Kind attention is invited to the reference 2nd cited wherein a notification

was issued by this office inviting the applications from the MPDOs who are willing

to work on deputation as Asst. Project Directors in DWMAs. One of the criteria

for selection is, that the applicants shall have completed at least (8) years of

service as MPDOs. Due to this condition, only few applications were received

from the MPDOs. The Government vide reference 3 rd has taken a decision and

issued relaxation orders by reducing the minimum service from a period of (8)

years to (2) years.

In view of the above the revised notification is placed in the website

www.nrega.ap.gov.in & www.rd.ap.gov.in The information about the notification

may be communicated to the concerned with directions to apply to the

Commissioner Rural Development, Hyderabad. The MPDOs who have applied

earlier shall also have to furnish the additional information as stipulated in the

enclosed application.

(MPDO) only.

Applications are invited from in service Government Officers in the cadre

of Mandal Parishad Development Officer (MPDO) who have completed two years

of service as MPDO as on 03.02.2010 for posting as Assistant Project Directors

(APDs) in DWMA. The applicants shall be below (45) years of age as on

03.02.2010 and willing to work for at least (3) years on deputation in Rural

Development Department.

The MPDOs, who are willing shall apply for the post directly and the

proposals shall be submitted on or before 22.02.2010.

Further, the selection among the MPDOs for the post of APD’s shall be

based on their relative merit vis a vis other candidates, which will be calculated

as per the following criteria.

JOB CHART OF ASSISTANT PROJECT DIRECTOR, DWMA

The Assistant Project Director, shall be responsible for the overall

implementation of all programmes implemented through the DWMA i.e,

Watershed Development Programmes, Indira Prabha (CLDP), NREGS-AP, etc.

Consequently, the job chart of APD shall be as follows:

I. General Functions:

A. Administrative:

1. Shall receive funds towards administrative costs into a separate bank

account opened on “Assistant Project Director, DWMA”, maintain records

and submit to PD, DWMA during monthly meetings.

2. Shall sanction leave, pay remunerations and other allowances to WDTs

and MTAs in his jurisdiction.

3. Report vacancies as and when arises to PD, DWMA for filling

immediately.

4. Shall conduct enquiries into any allegation, complaints, adverse news

reports etc. and submit reports to PD, DWMA.

5. Shall facilitate in conducting social audit at village level, attend all mandal

level public hearings and initiate follow up action.

6. Shall document the best practices followed by primary and secondary

stake holders and submit to PD, DWMA for replication within and outside

district.

7. Shall ensure that all changes in the software are incorporated in MCCs

and all hardware problems are reported and rectified immediately.

B. Financial:

8. Shall review funds position, programme wise and place indents for release

of funds after incurring an expenditure of 60% of the funds released to

GPS/ VOs/ CIGs. Shall ensure all vouchers, reimbursement claims are

submitted before placing indent for further releases from PD, DWMA.

9. Check the account books maintained for all the programmes at least

bimonthly and report to PD DWMA on fund diversions and

misappropriations, if any.

C. Monitoring

10. Conduct fortnight meetings with APOs, WDTs and MTAs and review

progress of works, submission of reimbursement claims, vouchers

etc.

11. Shall be responsible for the implementation of all activities through MCC

and ensure basic data of approved action plans, administrative and

technical sanctions are entered into MCC before execution of works.

12. Shall ensure works are grounded only after issue of commencement

letters.

13. Shall be responsible for compilation and submission of reports to PD,

DWMA.

14. Shall monitor closely the payments made to wage seekers and for

material component.

15. Shall be responsible in arranging the training programmes and exposure

D. Coordination and Convergence:

16. Shall involve IKP staff (Area Coordinators, APMS and CCs) in

preparation of plans, training programmes of all RD programmes.

17. Shall coordinate for convergence of SC, ST & BC Corporations,

Agriculture, Horticulture, Animal Husbandry, Fisheries and other line

department programmes with RD programmes for supply of inputs and

subsidies, development of infrastructure etc.,to the poor.

