MIXED FARMING AND GRAZING LANDS (CLASS I.) OPEN TO APPLICATION IN TERMS OF CROWN LANDS ORDINANCE 1912.

APPLICATIONS for Perpetual Leases of the undermentioned Mixed Farming and Grazing Lands situated in theHundred of Waterhouse, County of Palmerston, will be received at the Department of External Affairs, Melbourne, or the

Lands Office, Darwin, on or before Thursday, the 1st May, 1913.

Conditions under which the Land is to be Leased.

1. Rent. --No rent will be payable for the first period of the lease, which continues for the applicant's life or for aperiod of 21 years from the commencement of the lease whichever period is the longer. After the first period anannual rent will be payable as fixed on appraisement or re- appraisement by the Classification Board in pursuance ofthe said Ordinance. Re- appraisements will be made every 21 years. A provision will be inserted' in the lease that isthe rent is not paid on or before the expiry of three months from the date on which it becomes due an addition of 6 percent. per annum will be made in respect of the rent overdue, and that the lease shall be liable to forfeiture if the rent ifunpaid for two years or more.

2. .Reservations.The lease will contain the reservations provided for in the said Ordinance, being

(a) A right of entry and inspection ;

(b) all minerals ; and .

(c) a power of resumption. -

The power of resumption can be exercised on three months' notice where the land ie required for public purposes, suchas railways, tramways. roads, water conservation works, sites for towns, recreation grounds, cemeteries, commons,reserves, public buildings, or other like purposes, and on two years' notice where the land is required for any other purpose.

3. Covenants and conditions will be inserted in the lease as follows :

(a) To pay the rent (after it becomes payable) annually in advance. .

(b) To use the land only for the purposes for which it is leased. .

(e) That the lessee will enter into occupation of the land within eight months after notification of allotmenthas been given and will establish a home within two years after the commencement of the -lease andsubject to any exemption granted by the Classification Board for cause shown will thereafterpersonally reside on the land for a period of four months in each year thereafter.

(d) That the fessee will timing the first two years of the lease clear and cultivate at leant 5 acres of the landand will during the succeeding three years clear and cultivate an additional 10 acres, and during thenext two years clear and cultivate a further 10 acres. Provided that the Classification Board may forsufficient reason extend the time for making such improvements.

(e) That the lessee will stock the land during the first three years of the lease to the extent of at least onehead of large cattle . or four head of small cattle to every 50 acres, and during the first five years tothe extent of at least one head of great cattle or four head of small cattle to every 20 acres.

(f) That the lessee shall enclose the land with a good and substantial fence within the first five years.(g) That the lessee will observe and comply with the regulations under the said Ordinance for the time

being in fóree.

NOTE. In estimating the extent of cultivation the Classification Board will take into consideration ringbarking andother permanent improvements for pastures.

Other Provisions.

(a) That the lessee may, subject to the consent of the Administrator, assign, transfer, or sub -let the land includedin the lease or any portion of it ; but may sub -let the land or any portion of it for any period not exceeding two yearswithout first obtaining the consent of the Administrator.

(b) That the lessee will have to pay all rates and taxes which at any time become due in respect of the leased land.

(c) That the lease will be liable to forfeiture for non - compliance on the part of the lessee with any covenant orconditions of the lease.

LANDS TO BE OPENED TO APPLICATION, SITUATED IN HUNDRED OF WATERHOUSE.

These lands are situated on the western side of the Darwin to Pine Creek railway line, about 70 miles from Darwin andin close proximity to Stapleton Railway Station, and from 4 to 9 miles south -west from the Batchelor Demonstration Farm.

The country is of an easy undulating character, with occasional low stony hills and ridges. The soil is mainly redgravelly and sandy loam with areas of good dark soil on the flats suitable for cultivation. The land is all timbered exceptingsome few open Hate, wooliybutt, stringybark, ironwood,Iand gum suitable for fencing being plentiful on all the sections,together with smaller varieties of timber.

Surface water is plentiful and good, most of the sections having a permanent supply.

The whole of the land is very well grassed.It has been proved by local settlers that maize, millet, upland rice, sweet potatoes, and other vegetables, citrus fruits,

bananas, pawpaws, mangoes, -and other tropical fruits can be successfully grown.

Fowls and pigs have proved profitable. There is plenty of natural food for pigs.The land is well adapted for grazing cattle throughout the whole year. lthas been shown in the vicinity that dairy

and beef cattle are doing well on the natural grasses. Sheep introduced into the locality twelve months ago have doneremarkably well.

With the commencement of railway extension works there will be a good local market for all kinds of products, whichit has been proved -can be profitably grown in the locality.

Rainfall records have not been kept, but it is estimated that the annual fall is about the same as that. of Darwinnamely, about 60 inches and throughout the dry season from May to Oetober heavy dews arm frequent.

Provision has been made for advances of fencing and building material, of implements and stock, to settlers at costprice, repayable on easy terms extending over a number of years.

No survey fees are to be charged.Any selector of these lands on his first entering into occupation will be provided with free railway fares for himself and

family, as well as free carriage on the railway of his household furniture and effects, from Darwin to Stapletcn.

