COMPLETION REPORT Global Outreach Program: Study Trip to Rajamangala University of Technology Thanyaburi, Thailand 28 November to 5 December 2009 EXECUTIVE SUMMARY The Study Trip to Rajamangala University of Technology Thanyaburi-Thailand was implemented under the UTM’s Global Outreach Program. Its overarching goals are to foster strong and lasting cooperation with leading Universities in Southeast Asia and beyond and provide opportunity for its students to become global ready graduates. The study trip ran for eight (8) days from 28 November to 5 December 2009 with nine students of the Faculty of Education as participants. PM Dr. Wilfredo Herrera Libunao served as the program leader and chaperon. The program of activities included both cultural and academic activities in the form of program briefing, hands-on exercises on fruit carving, flower arrangement, photography and cinematography. The participants also received free facial spa and traditional Thai massage courtesy of the Faculty of Thai Traditional Medicine. Aside from achieving fully the study trip objectives, the program also accomplished/generated the following: Secured the commitment of the President of RMUTT, Assoc. Prof. Dr. Numyoot Songthanapitak, to collaborate with UTM. The Memorandum of Understanding, which was initially prepared by the Faculty of Education, is now being reviewed/discussed by the RMUTT management. RMUTT management suggested that the signing of MOU be done during its Foundation Day celebration scheduled on 15-18 January 2010. Signatories to the MOU from UTM are invited to join the celebration and sign the MOU. RMUTT also extended its invitation to UTM to send students and perform cultural show during its Foundation Day celebration. The Vice President for International Affairs of RMUTT, Prof. Dr. Sakit Chantanatoke, also invites UTM students to apply for scholarship for a ten-month Masteral program in Sweden through his office.

EXECUTIVE SUMMARY

The Study Trip to Rajamangala University of Technology Thanyaburi-Thailand was implemented under the UTM’s Global Outreach Program. Its overarching goals are to foster strong and lasting cooperation with leading Universities in Southeast Asia and beyond and provide opportunity for its students to become global ready graduates. The study trip ran for eight (8) days from 28 November to 5 December 2009 with nine students of the Faculty of Education as participants. PM Dr. Wilfredo Herrera Libunao served as the program leader and chaperon. The program of activities included both cultural and academic activities in the form of program briefing, hands-on exercises on fruit carving, flower arrangement, photography and cinematography. • RMUTT also plans to send their students to UTM in the near future. • A meeting with the professors from National Taiwan Normal University (NTNU’s),

Prof. Dr. Shong Wang (Ex-Acting President) and Director Chung-tien Chou, resulted to the following: - Generated NTNU’s interest in collaborating with UTM and enter into formal

agreement in the form of an MOU/MOA - Invited PM Dr. Libunao and/or UTM management to visit NTNU to gain better

understanding and appreciation of its programs and services. - Initially identified potential areas of collaboration in research and development

and academic program. Background

This Study Trip was organized as part of the MOHE’s Global Outreach Program (GOP). The GOP is an international program designed to develop students to be well-rounded and globally equipped individuals. Through this program, the students will be able to:

• Globalize their educational experience by adding an international dimension to their degree

• Enhance academic opportunities beyond those offered at Universiti Teknologi Malaysia

• Establish professional and career opportunities by networking with other students, academics and professional organizations

• Improve language skills, cross-cultural understanding, and cross-cultural and interpersonal communication

• Experience personal growth by developing self confidence, independence, and social skills

• Incorporate these new experiences into their resume so that they stand out from the crowd in an increasingly global workforce

The overarching goals of UTM’s GOP are to foster strong and lasting cooperation with leading Universities in Southeast Asia and beyond and provide opportunity for its students to become global ready graduates. The Faculty of Education of UTM has a strong belief that the aforementioned study trip will signal the start of a mutually beneficial collaboration between UTM and Rajamangala University of Technology Thanyaburi (RMUTT). Objectives

Specifically, the study trip aimed to:

1. Provide opportunity for the students to gain better understanding of the Thailand educational system and the academic programs of the RMUTT.

2. Acquire additional knowledge in the areas of Thai cooking and fruit carving, flower arrangement, arts and communication, photography and cinematography, Thai traditional medicine, among others.

