    THE CREATION OF THE GLOBAL ENVIRONMENTAL ORGANIZATION

    (GEO)

    ARTICLES OF AGREEMENT

    The Government on whose behal f the present Agreement is signed

    agrees as fol low s:

    EXPLANATORY ARTICLE:

    The creat ion o f the Global Environmental Organizat ion (GEO) is to s olve

    the Environmental Prob lems in land, water and air that wi l l resul t o f

    Global Warming and Cl imate Change to be experienc ed by Al l Nat ions

    that will lead us to a “Manmade Monster Problems of Point of NoReturn” to “Second Noah” abuse to our environment were beingimplemented by “Heartless and Soulless” Greedy corporations, nations,organizat ions, corrupt government of f ic ia ls , who are cont inuously

    suc king the Blue Planet Mother Earth natur al weal th.

    The Technical Technology f rom Envi ronmental Agencies such as:

    Convent ion on Biological Diversi ty (CBD) Conference of the Part ies

    (COP10) United Nat ions (UN) United Nat ions Framework Conv ent ion on

    Cl imate Change (UNFCC) United Nat ions Environment Prog ram (UNEP)

    Finance and UN-backed Principle for Responsible Investment (PRI)

    under the UN Agency the World Metrologic al Organization (WMO)is

    enough to so lve the Global Warming Problems and Cl imate Change

    Real Problem: As ide f rom Greedy Abu sers of Envi ronment the real

    pro blems to have the Solut ion s is the Financial Requ irement that needs

    US$300Bi l l ion++ yearly to s tart Enviro nm ental Projects Solu t ions with a

    total funding requirement of US$6Tri l l ion++ for 20 years Marshal l

    Environmental Projects Program. GEO wi l l solve the f inancial

    requirement throu gh ASBLP-UFO 1,000+++ Aff i l iated Banks w orldw ide

    that wi l l conv er t the present Envi ronmental Problems into Sustainable

    Solut ion s that wi l l create m i l l ions to bi l l ions of permanent sustainable

    employm ent wor ldwide.

    INTRODUCTORY ARTICLE

    The Global Environmental Organizat ion (GEO) is establ ished in

    compl iance to the Creat ion of Universal Fund Organizat ion (UFO)

    Art ic les o f Ag reement I , Sect ion 1, No. 5 off ic ial ly c reated u nder the LOI

    No. 777-14 dated September 16, 2014 and being part of th e CGRUP- 

    TRUST created under LOI no. 780-15 and on the Global Trade

    Organization (GTO) Art icle VIII , Section I, Letter (c) issued by King

    Antho ny Sant iago Mart in-Windso r and shal l operate in accordance w i th

    Purposes

    Sect ion1. To A l l Nations

    The purpo ses of the GEO are the fol lowing :

    A. TO STOP THE ENVIRONMENTAL DESTRUCTION OF THE MOTHER EARTH

    THAT WILL RESULT INTO MONSTER PROBLEMS OF GLOBAL WARMING

    AND CLIMATE CHANGE THAT EVERY BODY (HUMANKIND) ARE ALL

    LOSSERS, INCLUDING THE ENVIRONMENTAL CULPRIT VIOLA TORS

    B. TO INFORM THE PEOPLE OF THE GLOBE THAT WE ARE ALL

    Members and Start ing Capi tal of GEO

    Sect ion1. Membership

    The GEO Members are all the Nations members and non-members of theUnited Nations (UN) including qualified Non-Government Organization (NGO)

    are qualified to be a member of the GEO  Sect ion 2: Au thor ized Capi tal

    The Authorized Capital of the Global Environmental Organization (GEO)  willstart from Three Point Three Tri l l ion United States Dol lars(US$3,300,000,000,000.00  ) to Seventy Seven   Tri l l ion   United StatesDol lars  (US$77,000,000,000,000.00  )

    Sect ion 3: Resources o f GEO

    The Resources of GEO of initial Cash coming from UFO, In-kind from payment of Old Loans from IBC-TRUST and New Loans from ASBLP-UFO1,000 +++ Affiliated Banks, GTO, and from CGRUP-TRUST

    ARTICLE IV

    ENVIRONMENTAL PROJECTS PRODUCED NATIONAL PRODUCTS

    Sect ion 1: Envi ronmental Projects produced National Produc ts

    Environmental Projects that will produced National Products will be givenMaximum Guaranteed Income of Ten Percent (10%), Ten Percent (10%) andTen Percent (10%) after deducting total cost of Productions, includingtransportation from Nation (Seller) under the Fixed Flexible Formula (FFF)base on Nation/s location/s  through Global Trade Organization (GTO) 

    ARTICLE V

    MANDATORY INSURANCE

    Sect ion1: Mandatory Insur ance to Al l Environmental Projects

     All Environmental Projects received loan/financed by the ASBLF-UFO 1,000+++ Affiliated Banks will apply Mandatory Insurance by the Project Proponent

     /s to avoid Project Proponent financial disaster.

