Event OverviewBased on industry demand for cross-departmental collaboration and direct interaction, in 2016 we introduced a new interactive format for Federal Government IT leaders. Due to overwhelmingly positive feedback GovConnect Federal returned to Ottawa on June 20, 2017.

Designed in collaboration with leading public sector transformation experts, GovConnect is an exclusive forum, limited-seat event for heads of government and public sector transformation, to address pressing challenges and which allows participants to speak directly to peers across the Federal Government.

With the GCIT Strategic Plan well underway at the time, the event offered the opportunity for participants to engage directly with key influencers involved in enterprise-wide initiatives, including those from Treasury Board of Canada Secretariat, Shared Services Canada, Privy Council Office, and Public Services & Procurement Canada.

The FormatThe unique format of this event is structured around a series of rotating peer-to-peer discussion tables that enable in-depth discussion and thought leadership. It avoids a traditional conference style and “death by PowerPoint” to ensure each delegate receives an experience tailored to their current situation, allowing more value to be taken from the day.

This allows face-to-face interaction with delegates and speakers, who all have the authority to discuss major challenges, core implementations issues, as well as solutions and future strategies.

How it works Each table features a different topic and is hosted by a public sector moderator and a co-moderator from the vendor community.

Our peer-to-peer interactive roundtable discussions enable you to directly engage with the delegates as they rotate from table to table.

By the end of the day, the moderators will have met and spoken directly to each of the senior delegates.

IRT Summary

The day’s discussions quickly highlighted that public sector transformation is a multi-faceted challenge, which requires continued work in each of the 6-roundtable topic areas.

An overarching concern centered on roadblocks from governance. An internal disconnect, and the constraints of legacy systems hindering the achievement of transformation goals. Attendees felt that there were too many restrictions, and that it was difficult to get where they needed to be in such a risk-adverse culture.

Some suggestions to help tackle these apparent blockages were to streamline issues to help plan and execute services, as well as to move towards a more agile environment. It was felt that the mindset should be putting the business and client needs first, with IT to support this, not the other way around. Participants agreed that the Government of Canada’s ultimate success in achieving its transformation goals is dependent on a cultural shift.

Data was another thread weaved throughout the day’s round-table conversations. In an organization such as the Federal government, making use of data is critical. Delegates questioned, “Why are we collecting data if we can’t use it?” Flagging the challenges around the quality of data collected by government and the question of, once collected, what tools were available to analyze it? In addition to what’s collected, delegates spoke about the benefits of open data, and the ability to pull and employ data from outside government.

Of course, when speaking about data, a primary area of concern always has to be around privacy and security. Delegates noted the challenge around government silos and data ownership. They alluded to a sense of “this is mine, not yours”, which of course is to guard against privacy concerns. The onerous process of balancing transformation with information security and privacy is top of minds for those involved in improving citizen services and experiences.

Ultimately, every discussion came down to the reason for the push towards public sector transformation – making things better for Canadians. Ideas around engaging with Canadians through social media and other digital means were widely embraced by the group. Delegates agreed that engaging with citizens and improving service delivery is the end goal throughout all of this; therefore talking with Canadians and understanding their needs is crucial key to the Federal Governments success.