3. Enhance the students’ understanding of Thai culture and tradition. 4. Enhance the students’ generic skills, e.g., communication, interpersonal relations,

leadership. 5. Enable the students to promote the good name of UTM in Thailand. 6. To discuss with RMUTT officials the proposed memorandum of understanding with

UTM.

Program Duration and Schedule of Activities The study trip was designed for eight (8) days from 28 November to 5 December 2009. Please refer to Appendix A for the schedule of activities. Participants A total of nine (9) students of the Faculty of Education participated the study trip. For the details of the participants, please refer to Appendix B. Assoc. Prof. Dr. Wilfredo Herrera Libunao, International Contracted Academic Staff of Faculty of Education, led the group. Study Trip Highlights Day 0, 28 November, Saturday The study tour participants left Senai International Ariport for LCCT at 12:00 noon via Air Asia. The connecting flight from LCCT to Bangkok left at 3:30 pm. Two RMUTT staff received the delegates at the Suvernabhumi International Airport (SIA) in Bangkok. The travel from SIA to RMUTT took an hour, and the delegates reached RMUTT Rajabongkod Hotel at around 9:00 pm. Day1, 29 November, Sunday

The program for the day was more of cultural tour for the study tour participants. RMUTT assigned one of its active students, Mr. Sawadmanod, to lead the group in touring the Grand Palace and Floating Market. After the cultural visits, the delegate was brought to Future Park, a sprawling shopping mall, where they had their lunch and snacks. Day 2, 30 November, Monday The first activity of the day was a courtesy call on the RMUTT President, Dr. Numyoot Songthanapitak, and the Vice President for International Affairs, Dr. Sakit Chantanatoke. Initial discussion on the proposed memorandum of understanding (MOU) between Vice President Sakit and Dr. Libunao took place immediately after the courtesy calls. Appendix C presents the draft MOU. The Vice President also announced to the students that they can apply for scholarship for a ten-month Masteral program in Sweden through his office. Moreover, he signified his interest to serve UTM as Visiting Professor. The Faculty of Home Economics was the host for the first day of the academic tour. The Faculty’s program for the delegate consisted of: a) briefing about the Faculty and its academic and non-academic programs; b) demonstration and hands-on fruit carving; c) demonstration and hands-on flower arrangement; and d) tour of facilities. Later in the day, the delegate was brought to a Shopping Mall, The Big C. Day 3, 1 December, Tuesday The activities at the Faculty of Liberal and Fine Arts included: a) Briefing about the Faculty and its programs; b) tour of facilities; c) viewing of art exhibits and museum; d) water color painting demonstration; and e) actual water color painting by the participants. In the afternoon, the group was brought to MBK shopping complex, a huge shopping mall where all types of merchandise are sold at rock-bottom prices--- provided you know how to bargain. This is a must go and must shop area especially for tourists, local and foreign alike. Day 4, 2 December, Wednesday At the Faculty of Mass Communication, the study tour participants were provided the opportunity to learn hands-on about photography and cinematography. Likewise, they

were toured to the Faculty’s state-of-the-art facilities and equipment for TV and Radio broadcasting, theatrical presentations, film studio, digital photography, animation studio, digital printing and publication, mass printing and others. In the evening, the students together with their lecturer-chaperon, ventured the Pahn Than Simon Market- a kilometer away from the Rajabongkod Hotel. This provided the students to experience riding the local means of public transport called taxi bus, a modified pick-up truck to ferry 12 to 18 persons at a time. They also had the chance to mingle with local students and bargain with local vendors who does not speak English language. Day 5, 3 December, Thursday In the morning of Day 5, the students gathered to compile all the photos taken the previous days and prepare the highlights of the previous days that will form part of the study trip report. PM Dr. Wilfredo Herrera Libunao attended the lunch tendered by the RMUTT President, Dr. Numyoot, where he met two distinguished professors of the National Taiwan Normal University (N TNU). The ensuing discussion of Dr. Libunao with NTNU professors led to the idea of forging collaboration between UTM and their university. They extended invitation to Dr. Libunao to visit their university to learn more about their programs and gather additional information that he may need in drafting the MOU. In the same token, Dr. Libunao invited them to visit UTM. It was also during this lunch where Dr. Numyoot gave a marching order to the International Affairs Co-coordinator, Mr. Michael Robertson, to fast-track the finalization of the MOU between UTM and RMUTT. It was suggested that the signing of MOU between the two universities be done during the RMUTT’s Foundation Day celebration in mid-January next year. The delegate spent the whole afternoon at the Faculty of Thai Traditional Medicine where they were given a briefing about the faculty and its programs. Thereafter, they were toured around the Faculty’s facilities and equipment. The best part of the day was when the Dean of the Faculty treated the delegates for a free Thai Traditional massage and facial spa. In the evening, the UTM students had the opportunity to mingle and had dinner with RMUTT Thai Muslim students.

