The Government of Jamaica (GOJ) has received loan financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of the Strategic Public Sector Transformation Project (SPSTP) and intends to apply part of the proceeds for a consultant firm to deliver training through agile software development. The Project Development Objective (PDO) is to strengthen public resource management and support selected public sector institutions in facilitating a more enabling environment for private sector growth. eGovJa is a full service provider of ICT services such as ICT Consultancy, GOJ Validation Web Services, Data Centre (Hosting and Data Storage), Infrastructure Design and Development Services, and Software Development/Acquisition. Through this consultancy, the participants’ skills should have been upgraded in real world agile and scrum methodology, agile testing, agile project management, agile planning and estimating, agile costing and agile business analysis. At the end of the training programme, participants will also be equipped to sit the various agile certification exams (Certified Scrum Master (CSM), Certified Scrum Product Owner (CSPO), etc).
The consultancy will have duration of 2 months. The Ministry of Finance and the Public Service now invites eligible firms to indicate their interest in providing the consultancy services. Interested Consultant Firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria are:
a) At least 8 years’ experience in working with large organizations to deliver on similar scope. b) Should be able to provide evidence of the validity of experience and qualification, including work done for an IT organization. c) Must be accredited to deliver training at the requisite level. d) The key instructor must possess the following: i) Certified instructor in delivery of training to adults, from a recognized institution. ii) Certified in one (or more) of the following areas: Certified Scrum Master, Certified Scrum Product Owner, Certified Scrum Developer, Certified Scrum Trainer, Certified Scrum Coach Professional, ICAgile/ACI. iii) Practitioner in Agile and Scrum with at least 5 years relevant experience and demonstrated competence. iv) Bachelor’s degree in Computer Science/IT related field or equivalent working experience.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
The firm will be selected in accordance with the Consultants' Qualifications Selection method set out in the Consultant Guidelines. eGov Jamaica Limited requires Programme and Portfolio Management strengthening support, through the provision of training in the subject area, as it proceeds with its transformation and transition programmes in line with its new mandate. Programme Management and Portfolio Management represent two approaches that can significantly enhance productivity in modern business. Both approaches contribute to efficiently using limited resources to accomplish organizational goals.
The consultancy will have duration of 3 months.
