Purpose

This Handbook is applicable to students enrolled in the Alhambra High School JROTC program. It specifies the procedures and policies that you will follows while enrolled in this program. This Handbook will remain in force until revised or rescinded by the Senior Army Instructor (SAI).

This Handbook is yours to keep. Know your Handbook. You will be expected to understand and comply with its provisions. Bring your Handbook to class each day for ready reference. The Cadet Handbook is a curriculum topic. This will be your first block of instruction and test.

Cadets and Parents/Guardians will be required to sign a copy of the Plan for Student Success acknowledging your responsibility to comply with the rules and expectations of this program.

Chapter 1. General Information

A. History of JROTC at Alhambra High School.

1. The Junior Reserve Officer Training Corps (JROTC) was organized under the National Defense Act of 1916.

2. The Alhambra High School JROTC unit was established in 1973 and has been designated as the 8th Battalion of the Phoenix Army Cadet Brigade.

B. Enrollment Opportunities

1. The JROTC program is for High School students in grades 9 through 12. Students will receive high school elective credits toward graduation while learning discipline, teamwork, and leadership skills.

2. Students must be:

o Enrolled as a student in Alhambra High School

o Demonstrate good moral character and behavior

o Physically capable of participating in Army JROTC instruction.

o Willing to wear a JROTC uniform all day, once per week.

C. Program of Instruction.

1. The mission of JROTC is “To motivate young people to be better citizens.” JROTC will instill in Cadets the values of citizenship, service to the United States, personal responsibility, and a sense of accomplishment. JROTC will help students to excel in high school and in life. Students, with positive attitudes, who want to be leaders, will gain the most from JROTC.

2. The Alhambra High School program offers four years of JROTC training. The US Army Cadet Command developed the Program of Instruction. The lessons provide the maximum growth opportunity for each Cadet. Cadets receive military style training and discipline fostering leadership and teamwork. Training is organized into four levels designated Leadership, Education and Training (LET) Levels 1, 2, 3, and 4. Each succeeding year introduces a Cadet to more leadership and staff opportunities.

3. Selected Cadets can take LET 3 and 4 for honors credit. These cadets may also receive college credit under the dual enrollment program with Phoenix College. Completing 4 years of JROTC may earn them up to 6 college credit hours.

D. JROTC Program outcomes describe what JROTC Cadets will know and be able to do upon successful completion of the JROTC program. The JROTC Program Outcomes are:1. Act with integrity and personal accountability as you lead others to succeed in a diverse and global workforce2. Engage in civic and social concerns in the community, government, and society3. Graduate prepared to succeed after high school4. Make decisions that promote positive social, emotional, and physical health5. Value the role of the military and other service organizations

To accomplish that outcome, JROTC cadets will complete classes like these: Citizenship in Action Leadership and Communication Wellness, Fitness and First Aid Citizenship in American History Methods of Instruction, decision-making Service Learning and Community Service Military History Hands - On Leadership Practice throughout the course

We also offer co-curricular teams that compete Statewide against other JROTC programs. These teams are the Armed and Unarmed Drill Teams, Color Guard, Marksmanship Team, Leadership and Academic Challenge Teams, Orienteering, and Adventure “RECONDO” Team.

E. Materials Required: All textbooks for this course are provided in the classroom, no books are issued. Instructional material can be sent home with Cadet on a case by case basis.

F. NO COMBAT SKILLS ARE TAUGHT! There are no “WAR GAMES “or other activities related to fighting! CADETS DO NOT JOIN THE ARMY BY TAKING JROTC! There is no military obligation and a Cadet can withdraw after any semester if they don’t like it or have other classes they want to take.

G. Attendance Policy. Regular attendance in JROTC is critical to success in the program. A large portion of your grade is based on performance skills, uniform inspections, and attitude; none of which can be graded if you are absent. Cadets are expected to set a positive example for other students at Alhambra High School. Therefore, unexcused absences and tardiness will cause your grade to go down.

H. Discipline. All Cadets are expected to display proper military bearing and courtesy on and off campus. This includes not only the JROTC classroom, but other classes as well. In addition, Cadets must maintain proper discipline while travelling to and from school and during JROTC activities.

I. JROTC exists to help make you a better citizen. Therefore, we will do everything within our power to guide you toward making good choices. On those occasions that you make bad choices you will face a variety of consequences. Generally, you will be individually

counseled to correct the problem. In most cases this is all we will do. However, if this does not work, we may take direct additional corrective training, such as:

1. Additional Physical Training or additional homework

2. Verbal or written counseling from Cadet leaders or instructors

3. Loss of Cadet privileges

4. Reduction in rank

5. Removal from Cadet leadership positions

6. Being placed in a “Student” versus “Cadet” status

7. Removal from the JROTC program

K. Classroom and Battalion Area Rules.

1. Cadets will sit according to their squad assignment

2. Do not sit on tables or feet on chairs or tables

3. Do not wear headgear in the classroom or battalion area

4. Do not use electronic devices to include cell phones in the classroom without prior permission. These will be confiscated and/or turned in to security.

