nature or etching processor by engraving on the PCB:

a) The manufacturing serial number.b) Month and year of manufacture

13.4 The equipment and its sub assemblies shall be packed in thermo-cole boxes and theempty spaces shall be filled with suitable filling material. Before keeping in thethermo Cole box, the equipment shall be wrapped with bubble sheet. The equipmentshall be finally packed in a wooden case of sufficient strength so that it can withstandbumps and jerks encountered in a road/rail journey.
