1 SECURITY MANUAL

OBJECTIVE: Educational facilities are exposed to an increasing amount of complex issues related to school safety. The threat of crimes can cause apprehension among students and put stress on the learning process. The GIIS school security strategy is outlined by the concept of creating a Secured Environment. THE PLAN INCLUDES INCLUDES

• Physical security measures used by the school • Visitor-management program to help prevent unauthorized persons from gaining

access • Security plan taken into account for community (non-school-related programs)

activities on campus • Security plan take into account for fringe time periods when students and staff

are arriving and leaving • It also ensures that children are more aware of the potential dangers RESPONSIBILTY Establishing a secure environment for children to learn requires a continuing effort from all those involved in schools. Educators, law enforcement and community members need an overall plan for school security that emphasizes four key steps: 1. Deterrence • The first step in crime prevention is to deter the possibility of crime - or at least

make it difficult for someone to feel comfortable committing a crime. • The security of all school facilities is the ultimate responsibility of the Operations

Manager. He might delegate that responsibility to the security committee, but should stay involved. A security committee includes representatives from Management, Principal’s Office and student volunteers.

2. Detection • School security systems is able to detect when something potentially

troublesome has taken place through the indulgence of the security guard (check on the ID cards) and the regular checks of the Operations Executive on CCTV.

3. Delay • Perimeter fence and closed gates during school operating hours ensure the

delay a criminal may get closer to the students. The Operations Executive is

responsible for weekly checks to find any findings of vandalism at the fence. The security guards ensures that the school gates and / or traffic barriers are closed.

4. Recovery. • The school must be able to recover and continue its mission

1.1 SECURTIY GUARD (SG) ROLES & RESPONSIBILITIES • SG shall ensure all visitors are screened and passes issued.

• Must keep a Duty Register and record all daily observations of anyone breaking

security rules

• Must walk through the campus to see if any security breach is happening.

• Do not allow students to leave the campus during school hours without proper permission slip duly signed.

• During a shift, must walk through the entire campus at least 3 times

• Submit a monthly report on security to the Operations Executive.

• Night time the security must walk around the entire campus at least 3 times i.e.:

6:30pm, 10:30pm, 2:00am & 6am

• Security guard must monitor all the gates and ensure it is closed at all times.

• After school hours, security must check if any door left unlocked or lights/fans/aircon not switched off, must enter the security observation in a register and report the same next day to the Operations Executive.

• During spot check or routine round, security to report on any abnormal activity or

inappropriate use or misuse of school facilities or items.

• Guards on duty found to be sleeping, or smoking or has consumed alcohol will be in breach of duty rules and can face suspension or termination.

• CCTV must be switched on at all times and monitored by security.

• No TV set will be allowed to be operated or watched by security. Only radio will be

allowed.

• Should monitor students safety during the school open and closing hours.

• Guard office must have a list of school management mobile nos and for

emergencies, pest control, fire damage, plumbing problem, power switch off etc

• Recording of bus attendance

• Checking of trucks

RESPONSIBILITIES TOWARDS VISITORS

• Every single visitor should be made to write his particulars (Name, IC No, Tel) in gate register.

• Visitors to the campus MUST DISPLAY VISITOR PASS at all times

• Visitors are allowed to enter only GIIS office/reception only.

• Visitors will NOT BE ALLOWED to enter the school areas, canteen, library unless

THEY ARE ESCORTED BY SCHOOL STAFF

• Visitors are not allowed to buy canteen food which is strictly meant for students only and they cannot have meals in the canteen during school lunch hours

• Parents waiting to pick up or drop off their children can only enter the waiting area

and would not be able to enter the school facilities

• All contractors or workers visiting the school for meeting or discussion should be issued a VISITOR PASS.

• Any school staff entering campus must show STAFF BADGE and if he/she does not

have one, must get a VISITOR PASS and enter visitor register.

• Only with prior approval from the Operations Department , external organizations are allowed to conduct any activity within the premises.