Day 6, 4 December, Friday Faculty of Business Administration provided the delegate with a briefing about the faculty and its academic and research programs. A tour of the facilities ensued after the briefing. The students were amazed on the quality of classrooms and the size of the Faculty’s library in terms of size and book collections. The Faculty also has its own digital library to boast. It has the highest student enrollment among all RMUTT Faculties given the popularity and quality of its program offerings. It is not surprising to hear the students asking questions regarding international student admission, which indicated their desire to enroll in the Faculty. The group was brought back to the Future Park and Robinsons Shopping Mall for them to buy things they can bring home. Day 7, 5 December, Saturday Before sending the group to the airport, RMUTT staff and three students toured the study trip participants of SACICT and Ayuthaya. The delegate boarded the plane for Kuala Lumpur at 4:20 pm, reached LCCT at 8:00 pm. The flight from LCCT to Johor Baru was delayed for an hour. The group finally reached Senai International Airport at around 11:00 pm. Conclusion and Recommendation

By and large, the study tour program is a huge success and thus satisfactorily achieved all its objectives. The students expressed their utmost satisfaction by stating that “The study tour duration is quite short, it should be two weeks or one month.” and “We want to come back here and spend more time to explore Thailand and visit newfound friends.”

The program will not be as successful without the all-out support of UTM on the one hand and the RMUTT management and staff on the other. The active involvement of the students from the preparation up to implementation also largely contributed to its success.

The following recommendations are being offered to further improve the program preparation and implementation.

For UTM:

• Establish a more efficient system in processing papers (e.g., proposal review and approval system, budget review and approval system, flight booking, among others).

• Design a more effective program orientation for participating students, to include program preparation and implementation.

For the Faculty of Education

• Assign one administrative staff to assist the students in the processing of papers and others.

• Pursue the signing of MOU with RMUTT as it will benefit the whole University.

• Explore the possibility of forging collaboration with the National Taiwan Normal University.

THIS MEMORANDUM OF UNDERSTANDING is made and entered into on:____________ 2009, between RAJAMANGALA UNIVERSITY OF TECHNOLOGY THANYABURI (hereinafter referred to as RMUTT), with its official address at 39 Muh 1, Rangsit-Nakhonnayok Rd. Klong Hok, Thanyaburi Pathum Thani 12110, Thailand and the UNIVERSITI TEKNOLOGI MALAYSIA (hereinafter referred to as “UTM”), having its registered address at Universiti Teknologi Malaysia, 81310 UTM Skudai, Johor Darul Takzim. For the purpose of this Memorandum of Understanding, RMUTT is represented by the University’s President, Assoc. (D) It is the intent of both parties to foster and expand academic research and educational cooperation and to promote mutual understanding between the two Universities through this

Memorandum of Understanding. This document provides the general structure and principles to facilitate a relationship between the two institutions and is not intended to interfere with or alter relationships between faculty, researchers and scientists of each institution.

