TENDERING AND CONTRACT CONDITIONS
1. INTRODUCTION
This specification covers the design, manufacturing, testing at manufacturer's works and safe
delivery at site, the following cables as specified herein under:
i) 1.1 kV grade, aluminium conductor, XLPE insulated, FRLS PVC ST-2 inner sheathed, GI wire
armored and FRLS PVC ST-2 outer sheathed power cable (A2XWY).
ii) 1.1 kV grade copper conductor, XLPE insulated, FRLS PVC ST-2 inner sheathed, GI wire
armored and FRLS PVC ST-2 outer sheathed Power Cable (2XWY)
The above cables shall be supplied at INRP Stores, BARC, Tarapur as per technical specifications.
2. LOCATION
The site of NRB, BARC, Tarapur, Boisar, Palghar (Dist.), herein referred to as “site”, is located in
the state of Maharashtra.
3. COPIES OF BIDS, SPECIFICATION AND DRAWING
The bidder shall on-line submit the bid together with all supporting information and technical
details.
4. DELIVERY & EXECUTION
The supplier shall submit his plans giving detailed time schedule of work in the form of PERT/ CPM
network covering the various phases involved in the work e.g. procurement of materials, inspection
and testing etc.
The cables specified in this document shall be delivered within 08 months from the date of P.O
5. INFORMATION TO BE INCLUDED WITH THE PROPOSAL
a) The offer without technical literatures, complete technical details (Section-C) of all components
and sub-systems, make, model number, manufacturer, operating instructions, calibration
procedures, circuit diagrams, all drawings and descriptions with troubleshooting, check list,
maintenance tips, technical data sheet with relevant drawings, will be treated as incomplete and
are liable to be rejected.

6. PRICE
Bidders are hereby advised to quote against the offer in compliance with the specification given here
in with deviations separately. Bidders are requested to quote as per the format provided with the
tender.
7. DEVIATION FROM TENDER SPECIFICATIONS

The bidder shall preferably quote for the item, strictly in accordance with the specifications. Should
he require offering deviations in any way from the specification, the deviations shall be clearly and
distinctly listed in his offer.
8. PACKING SHIPMENT & TRANSPORT
8.1 Delivery of materials at site shall be responsibility of the supplier. The supplied items shall be
packed and protected as not to suffer any deterioration, damage or breakage during shipment and
storage in tropical climate.
8.2 The supplier should, at his responsibility check and ascertain the existing rail/road limitation for
transport of the materials from works to site, unloading of materials at site, transport to store, joint
inspection of material by department and supplier, safe storage and prevention during storage. It is
the responsibility of the supplier to insure all the material during transit.
8.3 The supplier shall note that shipment shall be in accordance with the given instructions. Each
package shall be limited to size and weight that are permissible under the existing rail and road
limitations.
8.4 The supplier shall not ship the material without the prior approval of the purchaser's inspector and
subsequent written instruction to do so.
9. TESTING, QUALITY SURVEILLANCE, PROGRESS REPORTS & TRAINING
9.1 The supplier shall give at least 15 days advance notice prior to the commencement of pre-dispatch
testing so that the purchaser's representative can plan to witness the tests. The cables shall be tested
for Type and Routine tests as per latest IS-7098 (part-I) / IS-1554 in presence of representative of
the purchaser at the manufacturer's works.
9.2 Four copies of test reports (in CDs) and one hard copy shall be submitted after receiving the approval
of a preliminary copy from the purchaser.
9.3 Waiving of quality surveillance or acceptance of material or equipment by the quality surveyor shall
not relieve the supplier from the responsibility of furnishing material and workmanship in
accordance with this tender document.
10. GUARANTEE
10.1 All the equipment supplied under this contract shall be guaranteed for satisfactory performance and
against manufacturing and material defects for a period of 12 months from the date of
commissioning or 18 months from the date of delivery.
10.2 Materials damaged in transit or during guarantee period shall be replaced immediately and such
replacement shall also be governed by similar guarantee.
11. VALIDITY OF OFFERS
The quoted prices shall be valid for 120 days from the date of opening the tender.
12. PRE-QUALIFICATION CRITERIA
12.1 Bidder shall have minimum 5 years manufacturing experience for the tendered cables and should
furnish satisfactory feedback reports for the materials supplied by him to reputed clients. In case of
a dealer, an authorization from the OEM shall be submitted.
12.2 Bidder shall have full-fledged extrusion and curing facility for XLPE insulated cables to be offered.

