REGULAR COUNCIL MEETING CITY OF UDALL Monday, April 9, 2018 The Udall City Council met for the regular meeting on Monday, April 9, 2018, at 6:30 p.m., at the city building. Mayor Brown called the meeting to order. Roll call was then taken with the following council members present: Michael Grahem, Randall Smith, Jason Tharp and Damon Wilson. Quorum established. Attending were Kara Baucom, Bo Henry, Kenny Ault, Breckyn Rowley, Sami Houchin, Colleen Ervin, Corrine Russell, John Flattery, Erik King, Eric Allen, and Lulita Hopkins. MODIFICATION OF AGENDA: MOTION: by Smith, second by Tharp, to approve the agenda as presented. All voted aye, motion carried. BUSINESS FROM THE FLOOR: Six students attended from the government class at UHS. Kenny Ault, representing K-15 Motorsports requested permission to use the demolition derby arena on Saturday, April 14 at 6:00 p.m. He also requested use of a trailer, sound system, generator, and employee Dennis White to run the bucket truck. Also, use of the city’s credit card (to be reimbursed) for payment of the insurance required for the event. The group is renting the light system from D&D Equipment and will need the trailer to setup the lights and generator and the bucket truck to attach them to poles. It is currently estimated there may be as many at 50 participants. The organization is established as a non-profit and anticipate donation to community projects at year-end and scholarships in the future.
MOTION: by Wilson, second by Tharp, to approve the request(s) of K-15 Motorsports to use a trailer, sound system, generator, bucket truck with employee wages to be reimbursed, and reimbursement of insurance policy purchase. All voted aye, motion carried.
GENERAL DISCUSSION: Colleen Ervin and Corrine Russell were present to discuss plans for the trailer at #7 Kennedy Drive. Ms. Ervin has agreed to demolish the trailer and requested to do the work herself. She will have some friends assist her and will attempt to have this completed in 30 days. CONSENT AGENDA:
MOTION: by Smith, second by Grahem, to approve the consent agenda including the Clerks and Treasurer’s Reports for March 2018, the minutes of March 12, 2018, Expenditure Report of $100,524.10 and Payroll Account Report Totals of $16,443.22. All voted aye, motion carried.
OLD BUSINESS: 1. John Flattery, 418 Lea Ann Drive – Mr. Flattery addressed the council and stated he had been delayed by an arm injury. He
estimated he was two weeks to ten days out of occupying the structure. He was instructed to vacate the trailer within the next two days and to have wiring inspected prior to applying dry wall.
NEW BUSINESS: 1. Animal Control Officer Certification Training – This is now a required item to maintain a city animal pound in the State of
Kansas. Dennis White will be attending the training in Colwich, KS. Registration fee is $550.00. MOTION: by Wilson, second by Smith, to approve cost of registration, per diem and use of city vehicle to Colwich for Animal Control Training. All voted aye, motion carried.
2. CMB license for Figure 8 Races, April 14th – A Cereal Malt Beverage license application was presented by K-15
Motorsports as a Special Event. MOTION: by Smith, second by Wilson, to approve the CMB license pending submission of insurance. All voted aye, motion carried.
3. Library – Additional funding. The library missed a deadline for grant funding and will be short in their budget this year. They are also requesting a change to their bylaws allowing up to two individuals outside the city limits to serve on the library board. It has been difficult to locate board members to serve. The city attorney reviewed the information provided and stated the library board needs to first determine the area defined to be eligible and then the city can approve their recommendation.
MOTION: by Wilson, second by Smith, to approve a one-time donation to the library board of $4,000.00. All voted aye, motion carried.
COUNCIL MEMBER REPORTS: Grahem – Inquired about needing resurfacing again on roads at North Point. This will be included in the Circle C bid package discussion. STAFF REPORTS: Hopkins – BKD, Inc. the city’s auditing firm will be arriving early on April 16
th due to scheduling changes. They were originally
scheduled to arrive on April 30th.
King - The 2018 Tahoe has arrived and will be picked up this week. Allen – Circle C has presented their bid in a more specific manner with costs per street section. They will be doing Broadway, Seymour and Fourth streets. He will discuss with them the cost of another surfacing of the roads at North Point and possibly the East end of First Street across Cowley 3.
MOTION: by Wilson, second by Smith, to approve the bid from Circle C Paving for the streets indicated and for up to $150,000.00. All voted aye, motion carried.
Eric Allen also presented a proposal for gas chlorinator head from Salina Supply Co. in the amount of $2,300.00 for the double chlorinator.

MOTION: by Wilson, second by Smith to approve the purchase of the gas chlorinator for $4,600.00 and three filters. All voted aye, motion carried.
All the street lights have been replaced with LED fixtures and bulbs. Several of the council members reported they have received comments about improved lighting. Brown – The Mayor will be attending the CDBG (Community Development Block Grant) grant seminar on Tuesday, April 17
th in
Newton along with Rose Mary Saunders of Ranson Financial. Then on the 19th he will be attending the KPP meeting in
McPherson. The tee pads donated by the Udall S.U.N. Club have arrived along with the plastic tee fittings. These will be installed following the demo derby event. In discussions with Ben Quinton of William Newton Memorial Hospital and with the Derby Physical Therapy Group there is continuing interest in the Library/Wellness Center. Both organizations are committed to using the facility for care of patients in our community.
