As you are reading this Governor’s
Monthly Letter (GML), the entire Rotary
Leadership has changed. Rotary Inter-
national President is John Germ, District
3271 (Sindh & Balochistan) Governor
is Rao Muhammad Saleem and every
club has a new President. I am greatly
humbled by the trusts bestowed on me
by DG Rao Muhammad Saleem to be a
part of Editorial Team to produce for the
year 2016-17. GML serves as a way of
maintaining the line of communication
open between the District Governor and
the clubs and the fellow Rotarians. As
such it would be one of the key features
in GML to keep all the clubs updated on
the District Governor’s major thrusts and
proceedings in the District. Achievement
of the individual clubs and Rotarians ulti-
mately determine the success of Rotary
District and of a Rotary Year. Hence,
information on achievement of Rotary
Clubs will continue to be the major
highlights in the GML.

Dear fellow Rotarians:
I embarked on the road to Rotary in part because of my friend and mentor George Campbell, who taught me the importance of civic responsibility. After starting down that road, I encountered many other Rotarians walking the same path, who offered their help and made sure I kept moving in the right direction.
I am the person I am today because of Rotary. And to be a member of the Rotary family is to be a part of something much bigger than yourself.
It means that you are part of a worldwide team; to-gether, we have provided extraordinary service to the world.
We are closer than ever to achieving our promise of polio eradication. Through service projects, we have met the needs of local and global communities. We have developed strategic partnerships that allow us to work with like-minded organizations and achieve an even great impact.
I know that, together, we can accomplish great things this year as we continue the tradition of Rotary Serv-ing Humanity.

I am happy to in-herit a stronger dis-trict with a Vision to unite and harmonize us more through the years. I am blessed that our District Leaders are committed to serve as ONE to strengthen further our geographically challengedyet an Emerging District. And I am fortunate that our Star Presidents are all excited to lead their respective clubs to make this year more significant-full of action. Go forth and serve … is our hurrah! Seize the opportunities in the 6 ar-eas of focus to help our less fortunate community. They deserve better in life. Wipe away those tears and turn those weary faces into appreciative smiles is what we aim for. You will be the light! You will be the spark! You will be the hope!

Besides, I am also thankful to all my Past District Governor for their support in preparing the Star Team for the Rotary Year 2016-17.

Now be assured that your District Servants will be there to help you real-ize your goals, in every way we can. No clubs will be left behind and all clubs will be supported, near or far. We will serve with responsibility and dedication. Distance will be overcome with technology as it has made the world smaller and interconnected. Presidents Elect Meeting (PEM)
Forfirst time in thehistoryofRotaryPakistan, theDistrictSecretary (2016-2017) organized a meeting of Presidents-Elect (2016-2017) with the Muhammad Saleem Rao District Governor-Elect. It was first of its kind of meeting held on sea cruiseonFriday18thSeptember2015atMarinaClubDHAKarachi.
Large numbers of Past District Governors, Presidents-Elect, and senior Rotarians of District 3271 attended the meeting. The program was conducted by Incoming District Trainer PDGFaizKidwai.
The objective of the meeting was to foster interaction be-tween the incoming District Governor, District leadership and club presidents in order to make the Rotary Year 2016-17 as exciting year which would also be the centennial year of The RotaryFoundation.
While expressing his views the District Governor-Elect wel-comed all the participants and said that he had chalked out
a comprehensive plan for the year 2016-17, which he would unveil in the PETS. He added that Eradication of Polio, mem-bershipgrowth, contribution toTRFwere toppriorities.Heurged all the presidents-elect to foster support to attain the goals.
During the interaction DGE expressed his desire to make the Rotary year 2016-17 as successful and memorable. He also urged presidents-elect to finalize their clubs goals in con-formity with the District Plan. He assured them that district leadership was ready to work together with clubs leadership and extend all assistance. PDG Muhammad Faiz Kidwai, PDG Aziz Memon, PDG

Meeting was followed by dinner which was hosted by Dis-trictTrainerDesignatedPDGMuhammadFaizKidwai.Alltheparticipants appreciated the efforts of DGE Saleem Rao for the meeting and expressed their full support.