• Only with prior approval from the Principal , students are allowed to stay back for

any activities after schools hours ( Mon – Fri after 5pm & Sat after 1pm. RESPONSIBILITIES TOWARDS CAR/BUSES/VEHICLE

• All staff cars should have GIIS PASS and must park only in staff designated areas.

• All visitors cars/vans/lorries must take entry in visitor log book and then proceed to park only in VISITOR parking.

• School buses will be allowed to enter campus only for pick up and drop off and shall

drop off students only at drop off point.

• School buses entry allowed from 8:00am to 9:30am, 12:00pm to 1:00pm and 2:00pm to 3:45pm.

• Buses for activities of field trips will be allowed with permission.

• No car or bus washing or repairs allowed inside the campus.

• No vehicle will be allowed to drive around the main car park or park at main porch

when school is in operation.

• No vehicle will be allowed in the canteen area before 2:30pm.

• Visitor parking will be allowed in the main car park area

RESPONSIBILITIES TOWARDS JOB CONTRACTORS

• All contractors or workers visiting the school for carrying out assigned works will be issued a CONTRACTOR PASS and they must display at all times.

• Guards will check if the Lorries or trucks are not carrying any school asset. If they

do, even if they carry bin, they must get a gate pass from school office.

RESPONSIBILITIES TOWARDS PRODUCT SERVICES DELIVERIES

• All deliveries of products must be made only during school hours.

• All incoming deliveries must be registered at the school gate register.

• All outgoing materials must accompany with a school gate pass.

RESPONSIBILITIES TOWARDS STUDENTS

• All LATE comers to school will be asked to sign the late register, and all students leaving school premises after 5pm will also sign the late register. To record the late comers, students are put for house on duty (std 10 upwards).

• Two students will be at the guard post on to record the late comers . Excuses for late coming are accepted for 3 times in a year after which a mail is sent to the parent, recurring of which will result in penalizing the student (as fine).

• Early leaving : Students are allowed to leave the premises within school hours only

with a written slip signed by the respective teachers. The early leaving slips are available at the reception. The slips are filed at the guard post for any cross checking.

• FOOD PASS – Only students who have special FOOD passes will be allowed to

leave school campus, but they will still have to enter their names in the register for entry and exit.

• Safety Monitors at the bus bay : To ensure safety and smooth boarding of buses

during dispersal time, we have Teacher monitors and coordinators. We have covered shelters to protect children during rain.

1.2 POLICY FOR ACCESS CARD

OBJECTIVE:

• Card Key Access entrance into the specified parts of the building is designed to provide adequate building security for persons and property, to assure appropriate access to work areas by employees in the School. The entrance to the Office, Staff rooms, Primary & secondary back gates, Accounts room, Video Conferencing room, Academic Centre will need a card key to gain entry during all times. Not all exterior doors are access points -only those doors outfitted with a card key Reader need the card access key.

• The issuance of card is based upon current School Policy & Procedures

CARD KEY ACCESS LEVELS/REQUIRED AUTHORIZATIONS

• All employees will be assured access to their workspace. As card key holders, individuals will assume responsibility for the safekeeping and eventual return of access card keys.

• Card keys will also be issued to students residing in the hostel and they will assume full responsibility for the card key's use.

• Lost or stolen card keys will not be replaced until a written report has been filed

with the HR Department.

• The level of accessibility the points that can be accessed are categorized by the HR based on the policy set by the HR department.

• The categories are as follows:

ACCESS CARD KEY ISSUANCE

• All employees will be issued card keys as needed to access office and/or work areas.

• For new joiners it is part of joining formalities.

• The employee who is being assigned the card key should pick-up the card key.

• If a card key recipient wishes to make changes to their card key access privileges, they must obtain written approval.

• If a card key is lost or stolen, please notify the HR Department as soon as

possible so that the card key can be deactivated. Please do so even if there is a chance the card will be found. It is easy to reactivate a card that turns up later.

• If your card does not work when it is suppose to, please inform the HR

department of your access difficulties as soon as possible.

• Do not PUNCH HOLES in the card. This will render the card key inoperable.

• Do not write on or affix anything to the card key. These card keys are meant to be reused by others in the future.