12.3 Bidder shall have IS0-9001/9002 certification for design, manufacturing, QA&QC for the tendered
items.
12.4 Bidder shall have adequate and standardized in-house manufacturing and testing facilities, duly
calibrated/certified from reputed institutions/laboratories, for undertaking the work under this
tender.
12.5 Bidder shall furnish type test reports duly certified from reputed institutions/laboratories like CPRI/
ERDA, for material similar to that covered under the scope of this tender.
12.6 Following documents (self-attested) shall be submitted along with the quotation : -
a) Duly filled up technical data sheet and annexure-I to III of Section-D
b) List of past supplies made
c) Performance feedback report from users
d) Quality Assurance (QA) plan for the tendered item(s)
f) Latest solvency certificate from any scheduled bank for a minimum value of 40% of the
estimated cost.
g) List of plant & machinery and other infrastructure facilities to complete the work in time.
h) Details of manpower.
i) Performance certificates.
j) Proof of average annual turnover of not less than Rs. 5 crores during last three years.
k) Profit and loss statement of last five years confirming that loss has not been incurred for more
than two years in the period of last five years.
Note: Original documents shall be produced for verifications, if required.
13 No end user certificate shall be provided by the purchaser for the tendered work.
14 TENDER SUBMISSION REQUIREMENT
14.1 The tender submission shall show compliance to the specifications and shall include a full set of
descriptive and technical literature on the equipment and system proposed. Necessary catalogues
shall be enclosed. In case Xerox copy of catalogue is submitted, the supplier shall be required to
submit original copy whenever asked by BARC.
14.2 A detailed description of acceptance test procedures and checklist.
Note: The cables shall be supplied on non-returnable steel drums of suitable size, packed and
marked.

TECHNICAL SPECIFICATIONS OF DESIGN, MANUFACTURING, TESTING AND
DELIVERY OF 1100V GRADE LT POWER CABLE
1. SCOPE
This specification covers the design, manufacturing, testing at manufacturer's works and safe delivery
of power cables at NRB, BARC Tarapur store. 2. PROJECT DATA:
The cables specified herewith are required at the following sites for DAE Project.
2.1 NRB Facilities, Tarapur
2.2 The site conditions are as follows:-
2.2.1 Max. Ambient temperature: : 50C
2.2.2 Relative humidity : 97 %
2.2.3 Climatic conditions : Tropically highly humid, heavy rainfall, conducive to rust &
fungus growth, besides being close to Arabian Sea Coast, the
environment is laden with salt spray. The cables shall be
capable of continuous operation at their rated current without
exceeding the specified temperature rise limits while
operating in above conditions.
2.3 Power supply : 415V, 3 phase, 4 wire, grounded system.
2.4 System grounding : Solidly grounded
2.5 System fault level : 35 MVA (50 kA) symmetrical
3. STANDARDS
The cables covered by this specification unless otherwise stated be designed in accordance with the
latest editions/ amendments of the following standards:

4. SPECIFICATIONS FOR XLPE INSULATED POWER CABLES
Power cable of 1.1 kV grade, multi-stranded Aluminium/ Copper conductor, XLPE insulated, FRLS
PVC type ST2 inner sheathed, GI round wire Armoured, and FRLS PVC ST2 outer sheathed, as per
IS 7098 ( part - 1) 1988.
4.1 REQUIREMENT

4.2 DESIGN AND CONSTRUCTION PARTICULARS 4.2.1 Construction
LT cable shall conform to 1100 V Grade stranded & round annealed plain Copper conductor /
Aluminium H2/H4 grade conductors, XLPE insulated, core suitably laid up, inner and outer sheath of
extruded FRLS PVC type ST2 in black colour & GI round wire. The cables shall conform to IS 7098
(part -1) 1988. Adequate insulation shall be provided for the cables to operate continuously at the
specified voltage with a high degree of safety and reliability throughout the life of the cable.
4.2.2 Copper Conductor
The copper conductor shall be of 99.9% electrolytic grade copper & shall be stranded, shaped/
circular in section; smooth, uniform in quality and free from scale, inequalities, spills, splits and other
defects. The conductors shall conform to appropriate dimensions and resistance given in IS 8130
(Part I): 1984. The base metal shall be Electrolytic Grade copper having a minimum purity of 99.9%
(silver being counted as copper) as per IS 2182 - 1965.
4.2.3 Aluminum Conductor
The Aluminium conductor shall be of electrical purity, electrolytic grade H2/H4 aluminium and shall
be stranded shaped/circular in section; smooth, uniform in quality and free from scale, inequalities,
spills, splits and other defects. The conductors shall conform to appropriate dimensions and
resistance given in IS 8130 (Part I): 1984.
4.2.4 Insulation
The insulating material for power cables shall be extruded cross linked polyethylene (XLPE)
compound as per IS-7098(Part-I)-1988. The minimum thickness of insulation shall not be less than

