Transcript of Governance and public administration ser haiti
Working with 30-50 economists including Nobel Laureates, 100+ sector experts, government, donor organizations, civil society, development agencies, businesses, youth, across rural and urban areas to identify, analyze and prioritize interventions that will deliver greater benefit per gourde spent, helping move Haiti towards a more prosperous long term future.
Copenhagen Consensus Center organized roundtable discussions
with an aim to figure out smarter solutions to the most problematic
issues facing Haiti.
These roundtables are one of several sources
for research ideas.
Top Ideas;(1 of 2)
• Undertake a study to determine the types of positions available in each ministry, the level of expertise required and a single pay scale.
• An evaluation of educational programs to determine where deficiencies exist in the job market.
• Create a training program or coaching for certain sectors.
• Directly develop a sector (e.g. water or construction) to improve access or increase consumption but also to increase local human resource capacity.
Top Ideas; (2 of 2)
• Develop each municipality by capitalizing on its resources. Strengthen their capacity to increase and manage local funds. Citizens will be motivated to pay taxes which will generate accountability of government units.
• Decouple the OMRH from the government and make it independent.
• Practice transparency: share information between the government and international partners.
• Revitalize the public service: revise compensation, expand training.