• Do not wash the card key, as this might demagnetize the key and the card key

will have to be reissued.

• All card keys issued through this authorization process are considered property of the School.

• Card keys are not to be left unattended on desks, in door locks, or carried in such

a manner as to be susceptible to loss or theft.

• When faculty, staff, or students need to access beyond their scope of time, then they need to approach the security guard and seek help.

• In order to enter a door using a card key, look for a small gray, rectangular card

reader next to the door. This reader has three lights on the face of the unit. Place your access card within four inches of the reader to activate it. The reader will emit a beep. If your card has been programmed to allow access through that door at that time, a green light will appear on the reader's face. Once the green light turns on, the door will unlock for five seconds.

• Do not prop doors open for an extended period of time, as this will activate a security alert.

• Card key requests should be made before 3:00 p.m. Monday through Friday to

ensure that they will be ready the following business day.

CHARGEABLE/NON-CHARGEABLE CARD KEY ISSUES • Original card key issued to an employee is not chargeable.

• Broken or worn card keys will be replaced without charge. Original access card

key parts must be returned to the HR department

• Replacement of lost/stolen card keys or failure to return assigned card keys will result in charges to the person identified as the card key assignee. The following replacement costs for various levels will prevail:

Individual Access Card Key $20.00

• Students who fail to return card keys will be subject to the same penalties as

above. An invoice will be processed from the Finance office for the appropriate amount as stated above.

CARD KEY RETURN ISSUES

• Card keys are to be returned when an employee terminates campus employment

or retires. In case the employee is transferred to other campus they should notify the HR department so that the access control can be changed by the concerned authority in the new campus.

• Returning of the card key is part of the Clearance Procedure defined by the HR departmen

1.3 CCTV CAMERAS

OBJECTIVE: Global Indian International School uses closed circuit television (CCTV) images to provide a safe and secure environment for students, staff and visitors, and to protect school property.

This document sets out the accepted use and management of the CCTV equipment and images

The school has installed CCTV systems to:

• deter crime

• assist in prevention and detection of crime

• assist with the identification, apprehension and prosecution of offenders

• assist with the identification of actions that might result in disciplinary proceedings against staff and students

• monitor security of campus buildings

POSITION OF CAMERAS The school will make every effort to position cameras so that they only cover school premises.

The school will clearly display signs so that staff, students and visitors are aware they are entering an area covered by CCTV.

The following standards must be adhered to:

• After installation, make an initial check of the equipment to ensure it works properly.

• Assess whether it is necessary to carry out constant real-time recording, or only at certain times when suspect activity usually occurs or is likely to occur.

• Cameras should be properly maintained and serviced and maintenance logs kept.

• Protect cameras from vandalism so that they are kept in working order.

• In the event that cameras break down or are damaged, there should be clear responsibility for getting them repaired and working within a specific time period.

ACCESS TO AND DISCLOSURE OF IMAGES TO THIRD PARTIES Access to, and disclosure of, images recorded on CCTV will be restricted and carefully controlled. This will ensure that the rights of individuals are retained, and also ensure that the images can be used as evidence if required. Images can only be disclosed in accordance with the purposes for which they were originally collected.

Access to recorded images will be restricted to those staff authorized to view them, and will not be made more widely available.

Viewing of recorded images should take place in a restricted area to which other employees will not have access while viewing is occurring.

Disclosures to third parties will only be made in accordance with the purpose(s) for which the system is used and will be limited to:

• police and other law enforcement agencies, where the images recorded could assist in a specific criminal enquiry and/or the prevention of terrorism and disorder*

• prosecution agencies

• relevant legal representatives

• in exceptional cases, to others to assist in identification of a victim, witness or perpetrator in relation to a criminal incident

• members of staff involved with School’s disciplinary processes.

*The Operations Manager or his/her designated agent, is the only person who can authorize disclosure of information to the police or other law enforcement agencies.

All requests for disclosure should be documented. If disclosure is denied, the reason should also be recorded.