the values specified in Table-2 of IS-7098 (Part-I)-1988. No negative tolerance shall be applicable for
the thickness.
The cores shall be identified by the following colour schedule:
4, 3 &1/2 core : Red, yellow, blue and black, reduced neutral core being black
4.2.5 Inner Sheath
The inner sheath material as applicable shall be extruded FRLS PVC ST-2, compatible with thermal
rating of insulation conforming to IS-6380-1984. The sheath shall have adequate thickness,
mechanical strength and elasticity.
4.2.6 Armoring
The armoring arranged over the inner sheath shall consist of one layer of GI round wire. The armor
wire being put on the cable shall conform to IS 3975-1988 for all requirements. The direction of lay
of armor shall be opposite to that of the cores.
4.2.7 Outer Sheath
Extruded outer sheath shall be provided over the armoring. The material used for sheathing shall be
FRLS PVC sheath, Type ST-2 base compound conforming to IS 1554/ IS 5831 for power cable. The
colour of the outer sheath shall be black. The thickness of outer sheath shall be in accordance with the
IS 1554 (Part-I)-1988.
4.3 Tests of LT power cables.
All the tests specified below shall be carried out in accordance with relevant Indian Standards by the
manufacturer in the presence of purchaser's representative. If the cable fails to pass the test
specified, the purchaser shall have the option to reject it.
4.3.1 Acceptance test

4.7 Test requirement of FRLS inner & outer sheath
The inner and outer sheath of cables shall meet the following test requirements related to flame
retardance, low smoke emission, low acid and toxic gas emission. The BIDDERs shall have proper
test apparatus to conduct all the relevant tests as per the applicable Standards mentioned herein.
4.7.1 Oxygen Index and Temperature index test
The critical oxygen index value shall be minimum 29 when tested at 27+2ºC as per ASTM-D-2863
and the temperature index value shall be minimum 250ºC at oxygen index of 21 when tested as per
NES 715.
4.7.2 Flammability test
i. Cables shall pass test under fire conditions as per IS-10810- Part-53.
ii. Cables shall also pass tests as per IS-10810 Part- 61 & Part-62.
Flammability shall be as per IEC 332-1 and IS 694: 1990.
4.7.3 Smoke Generation test
The cables shall satisfy the tests conducted to evaluate the percentage obscuration by smoke in an
optical system placed in the path of the smoke. The maximum smoke density rating shall not be
more than 60% when tested as per ASTM-D-2843.
4.7.4 Acid Gas Generation test
The hydrochloric acid generation when tested as per IEC 754-1 shall be less than 20% by weight.

4.8 Resistance to Ultra Violet Radiation
This test shall be carried out as per DIN 53387. The retention values of tensile strength and ultimate
elongation after the tests shall be minimum 60% of tensile strength and ultimate elongation before
test.
4.9 Water Absorption
Outer sheathes shall be subjected to tests for water absorption as per IS-10810. When additional
characteristics are required, the tests shall be as applicable or as agreed to between Purchaser and
Vendor before the placement of order.
The purchaser at his option may waive all or any of the type tests provided type test certificate
carried out on essentially identical cable are furnished by the manufacturer.
5 Guarantee against defects
The cable shall be guaranteed against any type of defects and for trouble free operation
conforming to this specification for a period of at least 12 months from the date of
commissioning or 18 months from the date of dispatch from the supplier's works whichever is
earlier. The following performance characteristics of cables shall be guaranteed at the maximum
continuous rating when operating under the specified operating conditions:

6 SEQUENTIAL LENGTH MARKING
Length of the cable shall be sequentially marked on every metre length of the cable to be supplied by
the contractor as follows:

7 PACKING AND MARKING
The single length of cable shall be minimum 500 metres.
The cable shall be wound on non-returnable steel drums of suitable size, packed and marked. The
packing shall be such that it can withstand rough handling during transport and shall ensure that no
damage will be caused to the cable during transit. The markings done on the drums shall have the
following information:-
i) Trade mark or trade name, if any.
ii) Name of the manufacturer.
iii) Nominal sectional area of the conductor of the cable.
iv) Number of cores
v) Voltage grade and type of the cable.
vi) Length of the cable on the drum.
vii) Direction of rotation of the drum (an arrow).

viii) Type of cable.
The cut-ends of the cable shall be sealed by means of non-hygroscopic sealing materials. Each end of
the cable shall be firmly and properly secured to the drum.

The quantity tolerance of all cables shall be ±5%.
