6250. 6252. As used i n t hi s chapt er :( a) "Local agency" i ncl udes a count y; ci t y, whet her gener al l aw orchar t er ed; ci t y and count y; school di st r i ct ; muni ci pal cor por at i on;di st r i ct ; pol i t i cal subdi vi si on; or any boar d, commi ssi on or agencyt her eof ; ot her l ocal publ i c agency; or ent i t i es t hat ar e l egi sl at i vebodi es of a l ocal agency pur suant t o subdi vi si ons ( c) and ( d) ofSect i on 54952.

( b) "Member of t he publ i c" means any per son, except a member ,agent , of f i cer , or empl oyee of a f eder al , st at e, or l ocal agencyact i ng wi t hi n the scope of hi s or her member shi p, agency, of f i ce, orempl oyment .

( c) " Per son" i ncl udes any nat ur al per son, cor por at i on,par t ner shi p, l i mi t ed l i abi l i t y company, f i r m, or associ at i on.

( d) "Publ i c agency" means any st at e or l ocal agency.

( e) "Publ i c r ecor ds" i ncl udes any wr i t i ng cont ai ni ng i nf or mat i onr el at i ng to t he conduct of t he publ i c' s busi ness pr epar ed, owned,used, or r et ai ned by any st at e or l ocal agency regar dl ess of physi calf or m or char acteri st i cs. "Publ i c r ecor ds" i n t he cust ody of , ormai nt ai ned by, t he Governor ' s of f i ce means any wr i t i ng pr epared on oraf t er J anuar y 6, 1975.

( f ) "St at e agency" means ever y st at e of f i ce, of f i cer , depar t ment ,di vi si on, bur eau, boar d, and commi ssi on or other st at e body oragency, except t hose agenci es provi ded f or i n Ar t i cl e I V ( exceptSecti on 20 t her eof ) or Ar t i cl e VI of t he Cal i f or ni a Const i t ut i on.