(E) Any projects that shall be conducted are of mutual interest and benefit to both parties hereto. NOW IT IS HEREBY UNDERSTOOD AND WITNESSED as follows: ARTICLE 1: GENERAL AREAS OF COOPERATION AND COLLABORATION 1.1 Both Universities agree to develop the following collaborative activities in the academic

areas of mutual interest, on a basis of equality and reciprocity, but not limited to: Exchange of Faculty and administrative staff Exchange of graduate and/or undergraduate students Conducting collaborative research projects Conducting lectures and organizing symposia Exchange of academic information and materials Promoting collaboration in fields of mutual interest Promoting other academic co-operation as mutually agreed Promoting cultural understanding 1.2 The term of such mutual cooperation and necessary funding of each program and activity

enumerated above are not exhaustive and the parties may agree to include other such programs or activities as may be necessary and identified later which shall be mutually discussed and agreed upon in writing by both parties prior to the initiation of the particular program or activity and such shall be negotiated as required.

1.3 The cost and expenses incurred in performing any activity pursuant to this Memorandum of

Understanding, such as commencement and materialization of projects, training, advisory visits and/or staff attachments, will be negotiated to the mutual acceptance of both parties.

ARTICLE 2: DURATION AND TERMINATION 2.1 This Memorandum shall commence on the date of execution of the same and shall remain in

force for duration of three (3) years and shall continue to remain in force by mutual agreement between the parties. This Memorandum shall be renewed after being reviewed and renegotiated by both Universities after this initial period of three years.

2.2 Each party may decide to terminate the Memorandum by providing three (3) months notice in

advance to the other party. Upon termination, each party accordingly shall return any documents retained by the same to its original owner.

ARTICLE 3: RELATIONSHIP BETWEEN THE PARTIES 3.1 Nothing contained herein shall be construed so as to constitute a joint venture partnership or

formal business organization or any kind between the parties or so to constitute either party as the agent of the other.

3.2 RMUTT and UTM hereby agree that this cooperation shall be identified as the parent document of any programs executed between the parties.

3.3 Further agreement concerning any programs shall be entered into prior to the commencement

of the activities or programs. Such agreement shall not become effective until they have been reduced into writing, approved and executed by the duly authorized representatives of the parties.

ARTICLE 4: CONFIDENTIALITY 4.1 All information and/or data that may be exchanged, acquired and shared in connection with

the area of cooperation between RMUTT and UTM pursuant to this Memorandum of Understanding shall be treated strictly confidential and shall not under any circumstances be divulged by the receiving party (“Recipient”) to any third party without the prior written consent of the originating party unless otherwise the same has already been in public domain.

ARTICLE 5: GENERAL 5.1 This Memorandum shall be governed by and interpreted in accordance with the laws of

Thailand and Malaysia. 5.2 The provisions of this Memorandum may be amended at any time by the mutual consent in

writing of both parties. 5.3 Save for Clause 4, the Parties agree that this Memorandum represents the mutual

understanding of the Parties and is not intended nor shall be deemed to be a binding contract and shall not give rise to any rights and liabilities under a contract.

1.0 Purpose 1.1 The proposal is to apply for funding and approval for the Faculty of

Education to organize UTM GOP: Study Trip to RMUTT Thailand.

2.0 Background 2.1 This Study Trip is being organized as part of the MOHE’s Global

Outreach Program. One of the International Contracted Academic Staff of Faculty of Education, Assoc. Prof. Dr. Wilfredo Libunao, has good relationship with the Vice President of RMUTT, Prof. Dr. Sakit Chantanotoke. Through this relationship, Assoc. Prof. Dr. Wilfredo Libunao initiated the program and has obtained positive response from RMUTT regarding this study trip. RMUTT is offering a variety of academic and cultural activities for students of Faculty of Education who will participate this study trip.

2.2 At the same time, a Memorandum of Understanding (MoU) is drafted between UTM and RMUTT (please refer to Appendix A). This will be signed during the trip.

3.0 Proposed Program 3.1 Name of the program

Universiti Teknologi Malaysia Global Outreach Program: Study Trip to Rajamangala University of Technology Thanyaburi, Thailand. Short Name: UTM GOP: Study Trip to RMUTT Thailand.

3.2 Objectives of the program 3.2.1 Provide opportunity for the students to gain better

understanding of the Thailand educational system and the academic programs of the RMUTT.

3.2.2 Acquire additional knowledge in the areas of alternative energy sources, traditional music, arts and communication, traditional medicine, Thai cooking and fruit carving.