RESPONSIBILITY The Operations Executive ensures that

2 SAFETY MANUAL The School safety policy is:

• Provide safe working conditions and a healthy working environment • Mandatory safety training • Provide materials and equipment needed to work safely • Proactive identification and control of hazards • Incident and accident investigation • Legal compliance • Occupational Safety and Health Management System and Programmes • Communicate and encourage a culture of safe working practices

The primary objective of this policy is to safeguard the welfare and safety of teachers and children as they carry out their daily school activities. The health and safety of other school employees and visitors is also an important component of this policy. • The school nurse provides direct health care to students and staff.

The school nurse provides care to students and staff who have been injured or who present with acute illnesses. Care may involve treatment of health problems within the scope of nursing practice or communication with parents for treatment. School nurse is on duty not only during school hrs but also for all events involving the school students. On events like Sports day when students are more vulnerable to falls, an ambulance is on duty so as to attend all emergencies that may arise.

In case of treatment for common ailments, the medication is recorded in the register. The expiry dates of the medicines are monitored by the nurse and counter checked by the Operations executive on a monthly basis. This report is submitted to the operations Manager in the operations report.

• The school nurse provides leadership for the provision of health services.

In addition to providing health services directly, the school nurse must take into account the nature of the school environment, including available resources. As the health care expert within the school, the school nurse assesses the overall system of care and develops a plan for assuring that health needs are met. Medicines for treating common ailments like head ache, stomach pain etc are stored in the school clinic under the supervision of the school nurse. This nurse is trained to extend first aid in cases of dislocation, sprains & strains.

• The school nurse promotes a healthy school environment.

2.1.4 SAFE WATER, HYGIENE AND SANITIZATION The strategy aims to develop complementary and strengthening communication activities to the one already Water and sanitation is a health initiative, clearly defined and seen as one of the most important aspects of preventive/public health. MEASURES & IMPLEMENTATION

• To prevent the breeding & spread of mosquitoes leading to life threatening diseases like Dengue and Malaria the ULV misting & larvaciding is planned once every week. To ensure that this measure is fully complied to the Operations Executive supervises this outsourced activity personally.

• Fogging is carried out when the outbreaks of communicable diseases are reported by the school nurse in Singapore as a preventive measure against spread in school.

• Grass cutting is carried out every fortnightly to ensure that the equatorial insects and reptiles do not pose threat to safety of school children in the premises.

• The trees are pruned every six months to ensure that the archived trees in the campus do not pose a safety hazard as such trees are usually very old and vulnerable to falls in stormy weathers.

• The water coolers are regularly serviced and maintained to ensure the quality of potable water. The filters are changed every two months.

• The grease traps attached to the school canteen sinks prevent the drains form being clogged with oils. These grease traps are maintained and cleaned every two months.

2.1.5 INSURANCES Though all measures are taken to ensure safety of the occupants on campus, cases may arise wherein students, staff or visitors are injured on the school premises. To ensure that such circumstances are taken care a few insurance coverage are taken:

• Students Protection Plan: Claimable for all students in the event of injury on campus.

• Medical Plan for the hostel students: Residents of the hostel are covered for : 1. Out patient treatment 2. Hospitalization 3. Specialist Consultation The policy is based on the guidelines specified by the MOE for foreign students

• Employee Medical Insurance: The policy is based on the guidelines specified by the MOM for workmen compensation for injuries on work & guidelines for foreign employees.

PLAYGROUND SAFETY GUIDELINES The purpose of these guidelines is to delineate best playground safety practices.

• Safety on the playground, and helping to protect students from injury, require

planning, thought, training, and deliberate action. Proper selection, placement, and maintenance of playground equipment, along with effective supervision of playground activities, can help prevent accidents or reduce their severity.

• To practice due care for the safety of playground users in all phases of playground administration, consider the following areas of playground safety:

PLAYGROUND DESIGN

• The most important factors in evaluating the safety of any playground are surface, design and spacing, and equipment inspection and maintenance.

