Approvals of TLMC/MPD/STLMC Manuals
1. Time Limits / Maintenance Checks (TLMC)• Approved by Transport Canada (TC), FAA and EASA
2. Maintenance Planning Document (MPD)• Not Approved, therefore it is not a requirements document
3. Completion Maintenance Program (STL/MC)• Approved by Local Authority of STC Holder• Each STC may have a separate STLMC
TLMC is the only approved manual, the MPD contains all tasks from the TLMC

Maintenance Not Found in TLMC / MPD
Not all maintenance required to be complied with byindividual operators is found in the TLMC:Examples of Maintenance not found in TLMC / MPD:
National requirements• Requirements from country to country vary, and would be impossible to ensure the
latest requirements are listed in the TLMC
Vendor/OEM Recommended Maintenance• Vendor manuals are reviewed during MSG-3 process and only tasks accepted by
ISC are recommended to MRB for inclusion in the TLMC• Maintenance from a OEM manual may be required by the OEM if an operators is
following an OEM warranty program
Service Bulletin Maintenance Recommendations• Required maintenance until a specific condition is met
Unscheduled Maintenance ie: Inspections after Hard Landing, Lightning Strike etc• Refer to: AMM Chapter 5

CRITICAL DESIGN CONFIGURATION CONTROL LIMITATIONS
Critical design features that must be maintained in exactly the samemanner throughout the life of the aircraft in order to comply with thetype certificate and maintain airworthiness
CDCCL instructions ensure critical features are present throughoutthe life of the aircraft and are Inspected and verified whenalterations, repairs or maintenance actions occur in the area
CDCCL Design features defined and controlled by Special FederalAviation Regulation 88 (SFAR) preserves critical features neededfor Flammability Reduction Means

CDCCL and EWIS Maintenance
Maintenance related to CDCCL (SFAR 88) andElectrical Wiring Interconnect System (EWIS)
Applies to transport category, turbine-powered aircraft where thetype certificate (TC) was issued after January 1, 1958 and has:
• A maximum type-certificated passenger capacity of 30 or moreAnd / Or
• A maximum type-certificated payload capacity of 7500 pounds ormore
Global Express / XRS / G6000 / G5000 / GV5000are not required to be CDCCL or EWIS Compliant

Task format XX−XX−XX−YZZ where :• XX−XX−XX is the ATA number• ZZ is the task sequential number identifier 01 to 99• Y is as follows:
1ZZ* (one star) or 1ZZ**: (two star)Mandatory ALI or CMR Task
2ZZ:MRB Task from MSG3 Analysis
3ZZ:Optional Task
4ZZ:Repair or Modification
6ZZNon-Production Equipment and Furnishings (Completion STC Tasks)

Dual Intervals
TLMC Part 3, 5-21-00
4. Tasks and Intervals Table FormatF. Column 6 Column number 6 shows the intervals for the task.
If two intervals are shown, for example “1000 H or 60 M”, the task must bedone at whichever interval occurs first. The task is repeated from whicheverinterval occurs first, from the last time the task was done.
Dual Interval tasks must be complied with at the interval that occurs first

CCMR Limitations
Candidate Certification Maintenance Requirements (CCMR)Limitations
Some MRB tasks also cover a CCMR• These tasks are included in the MRBR (TLMC Part 3)• They are not separately identified, all are 200 series tasks• The maximum CCMR interval governs the maximum MRB task interval
New Section 5-10-41 to be introduced in 2019• Lists all the MRB tasks that is a CCMR and the maximum interval
Operators to familiarize themselves with the MRB tasks that covera CCMR and the maximum interval of these tasks
CCMR tasks have a maximum interval that should not be exceeded

CCMR Limitations
Regulatory Agencies now require that OEM’s provide visibility on theinterval limitation of Candidate Certification Maintenance Requirements(CCMR) covered in the MRBR.

Flexible Maintenance:• Program by which maintenance is spread out over 100 H (± 50 H) 6 M, or 100 L, as
applicable
Allowable Tolerance:• Provides a one-off opportunity to schedule one or more tasks or inspections without
requesting an extension and maintain the alignment of interval multiples

Flex and Task Tolerance: Early compliance

For any task(s) done before the scheduled maintenance ‘window’ opens, anew ‘window’ will need to be established for the next due of the task(s)
Example: A 1000 H task due at 2000 H is completed at 1800 H or 150 H beforethe window opened at 1950 H
The next time this task is due will be at 2850 H ± 50 H

Equalized Maintenance Program
32
EMP provides the following benefits:• Distributes scheduled maintenance tasks in smaller allocations
thereby improving aircraft availability
• Includes hourly and monthly Maintenance Review Board (MRB)Report tasks (Section 5−20), up to 3000 H and 30 M
• Tasks can be accomplished one at a time or in groups
• Designed to preserve aircraft reliability and ensure continuedairworthiness and safe aircraft operation
Rules:• May require Phase-In for in-service aircraft• May be subject to national and/or local regulatory approval

Equalized Maintenance Program (cont)
33
Exclusions:
Airworthiness Limitations• ALI, CMR, Life Limits and RVSM• Completion Maintenance in STLMC
MRB Tasks• ≥ 3000 Hr or ≥ 30 M• Out-of-phase• Special Requirements such as National Regulations• Interval is in Engine or APU Time (Hours/Landings)
