Mayor and Council Announce Fourth Straight Budget with Zero Increase

Mayor David Mayer submitted his fourth Budget to Councilwith a fourth-straight zero tax increase. The Budget is sup-ported and approved by Council.

Over the last three years, the Township has looked to avariety of shared service agreements with other municipal-ities for such items as trash collection and disposal, whichalone is saving taxpayers over $400,000 per year.

That, coupled with the improved recycling program, energyefficiency upgrades in six municipally-owned buildings,solar displays and other initiatives has helped keep themunicipal tax rate steady.

A Message from David Mayer

As we approach another summer inGloucester Township, I want to update youon the progress we have made. Improvingthe township’s finances has certainly been apriority for this administration. I am glad toreport that the budget I submitted toCouncil, of which they have adopted, has

held the line on the municipal portion of your property taxbill for the fourth year in a row. As a result of the improve-ment in the township’s finances, we received a bondupgrade from Standard and Poor’s to an A+ rating citingthe “township’s ongoing economic expansion andimproved finances...and low overall debt.” We will contin-ue to pursue cost saving measures including sharedservices with other communities and governmental enti-ties.

One of those shared services agreements is the newsolar project with both our local and regional school dis-tricts. This shared services agreement is one of thelargest solar projects in New Jersey that not only will savea combined six million dollars but will help our environ-ment and continue to move Gloucester Township closerto sustainability. By implementing smart environmentalpolicies we are improving our environment and savingtaxpayers money.

We have continued to make public safety a priority andour new community policing strategies are working. Allmajor crime indexes show that crime is being reducedand more residents and businesses are participating inour community policing programs such as our CitizensPolice Academy, National Night Out and our anti-bullyingprogram Project Battle.

We will continue our efforts to attract new businesses toour community. We have seen more businesses open in2012 than in 2011 and expect that tend to continue in2013 as we prepare redevelopment plans for the CollegeDrive interchange, Blackwood – Clementon Road, andthe revitalization of downtown Blackwood.

SOLUTIONS TO STORMWATER POLLUTIONIn accordance with our NJDEP Tier A Municipal StormwaterGeneral Permit, the Twp. adopted various Ordinances to regulatethe impact of stormwater runoff and pollutants on the environ-ment. 1. Pet Waste: This requires pet owners to pick up and properlydispose of pet waste dropped on public or other people's proper-ty. It prevents fecal contamination from impacting the local water-ways.2. Litter: This states it is unlawful to throw, drop, discard or oth-erwise place litter of any nature upon any public or private prop-erty, other than in a litter receptacle. This prevents unsightly &unsanitary conditions & prevent litter from impacting waterways.3. Improper Disposal of Waste: This states that it is illegal todispose of waste in any place not specifically designate for thepurpose of solid waste storage or disposal. The purpose is to pre-vent unsanitary conditions and groundwater pollution.4. Wildlife Feeding: Feeding of water fowl on municipal parkproperty is prohibited by Ordinance. The Township enacted theOrdinance as a method to reduce water fowl population inresponse to health concerns regarding bacteria which is harmfulto humans and fish populations.5. Yard Waste: Yard waste is regulated by Ordinance whichestablishes the current zone collection system and the methods ofcollecting leaves, brush, and other yard waste. The purpose is tokeep leaves and grass out of the storm sewer system.6. Illicit Connections: This makes it unlawful to connect any pipeor device to the municipal storm sewer system that is intended todiscard, spill or dump any material other than stormwater runoff orground water (sump pumps) into the system. The purpose of thisOrdinance is to prevent pollution and contamination of waterwayswhich receive discharge from our storm sewers.

The transport of pollutants into local water bodies destroys fish,wildlife and habitats; threatens public health and causes the lossof recreational and aesthetic value. We have enacted theseOrdinances to protect our environment, and to keep pollutantsthat are commonly conveyed by stormwater from adverselyimpacting our waterways and groundwater supplies.

GTPD Launches An Innovative Missing Persons Search & Child Exploitation Prevention ProgramProject MARRS (Missing At Risk Response Strategies)

Project MARRS employs bold and visionary measures which involves an investment in youngpeople with a goal of not only locating missing persons, conducting comprehensive investiga-tions, and identifying at-risk youth, but also aims to further reduce crime by addressing thecompelling circumstances of why children are kidnapped and why they leave the home.

MARRS consists of multiple strategies in effectively managing the tragedy of a lost or kid-napped child. Proudly, the Gloucester Township Police Department has become the first 9-1-1 Communications Center in the State of New Jersey to earn the title of being a NationalCenter for Missing and Exploited Children Call Center Partner. Additionally, GTPD has devel-oped MERG (Missing Endangered Response Group) which provides training and equipmentfor GTPD Officers to search for a missing endangered person. A key component of MERG isthe use of a Volunteer Number Identification System assigned to volunteers who may becalled upon to search for a missing child.

