1 Since the year 2005-06, Stateswho have ranked high on
Devolution Index (DI) havebeen awarded incentive basedon study on DI assigned to an
independent agency. Thecriteria for eligibility were
based on a DI that measuredthe devolution of 3Fs. States
who had met the following fourmandatory requirements of the
Constitution i.e. (a)Establishing the State ElectionCommission (a) Holding PRIselections every five years (c)Establishing State Finance
Commissions (d) Setting up ofDistrict Planning Committees
are studied on certainindicators developed for
measuring the strengthening ofPanchayats by devolution of
funds, functions andfunctionaries. The States