• A proper playground surface is one of the most important factors in

reducing injuries — and the severity of injuries — that occur when kids fall from equipment. The surface under the playground equipment should be soft enough and thick enough to soften the impact of a child's fall. Hence the surface is with a special material EPDM cast-in-situ rubber flooring which is specifically designed and engineered for impact attenuation on playground surfaces.

• The cushioned surface should extend at least 6 feet past the equipment. Additional coverage may be needed, depending on how high a slide is or how long a swing is.

• Spacing of the equipments are done based the safe distance guidelines. These are ensured by using vendors who are well versed in playground design.

TEACHER SUPERVISION Teachers should help prevent playground accidents by taking some precautions, ensuring that the child on is appropriate to his or her age and maturity level. This can help prevent injuries by making sure kids properly use any playground equipment and don't engage in unsafe behavior around it. If an injury does occur, please assist the child to the sick bay for the nurse to administer first aid immediately.

1. The weather is clear and not too hot. 2. The slide, slide and see-saw are dry as playground equipment should

never be used if it is wet because moisture causes the surface to be slippery.

3. The pathway towards playground should not have stagnated water. 4. On a sunny day – touch and feel the equipment - if the equipment feels

hot to the touch, it's probably not safe or fun to play on. 5. Wearing ID cards to the playground might be dangerous – it might get

caught on equipment and accidentally choke a child. 6. Head count before leaving to the playground.

TEACHING YOUR CHILD ABOUT PLAYGROUND SAFETY

• Safe playground equipment and teacher supervision are extremely important, but kids must also know how to be safe and act responsibly at the playground. Here are some general rules to teach your child:

• Never push or pull while on slides, seesaws, swings, and other climbing

equipment. SWING SAFETY The swing should keep children safe and enjoy swinging. But a few simple precautions should keep children safely enjoy swinging: 1. Ask the children to hold on tightly with both hands while swinging, and

when finished swinging, he or she should stop the swing completely before getting off.

2. Don not allow kids to stand & kneel. 3. Children should stay a safe distance from other children on swings, being

careful not to run or walk in front of or in back of moving swings. It is better to ask children to stand on the right hand side or the left hand side of the swing, when another child is swinging.

4. Only one child should be allowed to swing at a time, as our swings are designed to safely hold only one person.

. SEE-SAW SAFETY 5. Allow only 1 child per seat. If the child is too light to see-saw with a

partner, he or she should find a different partner.

6. Ask the kids to face one another, not turned around.

7. Teach children to hold the front bar tightly with both hands while on a see-

saw. They should not be allowed to touch the ground when in see-saw. They have to keep their feet to the sides and should have their face up. Bending down might hurt the child’s head.

8. No one should sit beneath the see-saw, sit/stand in the middle or climb

onto it while it's in motion.

SLIDE SAFETY Slides are safe if kids are careful when using them. Here are a few guidelines to keep in mind:

9. Children should take one step at a time and hold onto the handrail when

climbing the ladder to the top of the slide. 10. Children should not climb up the slide itself to get to the top. 11. Children should always slide down feet first and sitting up, never head first

on his back or stomach.

12. Only one child should be on the slide platform at a time, and kids shouldn't slide down in groups.

13. The child should always check that the bottom of the slide is clear before

sliding down. When the child reaches the bottom of the slide, he or she should get off and move away from the end of the slide so it's clear for the next child to slide down.

CLIMBING EQUIPMENT SAFETY Climbing equipment can be used safely.

14. Children should be taught to use both hands and to stay well behind the

person in front of them and beware of swinging feet.

15. Too many children on the equipment at one time can be dangerous. Everyone should start on the same side of the equipment and move across it in the same direction.

16. When climbing down, kids should watch for those climbing up.

17. Do not allow the children to jump from the climbing equipment – especially

the yellow wheel climber.

18. Do not allow children to walk in both directions of the rope tunnel. Only after one child crosses the tunnel, can the next child start.

19. Tell the children to use both hands to climb, when they climb on the blue

rock climber.

20. When a kid is walking up the climber, no child must come out of the tunnel, or from the sliding step, as the rock climbing child’s fingers might get hurt.