Colleen Nick, mother of Missing six year old Morgan Nick, joined Chief Harry Earle and Mayor David Mayer in announing this uniqueprogram. Morgan Nick was kidnapped at age six in 1995 from a baseball ball field in Alma Arkansas, while her mother was just yardsaway, and has never been found. The tragic story of the disappearance of Morgan can be found at www.morgannickfoundation.com.Colleen Nick is a representative of the National Center for Missing and Exploited Children who supports and has endorsed this pro-gram. Project MARRS was created by the Gloucester Township Police Department.

On May 25, 2013 Gloucester Township Police Department will be supporting National Missing Children’s Day.On this date it's a reminder for all parents, guardians, teachers and other role models to make child safety apriority. Take 25 is designed to raise awareness of the issues surrounding missing and exploited children TheTake 25 campaign encouages parents, guardians, educators, and others to take 25 minutes to talk to childrenabout safety. With a focus on prevention, Take 25 provides communities with free safety resources includingsafety tips, conversation starters, and engaging activities. The Code Enforcement Unit works to maintain the standards set forth in the Township Municipal Code, ranging from residential prop-erty maintenance to commercial operating standards to animal control. It responds to resident complaints, performs inspections, anddirects conformance to the Gloucester Township Municipal Code and certain sections of the Land Development Ordinance. Code

The Operation of Certain off road vehicles is Prohibited in the TownshipThe operation of motorized scooters, minibikes, trailbikes, go-peds, dirt bikes, quads, & other similar motorized recreational devices,electric or gas powered, are prohibited by Gloucester Twp Ordinance 82-1 from being operated:On private property without the written consent of the property owner in their possession while operating the recreational deviceOn any public, municipal, or Board of Education Grounds or property.On any public sidewalks or public streets or areas dedicated commonly used for pedestrian or vehicular traffic.On any common areas, parking areas or open space of any apartment complex, residential, industrial complex or development.Violators may be charged in violation of Local Ordinance 82-1 and New Jersey State Traffic Laws, which also prohibit operation of these

recreational vehicles.

This service, Citizen Observers “ tip411” enables a person tosend a text message to 847411, Keyword GLOTWP. The personsending the text message will not be identified by their phonenumber. A person will also have the ability to visit the tip411 web-page and send an anonymous email. Again, the person will notbe identified by their email. With both text messages and anony-mous emails the only identifier we will receive is an unidentifiabletracking number. Distracted Driving DangersDistracted driving is any activity that has the potential to divert adrivers attention away from the roadway and endanger drivers,passengers and bystander safety. These distractions include; tex-ting, using a cell phone or smartphone, eating and drinking, talk-ing to passengers, reading, using a navigation system, watchinga video and adjusting a radio. Because text messaging requiresvisual, manual, and cognitive attention from the driver, it is by farthe most alarming distraction according to the National HighwayTraffic Safety Administration.

As part of our driver safety and education campaign, theGloucester Township Police Department, Mayor David Mayer andCouncil have partnered with Miss Atlantic County 2013, LindseyGiannini and her “Stay Alive-Don’t Text and Drive” driver safetycampaign.

The campaigns focus is to raise awareness of the dangers of dis-tracted driving practices such as texting and cell phone use whiledriving. It has been reported that texting and other cell phone usewhile driving is responsible for auto accidents that kill an averageof 17 people every day in the United States alone. Additionally,11% of all drivers under the age of 20 involved in fatal crasheswere reported as distracted at the time of the crash. This agegroup has the largest proportion of drivers who were distracted.Lastly, drivers who use hand-held devices are 4 times more likelyto get into crashes serious enough to injure themselves.

Current New Jersey law 39:4-97.3, prohibits the use of a wirelesstelephone or electronic communication device by an operator of amoving motor vehicle on a public road or highway except undercertain conditions.

To help get this important safety message out, Miss Gianninidonated four “Stay Alive, Don’t Text and Drive” signs to theTownship. These signs were installed around the Townships highschools to remind young drivers to not text and drive.

Bicycle Rodeo Safety ProgramThe Gloucester Township Police Department wants to make thisa community event that saves lives and makes our Township thesafest, and healthiest in NJ. The Gloucester Township PoliceCommunity Relations Bureau will be conducting a Bicycle Rodeoon Saturday June 15 from 9AM-1PM at Veteran’s Park on ChewsLanding Road.

A rodeo is a bicycle skills event which provides an opportunity forbicyclists to practice and develop skills that will help them tobecome better bicyclists and avoid typical crashes. The goal ofany bicycle rodeo is to provide an opportunity for the participantsto learn, practice, and demonstrate their bicycle handling skills ina fun, noncompetitive atmosphere.

Residents of all ages are encouraged to attend and please bringyour bicycle and bicycle safety helmet so it can be properly fittedby members of Safekids Southern New Jersey.

NATIONAL NIGHT OUT 2013On Tuesday, August 6, 2013,Neighborhoods throughout GloucesterTownship are being invited to joinforces with thousands of communitiesnationwide for the 30th Annual NationalNight Out (NNO) crime/drug preventionevent. National Night Out, which issponsored by the National Associationof Town Watch (NATW) and co-spon-sored locally by the Gloucester

Township Police Department, will involve communities from allfifty states, U.S. territories, Canadian cities, and military basesaround the world. National Night Out is designed to: (1) Heightencrime and drug prevention awareness; (2) Generate support for,and participation in, local anti-crime efforts; (3) Strengthen neigh-borhood spirit and police-community partnerships; and (4) Send amessage to criminals letting them know neighborhoods areorganized and fighting back.

