The Department of Health (DOH) holds the over-all technical authority on health as it is a nationalhealth policy-maker and regulatory institution.Basically, the DOH has three major roles in the health sector: (1) leadership in health; (2) enablerand capacity builder; and (3) administrator of specific services. Its mandate is to develop nationalplans, technical standards, and guidelines on health. Aside from being the regulator of all healthservices and products, the DOH is the provider of special tertiary health care services and technicalassistance to health providers and stakeholders.While pursuing its vision, the DOH adheres to the highest values of work, which are:

Vision
By 2030, DPWH is an effective and efficient government agency,improving the life of every Filipino throughquality infrastructure.
Mission
To provide and manage quality infrastructure facilities and services responsive to the needs of the Filipinopeople in the pursuit of national development objectives.
Mandate
The Department of Public Works and Highways (DPWH) is one of the three departments of the governmentundertaking major infrastructure projects. The DPWH is mandated to undertake (a) the planning ofinfrastructure, such as national roads and bridges, flood control, water resources projects and other publicworks, and (b) the design, construction, and maintenance of national roads and bridges, and major floodcontrol systems.
Functions
The Department of Public Works and Highways functions as the engineering and construction arm of theGovernment tasked to continuously develop its technology for the purpose of ensuring the safety of allinfrastructure facilities and securing for all public works and highways the highest efficiency and quality inconstruction.
DPWH is currently responsible for the planning, design, construction and maintenance of infrastructure,especially the national highways, flood control and water resources development system, and other publicworks in accordance with national development objectives.

Consistent with local autonomy and decentralization, the provision for the delivery of basicservices and facilities shall be devolved from the National Government to provinces, cities,
municipalities, and barangays so that each Local Government Unit shall be responsible for aminimum set of services and facilities in accordance with established national policies,guidelines and standard.
For purposes of this Rule, devolution shall mean the transfer of power and authority from theNational Government to LGUs to enable them to perform specific functions and responsibilities.
All NGAs shall conduct periodic consultations with appropriate LGUs, People s Organization,NGOs and other concerned sectors of the community before any project or program isimplemented in their respective jurisdiction.
