FDX
Flight Data eXchange (FDX) is an aggregated de-identified database
of FDA/FOQA type events that allows IATA to identify commercial flight
safety issues which may not be visible to an airline with a dataset limited
to their own operations.
Airlines use FDX to identify flight safety issues by querying a shared,
de-identified, database holding a wide range of safety measurements.
IATA uses collated FDX data when working with States to mitigate
safety risks and improve flight efficiency.
For example, airspace redesigns have been carried out to mitigate
mid-air collision risk.
FDX What is FDX?
FDX How does it work?
Raw data from the aircraft
is downloaded routinely
for FOQA/FDM/FDA
In FDX, airlines submit flight
data to IATA*
where it is processed using a
common event set,
de-identified results are
integrated into a database with
inputs from multiple
operators,
to generate global trends,
rates and training materials
and to support advocacy work
Data is processed
internally by the airline
or its service provider or
Flight Data Connect
for FOQA/FDM/FDA
Airline A
Airline B
(*) IATA works with Flight Data Services as its collaborative partner for FDX data processing. Data is displayed only when there
are at least 3 operators with the same aircraft type. De-identification includes: no airline information is available, the tail numbers
and the flight numbers are written off, the flight date is set to the first day of the month.

Flight Data Exchange (FDX) In July 2017, a brand new interactive website with
much improved displays and querying tools was
launched.
Currently, more than a dozen different events are
displayed by location including Ground Proximity
Warning System (GPWS/TAWS), Traffic Collision
and Avoidance System (TCAS) events, Wind shear
warnings, Unstable approaches, Go-arounds, and
high tailwind landing events.
Website allows FDX member to compare own data
against regional or global event rates.

How is FDX used?Support to National and International Safety Teams
Commercial Aviation Safety Team (CAST) USA
ASIAS information sharing program
MoU since 2013
Share the INFORMATION not DATA
Alignment of metrics
ICAO
Regional Aviation Safety Groups and Teams (RASGs)
Brazil Aviation Safety Team (BAST)
Information provided for quarterly meetings
How is FDX used?Mitigation of mid-air collision risk Sao Paulo TMA
IATA + airlines presented to
Brazilian authority
Analysis of TCAS points and
SIDs/STARs
SIDs/STARs modified
Key point: issue known
previously by individual airlines,
but aggregate data drove
change
How is FDX used?Mitigation of mid-air collision risk Colombian Airspace
Similarly to the Sao Paulo TMA
example, aggregate data identified
a high density of TCAS
occurrences
Airlines and IATA approached the
State ANSP (RAISING
AWARENESS)
Currently work is underway to
modify airspace
Key point: issue known previously
by individual airlines, but
aggregate data drove change
How will GADM been used?Support IATA State Safety Information Program (SSI)
For Sate Safety Programs:
Provide aggregate, de-identified GADM information
Measure Safety Performance at State level
Allow Sates to benchmark against global
performance
Share the INFORMATION not DATA
Facilitate global alignment of metrics and multi-
national cooperation
Thank You
