ATHGARH

DIVISION

This Division named as Right Canal Division No. V, Athgarh, Dist-Cuttack under

the Chief Construction Engineer, Rengali Right Irrigation Project, Dhenkanal has

been created by Government in Water Resources Department Vide Lr No. FE-III-II-E-

( C) 49/2000-26155 dated 12.7.2001 by way of re-deployment of Upper Kolab

Irrigation Division No. I and it started functioning with effect from 9.11.2001.

This Division is containing four Sub-Divisions:-

1. Right Canal Sub-Division No. I, Khuntakata,

2. Right Canal Sub-Division No. II, Badamba (functioning at Khuntakata)

3. Right Canal Sub-Division No. III, Narasinghpur (Now functioning at Khuntakata)

4. Right Canal Sub-Division No.IV,Sankarpur(Now functioning at Khuntakata Irr.

Colony).

B. OFFICE BUILDINGS

The division office is functioning at Khuntakata as per Chief Engineer and Basin

Manager, Brahmani Right Basin, Dhenkanal Office Lr. No. 1260 dated 17.3.2012.

E. PRESENT STATUS OF WORKS

a) Excavation of Narasinghpur Branch Canal from RD 00.km to 23.00 KM.

b) Excavation of Right Bank Canal from RD 89.500 Km to 95.04 Km.

c) Athgarh Branch Canal from RD 00 Km to 24.260 Km.

e) Land Acquisition: :The upto date of Land Acquisition in separate sheet ( In

Annexure-I)

1. Package -3 : Execution of Agreement for the work ‘Excavation of Right Bank Canal of

Rengali Irrigation Project from RD. 89.500 Km to RD 90.400 Km including construction of

it’s structures,Package No.-3 of Right Bank Canal Phase-II”. Vide Agt. No 1P1/10-11.

The Work is awarded to M/S D.D.Builders, “Super” Class Contractor with an amount of

Rs. 153409249/- & deviation amount is Rs. 21,12,34,153. The date of commencement and

completion were 18.12.2010 and 17.6.2012 respectively. EOT sanctioned up to 30.4.2015

vide DOWR Deptt.Lr No 6143 dated 3.3.2014 and 2nd EOT applied upto 12.2.2017. The 2nd

EOT returned from Department of Water Resources, Odisha, BBSR vide Lr. No. 27734 dated

17.12.2015. Till today expenditure is Rs. 17,72,44,729.00 upto end of March’2017. Till now

83.91 % of work has already been completed & balance work RD 89.700 Km to 89.930

executed upto RL 64.5 is under progress. It will be completed by end of May2017.

2. Package-4:- Excavation of Right Bank Canal of Rengali Irrigation Project from RD. 90.400

Km to RD. 93.400 Km including construction of it’s structures except HR Motary Distributary

& ODRB at RD 92.730 Km. Package No.-4 of Right Bank Canal Phase-II” Vide Agt. No. 2-

P1/2010-11 dated 18.12.2010.

The Work is awarded to Sri D.D.Builders, Super Class Contractor with an Amount is

Rs.16,35,98,000/-. & deviation amount is Rs. 22,75,00,047/-. The date of commencement

and completion were 18.12.2010 and 17.6.2012 respectively. EOT sanctioned upto 30.4.2015



17.12.2015. Till today expenditure is Rs. 18,70,41,729.00 upto end of March’2017. All the

canal works has been completed except from RD 92.650km to 92.750 Mtr will be executed

after completion of ODRB at RD 92.730 Km of RBC. The less execution is due to non execution

of canal lining work as per the instruction of Committee of Engineers

3. Package-5: Execution of work ‘Excavation of Right Bank Canal of Rengali Irrigation Project

from RD. 93.400 Km to RD. 95.040 Km including construction of it’s structures except HR of

Madhusahupatna Distributary, Package No.-5 of Right Bank Canal Phase-II.

The Work is awarded to Sri D.D.Builders, Super Class Contractor with an Amount is Rs.

10,66,36,000/-. & deviation amount is Rs. 8,97,41,177/-. The date of commencement and

completion were 18.12.2010 and 17.6.2012 respectively. EOT sanctioned upto 30.4.2015



17.12.2015. Till today expenditure is Rs. 6,36,59,765.00 upto end of March’2017. The

agency has completed all work except some finishing of canal and structures. One out let is

to be constructed at RD 94.495 Mtr of RBC. The less execution is due to non execution of

canal lining work as per the instruction of Committee of Engineers.

4. Package-6 (A) :Excavation of Narasinghpur Branch Canal from RD 00 Km to 6.00 Km.

including construction of structures, lining and service road Package No 6 (A) of RBC Phase

II of RIP-

The Work is awarded to Sri L.R Makar, Super Class Contractor with an Amount is Rs.

18,81,42,200/-. & deviation amount is Rs. 21,26,51,000/-. The date of commencement and

completion were 7.1.2015 and 6.1.2017 respectively. EOT applied upto 31.5.2018. The same

has already been submitted to Chief Construction Engineer, Rengali Right Irrigation Project,

Dhenkanal vide this office Lr No 505 WE Dated 27.3.2017. Till today expenditure is

Rs. 12,18,20,899.00 upto end of March’2017. The agency has promised to the canal works in

all respect upto Cross Regulator at RD 4990 Mtr. to supply water during this Khariff Season.

