A. BRIEF OF PROJECT

The project comprises of development of signal free and controlled access Corridor of

Islamabad Highway up to five (05) lanes dual carriageway as per envisaged Master Plan

of Islamabad. The total length of Islamabad Highway from Zero Point Interchange to G.T.

Road is approximately 24.00 Kms. Rehabilitation, widening, grade separated

Interchanges, flyovers, Underpasses, hydraulic structures, pedestrian bridges, bus-bays,

fencing, efficient lighting system and other miscellaneous works are integral part of this

project. The project starts from Zero Point Interchange and ends at the intersection of

Islamabad Highway with G.T. Road. This planned/proposed rehabilitation, widening and

up-gradation of Islamabad Highway shall mainly include the following major works:

i) Rehabilitation of 03 existing flexible lanes and addition of 02 flexible lanes

on each carriageway from Zero Point Interchange to Faizabad Interchange;

ii) Rehabilitation of existing flexible lanes and addition of 02 Rigid

lanes and 01 flexible lane on each carriageway from Airport/Karal Chowk to

G.T. Road as per traffic count data to cater for next 20 years.

iii) Rehabilitation of Islamabad Expressway from Faizabad Interchange to

Airport/Karal Chowk.

iv) Construction of Eastern and western (new) service roads from

Airport/Karal Chowk to G.T. Road. Rehabilitation and completion of existing

service roads from Faizabad to Airport turning, where required.

v) Construction of pedestrian bridges, bus bays, bus shelters, walkways at

locations of busiest road crossings;

vi) Construction of side fence, efficient lighting system and other

miscellaneous works.

vii) Extension of existing culverts.

viii) Construction of following Grade separation facilities:

Accordingly well reputed and established local and International Constructor firms

and Joint Ventures of Firms registered with the Pakistan Engineering Council in Category

C-A (No Limit) with codes CE-01 & CE-02 having required technical, financial, and

managerial capabilities are invited to participate in the pre-qualification process for this

project through submission of their documents as per the details provided hereafter.

1. INSTRUCTIONS TO APPLICANTS 1 Submission of Applications

1.1 Applications for pre-qualification (One original and One copy) must be received in sealed envelope to be delivered by hand or through registered mail to:-

and be clearly marked “Application for Pre-qualification for “Development of Signal Free & Controlled Access Corridor of Islamabad Highway from Zero Point to G.T. Road, Islamabad on Design and Build Basis”. Incomplete or late applications will not be entertained.

1.2 The name and mailing address of the Applicant shall be clearly marked

on left hand side of the envelope.

1.3 The applications shall be prepared in the English language. Information in any other language shall be accompanied by its translation in English duly endorsed by the authorized translator or the concerned Embassy. Employer reserves the rights for Pre-qualification incase of non-compliance of this requirement subject to provision of valid translation prior to or at the time of submission of technical and financial proposals.

1.4 The Applicants must respond to all questions and provide complete

information as advised in this document. Any lapse to provide essential information may result in disqualification of the Applicant.

1.5 The prospective Applicants may request clarification about the project

and the evaluation criteria in writing either through registered mail or through CDA’s website www.cda.gov.pk but not later than 10 (Ten) working days before the last date for submission of Proposal. Seeking this clarification shall not form the basis for any extension of time for submission of prequalification document.

1.6 Firms/Constructors duly registered in the relevant specialties with the

Pakistan Engineering Council having valid license in Category C-A (No Limit) with codes CE-01 & CE-02 shall only be considered eligible for prequalification subject to fulfillment of other requirement of this document. However, in case of JV with a foreign firm, the JV may be considered for pre-qualification subject to fulfillment of criteria’s mentioned in this document and mandatory submission of valid

Registration certificate of Foreign JV with PEC in relevant category and codes for this specific project prior to opening of financial proposals, otherwise the JV shall be disqualified and bid shall be returned without opening of financial proposal. However, provision of JV agreement is mandatory.

1.7 Submission of Applications should be in the attached formats only. 1.8 The entire Pre-qualification document submitted by the firms shall be

properly numbered, stamped and duly signed by their Authorized representative.

1.9 Only pre-qualified firms/Constructors under this procedure will be

invited to bid under Single Stage Two Envelope Bidding procedure. 1.10 In case, the firm is involved in any litigation, the details/updated status

shall be provided. Any firm involved in litigation and in case majority of decisions went against that firm or if the firm is blacklisted by any Govt./Semi-Govt./Autonomous/Semi-Autonomous body or by their respective clients, shall lead to disqualification of the firm.

1.11 In case any submission provided by the firm before bidding and

thereafter are found to be incorrect, the Contract awarded to it may be considered for termination.

1.12 Submission of Affidavit on non-judicial stamp paper of Rs. 100/- duly notarized regarding non black listing and non-bankruptcy is mandatory.

1.13 Failure to comply with the above instructions may lead to

disqualification without scrutiny of the applications. In addition, it is to be noted that the past performance of firm with the Capital Development Authority (CDA) is a milestone in evaluation and any firm who has defaulted earlier in CDA’s Contract(s) or is involved in frivolous litigation shall be considered disqualified irrespective of the result of evaluation report.

2 Qualification Criteria

2.1 General

2.1.1 Pre-qualification will be based on the criteria given in succeeding paras 2.2 to 2.6 regarding the Applicant’s Working Experience, Personnel Capabilities, Design Capabilities, Equipment Capabilities and Financial Soundness as demonstrated by the Applicant’s responses in the forms attached to this document. Experience as Sub-contractor including performance and resources shall not be taken into account in determining the Applicant’s compliance with the qualifying criteria. However, Joint Venture experience, resources and capability shall be considered. Following criteria has been adopted for prequalification of Constructors:

2.1.2 The applicant firm must secure at least 50% marks in each category. Firms/constructors passing the minimum criteria of overall 65% shall be considered pre-qualified.

