42.1 Main theme..It mentions because of the erosion of public trust, govt must do more in highly visible way to regain citizens faith.It is better for public sector leaders to move beyond partisan debates and politicized headlines and make true progress.All these can be achieved through government by design with the aforementioned 4 principles.

52.2 review of literatureAlthough in this article there is no separate section for literature review, but the authors refer to a number of literatures under every principle of the four principles that are discussed in this article.The authors base all of their arguments by referring to an up-to-date relevant researches.

62.3 comment/opinion of the groupWe realized that this article is well-written, up-to-date and informative of its kind in the field of public administration.East-African countries can take the experience of govt innovations and approaches to address citizen problems.All the four principles are extremely important and they are central for creating more effective government.

Summary of major findingsResult-oriented governments are increasingly making use of data for evidence-based decision making to assess policy and program effectiveness and measure progress.Innovative govts are involving their citizens in the design and delivery of public services to boost productivity with the help of technology and use of open data.

Summary.Since employees are among most valuable assets, smart govts are developing them with the right skills that matter in core competencies, capabilities and expertise.Finally, there is a need for govt to collaborate with businesses and non-profits to embrace new form of organization and service delivery that are rooted in partnership.

94. Lessons that can be learnedRegarding decision making, governments can collect data through surveys. They can also take the best practices and share experience to other governments.In the case of engaging and empowering citizens, it is better for the governments to use innovative channels like mobile offices in remote areas and the use of technology like websites and mobile SMS.104. Lesson.In the issue of investment in expertise and skill building, governments are to develop capabilities through proper practical trainings especially in the critical sectors and strategic and risk management skills.Finally, regarding collaboration with other sectors it is better to invite companies and citizens in the procurement processes in cost-effective ways.114. It is based only on document review and doesnt include any primary data.
