April 2016 Gloucestershire Local Pharmaceutical Committee Newsletter Support Your Local Pharmacy campaign hots up Downing Street petition 500,000 petition signatures have been received so far (and counting), with approximately 25,000 new ones coming in each day. The NPA organised the delivery of free petition packs and window posters to independent pharmacies to help them promote the petition. They have also collated over 100 case studies received from pharmacists and patients. Its always difficult with the media as they record so much and then edit it down to a few seconds of what they feel to be the most impactful, however I think we got the message across: a kick in the teeth, and all this at a time when they expect us to ease pressure on urgent care services and GPs. It seems pharmacy is the only healthcare profession the government doesn't care about squeezing and squeezing and squeezing, the general motto seems pharmacist must keep on doing more and more and more but their funding is less and less and less. Downing Street petition

500,000 petition signatures have been received so far (and counting), with approximately

25,000 new ones coming in each day. The NPA organised the delivery of free petition packs

and window posters to independent pharmacies to help them promote the petition. They

Radio day

There was a media push on 22nd March which involved media trained community

pharmacists throughout England taking to the airwaves

to discuss the value of community pharmacy, supported

by the NPA's recent research findings. 161 radio stations

covered the story with an audience reach of more than

44 million. In Gloucestershire, Neetan Jain from Spa

Pharmacy and Fiona from the LPC were interviewed on

the BBC Radio Gloucestershire breakfast show.

Remember – if your gut tells you that something is wrong, it probably is!

Tewkesbury Borough Council are still reporting occasional incidents of sharps in

Recycling Bins. To help tackle the issue, pharmacies offering needle exchange have

recently been asking clients how they usually dispose of needles.

We anticipate the scheme for returned medical sharps (e.g. diabetic items) to continue.

Most pharmacies in Gloucestershire are signed up to the scheme. Please ensure that all

staff are aware that you accept back the yellow sharps boxes. If your pharmacy does not

offer the scheme, please make sure that you can tell patients where the nearest

pharmacy in the scheme is.

Turning Point have started entering people into a prize draw when they return used

works to them – this probably explains the increasing level of “return to Turning Point”

reported.

Safeguarding

Needles in household waste — update

Safeguarding is not just about sexual

health and EHC consultations! Do you

know who you should talk to if you are

worried about the cuts and bruises on a

child? What to do if one of your patients

is drunk/high and in charge of a child? If

your delivery driver reports that one of

your elderly patients appears afraid of

their carer or has unexplainable injuries?

A full set of contact details for people

that you can share your concerns with has

been compiled and is kept up to date on

the “G-Care” website: https://g-

You can access this link from any

computer – however it is hidden from

search engines to keep it private to

appropriate professional groups. Note

the link, store it as a favourite

Remember – if your gut tells you that

something is wrong, it probably is!

All the people on the contact lists will

understand your concerns, however

small, and will give you good advice.

We hope to organise some “when should

I be concerned” training over the coming

months.

Sexual Health resources

There are two recently launched new websites for Sexual Health in Gloucestershire:

Gloucestershire Council has commissioned the website:

This is aimed at Young People and gives a postcode search for services including Pharmacy

EHC on its home page. It is a great resource for anything you might want to know about sex

and relationships (and some things you didn’t want to know)

Gloucestershire Care Services has revamped its website, replacing the old “SexHelpGlos”

with a new website: http://www.hopehouse.nhs.uk/

It contains useful information about sexual health and contraception;

It gives current information on clinic locations/times and is useful for onward

signposting/referral.

We recommend that you have a look at both of these websites (don’t forget to record your

CPD!) and recommend them to clients.

A number of GP surgeries in Gloucestershire are participating in the national clinical

pharmacists’ pilot. Five local Pharmacists, including Sian Williams and Ev Beech (who will be

well known to many locally), started work and orientation during March/April.

Working with local Community Pharmacies is within the remit, and apparently increasing

MUR and NMS engagement is one of the Key Performance Indicators!

This could be an opportunity for increasing close working. Do keep us informed of any

initiatives and engagement that you experience locally.

Clinical pharmacists in GP Practices pilot

I am filling in the CPAF questionnaire and I

need to be able to refer patients to at least

two providers of Appliance Use Reviews.

I have phoned around lots of the local

pharmacies and I can't find anyone who

does it.