2.2 Working Experience (Total 25 Marks)

2.3 Personnel Capabilities (Total 15 Marks) Credit Marks shall be awarded under this category using the following criteria:

The firms have to provide valid registration certificate of Engineers with the Pakistan Engineering Council (PEC) and in case of foreign experts’ registration as Professional Engineer with an equivalent body of that Country is mandatory to be provided. CVs and affidavit from the Engineers as a proof of employment with the firm and other details as per specified format A-6, A-7 and A-7-1 of this document are mandatory provision for award of marks. Incomplete details may lead to complete deduction of marks for the concerned professional.

For Average Turnover between Rs. 200 to 300 M, 03 marks shall be awarded.

For Average Turnover between Rs. 100 to 199 M, 02 Marks shall be awarded.

No marks shall be awarded for turnover below Rs. 100 Million.

Details to be provided on specified format A-11 of this document duly supported with Audited financial statements and Income tax returns.

Notes: 1) The in-house Design capabilities and capabilities of external/associated design consultant firm should be mentioned separately, if both exist. The applicant shall provide document showing firm commitment of the design firm that it will provide design services in case the applicant is pre-qualified and subsequently awarded the project, failing which the pre-qualification/contract will be annulled and the applicant disqualified.

2) There are three options for design capabilities., viz., i)

External/Associate Design Consultant Firm; ii) In-House Design capabilities; and iii) Combination of both. The applicant shall indicate the option used. Evaluation of this part shall be made on combined basis. External/Associate Design Consultants shall associate with one applicant firm only.

2.5 Equipment Capabilities (Total 15 Marks)

Credit Marks shall be granted on the basis of the following criteria for various kinds of equipment relevant to the Project. Details of each equipment to be provided on specified format A-12 of this document:

2.6 Financial Soundness (Total 25 Marks)

The Net financial worth of the firm shall be at least positive. Credit Marks shall be awarded on the basis of the following criteria:

3 Joint Venture (JV)

3.1 Joint Venture must comply with the following requirements:-

a) Following are minimum qualification requirements:-

i) The lead partner shall meet not less than 50 percent of all qualifying criteria given in paras 2 and 4 heretofore.

ii) Each of the partners shall meet not less than 30 percent of all

the qualifying criteria given in paras 2 and 4 heretofore.

iii) The lead firm of the JV must be registered in Category C-A (No limit) with the Pakistan Engineering Council. However, in case of JV with a foreign firm, the JV may be considered for pre-qualification subject to fulfillment of criteria’s mentioned in this document and mandatory submission of valid Registration certificate of Foreign JV with PEC in relevant category and codes for this specific project prior to opening of financial proposals, otherwise the JV shall be disqualified and bid shall be returned without opening of financial proposal.

iv) In addition to independently meet the criteria for minimum

qualifying score specified above at sr. no. (i) and (ii) for the lead and minor partner(s), Individual members must satisfy each of the requirements of paras 4 and 5 heretofore.

b) Any change in a prequalified JV after prequalification, shall be

valid reason for the JV to be disqualified.

c) Bid shall be signed by all members in the JV so as to legally bind all partners, jointly and severally, and bid shall be submitted with a copy of the JV agreement providing the joint and several liability with respect to the contract.

3.2 The prequalification of a JV does not necessarily prequalify any of its

partners individually or as a partner in any other JV.

3.3 The applicant firm can apply/participate in the Pre-qualification process

either independently or as a lead partner/minor partner of one (01) Joint venture only. In addition the design firm shall be associated with one applicant only.

4 Updating Prequalification Information

4.1 Bidders shall be required to update the financial, personnel and equipment information used for prequalification at the time of submitting their bids, to confirm their continued compliance with the qualification criteria and verification of the information provided at the time of prequalification. A bid shall be rejected if the Applicant’s qualification thresholds are no longer met at the time of bidding.

5 Other Factors

5.1 Only firms and JVs that have been prequalified under this procedure shall be invited to bid. A qualified firm or a member of a qualified JV may participate only in one bid for the contract. If a firm submits more than one bid, singly or as a JV, all bids including that bidder will be rejected.

5.2 The Employer reserves the right to:-

a) Amend the scope and value of any contract(s) to be bid, in which

event the bidder(s) will only bid among those prequalified bidders who meet the requirements of the contract(s) as amended.

b) Reject or accept any application; and

c) Cancel the prequalification process and reject all applications.

d) The Employer shall neither be liable for any such actions nor be

under any obligation to inform the Applicant of the grounds for rejection, however, may be debriefed if solicited.

are hereby authorized to conduct any inquiries or investigations to verify the statements, documents, and information submitted in connection with this application, and to seek clarification from our bankers and clients regarding any financial and technical aspects. This Letter of Application will also serve as authorization to any individual or authorized representative of any institution referred to in the supporting information, to provide such information deemed necessary and requested by yourselves or the authorized representative to verify statements and information provided in this application, or with regard to the

5. This application is made with the full understanding that:

(a) bids by prequalified applicants will be subject to verification of all information submitted for prequalification at the time of bidding;

(b) Capital Development Authority (CDA) reserves the right to:

(i) amend the scope and value of any contract under this project; in such

event bids will only be called from prequalified bidders who meet the revised requirements; and

(ii) reject or accept any application, cancel the prequalification process,

and reject applications; and

(c) Capital Development Authority (CDA) shall not be liable for any such actions and shall be under no obligation to inform the Applicant of the grounds for actions at 5(b) here above.

(d) Capital Development Authority (CDA) shall not be liable for consequence

of, and shall be under no obligation to inform the applicant of the grounds for, actions taken under para 5(b) here above.
