ABOUT TEVT IN MALAYSIA

Technical & Vocational Education & Training (TVET) in Malaysia continues to play an important role in providing highly skilled labour to ful� l the needs of industry. In the context of rapidly changing global economic scenario, the development of knowledge and skills is critical in maintaining the competitiveness of various industries and sustaining the growth of a country as a whole.

To ensure the continued development of a skilled and knowledgeable workforce, the SkillsMalaysia INVITE programme was designed based on the National Occupational Skills Standard (NOSS). NOSS is a speci� cation of the competencies expected of a Skilled Worker who is gainfully employed in Malaysia for an occupational area & level & pathway to achieve the competencies.

SKILLSMALAYSIA INVITE (SMI) IS THE INTERNATIONAL TECHNICAL EDUCATION AND VOCATIONAL TRAINING (TVET) PROGRAMS IN MALAYSIA FOR “MAINSTREAMING VOCATIONAL SKILLS TRAINING”.

Level Description

PRESENTLY, BOTH PRE-TERTIARY & TERTIARY EDUCATION ARE UNDER THE JURISDICTION OF THE MINISTRY OF EDUCATION MALAYSIA, WHILE THE DEVELOPMENT OF TECHNICAL VOCATIONAL EDUCATION TRAINING SEGMENT HAS BEEN PLACED UNDER THE CARE OF THE DEPARTMENT OF SKILLS DEVELOPMENT (DSD) – ENABLING TVET PROGRAMMES TO RECEIVE THE NECESSARY TECHNICAL FOCUS & EMPHASIS LEVERAGED THROUGH THE RESOURCES OF THE MINISTRY OF HUMAN RESOURCES, MALAYSIA. THIS IS INLINE WITH THE GOVERNMENT’S VISION IN DEVELOPING MALAYSIA AS A CENTRE OF EDUCATIONAL & TVET EXCELLENCE.

TVET TRAINING APPROACH

i. Competency Based Training (CBT)

TVET in Malaysia is a Competency Based Training (CBT) which is an approach to vocational training that emphasises on what a person can actually do in the workplace as a result of education & training. The criteria used in the evalution of competencies are clearly stated & given in advance.

ii. Dual Training System(Apprenticeship Program)

The apprenticeship program aims to expose apprentices to actual situations in the industry. Apart from technical competencies, the NDTS also emphasizes human & social competencies such as team work, self monitoring, shouldering common responsibilities & the like. Approximately 70%-80% of the training is done in the industry, while the remaining 20%-30% is carried out in training instituitions, utilizing curriculum develope by the National Occupational Core Curriculum (NOCC)


TECHNICAL & VOCATIONAL EDUCATION & TRAINING (TVET) in Malaysia continues to play an important role in providing highly skilled labour to ful� l the needs of industry. Noss is a framework developed by the industry’s expert which outlines the core competencies required for a range of occupations.

ii. Lifelong Learning - Accreditation Prior Achievement (APA)

Recognition of Prior Achievement (APA) or formely known as the Accreditation of Prior Achievement is a method to give recognition to any individual who can demonstrate skills outlined in the National Occupational Skills Standards (NOSS) based on prior experience & achievements.

THE EDUCATION SECTOR IN MALAYSIA HAS GROWN TREMENDOUSLY DURING THE PAST DECADE AND MALAYSIA IS FAST BECOMING A CENTRE OF EDUCATIONAL EXCELLENCE IN THE REGION. MALAYSIA CURRENTLY HOUSES MORE THAN 70,000 INTERNATIONAL STUDENTS FROM MORE THAN 100 COUNTRIES AND IT IS PROUD TO BE THE STUDY DESTINATION OF CHOICE OFFERING QUALITY INTERNATIONAL EDUCATION. The country is set to welcome 200,000 international students inclusive of under SkillsMalaysia INVITE to study in Malaysia by the year 2020. As a new initiative to widen Malaysia as an International Hub for Education and TVET, SkillsMalaysia INVITE was launched on July 2011. At present, there are more than 80 International Accredited Centre (IACs) with more than 1500 international students undergone in varieties skills programmes. Malaysia targeted 16,000 international students by year 2020 in TVET programmes.

ANOTHER ATTRACTION FOR INTERNATIONAL STUDENTS TO STUDY IN MALAYSIA IS THE RELATIVELY COST OF LIVING. THE TOTAL COST OF EXPENDITURE FOR ACCOMMODATION, EITHER ON CAMPUS OR OFF-CAMPUS, IS REASONABLE AND WITHIN MANY BUDGETS. DEPENDING ON THE LOCATION AND CHOICE, THE AVERAGE MONTHLY RENTAL FOR A SINGLE ROOM (TWIN SHARING) PER STUDENT IS BETWEEN RM300 – RM450 TRANSPORTATION, LAUNDRY AND OTHER ESSENTIALS, BASED AN ORDINARY LIFESTYLE ARE MATED BETWEEN RM700 – RM950 (USD200 – USD270) PER MONTH. THEREFORE, THE AVERAGE TOTAL COST OF LIVING WILL RANGE FROM RM 12,000 TO RM17, 000 (USD3430 – USD4860) PER YEAR.

and training provider through

(EMGS) offi cer at meet

skillsmalaysia INVITE website (www.

skillsmalaysia.gov.my/INVITE).

ii. Applicants should submit complete

form together with supporting

documents to the acquired

accredited training centres via mail

or email. Successful applicants will be

issued a Visa with reference (VDR) by

immigration department of Malaysia

through their respective accredited

centres.

iii. Student should inform their

respective accredited training centre

on the details of their travel itinerary

and greet counter upon arrival for

documents checking. Then, student

will be led to immigration check point

for entry clearance.

PRE-ARRIVAL

ii. Student will then be managed

by the representative of their

accredited training centre

for further assistance and

enrollment.

i. Within 7 days, student

is required to undergo i.is required to undergo 3 POST –ARRIVAL

passport to the respective

APPLICATION PROCEDURES FOR

STUDENT PASS

All application for student passes by international

students are done through Malaysia education

institutions. The processing, approval and issuance

of student passes and visas is carried out by the

immigration Department in Malaysia, except from

the People’s Republic of China (PRC). Students

from the PRC have to get their visas from Embassy

of Malaysia or the council of Malaysia in the PRC.

FAMILY MEMBERS ARE NOT

ALLOWED TO ACCOMPANY

Family members of students will not be to

accompany students to stay in Malaysia for the

entire study duration.