5. Package -6 (B) :- Excavation of Narasinghpur Branch Canal from RD 12.00 Km to 14.00

Km. including construction of structures and lining Package No 6 (B) of RBC Phase II of RIP.

The Work is awarded to Sri L.R Makar, Super Class Contractor with an Amount of Rs.

8,52,61,098/-. The date of commencement and completion were 27.5.2016 and 26.10.2017

respectively. Till today expenditure is Rs. 69,10,000/-,upto end of March’2017. The work is

under progress.

6. Package 6 (C): Excavation of Narasinghpur Branch Canal from RD 14.00 Km to 15.00

Km. including construction of structures and lining Package No 6 (C) of RBC Phase II of RIP.

The Work is awarded to Sri Y.B.Construction Super Class Contractor with an Amount of

Rs.6,60,40,000/-. The date of commencement and completion were 27.5.2016 and

26.10.2017 respectively. Till today expenditure is Rs. 1,65,55,359.47 upto end of

March’2017.The work is under progress.

7. Package 6 (D) : Excavation of Narasinghpur Branch Canal from RD 6.00 Km to 9.00 Km.

including construction of structures and lining Package No 6 (D) of RBC Phase II of RIP.

The Financial bid of the above work has already been submitted to Chief Construction

Engineer, RIP Dhenkanal vide this office Lr. No. 562 WE dated 30.3.2017. The L.A work of

village Viruda is advance stage 65% payment has already been made by the Zone Officer.

D.F.O Athgarh has been requested vide this office Lr. No. 489 dated27.3.2017 for approval of

feeling of trees.

8. Package 6 (E) : Excavation of Narasinghpur Branch Canal from RD 9.00 Km to 12.00

Km. including construction of structures and lining Package No 6 (D) of RBC Phase II of RIP.

Estimate has been sanctioned vide P.S. No 71/2016 of CCE, RIP, DKL. for Rs

12,76,55,000/- Three villages involved in this reach i.e Viruda, Muktadeipur & Jenapadadesh

The L.A work of Jenapadadesh is 19(I) stage. Possession of village Muktadeipur has been

received. Viruda is in Payment stage.

9. SYPHON CUM BRIDGE -: Construction of Cross Drainage at RD 464 Mtr. Of

Narasinghpur Branch Canal across River Sapua( Canal Syphon cum bridge) of Rengali

Irrigation Project of RBC Phase-II”.

The work has been awarded to M/S OCC Ltd. The work has already been completed

except some stone packing works.

10. Package 8 (A) -:Excavation of Athgarh Branch Canal from RD 00 Km to 5.52 Km

including its structures package No. 8 (A).

Estimate sanctioned vide P.S. No 72/2016 of CCE, RIP, DKL. For RS 12,81,38,000/- The Land

Acquisition work of all villages are in 19 (I) stage.

11. Package 8 (B) -:Excavation of Athgarh Branch Canal from RD 5.52 Km to 10.5 Km

including its structures package No. 8 (B).Estimate sanctioned For Rs 17,72,90,000/- The

Land Acquisition work of all villages are in 19 (I) stage.

12. Slope protection wall of R.B.C from RD 88.70.Km to 91.50 Km.The slope

protection of wall from RD 88.70 Km to 91.50 Km has been awarded to M/S OCC Ltd. BBSR.

The cost of the work is approximately Rs 40 Crores. The agency has been started

COLONY MAINTINANCE The work is entrusted to Sub-Divisional Officer, Right Canal Sub-Division No. II and

Sri Padmanav Sahu, Jr. Eng vbineer.

Deposit work; An Amount of Rs 1,36,602/- was deposited after approval of Govt. with the

Divisional Forest Manager, OFDC, Dhenkanal for removal of trees from RD 89.50 Km to 95.04

Km. He did not take up the work as D.F.O ( T) Dhenkanal did not issue felling order of trees

because the mm receipt of Stage II Forest Clearance as per rule Para-4.4 of the guidelines on

Forest ( Conservation) Act. 1980 regarding projects involving Forest as well as Non-Forest

Lands. All the correspondences to Divisional Manager, OFDC & D.F.O ( T) Dhenkanal are

available in the respective files with the Estimator. Canal work has been completed the

Divisional Forest Manager, OFDC, Dhenkanal has been requested to refund the above

amount.

Deposit work of Electric Line: This Division has paid 56.48 Lakhs on 14.1.2010 to

OPTCL for diversion of 132 KV line which runs across the Right Bank Canal alignment to be

constructed from RD 89.50 Km to 95.04 Km. No of correspondences have been made with

the OPTCL authorities, the lines has not been shifted. All the correspondences are with

estimator. Constant approach may be made for shifting of the lines with OPTCL authorities at

Bhubaneswar, Angul & Sambalpur.

This Division has paid Rs 1.65 Lakhs and 5.31 Lakhs for diversion of two Nos 3 phase lines of

11 KV to CESU Dhenkanal on 15.5.2010 and 31.1.2011. The deposit work has been

completed by OPTCL & CESU. Both the authorities were requested to furnish the utilization

certificate.
