(ii) GAGAN System is planned to be certified for RNP 0.1 service by November, 2013. (iii) Expenditure for the month of October, 2013 is Rs.14,500/- towards various activities under GAGAN Project. (iv) Cumulative Expenditure for the FY 2013/14 is Rs.73.37 crores. (v) MoCA vide U.O. Note No.ED/Cargo/2013/1351/826 dated 3.10.2013 has been requested to take up the issue regarding the review of the norms for waiver of cost recovery charges, issued by CBEC vide circular 16/2013-Cusoms dated 10.4.2013, with Ministry of Finance. (vi) The five airports of AAI recognized through Engineering Excellence Awards — 2013 were in various categories as mentioned below:- i) 2" Best Engineering Marvel for the year 2013 conferred upon AAI's New Integrated Passenger Terminal Building at Kolkata. ii) Best Future — Ready Engineering Marvel conferred upon AAI's Construction of New Integrated Passenger Terminal Building at Biju Patnaik Airport, Bhubaneswar. iii) Public Choice Award conferred upon AAI's Construction of New Expandable Modular Integrated Terminal Building at Raipur Airport.

1.1 Air Traffic Growth: Passenger carried by domestic airlines during Jan-September, 2013 were 456.95 lakhs as against 438.40 lakhs during the corresponding period of previous year thereby registering a growth of +4.23%.

1.2 Airports Authority of India: GAGAN PROJECT

(i) GAGAN Certification documents have been handed over to DGCA.

of New Integrated Passenger Terminal Building at Birsa Munda Airport, Ranchi.

v) Special Mention Awards conferred upon AAI's Construction of New Domestic and International Terminals at Chennai Airport.

(vii) AAI has commissioned the "Emergency Medical Centre" managed by M/s. Apollo Hospital at Air Cargo Complex, Chennai Airport w.e.f. 17.10.2013 on 24x7 basis.

(viii) Airports Authority of India was adjudged 2 nd runners up in the "Best Cargo Airport of the year" category during the 40 th

ACAAI Convention held on 24th to 27th October, 2013 at Jaipur.

(ix) AAI, in association with ICAO conducted a one day international seminar / workshop on Asia Pacific Seamless ATM implementation on the 21 st October, 2013 at Hyderabad, followed by the 3 rd Air Traffic Services Coordination meeting of the Bay of Bengal Arabian Sea Indian Ocean (BOBASIO) region between the 22nd and the 24th October, 2013 which was attended by 9 countries including host India, Bangladesh, Seychelles, Somalia, Singapore, Malaysia, Thailand, Indonesia, and Myanmar. The main objective of the Seamless ATM workshop, which was conducted by the ICAO Asia Pacific and hosted by India, was to create an awareness among the nations of this region regarding the ICAO Asia Pacific Seamless ATM Plan and the way forward to implement it across the Asian skies.

(x) As a part of the implementation of ADS-B surveillance technology and the requirement of stake holders engagement, as a part of change management. An ADS-B workshop for pilots, AMEs, DGCA officers, Flight dispatchers, Air traffic Controllers & CNS engineers conducted at Hyderabad on 25 th

October, 2013.

(xi) A meeting of AAI/IAF/Indian Navy officials on Flexible Use of Airspace (FUA) phase-I implementation was held on 11/10/2013. An Approach paper on implementation of FUA detailing the role of HLAPB has been prepared in coordination with Retd. Air Marshal, Indian Air Force & Coordinator, FUA, Consultant.

(xii) In the month of October, 2013, a note dated 24.10.2013 regarding "Declaration of Bhubaneswar and Imphal Airports as International Airports" has been forwarded to Cabinet Secretariat for consideration.

1.3 Profits earned / loss incurred by Public Sector Enterprises (PSEs) under the Ministry of Civil Aviation.

(i) The Airports Authority of India (AAI) has earned a profit of Rs.65.02 crores after deduction of tax during the month of October. 2013.

(ii) The Pawan Hans Limited (PHL) has earned a net profit of Rs. 0.32 crores (Provisional unaudited) after deduction of tax during the month of October, 2013.

1.4 Report of the Attached Sub-ordinate offices / PSUs under the Ministry of Civil Aviation:-

1.4.1 Directorate General of Civil Aviation:-

i) During the month of October, 2013, a total number of 1290 flight clearances were accorded including 38 Nos. of Tourist Charter flights. Air Operator Permit issued — 01, and 01 Air Operator Permit was renewed during this month.

ii) Renewal of Private Aerodrome License of Bokaro, Burnpur, Baikunth and Mithapur Aerodrome.

iii) Renewal of Aerodrome License of Lucknow.

iv) Approval of operational authorization for helicopter operation at surface level helipad at Kalyan Helipad, Thrissur, Krala.

v) Approval of operational authorization of Suvali helipad.

vi) During the month of October, 2013, there were four (04) significant occurrences have been reported.

vii) During the month of October, 2013, there were forty nine (49) Bird hit incidents have been reported.

viii) During the month of October, 2013, 261 Nos. of Aircrew licenses and ratings were issued including 41 Nos. of Foreign Aircrew Type Authorization (FATA).

Surveillance inspection of Pondicherry, Kangra, Rajahmundry Airports have been carried out.

x) Inspection of Suvali Helipad, Surat has also been carried out.

xi) During the month of October, 2013, New registration of aircraft - 08, Change of ownership/Changes in C of R — 04, De-Registration of Aircraft - 06 and Foreign AME License renewed issued — 19.

xii) Bilateral talks between the delegations of Hungary and India were held on 11 th October, 2013 in the Conference Room, Ministry of Civil Aviation, New Delhi.

1.4.2 Bureau of Civil Aviation Security (BCAS): -

i) During the month of October, 2013, Bureau of Civil Aviation Security (BCAS) officers conducted Fourty Three (43) dummy checks.

ii) The BCAS Training Faculty organized Twenty (20) Basic AVSEC Programmes, Twelve (12) Screener Programmes, One (01) Instructor Refresher Course and One (01) AVSEC Auditor Course.

iii) The BCAS team visited Nineteen (19) airports for security audits & inspections.

iv) Surprise check of security arrangements at Six (06) airports were carried out.