21. Important: Help keep your playground clean and safe by picking up trash

and by using the equipment properly. If any part seems broken, loose, or in need of other maintenance, report the problem to the school management.

AFTER PLAYGROUND: 22. Call for your children, ask them to line up, head count and take them to

class. 23. If the children sweat too much, they can rest and dry themselves, on the

cemented place (behind class K2 A).

24. Ask the children to walk to the toilet, wash their hands and then take them to class.

25. Do not switch on the air-con immediately, as children might catch cold.

CLEANLINESS OF EQUIPMENT: 26. School management should ensure that the equipment has to be wiped

everyday.

27. Certain equipments like the wheel and rock climbing side, children use hands and feet. Hence regular wiping/cleaning is necessary.

28. Cleaners have to do a routine check everyday for sharp objects.

MAINTENANCE:

The school has to maintain all playground equipments so as that they are secure, with no loose or broken parts.

2.3 LIGHTNING PROTECTION

OBJECTIVE: Living in Singapore we are uniquely positioned closest to the equator and as result have a unique weather climate making it favorable for the production of lightning producing thunder clouds. Singapore has the highest rate of Lightning activity in the world. There is an average of 171 Thunderstorms per calendar year in Singapore, most occurring between the hours of 2pm and 6pm and lasting an average of 1-1.5 hours. GIIS has developed lightning protection to decrease the risk of injury from resultant lightning strikes to school athletes, coaches, support staff, parents and spectators. Our policy was developed using the recommendations and guidelines provided by the NEA (National Environmental Agency), SAS Lightning Protocol in regards to lightning safety.

The School’s Policy on lightning protection is:- • To implement an effective strategy to provide and maintain lightning

protection for school buildings and outdoor spaces. • To regularly review the Lightning Protection in Schools’ Policy and

Procedures. • To promote awareness of the risks of lightning strikes and the need to install

lightning protection. RESPONSIBILITIES: School Governing Bodies will be responsible for: • Maintaining lightning protection once installed. • Ensuring that all parts of the school buildings have lightning protection

installed. • Monitoring progress against the lightning protection risk assessment

recommendations.

2.3.1 LIGHTNING CONDUCTORS FOR THE BUILDING: The Management reviews that all the building parts are equipped with the lightning protection. They are maintained and reassessed on yearly basis. The endorsements for the validity of the installations are obtained on yearly basis.

2.3.2 LIGHTNING RISK ALERT SYSTEM • GIIS QT has employed a Automatic Lightning Risk Alert Sys tem that receives a

lightning risk alert by ALRAS controller via SIM card and allows to forward to other personnel hand-phone (OE and the PE coach) for the safe evacuation of the open fields in case of charged clouds in the vicinity.

• The strobe light and siren base are automatically activated on the received message alert date and time from NEA. The activation is extended automatically with the receipt of extension SMS and the activation is cancelled automatically if a cancellation SMS is received.

• ALL CLEAR – A cancelation SMS will be sent and the strobe light will stop when it is safe for return to play.

SAFE SHELTER PLEASE NOTE the Basketball court, Soccer field and the tennis courts located around the campus DO NOT have adequate safe shelter nearby. Any imminent threat of lightning should be heeded to allow ample time to evacuate these areas.

UNSAFE SHELTER

• Basketball and soccer fields, Tennis courts & carparks • Metal fences, poles or any metal structure • Open Playing fields, under trees

IF NO SAFE SHELTER IS AVAILABLE If lightning is imminent and you cannot seek shelter you sometimes have a few seconds of warning: • Your Hair may stand on end • Your Skin will tingle • Light metal objects will vibrate or you will hear a crackling sound • Avoid tall trees, metal bleachers or large metal poles and move to lowest ground • Spread out several body lengths between each person • Assume Lightning Crouch Position :

1. Put your feet together, squat down, tuck your head and cover your ears 2. When immediate threat is over evacuate to safest location available

SUSPENSION AND RESUMTPION of PLAY CRITERIA

2.4 FIRE FIGHTING AND EMERGENCY EVACUATION : OBJECTIVE: The aims of this policy are to prevent fires and, in the event of a fire or other emergencies, to prevent injuries, loss of life, or damage to property. It is based on the applicable fire prevention codes in Singapore as set by the SCDF. RESPONSIBILITIES:

• All members of the school are responsible for respecting this policy and for familiarizing themselves with the locations of fire alarms and evacuation routes in the areas they occupy.