Train The Trainers Meet Twenty 16 for District 3271 was held at HotelMarriottKarachi.Around35trainershavebeenselectedtobepartoftheDistrict
Training Team 2016-17 and a large number of them attended the program.
The objective of this meet was to prepare the training leaders for providing effective facilitation to clubs and district on various occa-sion for the Rotary year ahead.DGJahangirMoghal,DGEMuhammadSaleemRao,DGNOvais
Kohari,PDGAbuMohsin,PDGAkhtarAlavi,PDGN.D.Tanwir,PDGAzizMemon,PDGIqbalQureshi,PDGJalalShaikhwereallpres-ent to facilitate and prepare the training team.
The program was conducted by Incoming District Trainer PDG FaizKidwaiandCo-TrainerPPAnisYounus.District Secretary Designate Syed Tahzeeb Kazmi, Additional
Secretary Atiqa Vally and District Treasurer Designate ArshadQureshiwerealsopresentprovidingsupporttotheparticipants.
During various sessions all the participants actively involved in training and warmly interacted with the trainers.

Overall feedback regarding the seminarwas positive and itwas conducted successfully. Some of the positive factors re-garding the seminar are:
• Participation Level – There was greater emphasis on par-ticipationofPresidentElectsofKarachi,interiorSindh&Ba-lochistan. All President Elect were directed to attend PETS otherwise the district would not allow them to take charge.
• Interactive Discussions – This year more emphasis was put on interactive discussions so as to maintain the interest oftheaudienceandsatisfytheirqueries.
• Time Allocation – Conscious effort was made to manage time allocation and the sessions were planned well in terms of usage of time allocated. At certain instances the tea was served at the table to maintain the lapse in time.
However, based on rapporteurs observations, following is a summary of improvements for future Training Seminars to be held:
• Time Management – The district events should start and end on time. Although conscious effort was made to manage the time, however there were instances where time lapses occurred. Delayed events cause loss of interest amongst Rotarians.
• Language –Facilitatorsshouldconduct theprogram inamix of Urdu/English with more emphasis on Urdu, as some of the Rotarians find it difficult to follow and therefore lose interest.
• Cross Talk–Facilitatorsshouldbemoreassertiveassome-timesthetopicsstrayofftheoriginalcontentduetoques-tions received from the audience and resultant cross talk causes loss of interest.
• Monologue – Facilitators should avoidmonologue as in-volving audience generates the audience interest in the pro-gram.
• BreakOutSessions–Forcertainsessiongroupsizeshouldhave been reduced to ensure active participation of all mem-bers.
• Presentation / Laptop –Forworkshops / trainingofmyrotary / rotary grants and mobile application, audiences should have been asked to bring their respective devices, as this would have been more interactive.
• Panel Discussion – The audience should restrict their questionstothepanel&avoiddirectingquestionstoseniorRotarians outside the panel as this undermines the panel present.
• Groupings – It was observed that most of the interior Sindh Rotarians sat together with their respective club members; samewasthecaseforKarachicityRotarians.Effortsshouldbe directed towards breaking these comfort zones.

Mini Presidents-Elect Training Seminar
Presidents-Elect Training Seminar (PETS) washeldsuccessfully inthemonthofFeb-ruary 2016, which was largely attended by Presidents-elect. Even District and other clubs’ officers also attended the event. However, due to some reasons a few presi-dents-elect specially from Interior Sindh did not make it to attend.
In order to facilitate them, a mini PETS was organized in April 2016 at Karachi Gym-khana which was hosted by DG. Jehangir Moghul. In this regard,PPTahzeebKazmi,the incoming District Secretary (2016-2017) played a very pivotal role in contacting and ensuring availability of presidents-elect.
District Governor Jahangir Mughal , District Governor Elect Muhammad Saleem Rao, District Governor Nominee Ovais AhmedKohari, PDG Aziz Memon, PDG Akhtar KAlavi, PDG Muhammad Iqbal Qureshi, PPDr. Farhan Essa Abdullah were all presentto facilitate the Presidents-elect to prepare them for their new responsibilities . The entire program was conducted by District TrainerPDGMuhammadFaizKidwai.Additional District Secretary Atiqua Vally
and Host club President Tanweer Quadri,PPMuhammadArifSiddiquiwerealsopres-ent on this occasion.
At the end certificate were distributed to the participants.

