SECTION A. Project Title

Ayranlı Hydroelectric Power Plant- Turkey

SECTION B. Project description

AYRANLI Hydro Electrical Power Plant project (called “the Project” hereinafter) will be developed by GöksuEnerji Üretim A.Ş. (Göksu Energy Production INC.) at Sivas Province, Divriği District, and Middle AnatoliaRegion in Turkey. Ayranlı and Aydoğan Weirs will be developed within the scope of the project on Tuzla Creekand Karabudak Creek respectively in order to divert the a share of water flow from the creeks to Ayranlı HEPP(power house). The diverted water to produce electricity by means of Project activity will be released back toKarabudak Creek at the point where power house outflows the water which falls 8 km downstream of weirstructures.

The total installed capacity of the plant is 17.26 MWe (18.35 MW). The annual electricity generation of the plantis 79.553 GWh. According to calculations based on electricity generation estimates, the Ayranlı HEPP projectwill result in a CO2 reduction of 48,353.210689 tons due to use of renewable resources annually. Theconstruction of the project was started on 15/04/2011 and finished on 31/12//2012 the plant is expected to startthe operation on 01/04//2013.

The only purpose of Ayranlı Hydro Electrical Power Plant is to produce energy. In the scope of the project,water that will be diverted to the transmission channel will be given back to the stream bed with the samequantity and the same quality. To this respect, the proposed design does not consume any water duringoperation.

Two weirs and water intake structures, two transmission channels/tunnels, forebay, penstock and a power planthaving 17.26 MWe installed power is proposed in the scope of the project. With the planned activity, the watertaken by two separate water intake structures shall be conveyed to a forebay through the transmission systemsto avoid flow fluctuations and then conveyed to the HEPP by means of the penstock. The turbines convert thepotential energy of water to mechanical energy. Then, the turbines turn up the generator and the generator canproduce electrical energy by converting the mechanical energy; water passed from the turbines in the powerstation will be released back to Karabudak Creek. The generated electricity will be connected to nationalinterconnected system for public welfare.Any activity which uses water of Creeks are not present between the weir structure and the power plant with a

length of 8 km.1 The minimum flow which will be released to water bed after Aydoğan Weir structure shall be0.515 m3/s for dry season and 0.75 m3/s from April to May. The minimum water to be released after AyranlıWeir structure shall be 0.46 m3/s for dry season and 0.65 m3/s from April to May.2

The proposed project do not cause a biological threat related to die out or decrease in population of any settled

In the case of the existence of any endemic floral species on the project site, they will be replanted tosimilar habitat nearby the project site.3 The risk is neither for fauna nor for floral species. In order to stimulatethe natural flow regime and sustain the fish living, fish passages under the weir structure will be constructed.Besides, fish migration is provided by fish passage which is designed properly to provide the transition offishes.4

According to the latest Gold Standard VER Manual for Project Developers, the project falls into the category A.1-Renewable Energy. The aim of the Project is to produce energy as well as to build and operate a hydroelectric powerplant.

As per Annex C of Gold Standard Toolkit, the project activities which involves hydropower plants with an installed capacityless than or equal to 20 MWe shall be eligible. The proposed project is eligible owing to justify the statement above with17.26 MWe installed capacity.

The Table C-2 of Annex C is discussed below regarding the proposed project characteristics.

The minimum flow which will be released to water bed after Aydoğan Weir structureshall be 0.515 m3/s for dry season and 0.75 m3/s from April to May. The minimumwater to be released after Ayranlı Weir structure shall be 0.46 m3/s for dry seasonand 0.65 m3/s from April to May.5 It shall be released to simulate the natural flowregime. The 10 year average flow, water volume , hydrology, annual alteration withinyear, optimum habitat of fishes, biological characteristics of river bed, seasonal flowconditions, ecological situation of living organisms and all relevant components ofriver system will be measured to determine the minimum flow. Some portion of 10-year average water flow is estimated as minimum flow.

Minimum flow whichguarantees habitat qualityand prevents criticaloxygen and chemicalconcentrations

The minimum flow which will be released to water bed after Aydoğan Weir structureshall be 0.515 m3/s for dry season and 0.75 m3/s from April to May. The minimumwater to be released after Ayranlı Weir structure shall be 0.46 m3/s for dry seasonand 0.65 m3/s from April to May.6

No disconnection of lateralrivers

There is no disconnection of lateral rivers in the project. The Tuzla Creek on whichAyranlı Weir will be established, is a tributary of Karabudak Creek. Aydoğan weir willbe established on Karabudak Creek. Tuzla creek flows into Karabudak Creek at theend where powerhouse will be located. The tail water will be discharged toKarabudak Creek after power house.

Minimum water depth forfish migration duringcritical periods

Minimum water will be continuously released after weir structures to simulate thenatural flow regime. Moreover, in order to stimulate the natural flow regime andsustain the fish living, fish passages under the weir structure will be constructed.Besides, fish migration is provided by fish passage which is designed properly toprovide the transition of fishes.7

Lateral and verticalconnectivity (flood plainsand groundwater) shall notbe substantially disturbed

The lateral and vertical connectivity will not be present within the scope of proposedproject. Moreover, field survey and feasibility of the project is able to prevent suchdisturbance to nature.