• Fire wardens and Department Heads are responsible for ensuring compliance with this policy and for referring matters requiring corrective measures to the appropriate parties.

• Evacuation Monitors are responsible for guiding and instructing building occupants in the event of an emergency or practice evacuation.

FIRE PROTECTION REGULATIONS :

• Persons refusing to respect the no-smoking policy in school premises should be reported to their immediate supervisor or to the school Management. .

• Acts of tampering or vandalism of fire protection devices (fire alarms, emergency exits, exit doors, exit lights, sprinklers, detectors, etc.) should be reported immediately to Security post.

• Safe evacuation routes are to be maintained at all times. In particular, corridors, stairways, and fire escapes are not to be used for storage.

• Quantities of combustible material (paper, cardboard, etc.) and flammable materials (solvents) should be kept to a minimum, and stored in appropriate locations. Users of laboratories are referred to the Safety Manual for more details on the storage of flammable solvents.

• Defective electrical equipment, such as frayed cords, loose connections, and overheating equipment should be taken out of service without delay and appropriately tagged.

• Suspected leaks of natural gas are to be reported immediately.

WHAT TO DO IN CASE OF FIRE:

• Establish a fire safety plan. • Evacuate students in immediate danger. • Sound the alarm. • Perform any fire drill duties assigned to you. • Fight the fire with the proper equipment only if you are not putting yourself or

anyone else in danger. DO NOT FIGHT the fire if it is spreading rapidly or blocking your exit. If you do not know how to use the fire equipment, leave the building immediately.

• Close room doors and hallway doors to prevent air movement and spread of smoke.

• DO NOT PANIC. Advise students that the fire plan is in operation and remain calm. Your confidence and judgment is extremely important and will prevent panic.

2.5 SAFETY AT LABS School laboratories allow students hands-on experience with chemicals and specimens. Safety in the laboratories is extremely important for the student using the chemicals as well as for students in the rest of the room. Safety rules have been developed to ensure and support safe practices.

2.5.1 GENERAL RULES OF SAFETY IN LABS:

1: No eating or drinking in the lab. This means no gum, cough drops, applying chapstick, chewing hair ends, holding a pencil in your mouth, nail-biting, etc.

2: Handle everything as if it's pathogenic. Handle everything in the lab as if it is a bacterium that can cause infection. Use good microbiological practice. Soil and water samples that students try to culture in class or for a science project should be handled with standard microbiological practice under adult supervision. Autoclave sterilize for 0.5 hr or flood with freshly prepared 10% bleach for 0.5 hr and rinse before disposing in the regular trash.

3: Keep flame and flammable solutions far apart. Keep all solutions far away from any flame. Set up students' work stations closer to the door than to any flame maker. For example, place students between the flame and the exit so that, in case of fire, they may escape. Also keep any alcohol beakers at separate benches or lab stations far from the flame.

4: Keep electrical equipment far from water. Additionally, keep all areas around electrical equipment dry at all times. As in keeping the flame at separate benches away from flammable materials, consider keeping any electrical equipment at benches away from water fountains.

5: Clean spills from the outside IN. Apply paper towels over the spill, then, carefully starting from the outside, wipe in.

6: Use proper safety protection --- fume hood, goggles, gloves and any other safety protection available. . NOTE that latex allergies can develop!

7: Always clean glassware before you use It to be sure that residues are cleaned away. Add at least some water first, before adding any liquid or solid solutes.

8: Be careful weighing out chemicals and reagents. Do NOT return excess materials to the stock container.

9: Check all waterbaths with a thermometer before putting your hand into the water.

10: All sharps (needles, razors, pins, toothpicks) should be discarded in a sturdy container. A coffee can with plastic lid works well. Cut a small slit in the lid and make a bright clear label for the can.