18. Shall facilitate in securing financial assistance through banks for the CIGs,

RMGS, SHGs & Labour groups.

II. Programme Specific Functions:

A. Watershed Development Programme

i. Planning:

1. Shall be responsible for survey and demarcation of micro

watersheds, sub basin wise in his jurisdiction.

2. Shall prepare list of watersheds based on criteria to be taken up on

priority, in a sub basin and submit to PD, DWMA for sanctions.

3. Shall organize awareness campaigns, orientation programmes to

all primary and secondary stake holders for the sanctioned watersheds.

4. shall facilitate GP in preparation of perspective plan and Annual

Action plans through Participatory Net Planning, PRA tools, Survey of India

Topo sheets and Cadastral maps of watershed villages, and the approval pf

plans by GP.

ii. Implementation:

5. Shall be responsible for the timely approval and sanctions (both

administrative & technical ) of annual action plans.

6. Shall facilitate in opening of Bank accounts by GP and VO for

receiving Project funds and depositing contribution towards Watershed

Development Fund ( WDF).

7. Facilitate formation and training of User Groups (UGs) and

execution of works through UGs.

8. Shall be responsible for undertaking inspection of works and

providing technical advise including quality aspects to GPs , UGS and VOs.

9. Shall be responsible for check measurement of all works with

estimated cost of more than two lakhs.

10. Shall facilitate and guide VOs on proper utilization of revolving

funds of Productivity Enhancement and Enterprise Promotion components as

per micro credit plans, maintenance of the records and accounts.

11. Shall attend GP & VO meetings once in a quarter, review and guide

GP & VO in proper planning and execution of works.

B. Indira Prabha ( Comprehensive Land Development Programme) :

1. Shall be responsible for preparation of data base of assigned lands,

GP wise in his jurisdiction.

2. Shall be responsible for building awareness on Indira Prabha

among assignees and identification of blocks.

3. Shall facilitate in formation of Common Interest Groups and

identification of para worker for every block.

4. Shall ensure that CLDP blocks have all the basic documents with

assignees i.e Pattas, Pattadar pass books & Title deeds, sub division of land

and demarcation of Boundaries.

5. Shall facilitate CIG in preparation of treatment plan assignee wise

and follow up on the issue of sanction proceedings assignees wise.

6. Shall facilitate in opening of separate accounts by VOs and CIGs.

7. Shall be responsible for inspection of works, check measurement

and quality of works.

8. Shall facilitate CIG in proper execution of works through collective

decision and maintenance of records.

9. Shall ensure that each block is developed completely and brought

under cultivation ( If necessary in convergence with Watersheds and NREGS

programmes)

10. Shall ensure all women members of the assignees families are also

members of SHGs for meeting future credit requirements.

C. National Rural Employment Guarantee Scheme- AP ( NREGS- AP)

1. Shall monitor the programme closely on weekly basis and ensure

that APOs are maintaining sufficient value of works in the shelf, to meet the

labour demand. Ensure that labour budget is prepared for every village.

2. Shall ensure all working labour are provided with a minimum of 100

days of employment as per the Act.

3. Visit the villages and supervise that all the conditions envisaged in

Schedule II of NREGA in providing minimum entitlements of laborers are

followed.

4. Shall ensure prompt payment of wages on weekly basis and shall

take action immediately for payments without any delay by closely monitoring

the muster rolls received every week.

5. Should ensure the records and registers at the village and mandal

level are updated including job cards. Ensure that a Grievance register is

maintained at mandal level and closely supervise the grievances redressed

by reviewing during the weekly meetings,

6. Shall take measures in formation labour groups and allotting works

to the groups with the help of mates.

III. Shall undertake any other activity related to implementation of NREGS, Watersheds, CLDP as may be assigned by the PD, DWMA.