Salary. The salary attached to the position is --tstyear, X39; 2nd year, L52; with an increase, after afurther twelve months, to ¿6o per annum conditional onpassing a test in sending and receiving telegraph messagesat the rate of twenty words a minute.

On reaching the age of 21 years, officers in the GeneralDivision receive a salary of at least ¿110 per annum.

papers in Spelling. (Maximum marks, roo.)(b) Spelling To be tested by writing, from dictation,

not less than i8o words. (Maximum marks,rio.)

(c) Arithmetic First four rules, simple and money.(Maximum marks, 200.)

General Particulars. Candidates will pass this exam-ination if they secure half marks in Handwriting andin Spelling only but those who also gain half marksin Arithmetic will be eligible for promotion to a higherposition in the General Division. Those who do notsecure half marks in Arithmetic will be required to passa further examination, after appointment, in that subject,in order to become qualified for promotion. A TelegraphMessenger on attaining the age of 18 years must retireunless he has qualified for promotion. Promotion exam-inations ate held half - yearly.

Telegraph Messengers, upon being qualified for promo-tion, may be appointed to higher positions in the GeneralDivision, such as Telephonist, Letter Carrier, Mail Driver,and Indoor Messenger. Officers may advance from thesepositions to other and higher positions in the GeneralDivision. Telegraph Messengers may also be appointedas Assistants or Postal Assistants on passing an examina-tion in telegraphy.

Telegraph Messengers and other General Division offi-cers may qualify for transfer to the Clerical Division bypassing competitive examinations that are held for thatpurpose from time to time as the requirements of theService demand.

Naval or Military Training. Before any successfulcandidate, who is subject to the universal training pro-visions of the Defence Act z903-II, can receive appoint-ment, he must produce evidence from the Area Officerof the Training Area in which he resides that he hasfulfilled his obligations in that respect.

Appointment Subject to Certain Conditions. A success-ful candidate upon appointment must produce evidence ofthe date of his birth and a medical certificate, satisfyingthe Commissioner in such particulars as he may determine,of sound bodily health and freedom from physical defects.

A VACANCY exists for an Examiner in the subjectof Geography, for which applications will be

received up to the 29th March, 1913. Applicants shouldstate their age, occupation, University or other degrees,and experience in the valuation of the work of candi-dates at examinations in the subject named. Applicantsshould be residents of Melbourne, and be able to devotea portion, of their daily time to the examination of paperswhen necessary, but must not be engaged in teachingstudents who are likely to be candidates for entrance tothe Commonwealth Public Service.

The appointee will be paid fees at the rate of Z3 35.for each paper set, and fid. per paper for marking candi-dates' papers.

PPL "CATIONS will be received by the PublicService Commissioner from persons qualified for

appointment to the positions specified below.Applicants outside the Public Service are eligible for

appointment to the Administrative and Professional Divi-sions, but are not eligible for appointment to Clerical orGeneral Division vacancies, unless they were in the serviceof a State on ist January, Igor, or have retired from theservice of the Commonwealth or of a State.

Applicants who are officers of the Public Service of aState should state the date of their appointment to theService. present position. and salary.

Applicants from outside the Service should state theirqualifications for the office they seek. Copies only ofdiplomas, references, testimonials, or certificates shouldhe forwarded. If the originals are required, they will beasked for.

Date and year of birth should be stateu, and applica-tions must be in applicant's handwriting.

Applications should be addressed to the " Common-wealth Public Service Inspector " of the State in whichthe vacancy exists, and, in the case of officers of theCommonwealth Service, be forwarded through the ChiefOfficer of the Department to which the applicant belongs.

Minimum and maximum salaries where shown indicatethe limits of the class or grade in which the position isclassified. Subject to the provisions of the Public ServiceAct appointments may be made at any salary within thoselimits. Successful appointees must comply with the lifeassurance provisions of the Public Service Act and Regu-lations.

Officers of the Public Service should note that in anycase where the minimum salary of a position in the ClericalDivision is not the minimum salary of a Class, and thesuccessful applicant is not eligible for the former byreason of not having received the salary of the next lowersubdivision for twelve months, he will be granted anallowance equal to the difference between the salary forwhich he is eligible and the minimum salary of the posi-tion until he can be advanced by annual subdivisionalincrement to the latter salary.

Officers woo may be transferred without promotion orincrease of salary as the result of an application for anadvertised vacancy will be required to pay their own ex-penses of removal unless the transfer comes within theconditions prescribed in Public Service Regulation No. '54.

been pleased to approve, under the powers conferred bysection 69 of the Defence Act 1903 -1912, of the Common-wealth Military Forces being authorized to enter upon anduse for training, manoeuvres, or other military purposes,between the 14th March and the x5th April, 1913, allthose lands in the State of New South Wales, in thecounties of Rous and Richmond, situate within the boun-daries of the Shire of Tomki ; and that the owners oroccupiers of any such land who claim that they havesustained any damage or loss by reason of such entryor use, be required to submit their claims for suchdamage or loss to the District Commandant, New SouthWales, within forty -eight hours of such entry or use.Such claims will be submitted to a Board of three officers,and compensation as approved by the Minister of Defencemay be paid to the said owners or occupiers.