5. Do not lay your head on the table during class

6. Follow the school dress code

7. Only authorized personnel may be in the Concession and Staff area

8. Do not chew gum in the classroom

9. Wear your student ID in classroom and Battalion Area

10. Other rules established by Cadet Leadership as appropriate

L. Reporting Procedures. Use proper reporting procedures (NOT preceded by the phrase “um”) when wishing to enter instructor offices.

1. Assume to position of attention

2. Knock 3 times

3. Sound off with: “Cadet ( your name ), I request permission to enter.”

4. Enter when permission is granted

5. Report to the Instructor, center yourself in front of his desk and salute

M. Community Service. Cadets will perform a few service projects for the school and community.

1. As a way of “giving back” to your school, you will perform occasional school service projects mostly during school hours. These may include activities such as Set Up and Clean Up for school events, performing Color Guard, raising/lowering the US flag.

2. You will also perform community service. This aspect of demonstrating good citizenship represents a JROTC core value.

3. You will conduct at least one major Service-Learning Project each year. The Cadet Chain of Command will select the specific project.

N. Cadet Leadership Responsibilities. Every leadership and staff position are important to the overall operation of the Battalion. It is important that Cadets learn their respective job and perform it well. The most mature and capable Cadets are selected for promotion and positions of increased responsibility. Authority to exercise command and control at each unit level is given to Cadet Leaders who must establish and uphold high standards.

1. Normally, the responsibilities of Cadets stop at the end of the school day. However, their responsibilities as student role models extend beyond the school campus. Cadets should always represent the values of the Army and JROTC, especially while in uniform.

2. Cadets must correct uniform violations regardless if they are in class or not.

3. Cadet leaders are responsible for the appearance and discipline of their units.

4. Cadets are expected to set the example. Cadets should help maintain a positive learning environment while in the classroom and during all JROTC activities.

5. All Cadets in leadership positions are expected to set the example by participating in the maximum number of events and activities as possible.

6. Cadets must wear their uniform with pride and be well-groomed. Leaders who fail to lead by example may be removed from their leadership position.

Chapter 2. Grading System

A. JROTC grades are not based only on classroom academics. Each Cadet is also rated on how well they perform during inspections, school/community service, and on leadership duties.

B. Academic Grade. Performance on academic assessments will make up 50% of the overall grade.

1. Any subject taught in JROTC is considered testable and potentially graded.

2. Missed assignments and tests are the Student’s responsibility to make up. a. A missed assignment, event, or test is due on the NEXT DAY after a student returns

to class following an EXCUSED absence, unless the instructor makes other specific arrangements.

b. No makeup is allowed for an UNEXCUSED ABSENCE and the student will receive a “0” for that assignment.

3. LATE WORK WILL NOT BE ACCEPTED FOR GRADE.

4. For a Student to be eligible to turn in an extra credit assignment, any missed work must first be turned in. This is required even though the cadet will not get any points for that assignment.

C. Leadership Grade. Leadership and participation are an extremely important component of JROTC. The Leadership grade will make up 50% of the overall grade. Wearing your uniform correctly is a way to demonstrate your leadership ability.

1. Cadets will properly wear their uniform at least one day per week, normally on Wednesday.

2. It is the Cadet’s responsibility to ensure their uniform is clean and ready for inspection.

3. Cadets will wear all ribbons and awards that they have been issued.

4. If a Cadet has an EXCUSED absence on uniform day, they MUST wear their uniform on another day during the week to obtain credit. Failure to wear the uniform during the week will result in a “0” for that portion of their grade.

5. JROTC Uniform. Wear the uniform for the WHOLE DAY, not just the JROTC class period. If a cadet misses 3 or more uniform days in a semester, they will be moved to “student status” and will fail the class. The highest possible overall score a student could get if not wearing 3 or ore times during the semester will be 50%.

6. Physical Fitness Uniform. On Physical Training (PT) days, cadets must wear the PT uniform. Cadets have the option of wearing a unit T-shirt (BN or CO), Alhambra PE T-

shirt, other JROTC issued PT uniform, Running shoes, personal shorts or sweatpants. Failure to wear the proper uniform will result in a grade reduction.

7. Cadets are expected to attend every class and required training event.

8. Regular attendance in JROTC is critical to success in the program. Demonstrating your leadership ability by attending class on time is a key concept in JROTC.