    Sect ion 2:   Insurance Premium will always be part of the Loan Assistance  to be extended to Project Proponent/s

    Giving Priority to Environmental Agricultural Projects and perishable products,No Environmental Projects will be implemented without Insurance one of theglobal organization of CGRUP-TRUST will be insured all Projects/NationalProducts

    (e) With the following project/s objectives; 1st   To help to uplift the livingconditions of the people of the world particularly the poor 2 nd To protect theMother Earth from total Environmental destruction and 3rd  To Return Back thefaith of the people in One God

    Sect ion 2: Limitat ions of Financing Environmental Projects that

    produ ced Nat ional Products of Member/Nat ion/borrow erLimitation of financing Environmental Projects on member/nation/borrower willbe based on yearly consumption and reserve globally produced particularly onthe perishable National Products, quarterly, yearly Products Buying will be

     provided three (3) moths before the 1st  day of the new year

    Sect ion 3: Env ironm ental Projects f inanced by Debt Lo an of 54 Nat ion s

    to TRUST: Environmental Projects that produced National Products financedfrom the Debt Loan of 54 Nations matured and demandable from William V.Morales Mother Account payable to International Banking Commission (IBC)-

    TRUST  will be recognized and be continued under Marshall Project ProgramEnvironmental Projects that produced National Products from illegallyreleased Funds from the World War I and II Reparation Fund the Uncut USDollars will be denied and be discontinued with reservation under the GlobalFinancial Nucleus Regulatory System (GFNRS) final recommendation.

    Sect ion 4: Dealing between Nat ion/Member and the GEO

    GEO shall deal with Nation/NGO through Nation/s Environmental ProjectRepresentative Office ( NEPRO  ):(a)That will handle international policy formulation and negotiations, whilemaintaining effective coordination with domestic other branches ofgovernment(b) NEPRO  will consolidate all the agencies, committees, and bodies currentlyengaged in environmental projects and investment policy formulation andnegotiations into one comprehensive institution

    Sect ion 5: Actual locat ion of Envi ronmental Projects p roduc ed Nat ional

    Products paid by Members/Nat ions:

    (a)The GEO  shall verify if Environmental Project produced National Products

     paid to GTO came on particularly country/nation that received the Loan thatthe proceeds of the loan were used only for the purposes for which the loanwas granted, with attention to consideration of economy and efficiency andwith-out regard to political or other non-economic influences or considerations

    (b ) The GEO will verify Environmental Projects that produced NationalProducts paid In-Kind to GTO were really coming from that particularlycountry/nation/borrower

    (c) GEO will only recognize Nation Location of Environmental Project that produced National Products the Issuer of Spiritual Humanitarian

    Environmental (S/HE  ) Bond  issued by particular country/nationSect ion 6: Terms and Condi t ions of the Loan payable by Spir i tualHumanitar ian Enviro nmental (S/HE) Bond:

     Amount of Loan per S/HE Bond : Country Currency equivalent to PH$_Repayment Period : 20 yearsInterest per annum : 2.5% per annumMoratorium : 2 yearsBank Charges : Standard Charge

    Signator ies of S/HE Bond   are: President, Prime Minister, King/Sultan,

    Central Bank Governor, Nation/s Environmental Projects RepresentativeOffice/s ( NEPRO)/NTRO   and Non-Government Organization (NGO)President/ Chairman and Finance Officer/s in case of paying Debt/Loanthrough National Products

    Sect ion 7: Envi ronm ental Projects that pro duced Nat ional Produc ts f rom

    other Environmental Organizat ion

    The GEO will may allow GEO Nation/NGO Office to make, participate inother Environmental Organization, or Environmental Project implementation ifMember/s Nation/s Environmental Organization will follow and adapt the GEO

    Operat ion

    Sect ion 1: Operat ion

    The GEO Operation will be managed by the CGRUP-TRUST Holder Ownerof, IBC/ASBLP-UFO and Appointed Corporate Representative/sSect ion 2: Envi ronm ental Projects p roduc ed Nat ional Products and