INSTRUMENT SAFETY Physics instructors will usually provide directions for each type of instrument or machine students use, but there are also some general rules students should follow. • Whenever working with electrical equipment, students should turn the

machines off or set them in a "standby" or "rest" mode before unplugging them. Machines running on full electricity can create a spark or shock if unplugged, potentially resulting in injury or fire.

• Students should never perform maintenance with a piece of equipment plugged into a power supply.

• If equipment breaks, students should immediately consult the instructor.

Some equipment can contain dangerous chemicals or components; for instance, thermometers may contain mercury, which is poisonous. Students should never clean up or touch a substance if they are not sure what it is or how to handle it.

The rules of chemical laboratory safety are the same for professionals and for students, unless a supervisor or teacher is responsible for ensuring adherence and the students are new to laboratory safety.

3. No food or drink must ever enter a chemical laboratory so as to avoid ingestion of chemical contaminants. Nothing should enter a laboratory, such as book bags, hand bags, food or drink, that is not required for work.

4. A chemical tracking system accounts for every container of chemical, and its contents, usually to the gram. The information in the system includes source, type of container, hazardous classification and expiration date.

VIGILANCE

5. Never leave experiments or Bunsen burners unattended. Ensure that gas, heating elements and water are turned off before leaving the work bench.

2 Duties of Contractor

• The contractor is contractually obligated to provide a safe / comfortable and secure transport facilities as per contracted agreement. The Tranport Contractor shall also abide all rules and regulations within the school agreement and as legally required. The contractor shall also: 1. Plan his own bus routes 2. In the event of an injury the Student / teacher involved should;

Hazard Reporting

On identifying a hazard, staff must act as quickly as possible to eliminate it. 3.5 Annexure 5 : Emergency Action/Response Plan to deal with any spillage of Hazardous Substance

1. How to block off the area contaminated by the hazardous substance?

• Isolate the area. • Allow access to only those involved in the spill cleanup. • Determine the extent of the spill. Keep doors closed. • Avoid spreading contamination to other areas. • Have a person who is knowledgeable about the incident and be available

to talk to or assist Emergency Personnel • Notify your Work Lead.

2. How to notify the HS licence holder (School ), SCDF,PCD of the incident?

• It is to be notified to the above authorities according to seriousness of the

spillage, in terms of how it happened, the extent of the spillage, what actions were taken immediately so as to help the authorities evaluate the situation to bring out more safety measures.

3. What immediate actions to be taken by the ground staff to contain spills/leaks

and actions to be taken by the HS Licence holder upon being informed? • Immediate action would be to contain the spread by spreading sand or dry

earth on the spillage. • If it is an acid spill neutralize with Baking soda, if it is a base spill

neutralize with vinegar. • Check the area with some litmus paper for complete neutralization. • Make sure the spill doesn’t run into drain traps or outside the lab. • Cordon off the area with a red tape and a person stationed there and

hazard sign board placed in front, if it is a major spillage. • Open the doors and windows for ventilation.

4. What are the emergency equipment to be contained at the Storage area

(such as personal protection equipment, absorbents, salvage tools, and oversized drums); • Chemical splash goggles, Lab-coat, chemical resistant lab-apron,

chemical resistant gloves, First-aid box, Hands-Free eye-wash stations for personal protection.

• Bucket full of sand with a scoop, Diatomaceous earth for absorbents.

• Small and large broom with dust pans, mop and bucket, water sink to capture water, big plastic bags, detergent soap etc... for thorough clean-up.

• MSDS of the hazardous substance that are stored are kept in the storage area

• Yes, and also the MSDS of the hazardous substances we store is read and understood by the lab-assistants.

5. How to decontaminate the area (including collection and disposal of all wastes)and return the situation to normal; • After scooping out all the neutralized sand and other absorbent material

into strong plastic bags wash the area with lots of soap and water many times.

• For disposal of any hazardous waste the school will take the services of PURECHEM VEOLIA, Environmental Services Pte Ltd.