The correct answer to this question on the

CPAF form is that you are unable to refer

patients because NHS England has not

provided the information!

This is a legitimate answer and means that

you are not in breach of the framework.

I have noticed that there are charges

associated with stationery ordering on the

new system, which previously were

received free of charge from NHS England.

The stationery is still free of charge, the cost

is stated to deter over-ordering – an FAQ on

the PCSE website says:

Will I be charged for my order?

You will not be charged for standard orders

made using the portal. We are committed to

ensuring NHS England supplies are ordered

responsibly and for this reason, prices for

items are included to help you make an

informed decision about what you need.

What is the role of Privacy Officer about?

Full details will be discussed at the SCR

training evenings, and a fuller briefing is

care-records/), but basically it is about

checking to assure that there is no pattern

of inappropriate access to records.

PCSE have launched a new online portal which will provide all primary care contractors with

a quick and easy way for ordering and tracking supplies from PCSE, including pre-printed

forms, prescription pads and other NHS stationery.

Over time, the portal will also become the main route for accessing additional primary care

support services, including payments, pharmacy market entry and performer list

applications.

PCSE made the portal available to all contractors from 29 March 2016. All ordering should

now be done through the online portal. A letter/leaflets were sent to all pharmacies

nationally w/c 22nd February, to initiate the process for registering on the portal.

Changes to stationery ordering (and other BSA functions)

Investigations have been carried out following PSNC’s raising of concerns about late or missing

supplies of EPS tokens (which also included a suggestion that stocks at PCSE had been

exhausted). Investigations have also been made into late or non-delivery of Drug Tariffs.

PCSE has confirmed that there are enough stocks of EPS tokens, although some regional order

variations resulted in a backlog. Stocks have been drawn from their distribution centres and phar-

macies should be receiving these. The Department of Health has also confirmed that the maxi-

mum order quantities have been increased.

Drug Tariffs are delivered by CitySprint and deliveries of the April Drug Tariff were made by 4 April.

Any pharmacy that has not received April’s Drug Tariff should email [email protected] and

PCSE will ensure delivery of this, and investigate the reasons for initial non-delivery.

Please check your FP34 and confirm that you have received the flu payments you expect; investigate if this is not so.

Thanks to those who completed the flu service patient questionnaire tally. From the 29

pharmacies who responded, we found that out of 1861 vaccinations,

16% had not had a vaccination the previous year

28% would not/were not sure if they would have had the vaccination if not available in

pharmacy

48% knew about the service because they were told in the pharmacy

28% had seen a poster promoting the service

14% were aware through word of mouth

33.5% were to at risk patients under the age of 65

All ethnicities with the exception of “Mixed White & Black African” and “Asian/Asian British –

Other” were represented.

Please check that you have been paid for your flu vaccinations

Payment was triggered by submitting the claim form: http://tinyurl.com/h85ln9a with your

monthly prescriptions.

Feedback from NHS England around participation numbers, and from one contractor,

indicate that some of these forms may have gone missing.

“Electronic vouchers” for NRT

Fiona is trying to arrange for specialist

advisors to use referral on PharmOutcomes

instead of paper voucher.

EHC

A new template form has been developed

on PharmOutcomes to record information

as single stage. This should make recording

of EHC supply much simpler to complete.

TIA clinic referrals

The NMS terms of service state that you can

provide the service to a patient who was

started on the medicine in hospital, if you

receive a referral.

We have agreed with the outpatient clinic at

Gloucester Royal Infirmary that they will

send referrals to the patient’s usual

community pharmacy when they are started

on any new medicines at clinic for a TIA (not

just anti-coagulants). If not eligible for NMS,

either note or follow up informally with the

patient at the TIA clinic.

These referrals come through

PharmOutcomes – when you log on and go

to the “Services” tab, you will see any

referrals at the top of the list of recent

provisions.

a. Click on the referral to bring up patient

details. You can print off these details

by clicking “Print Basic Provision

Record” on the left hand side of the

screen.

b. Confirm that you will follow up by

clicking “Accept Referral”. The referral

will remain at the top of your services

screen.

c. When you have made contact with the

patient, go back into the referral and

click “complete now”.

d. Record the outcome of your contact

(e.g. NMS interventions arranged).

When you save the record, the referral will

no longer appear at the top of your screen.