Provides sufficienttransportcapacity for sediments

Under the weir structures, there will be 3 scouring sluices which are used forsediment transportation to avoid accumulation of sediment in the pond. Thedimensions for one as 2mx2m.8

Landscape compartmentsshall not be destroyed

The vegetation soil will be peeled off during the construction and will be reused forlandscaping purposes and covered over the storage area of excavation.

Flood plain ecosystemsshall not be endangered

Before the weir structure, there are small ponding areas which are designed toregulate the incoming flow and provide electricity generation during peak hours,when the coming flow is limited. In case of flood, the weir structures will protect thedownstream by means of storage of flood into the pond. Flood plain ecosystems willnot be endangered.

Conservation of locallyadapted species andecosystems

The conversion of lothic habitat to lentic ecosystem will be observed into the pond.However, freshwater algae can survive at the tranquil water region of the pond.Besides, locally adapted species and ecosystems will not be affected by the project.

Hydropeaking

Rate of change of waterlevelshould not impair fish andbenthic populations

Minimum water flow which is some portion of 10 years average flow will be releasedto river bed during critical periods and this will be monitored by state authorities.Therefore, there shall not be any significant change in water level which can causeimpair of fish and benthic populations.

Reduction in water levelshould not lead to drying ofthe water course.

In the scope of the project, storage of significant volume of water is not present. Thecoming water to plant will be released after the power house with the same qualityand quantity. Hence, there will be no reduction in water levels. Furthermore,minimum 10% of 10-years average flow released to water bed even in dry seasons.

Protective measures ifflood plain ecosystems areimpaired.

Protective measure will be taken to reduce the adverse impacts of any flood plainwhich is not expected due to topography of the region. Moreover, the project doesnot have a reservoir and is not expected to have an impact on flood plain ecosystem.

No isolation of fish andbenthic organisms whenwater level decreases

The weir will prevent the isolation of fish and organisms by providing a steadyminimal flow, even when water level decreases.

No impairment of spawninghabitat for fish

The fish passage will be constructed under weir to permit fish migration to upstreamfor spawning issues. Minimum water flow will be maintained during spawning periodsas well.

Reservoirmanagement

Are there feasiblealternatives to reservoirflushing?

Since the project is a power plant without a reservoir, it does not feature any storagevolume. Unlike the dam reservoirs, a reservoir operation policy cannot be applied tothis project.

Changes in reservoir levelsshould not impair lateralecosystems (flood plains,river shores, …)

The project does not feature any storage volume. Unlike the dam reservoirs, areservoir operation policy cannot be applied to this project.

Connectivity with lateralrivers should not beimpaired

Sediment accumulationareas should be used asvaluable habitats, wherefeasible.

The spillways will be used for sediment transportation to protect the morphologicalstructure. Each weir have 3 pieces of 2x2 m scouring sluices under weir.

No accumulation ofsediments below dams

Since the project does not consist of reservoir structure, no dam construction will beobserved. Besides, under weir structure which was designed for regulation of flow,there will be scouring sluices to avoid sediment accumulation.

Riverine habitats have to beestablished.

Riverine habitats will not be impacted by the project across the downstream andupstream and interior of the river bed. The only impacted part is small volume beforeweir which was designed to regulate the flow. The protective measures will be takento minimize the negative effects at the area.

Power plantdesign

Protection of animalsagainstinjury and death stemmingfrom power plantoperations (turbines,canals, water intakes, …)

There will not be any social impact on human heritage and way of life. Furthermore,it will help the locals by providing additional employment.

Preservation of lifestyles There will not be any disturbance on human heritage and way of life since the powerplant is not close to the settlement area.

Local stakeholders will be able to express their opinions about social impacts atstakeholders meetings whereby the project owners would take the proper mitigationmeasures. They are encouraged to participate in project phases and free to askquestions and discuss their opinions with the project owner.

There will not be any resettlement due to project activities.

The Local Stakeholder Consultation meeting was organized to give information regarding the installation andoperation of Ayranlı Hydroelectric Power Plant with 17.26 MWe total installed power on Karabudak Creek andTuzla Creek at Sivas Province, İmranlı District to obtain opinions and proposals and creating awareness toaccelerate the projects that reduce greenhouse gas emissions, was realized in 29/01/2010. The President ofthe İmranlı Municipality Dursun Yurttaş, two expert engineers from Environment Forest Management ofErzincan Province and four experts from EN-ÇEV that is consultancy firm as well as three technical expertsfrom GÖKSU Energy Generation Co. Inc. that is investor were attendee The total number of attendants are 13.Furthermore, supporter of Gold Standard Organizations i.e. WWF, Greenpeace, Helio International, MercyCorps, REEEP and REC Turkey have been informed about the project. The place of meeting was chosen tobe the closest place to the project area and all local people are informed about meeting in advance bycoffeehouse, municipality announcements and local newspaper announcements. Before presentation, agendaof the meeting was explained and non-technical Project summary was distributed to the participants forbroader view.
