Program Details Program Description/Services: The Australian Council on Smoking and Health (ACOSH) works to protect the population from the harmful effects of second-hand smoke exposure by reducing smoke drift among multi-unit housing (strata-titled properties) and public housing. This is achieved through the implementation of community incentives, legal assistance and training to strata managers and residents. Smoke-free Strata Housing Incentive Scheme: The ACOSH smoke-free strata housing incentives assist multi-unit apartments to implement a smoke-free by-law at the property. ACOSH has partnered with law firms and strata consultants and negotiated a reduced price for legal assistance. The law firms assist to draft schedule two by-laws that ban smoking on common property, provides that smoking within a lot must cause no nuisance or interfere with peaceful enjoyment. The ACOSH grants provide legal support to members of the community exposed to second-hand smoke at their multi-unit apartments. Please see the application form and guidelines for the grants attached. Please note this is exclusive to Western Australia. Smoke-free Seminars: Strata Community Australia (SCA) (WA), ACOSH and Cancer Council of Western Australia organize smoke-free living seminars to strata managers and residents living in multi-unit apartments. The seminars aim to increase level of knowledge and affirmative attitudes to dealing with smoke drift disputes in multi-unit housing and provide information and legal assistance on how to implement a smoke-free by-law. Advocating for a change in the 1985 Strata Titles Act:ACOSH, alongside other partners in Western Australia are advocating to change the Strata Titled Act 1985 to specify that tobacco smoke is a nuisance which unreasonably interferes with the use and enjoyment of the property by others and introduce a model by-law that would prohibit smoking where it causes a nuisance or hazard or otherwise interferes unreasonably with the use or enjoyment of the property by another resident. These amendments will provide strong authority to enact smoke free areas and comprehensive smoke free properties and provides all owners and residents with clear direction on this issue. Program Details Program Description/Services: The American Lung Association has created a variety of free tools and resources to assist multi-unit housing properties – including public housing – with going smokefree. These include “Smokefree Housing in Multi-Unit Housing: Steps for Success Online Course,” smoking cessation resources, fact sheets and videos and success stories. The American Lung Association and the Anthem Foundation have come together on the Smoking Cessation for Low Income Housing Residents Initiative to give public housing residents in select communities access to proven-effective tobacco cessation services through the Lung Association's Freedom From Smoking® program. With funding from the Bristol-Myers Squibb Foundation, the American Lung Association assists public housing authorities (PHAs) to foster a smooth transition in 10 states (Alabama, Arkansas, Illinois, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Texas and West Virginia) by sharing best practices from its many years of experience with implementing smokefree housing policies and providing quit-smoking support to residents who are ready to quit. The American Lung Association, with a grant from the CVS Foundation and in partnership with the National Urban League, offers free smoking cessation resources to the African American community in four cities (Atlanta, Chicago, Indianapolis and Washington, District of Columbia). The American Lung Association, with support from the Robert Wood Johnson Foundation and in partnership with Mental Health America, is conducting the Smokefree at Home project to facilitate the successful implementation of the U.S. Department of Housing and Urban Development (HUD)'s smokefree housing rule and improve health outcomes for all residents, including people living with behavioral health conditions. The Smokefree at Home project is ensuring that public housing authority (PHA)

staff, behavioral health advocates and residents possess the skills and educational resources necessary to implement smokefree policies. The project is also equipping PHA staff with the skills necessary to communicate properly with residents so that the policy is enforced as well as teaching them how to respond appropriately to the needs of residents who may have difficulty understanding or adhering to the new policy. This project ensures that HUD’s smokefree housing rule is implemented in a manner that assists those with behavioral health disorders with compliance, while avoiding evictions and protecting some of the most vulnerable people in the public housing population and the country as a whole. The American Lung Association is working in states across the U.S. to reduce secondhand smoke exposure and increase the number of smokefree multi-unit housing policies. Program Details Program Description/Services: The MDH Tobacco Prevention and Control Unit (TPC) awards $3.2 million in state grant funds to organizations, tribal governments and urban American Indian organizations through the Tobacco-Free Communities and American Indian grant programs. One of the grant focus areas is smoke-free multi-unit housing or housing. There are 6 Tobacco-Free Communities grantees working on smoke-free housing. The MDH Office of Statewide Health Improvement Initiatives (OSHII)