    Services , Visa Free

    (a) Servic es and Visa Free

     All qualified persons, expert, professionals, skilled labor and talent will begiven Visa Free  in all GEO Nat ion m embers  (b )   Envi ronmental Projects that prod uced Nat ional Produc ts to beimplemented

    The GEO  will accept and recognize Environmental Projects financed by theTRUST/International Banking Commission (IBC), ASBLP-UFO, AffiliatedBanks, GTO, CGRUP-TRUST Member Organizations, and other Global

    c)Loan by the Envi ronmental Projects

    The Loan can be payable maximum Ninety Percent ( 90% ) In-kind NationalProducts produced by the Environmental Project to be computed equivalentto the amount of loan amount payable by the Borrower/Countries/Nationsunder Fixed Flexible Formula ( FFF)   Sell, Sell, Sell ( SSS)   Scheme of 10%-10%-10% Maximum Mark-up of Ten Percent (10%)

    (d) Calam it ies , events beyond control and war are reasons for moratorium of payment of Loan/s principal and interest or loan restructuring to be given toborrowers

    Sect ion 4: Method of Meet ing s Liabi l i t ies of the Nat ion/NGO Bo rrow ers

    in c ase of Defaul ts.

    In case of default on loans made, participated in, or guaranteed by the

    Nation/NGO/Borrower (Project Proponent):

    a.)Nation/NGO: Nation Environmental Project Representative Office ( NEPRO  )shall make such arrangement as may be feasible to adjust the obligationsunder the loans, including optional arrangement of restructuring the loan

    b.)The Nation/NGO Environmental Project Representative Office( NEPRO  )shall make such arrangement as may be feasible to adjust theobligations under the loans, including optional arrangement of restructuring orto become a Managing Partner/ s or sell partial/all ownership of the Company

    (Project Proponent) implementing production, processing and manufacturingof the Nation/s National Products

    ARTICLE IX

    What is the Type of Environmental Problems/Projects

    Environmental Problems/Projects are all projects related to EnvironmentalProtection of Mother Earth on land, water and air are the following:1.Greenhous e Gases Emiss ion: Includes the carbon dioxide, methane andnitrous oxide have reached their highest level since the beginning of industrialage, and this despite the recent economic slowdown

    A. Carbon Dioxid e: represent 63.5% of the total green gases emission causeby human activities, emission coming from:1.) Burning of fossil fuel (Oil)the world is dependent of using 99% on Oil asfuel, millions of barrel were burned daily for industrialization and development

    Organizat ional Management

    GEO   shall develop an effective system for individual Nation/s with thecoordination of individual NEPRO   to know in advance the sector/s needEnvironmental Infrastructure Investment through establishment of an effectiveEnvironmental infrastructure investment database to be used as reference in

     providing Loan Assistance to the National Government for the development ofthe needed infrastructure for smooth and faster production, movement ofNational Products and Services

    Sect ion 4: Land Ownership

    Investment in particularly Nation/s Member of GEO  need not to change theownership condition particularly on land ownership, utilization anddevelopment of natural resources it must be retained to the Nation/s Membersof GEO, Investment Fund to be used in the development of EnvironmentalProjects will be through Loan/Debt by Nation Member of GEO payable inS/HE Bond on Cash (minimum 10%) and In-kind National Products (maximum90%)

    ARTICLE XII

    Wi thdrawal and Suspension o f Memberships f rom GEO

    Sect ion1: Right of Members to Withdraw

    Only the Nation/NGO Representative/s will be suspended, deleted, the GEO  Membership will continue to its normal environmental project implementation.Members cannot withdraw as member/s from GEO   unless all financialobligations has been paid by the Members Nation/NGO in Cash, EquityOwnership or In-kind

    Nation Member/s   of GEO after fully paid may any time Withdraw bytransmitting a notice in writing to the GEO and UFO  at its principal office/s.Withdrawal shall become effective on the date such noticed is received

    Sect ion 2: Take-over of Ownersh ip to GEO

    (a) If a Project Proponent/s used the Loan Proceeds to activities related towar, logistic arsenal, firearms, illegal drugs and other illegal activities

    (b) If a member (Project Proponent/NGO) fails to fulfill any of its obligations toGEO and UFO , without valid legal reason/s, GEO  will Take-over as Owner/sand suspend or permanently terminated its former (Project Proponent)Owner/s membership as the case may be. The suspended Project ProponentStockholder/s/Owners/s shall automatically cease to be a member One (1)year from the date of its suspension unless decision is taken by the GEO and