The formal proceed-
ings of the workshop
begin with the presenta-
tion of Aiden O’Leary
Poilo Chief UNICEF. Aidan emphasized over “Social Mobilization
Strategies and Advocacy”, that aimed at 1) Strengthening Emergency
OperationsCentre structures and systems at all levels; 2) Shift the
polio eradication paradigm from “children covered” to “continuously
missed children” and 3)Place front line workers at the centre of the
polio eradication effort”. He also spoke on an enabling environment
ofthecaregiverssupportingOPVandtheperceptionofcommunity
support. He briefed the audience on the importance of contact made
by every vaccinator in the field and concluded the presentation with
“Regardless of Scenario, Every Vaccination Campaign Comes down
To a Single, Critical Touch Point: A Short Personal Interaction With A
Vaccinator:TheirSuccessisOurSuccess.
Dr. Sbih Malek, WHO highlighted the present scenario of polio
cases in the country. He presented a comparison of polio cases with
the last year in same time period. He said the polio cases dropped
down to 95%. However there is a need to concentrate onmobile
population. He briefed participants on High Risk Mobile Population
(HRMP) and described the in-
ternational and inter provincial
routes of migratory population
from Afghanistan to Pakistan.
DGN Ovais Kohari spoke
on Routine Immunization and
said that vaccines are the
greatest health achievement
in the 20th century. However,
because of low routine im-
munization, children are more
vulnerable to the polio virus.
He briefed the participants on
the Operational Components
of the Immunization System,
elaborating on each one of
the component: 1) Vaccine
Supply 2) Logistics 3) Surveil-
lance 4) Advocacy & Commu-
nicationand5)ServiceDeliv-
ery. He laid emphasis on six
key components of the EPI:
planning, management, coor-
dination, supervision, training
and finance and described it
as the ‘Glue’ for success in
every campaign. He urged
Rotarians to get involved
with health facilities and open
more Permanent Immuniza-
tion Centres (PIC) in hospitals
and clinics to strengthen rou-
tine and make polio eradication their club’s signature project.
DGE Saleem Rao briefed participants of the role and responsibili-
ties of newly elected presidents of Rotary Clubs. He stressed Rotary
Clubs to increase their accessibility to polio partners and plan their
strategies to end polio in their vicinities. He especially stressed Rotary
Clubs that are working in rural areas of interior Sindh to ensure vac-
cination to all children.
Dr. Saif ur Rehman,CoordinatorEOCBalochistangaveabriefon
progressmadeinBalochistanwithspecialfocusonQuettaBlock.He
showed increasedcoverageof routinevaccination inKillaAbdullah,
PashinandQuettaduring lastfourquarters.Hepointedout,district
KillaAbdullahhasmanychallengesbecauseofitsgeographicalprox-
imity to Afghan border. He also gave a brief presentation on Rotary
interventions in Balochistan. Dr. Saif thanked Rotary for establishing a
newtworoomsPermanentTransitPostatFriendshipGateChaman
(Pak Afghan border). He said the PTP will facilitate cross border meet-
ings with afghan counterparts.

Dr. Omer Baloch Secretary Health, Balochistan gave the overall scenario of routine
immunization in his province. He said that all districts of Balochistan are well covered with
routine immunizationexceptKillaAbdullahandPashinbecauseoftheirboundarieswith
Afghanistan and migration through these two districts. He said Government of Balochistan
putting all efforts to eradicate polio by extending EPI in these two districts.
Haji Mohammed Hanif Tayyab – Chair, Polio Ulema Committee, PPPC con-
demned the killing of seven policeman during the recent NID. He said the sacrifice of slain
policeman has given us more strength and courage to fight battle against polio.
Hehighlightedthe“IslamabadDeclaration”andFatwasforresponsibleparenthood.He
said Ulemas are instrumental in convincing people of the misconceptions and myths of
poliovaccineandbringingdownrefusals.Theymobilizecommunitiesthroughmosques
and madrassa. He said, the holy month of Ramzan is near and provide good opportunity
to all religious leaders to communicate polio eradication messages to communities of their
areas at different interval of times.
DGND Irfan Qureshi spoke on Rotary’s contribution to eradicate polio globally.
AshieldwasfirstcitedbyDGNDIrfanQureshiandBegumShahnazWazirAlipresented
it to Haji Hanif Tayyab on behalf of National PolioPlus Committee in recognition of his
services for polio eradication. All the Guest Speakers, PDGs, DG, DGE, and DGN partici-
pated in honoring him.
Concluding Remarks
District Governor Jehangir Mughal concluded the session and paid thank to all par-
ticipantsespeciallySecretaryHealthandEOCCoordinatorBalochistanwhocame from
Quettatoshowtheirprosperityandcommitmentwithpolioeradication.