9. Some training events occur outside of the normal class schedule. Some of these events are mandatory. Cadets will be informed well in advance when they are required to attend. Cadets must be prepared to attend all required events. Due to ongoing health concerns, we cannot determine what is required in advance. Some potential required events include:

Battalion Formations Before School/After SchoolVeteran’s Day Parade 11 NOV (nearest Saturday)Dining In Evening formal dinnerField DayAwards CeremonyService-Learning Projects

10. Cadets in leadership positions (First Sergeant, Company Commander, and Battalion Staff) will be graded on how well they perform their leadership duties.

11. Command and Staff Leadership Meetings

a. Battalion Staff, Company Commanders, 1SGs and Team Captains will attend regularly scheduled Command and Staff meetings. These are held normally once per week.

b. These meetings will be the major portion of the Leadership grade for those Cadets required to participate in these meetings. Their grade will be based on their effort and preparedness.

12. Demonstrating Required Leadership and Followership Traits.

a. Cadets must set a positive example for other students in the school. b. Cadets must follow orders from other Cadet leaders.c. Cadets must also follow the Alhambra Dress Code.d. Cadets must display proper military courtesy. Cadets practice the same military

courtesy rules that come from the customs and traditions of the United States Army.

D. Honors credit and Dual Enrollment. Selected LET 3 and LET 4 Cadets may take JROTC for Honors credit. These Cadets will do extra projects and academic work. Being on the Battalion Staff may be part of that additional work. Some cadets will also be offered an opportunity to take Dual Enrollment with Phoenix College and earn up to 6 college credits.

E. Student Status. In some cases, a Cadet does not meet the expected standards to be in a “Cadet” status and will then be moved to “Student” status in accordance with Cadet Command Regulation 145-2.

1. The “Student” will continue to participate in JROTC classes.

2. However, they must turn in their uniform and will not be allowed to participate in any co-curricular JROTC activities.

3. Because the JROTC grading system places considerable weight on leadership and participation. Cadets in a “Student” status will not pass JROTC.

4. “Student” statuses are under constant review. If substantial progress is made toward responsible and respectful behavior, an upgrade to “Cadet” status may occur.

A. Rank Structure. This may be adjusted based on enrollment and need.

B. Promotion Criteria.

1. Cadets will be considered for promotion once every nine weeks (dates published on training calendar).

2. Promotions are based upon your grades, leadership, recommendation by your chain of command, and approval by the SAI/AI.

3. Your rank is also related to your duty position.

When you are promoted, you will be assigned to a position of that requires a higher rank. If a position is not available, your promotion may be held until a position becomes available.

If you are assigned to a leadership position which requires a higher rank, you will be frocked (temporarily promoted) to the required rank.

JUMS will reflect the rank you have earned based on your graded promotion test and other requirements. Frocked ranks will not be entered into JUMS until the rank is permanent.

D. Promotion procedures.

1. Chain of Command recommends a cadet for promotion.

2. Promotion Test. Promotions require a written test. A cadet must receive a 70% on the promotion test to be promoted. It is the cadet’s responsibility to prepare for promotion tests. In addition to qualifying a cadet for promotion, these tests are also graded. The promotion test is given once per term.

3. Promotion Board. To get promoted to SGT, a cadet must pass the promotion board with a 70. This will normally be conducted on the uniform day closest to the promotion test.

4. All company 1SGs and the Battalion CSM will sit on the Promotion Board. The CSM will be the president of the board.

5. Cadets will be promoted in a ceremony on the next Uniform Day.

E. Promotion Board Study Guide is in the Cadet Handbook.

F. Demotion of Cadets.

1. Cadets will be demoted at least one rank for the following reasons:

o Cheating on any assignment

o Suspended by the school for any reason

o Failing to wear your Uniform 2 or more times during a semester.

o Other reasons recommended by the Cadet Chain of Command and approved by the SAI/AI.

2. If a Cadet is removed from a leadership position and assigned a position that does not require a higher rank, that cadet will be demoted to a rank associated for that position.

3. Second Semester Senior Cadets. These cadets will usually be removed from their leadership positions, but they may retain their current rank. However, they are expected to serve as a mentor and positive role model for younger cadets.

Chapter 4. Awards

A. Companies will earn streamers to hang from their Guidon. These show everyone what Company is the best. The streamers are:1. Honor Company2. Top Academic Company3. BN Field Day Champion4. APFT (Army Physical Fitness)5. Cadet Challenge6. Rope Bridge7. Top Attendance8. Top Drill Company9. Top Fundraiser10. Top Sniper Company11. Top Spirit Company12. Map Reading

B. Company Trophies. Various trophies will be awarded for certain events held throughout the year.

C. Honor Company. Companies will complete for Honor Unit designation each month. Earning the Honor Unit designation is a cadet leadership goal and is entirely within the power of cadet leadership to influence. They will be graded by being awarded merits and demerits for their performance in the following categories:1. Volume and enthusiasm of Company Motto2. Volume and enthusiasm of Cadet Creed3. Turning in their Word of the Day on time4. Percentage of cadets wearing their uniform on uniform day5. Fewest number of cell phone violations during class6. Maintaining good classroom discipline

D. Individual Awards. Individual awards and ribbons reflect achievements by individual Cadets and will be presented on Uniform Day or other suitable occasion.