    UFO Board of Trustees to restore the members to good standing. Whileunder suspension a Owners/Stockholders/Project Proponent shall not beentitled to exercise any rights under this agreement except the right towithdraw, but remain subject to obligation

    Sect ion 3: Set tlement of A ccou nts wi th Project Proponent /Owners to

    GEO to be a Member:

    (a)When Project Proponent/ members of GEO ceases to be a member, itshall remain liable for its direct obligation to the GEO  and for its contingent

    liabilities to the UFO as long as any part of the loans and guaranteesconducted before it cease to be a member are outstanding

    (b) When Project Proponent Members of   GEO   ceases, the GEO willforeclosed and take possession and continue the operation of theCompany/NGO, the GEO Project Proponent members have the option torepurchase priority for one(1) year

    (c) Partial settlement of account/s is acceptable after the final evaluation of theGEO and Global Financial Nucleus Regulatory System (GFNRS)   Board of

    Trustees for restructuring the scheme

    (d) Failure of one (1) or more Project Proponent/s Members of GEO Members  is not 100% ground for termination of all Project Proponent for being amember

    (e) Cash and In-kind (National Products) is acceptable for Settlement of payment of Obligations of Project Proponent to GEO

    ARTICLE XIIIStatus , Imm un it ies and Privi leges

    Sect ion 1: Purpose of the Art ic le

    To enable the GEO  to full the functions with which it is entrusted, the status,immunities and privileges set forth in this Article shall be accorded to the GEO  in the territories of each ASBLP-UFO Affiliated Banks member/country/nation

    Sect ion 2: Status of GEO

    The GEO   shall poses full juridical personality as Private or a Quasi-Organization (like the Universal Fund Organization (UFO) through Letter ofInstruction (LOI  ) from King Anthony Santiago Martin-Windsor, and in

     particular, the capacity

    (i) to contract(ii) to acquire and dispose of immovable and movable property;(iii) to institute legal proceedings

    Sect ion 3: Posi t ion o f the GEO with Regards to Jud icial Process

     Actions may be brought against GEO only in a Supreme Court of competent jurisdiction in the territories of a member/country in which the GEO has anoffice, has appointed an agent for the purpose of accepting service or noticeof process, or has issued or guaranteed securities, No action shall, however,be brought by members or person acting for or deriving claims from members.The property and assets of the GEO shall, wherever located and by whoeverheld, be immune from all forms of seizure, attachment or execution before thedelivery of the final judgment against the GEO

    Sect ion 4: Immuni ty o f As sets f rom Seizure

    Property and assets of the GEO, wherever located and by whoever held, shallbe immune from search, requisition, confiscation, expropriation or any otherform of seizure by executive or legislative action

    Sect ion 5: Imm uni ty of A rchives

    The archives of the GEO shall be inviolable

    Sect ion 6: Freedom of As sets f rom Rest r ic t ions

    To the extended necessary to carry out the question provided for in this Agreement and subject to the provisions of this Agreement, all property andassets of the GEO shall be free from restriction, regulations, controls andmoratoria of any nature

    Sect ion 7: Privi lege for Commun icat ion

    The official communications of the GEO shall be accorded by each member

    the same treatment that it accord to the official communications of the othermembers/countries

    Sect ion 8: Immunit ies and Privi leges of of f icers and Employ ees

     All governor, executive directors, alternates, officers and employees of theGEO shall be immune from legal process with respect to act performed by

    them in their official capacity except when GEO waives this immunity(i) Not being local nationals, shall be accorded the same immunities

    from immigration restrictions, alien, registration requirements andnational service obligations and the same facilities as regardsexchange restrictions as are accorded by members to therepresentatives, officials and employees of comparable rank of theother members

    (ii) Shall be granted the same treatment in respect of traveling facilitiesas in accorded by members to representatives, officials and

    employees of comparable rank of other membersSect ion 9: Immuni ty f rom Taxat ion

    (a) The GEO, its assets, property, income and its operations andtransactions authorized by this Agreement, shall be immune from alltaxation and from all custom duties. The GEO shall also immune fromliability for the collection or payment of any tax/duty

    (b) No tax shall be levied on or in respect of salaries and emoluments paidby the GEO or executive directors, alternates, officials or employees ofthe GEO who are not local citizens, local subjects, or other localnationals

    (c) No taxation of any kind shall be levied on any obligations or securityissued by the GEO by whoever held.