Registration for all camps, programs, preschool and trips are heldat the Recreation Center beginning at 8am. You may registerbeginning on the above dates and can continue registering untila program fills.

Space is limited for all programs and trips. In-person registrationis required for all activities. Make checks payable to “Twp. ofGloucester” except where otherwise noted; two separatechecks may be necessary.

Bring a valid drivers license and second proof of residency to reg-istration to receive resident rate. Preschool registration alsorequires a photocopy of the child’s birth certificate and medicalrecord.

Refunds will be given if the Recreation Department cancels a tripor program due to low enrollment. We reserve the right to cancela trip or program if enough people have not registered inadvance.

Program and camp refunds will be given minus a $10.00 process-ing fee. This refund must be requested before 20% of thescheduled classes are completed. Sports Camp refunds willbe issued only if the request is made at least 1 week prior tothe start. Please bring your receipt to the office for process-ing. All refunds take 30-45 days to process.

GTYFA FOOTBALL & CHEERLEADING GT LIONSWe belong to the only NON-WEIGHTED midget football league in South Jersey. With no weight limit, players are given a better foun-dation which prepares the athlete for the fierce and challenging competition they will face once they reach the High School Footballlevel. Our league is geared toward being the TRUE feeder of players to the surrounding High School programs. The league focuseson the fundamental lessons of leveraging opponents while maximizing the player’s skill sets. This is both reachable and obtainable bykeeping all players competing against opponents of the same age and grade level. The goal of the GT Lions is to provide a youth pro-gram that benefits all participants, both girls and boys, by teaching good sportsmanship, leadership, teamwork, and self-disciplinethrough football and cheerleading in a fun and safe environment. We build a coalition between our community, friends, family, and ourorganization to give our youth a chance to enjoy and experience football and cheerleading.

The G.T.G.A.A. is currently involved in GIRLS SOFTBALL whichwill run until the end of June. Games are held weeknights atHighland, Timber Creek, Lewis School, and the Marge MartinSports Complex at Lakeland. Other programs for 2013:

COMPETITION CHEERLEADING The "Wildcats" CompetitionCheerleaders are about to begin their season. Registrations forgirls currently in grades 1 through High School will be held on April29 and May 1 from 6-7 P.M. at the Municipal Building. Clinics and practices in late August. Intown divisionas well as travel team play. Fee will be $55intown/$70 for travel(no fundraising). Coaches will be needed.

FALL VOLLEYBALL & FALL BASKETBALL CLINICSRegistrations will be held Sat, Sept 7 (1-2 P.M.) and Wed evening,Sept 11 (6-7 P.M.) at the Municipal Building. VB for girls grades 5through High School and program runs one night a week for about6 weeks in local school gym - October to November. BB Clinic is2 nights a week for 5 weeks late Sept. to end of Oct.

Winter Basketball registrations for girls age 8 to 17 will be held inlate October - the season runs from December until mid-March.

GT STALLIONS YOUTH FOOTBALL & CHEERLEADINGThe GT Stallions have been serving the boys and girls ofGloucester Township for over 40 years. Players from ages 4-14are eligible to participate in our organization. As the Township’sonly age and weighted football organization, we participate in thehighly competitive South Jersey Elite League where we have wonseven team championships over the last 3 years. Our goal is toprovide a safe, fun learning environment where we emphasize thefundamentals of the game, sportsmanship and teamwork. Ourcoaches are experienced in teaching youth football and alwaysput player safety first. We field 3 teams (Varsity, JV & Freshmen)under each weight class to insure each child is playing at a levelthat best suits his or her age and ability.

Our Cheerleaders, also ages 4-14, cheer for football, but also par-ticipate in various regional cheer competitions throughout theyear. Our Cheerleaders also attend tumbling classes and a localcheer camp. We have recently added a SR. Rec cheer squad thatis comprised of girls ages 13-18.

TBAA SOCCERTimber - Broadmoor Athletic Association (TBAA) is holding its Fall2013 Soccer Registration in April and May for its Boys and GirlsTravel Program and in-town Intramural Program. TBAA is a vol-unteer, non-profit association founded in 1964 and today hasover 800 players participating in our Intramural and Travel pro-grams.

The Travel Program is for players age 7 (U-8) through age 17 (U-18). As one of the largest clubs in the South Jersey Girls(SJGSL) and South Jersey Boys (SJSL) Soccer Leagues withover 30 travel teams, TBAA offers a very competitive programthat can accommodate players with a wide range of skill levels.TBAA offers both free and subsidized licensed and professionaltraining to all of its travel players. TBAA’s Intramural Program is open to boys and girls aged 4 to 8.At TBAA we strive to provide a fun, pressure free learning envi-ronment for our recreational players.