PDGFaizKidwai,DistrictTrainerwhoalsoremainedRotaryRegionalFoundationChairRIZone6
and PDG Aziz Memon highlighted the important of Grant Management Seminar.
Alltheparticipatingpresidents-electorhonorarySecretariessignedtheClubQualificationMemo-
randumofUnderstandinginordertoqualifyfortheGlobalGrant,ifapplied.Itismandatoryforall
RotaryClubstogivenanagreementfortheparticipationinRotaryFoundationglobalandpackaged
grantstotheeffectthatclub(s)willimplementthefinancialandstewardshiprequirementsasdefined
inMemorandumofUnderstandingprovidedbyTheRotaryFoundation(TRF)andtosendatleast
one club member to the district’s grant management seminar each year.
PP Zeenat Bayat of RCKSunsetMillennium gave a presentation onmaking projects through
Global Grant. She elaborated on each point for applying online for the Global Grant.

The first District Assembly of Rotary Dis-
trict 3271 was held on Sunday 1 May 2016
atRoyalRodaleClub,Karachi.RotaryClubof
KarachiCliftonhostedtheevent.
The purpose of District Assembly was to pre-
pare incoming club leaders for their year in of-
fice and build their leadership team and to give
the District Governor-Elect and incoming As-
sistant Governors and District Committees the
opportunity to motivate club leadership teams
and build their working relationship.
Presidents-Elect, Honorary Secretaries and club’s Board Members
actively participated in District Assembly in which they got motivational
ideas during their year and prepare themselves to serve humanity.
Theme speech of incoming RI President John Germ was shown,
which was very motivational. The incoming District Governor Muham-
mad Saleem Rao shed light on his goals for the year 2016-17. During
his presentation, he urged all the participants to work hard for making
Rotary stronger in this region. DGE presented the proposed budget for
the year 2016-17, which was unanimously approved by all.

cilonLegislation(COL)sharedthedetailsofdecisionstakenbyCOL.
DistrictTrainingTeamundertheleadershipofPDGFaizKidwai,Dis-

ghul, PDG. Aziz Memon, PDG. Shahab Balkhi, PDG Iqbal Qureshi,

At theendof thesession,souvenirsandbouquetswerepresented
to the facilitators by Chief Guest Senator Karim Khoja. Participants
were served with sumptuous dinner which was followed by musical
program.

After a very long gap, Rotarians of District
3271 had two District Assemblies. The first
onewasheldinKarachion1May.Whereasthe
secondDistrict Assemblywas held inQuetta
(Province ofBalochistan) on 28May atHotel
Serena.BoththeRotaryClubsofQuettahost-
ed the event.
The significant aspect of Quetta’s District
Assembly was large participation of Rotarians
fromKarachiand InteriorSindh. Itwill notbe
out of place to mention here that after a very
long period of 20 years the District Assembly
was held inQuetta. Hence therewas jubila-
tion among the Rotarians belong to province
of Balochistan.

tariansfromKarachiandInteriorSindh.FollowingdayRotariansfrom
KarachiandInteriorSindhalsovisitedHannaLake. Inthesameeve-
ning InnerWheelofQuettahosteda food festivaldinner inhonorof
Rotarians.averygoodenjoyabletotour.RotarianstermedtheQuetta
District Assembly as one of the best and memorable.

Rotary members have been asking for a simpler dues process that will eliminate uncertainty about
reporting and outstanding balances.
Now clubs are receiving a one-page invoice that clearly states the amount owed for subscription fees
(only those collected by Rotary), membership dues, and outstanding balances. Club officers will no
longer need to recalculate bills, make adjustments, or fill out the eight-part semiannual report (SAR).
To pay your current dues or update your membership information, go to the Club Administration page,
sign-in, and scroll down the page to the Club Invoice section.
Your club invoice is calculated by the number of members in Rotary’s database on 1 January and 1
July. You should register new members and remove terminated members within 30 days, or by 1 January or 1 July, whichever is
sooner.
Membershipiscalculatedbasedonamember’sadmissionorterminationdate,andnotthedatethechangewasentered.Forex-
ample,ifaclubofficerremovesamemberfromtheclub’smembershipliston28December,butenters27Januaryfortheeffective
date, that member will still be included on the club’s January invoice because they are still an active member on 1 January.
All club invoices are due and payable upon receipt and the amount due is not adjustable.
If your club has not opted out of the paper invoice or updated your officers email addresses, you will receive a paper copy by post
inlateJanuaryandlateJuly.IfyourclubhasnotreceivedaninvoicebythebeginningofFebruaryorAugust,[email protected]