    (i) Which discriminate against such obligations or securitysolely because it is issued by the GEO; or

    (ii) If the sole jurisdictional basis for such taxation is the place orcurrency in which it is issued, made payable or paid or the

    location of any office or place of business maintained by theGEO

    (iii) No taxation of any kind shall be levied on any obligation orsecurity guaranteed by the GEO by whoever held

    (iv) Which discriminates against such obligation or security solelybecause it is guaranteed by the GEO; or

    (v) If the sole jurisdictional basis for such taxation is the location ofany office or place of business maintained by the GEO

    Sect ion 10: Appl icat ion of Art ic le

     All nations/countries were the ASBLP-UFO Affiliated Banks are located andinterested to have Fresh Funds available to finance Environmental Projectsand Ready Buyer of All National Products under Free Tariff of All National

    Products under the Fixed Flexible Formula ( FFF  ) SSS- Maximum Mark-up of10%-10%-10% can avail funding for Environmental Projects infrastructure, production, processing, manufacturing, packaging, storage, warehousing,transportation, operation and operation production of Environmental Projectsof their country/nation shall take such action as it is necessary in its ownterritories/countries for the purpose of making effective terms of its own lawthe principles set forth in this Article and shall inform the GEO/ASBLP-UFO1,000+++ Aff i l iated Banks of the detailed action which it has taken

    ARTICLE XIV

    Amendments

    (a) Any proposal to introduce modifications in this Agreement, whetheremanating from NEPRO   members/countries, GEO , UFO, GFNRS, officials,employees shall be communicated to the office of GEO  Board o f Trus tees  (b) Notwithstanding (a) above, acceptance by the GEO Board of Truste esmentioned is required in the case of any amendments modifying  (c) Amendments shall enter into force for all members three (3) months afterthe date of formal communication unless a shorter period is specified in thecircular letter/GEO official letter

    ARTICLE XV

    Interpretat ion

    (a)Any question of interpretation of the provisions of this Agreement arisingbetween any NEPRO   Nation   members GEO or between any NEPRO  members of the GEO  shall be submitted to GEO Board of Trus tees  for theirdecision

    (b) In-any-case where the President have given a decision under (a) above,

    any member may require that the question be referred to the GEO Board ofTrustees, who’s decision is final.

    (c) Whenever a disagreement arises between the GEO and a NEPRO/Scountry/nation/member which has ceased to be a member, or between theGEO and any members during the permanent suspension of the NEPRO,such disagreement shall be submitted to arbitration by the tribunal of Five (5)arbitrators, one appointed by the GEO, another by the country/member wherethe GEO located and an umpire who, unless the parties otherwise agree, shall

    be appointed by the President of the Global Financial Nucleus RegulatorySystem (GFNRS), and Universal Fund Organization (UFO), and Global TradeOrganization (GTO) or such other authority as may have been prescribed byregulation adapted by the GEO. The umpire shall have full power to settle allquestions of procedure

    ARTICLE XVI

    App roval Deemed Given

    Whenever the approval of ASBLP-UFO Bank Authorized Signatory King

     Anthony Santiago Martin-Windsor through Letter of Instruction ( LOI  ) for theofficial creation of Global Environmental Organization ( GEO  ) to serve as theEnvironmental Projects Regulator of all projects to be financed by the ASBLP-UFO 1,000+++ Affiliated Banks and organization members of CGRUP-TRUSTand International Banking Commission (IBC) worldwide is required beforeany act may be done

    ARTICLE XVII

    Li fe of the Global Environmental Organizat ion (GEO)  

    The Life of the Global Environmental Organization ( GEO  ) is for minimum ofOne Hundred (100) Years and future life of operation will based on the Life ofthe ASBLP-UFO (Universal Fund Organization) to implement the mandatedtask embodied on the Articles of Global Environmental Organization (GEO),Seven (7) years before the expiration of the 100 years life period of GEO,GEO Authorized Officer/s will inform the Host Nation Government where theGEO located their position to continue for another 100 years or terminate theoperation of GEO

    ARTICLE XVIII

    Host Nat ion Government Lim i tat ion on Global Envi ronm ental

    Organization (GEO)

    Host Nation Government participation in Operation and Management of theGlobal Environmental Organization ( GEO)   is limited to domestic/local issuesand territorial jurisdiction, outside the Host Nation territorial jurisdiction isdiscretionary decision of the GEO to have the services and the support of theHost Nation Government resources