MDH provides funding to the Association of Non-Smokers-Minnesota’s Live Smoke Free Program, the American Lung Association of Minnesota and the Public Health Law Center to provide technical assistance to MDH grantees working on smoke-free multi-unit housing and smoke-free housing. MDH is working on an evaluation of local smoke-free housing work. For this evaluation, MDH and local public health have recruited rental properties that are in the process of passing smoke-free housing policies. Residents of these properties will be surveyed one month prior to, and six months after, implementation of the smoke-free housing policy in their building. Data from these surveys will allow us to examine changes in cigarette use, exposure to secondhand smoke, and quit attempts from pre- to post-policy implementation. Program Details Program Description/Services: NYC Smoke-Free, a program of Public Health Solutions, works to protect the health of New Yorkers through tobacco control policy, advocacy and education. We partner with community members, legislators, and health advocates to support local efforts to end the devastating tobacco epidemic throughout NYC where close to 1 million residents smoke. Our advocacy efforts serve to foster environments that support the prevention and reduction of tobacco use through the development and reinforcement of tobacco-free norms in communities throughout New York City. Our motivation behind this development is to identify how exposure to secondhand smoke is currently being addressed across the state of Ohio and determine the best possible approaches to assist citizens and communities in prevention and control efforts. The workgroup convenes 4 times annually on a quarterly basis. The OSFMUH plans to improve statewide partnerships amongst public health advocates, property managers/owners, residents, and concerned citizens through education, training, technical assistance and policy change in order to protect Ohio residents from involuntary exposure to secondhand smoke.

Through the Evaluation & Assessment initiative, the workgroup will survey property owners/managers and residents to gain a baseline for environmental and policy change toward SFMUH in Ohio. This survey will assess the scope of renters’ exposure to secondhand smoke, the market demand for smoke-free living, property owner’s/manager’s opinions about no-smoking policies and evaluate the effectiveness of voluntary policies currently implemented in Ohio.

Through the Communication & Media initiative, the workgroup will develop a monthly/annual schedule for the dissemination of communication and promotional material, with avenues used to reach targeted audiences, to publicize technical assistance and communicate current and relevant information in an effort to connect the community at large to our statewide effort while encouraging involvement through items such as a newsletters, blogs, websites, or email bulletins.

Through the Awareness & Education initiative, the workgroup will plan an event to recognize a Smoke Free Multi-Unit Housing to educate and bring awareness to the effects and harms of secondhand smoke to families living in multi-unit housing and encourage them to take a pledge to live smoke free in Ohio.

Through the Prevention & Technical Assistance initiative, the workgroup will design a response-outreach system when any of three specifically identified incidences occur and provide technical assistance in implementing smoke-free policies in multi-unit housing to targeted populations:

(1) When new multi-unit housing construction/developments arise in each region of the state, an assigned liaison is alerted to provide a “courtesy-contact” to offer support and assistance with developing a smoke-free multi-unit housing policy prior to the properties development; (2) When multi-unit housing property fires occur, the assigned liaison for that area will be alerted to provide a “courtesy-contact” to property managers/owners to offer support and assistance with implementing a smoke-free multi-unit housing policy on their property; and (3) When secondhand smoke nuisances occur in multi-unit housing units, the assigned liaison is alerted to provide a “courtesy-contact” to offer assistance with implementing a smoke free multi-unit housing policy in the home and on the property. Through the Best Practices & Policy initiative, the workgroup will develop and outline a specific

criterion that ensures a 100% comprehensive smoke-free multi-unit housing policy to set a standard for recognizing properties who reach a top score from the model rubric. Those properties will receive wrap-around technical assistance, a certificate/plaque recognizing the property as 100% smoke-free, and free promotional items/signs from ODH to promote a smoke-free living environment to the public.