3.2.3 Enhance the students’ understanding of Thai culture and tradition.

3.2.4 Enhance the students’ generic skills, e.g., communication, interpersonal relations, leadership.

3.2.5 Enable the students to promote the good name of UTM in Thailand.

3.3 Schedule of the program The proposed date of the program is between 9th August 2009 and 15th August 2009. Please refer to Appendix B.

3.4 List of participants There will be a total of 31 participants consisting of 1 academic staff and 30 students from the Faculty of Education. For the details of the participants, please refer to Appendix C.

4.0 Financial Implication This program will operate on the basis of cost-sharing. 4.1 The proposed expense for the program is RM 51,700.00. 4.2 The total funding application from UTM is RM 25,850.00. 4.3 Students’ counterpart fund is RM 25,850.00. 4.4 Please refer Appendix D for the details of the budget.

(D) It is the intent of both parties to foster and expand academic, research and educational cooperation and to promote mutual understanding between the two Universities through this Memorandum of Understanding. This document provides the general structure and principles to facilitate a relationship between the two institutions and is not intended to interfere with or alter relationships between faculty, researchers and scientists of each institution.

(E) Any projects that shall be conducted are of mutual interest and benefit to both parties hereto.

NOW IT IS HEREBY UNDERSTOOD AND WITNESSETH as follows: ARTICLE 1: GENERAL AREAS OF COOPERATION AND COLLABORATION 1.1 Both Universities agree to develop the following collaborative activities in the

academic areas of mutual interest, on a basis of equality and reciprocity, but not limited to:

Exchange of Faculty and administrative staff Exchange of graduate students Conducting collaborative research projects Conducting lectures and organising symposia Exchange of academic information and materials Promoting collaboration in fields of mutual interest Promoting other academic co-operation as mutually agreed 1.2 The term of such mutual cooperation and necessary funding of each programme and

activity enumerated above are not exhaustive and the parties may agree to include such other programmes or activities as may be necessary and identified later which shall be mutually discussed and agreed upon in writing by both parties prior to the initiation of the particular programme or activity and such shall be negotiated as required.

1.3 The cost and expenses incurred in performing any activity pursuant to this

Memorandum of Understanding such as commencement and materialisation of the project, training, advisory visits and staff attachments will be negotiated to the mutual acceptance of both parties.

ARTICLE 2: DURATION AND TERMINATION 2.1 This Memorandum shall commence on the date of execution of the same and shall

remain in force for duration of three (3) years and shall continue to remain in force by mutual agreement between the parties. This Memorandum shall be renewed after being reviewed and renegotiated by both Universities.

2.2 Each party may decide to terminate the Memorandum by providing three (3) months

notice in advance to the other party. Upon termination, each party accordingly shall return any documents retained by the same to its original owner.

ARTICLE 3: RELATIONSHIP BETWEEN THE PARTIES

3.1 Nothing contained herein shall be construed so as to constitute a joint venture partnership or formal business organisation or any kind between the parties or so to constitute either party as the agent of the other.

3.2 RMUTT and UTM hereby agree that this cooperation shall be identified as the parent

document of any programmes executed between the parties. 3.3 Further agreement concerning any programmes shall be entered into prior to the

commencement of the activities or programmes. Such agreement shall not become effective until they have been reduced into writing, approved and executed by the duly authorized representatives of the parties.

ARTICLE 4: CONFIDENTIALITY 4.1 All information and/or data that may be exchanged, acquired and shared in

connection with the area of cooperation between RMUTT and UTM pursuant to this Memorandum of Understanding shall be treated strictly confidential and shall not under any circumstances be divulged by the receiving party (“Recipient”) to any third party without the prior written consent of the originating party unless otherwise the same has already been in public domain.

ARTICLE 5: GENERAL 5.1 This Memorandum shall be governed by and interpreted in accordance with the laws

of Thailand and Malaysia. 5.2 The provisions of this Memorandum may be amended at any time by the mutual

consent in writing of both parties. 5.3 Save for Clause 4, the Parties agree that this Memorandum represents the mutual

understanding of the Parties and is not intended nor shall be deemed to be a binding contract and shall not give rise to any rights and liabilities under a contract.