1. Cadets who feel they qualify for an award will request the ribbon through their chain of command using an Award Recommendation Form (ANNEX A).

2. A member of a Cadet’s Chain of Command can also submit a Cadet for an award using the same Award Recommendation Form.

3. If the award is for a sport or activity, the cadet must get their coach to sign the Award Recommendation Form.

4. The Company Commander will approve/disapprove, initial, and then forward the form to the AI or SAI for decision.

5. If approved, the BN S-1 will prepare the award order and obtain the ribbon. Once complete, the BN S-1 will notify the Company Commander.

6. The Company Commander will then present the award on the next Uniform Day or other suitable opportunity.

7. If the Request for Award is denied at any level, it will be returned to the Cadet initiating the request.

D. JROTC Ribbons and Required Criteria. These individual awards will be presented as described on the table below. Awards are listed in order of precedence on the next page:

Chapter 5. Cadet Uniforms

A. General Information. The uniform of the United States Army is a symbol of honor. Wearing the uniform is an indication of self-respect, pride, and responsibility. Cadets are constantly observed by teachers, adults, and veterans who care deeply about the military service and what the uniform represents. In addition, a major part of your JROTC grade and homework is preparing your uniform for wear or inspection. Being in the proper uniform is an exercise in discipline and will be emphasized throughout the course.

B. Uniform Wear. Cadets will properly wear the uniform on uniform day, normally on Wednesday.

C. Uniform.

1. Cadets will normally wear the Class B uniform (blue pants, gray shirt).

2. Battalion Staff, Company Commanders and First Sergeants will wear the Class B with Neck Tab or Tie during the 1st and 4th Term. They will wear the Class A (blue coat) in the 2nd and 3rd Term.

3. RECONDO/Orienteering Team members will wear the Army Combat Uniform/Overseas Camouflage Pattern (ACU/OCP) during the RECONDO/Orienteering season on Fridays. They will not wear the ACU/OCP at any other time on campus. They will wear their Class A or Class B on uniform days.

C. Uniform Inspections. 1. Cadet leadership will conduct uniform inspections on uniform wear days. These are a

key part of leadership development and a tool for leaders to use to assess their unit’s performance.

2. Squad Leaders, Platoon Sergeants, First Sergeants/Company Commanders, and Instructors will conduct uniform inspections.

D. Cadets will wear the uniform for the entire school day, not just in JROTC class.

1. If a Cadet has a class such as Art, Weight Training, etc., they may wear suitable clothes, but then change into the uniform when that class is not is session.

2. After 3 Uniform Day absences or failure to wear their uniform 3 times during a semester, the cadet will be placed in “Student” status and turn in their uniform.

3. Cadets seeing another cadet not wearing their uniform, may notify an instructor and receive extra credit for enforcing the uniform standard. The offending cadet will receive a “0” in the gradebook for uniform that week.

E. Uniform on Physical Training or Special Event days.1. On PT days (usually Fridays), Cadets are required to wear appropriate physical fitness

clothing and shoes. They may change-out prior to and after class.

2. Periodically we may conduct special events which may require an alternate or specific uniform. Cadets will be informed in advance when there is a special uniform requirement.

F. Uniform Responsibilities and Maintenance.

1. Failure to return the uniform when directed will result in a lost equipment fee.

2. Failure to turn in the uniform at the end of a semester may result in a lost equipment fee for the value of the lost items, usually $100 - $250.

3. Cleaning and normal maintenance of the uniform is the Cadet’s responsibility.

4. Exchange uniforms that are worn, frayed, faded, or do not fit. This does not cost anything.

5. Do not wait until uniform or inspection day to exchange any part of the uniform. Do this before the inspection.

6. If a Cadet has lost or forgotten an item of the uniform, you should wear the uniform without the item and notify your chain of command. This is more acceptable than not wearing the uniform at all.

G. Lost/Damaged Uniform Items. If a Cadet loses or damages a uniform item, the Cadet must pay for it. The BN S-4 will issue a replacement after payment is made to the AI/SAI or the bookstore. It is the Cadet’s responsibility to properly care for their clothing.

1. Parents or Guardians of Cadets are required to assume responsibility for returning all uniform items or pay for the loss.

2. The JROTC department will forward a Notice of Payment Due to your Parent/Guardian. The Cadet must turn in or pay for the uniform before they will be allowed to participate in any school events.

3. Uniform Cost List. Uniform item costs can change without notice based on directives from the United States Army.

Cadet of the Month Study Guide
