    ARTICLE XXGrand Lodge Inspectors

    Sec. 1 Each Grand Lodge Inspector shall be a past Master residing in the District comprising the Lodgeto which he is appointed.

    Sec. 2 PowersHe shall have the following powers:

    a. To visit the Lodge of which he is the Inspector at any time.b. To inspect the work and, if necessary, correct the same in accordance with the work as

    adopted by the Grand Lodge.c. To exercise diligent supervision over the preparation and accomplishment of the Annual

    Report of the Lodge to the end that the Annual Report, accompanied with payment ofdues and fees, is submitted to the Grand Lodge not later than January 15 of each year.

    d. To exercise diligent supervision over the annual election of the officers of the Lodge andthe accomplishment of the report thereon, and see that the election report is submitted tothe Grand Secretary immediately thereafter.

    e. To see that proper clothing be worn and the proper decorum be observed by the membersof a Lodge during meetings.

    Sec. 3 DutiesIt shall be his duty:

    a. To attend the stated and special meetings of the Lodge to which he is appointed and theLdoge of Instructions held in his District or in the Grand Lodge.

    b. To'instruct and qualify the officers of the Lodge and, when delegated by the SeniorGrand Lecturer to do so, to issue certificates of proficiency to those officers who qualify.

    c. To report to the District Deputy Grand Master the failure of any newly-elected Master orWarden of the Lodge to qualify within sixty (60) days subsequent to his election.

    d. To transmit to the Dstrict Deputy Grand Master and the District Grand Lecturerconcerned on or before the first day of March of each year an account of the work andaccomplishment of the Lodge and his official duties.

    e. To obtain the approval of the District Deputy Grand Master of any program of the Lodgeinvolving the District.

    f To assist the District Deputy Grand Master and the District Grand Lecturer concerned inthe performance of their duties within the Lodge.

    DUTIES & FUNCTIONS OF THE GRAND LODGE INSPECTORGENERAL

    Stated MeetingsAttend all Stated Meetings of the Lodge and ascertain that all applicable provisions of ourConstitution and By-laws are duly complied with.Sign all Lodge documents needing your signature; as follows:

    Minutes of the Previous Stated MeetingSecretary's Monthly Financial Report; duly audited. Treasurer's Monthly Financial Report; duly audited.

    Membership Report Special Meetings/Conferrals

    Attend all Special Meetings/Conferral of the Lodge and ascertain that all applicable provisionsof our Constitutions and By-laws are duly complied wih.

    Ask the Lodge Secretary to furnish you with a list of their Candidates on the Trestleboard,together with the pertinent dates of conferral, Orientation and proficiency examination takento ascertain that these Candidates comply with the regular processing schedules of the LawBook; as follows:

    Candidates have 3 months within which to submit himself for initiation.EAMs and FCMs have one year to comply with all regular requirements to advanceto the succeeding degree.No candidate shall be conferred a degree less than 14 days after the preceding degree.

    Candidate's OrientationEncourage and assit the Lodge in setting up its Orientation Committee:Composed of 5 members (with a past master and a chairman) to give each of the 5

    topics of the 4 orientation programs.Regular and official venue and time.Use of visual aids for more professional delivery of the lectures by the lecturers andincreased comprehension the Candidates.

    Ensure that the recommended Orientation Program according to the Tried and Provenmanual is complied with and regularly given by members of the Lodge to their Candidateis).

    Annual ElectionsEnsure that Part III, Article II, Section 2 of the Masonic Law Book (revised 1994) regardingElections is read in the months of October, November and December; and ascertain that it isduly complied with; as follows:"N o m em bershallso licit for him self or for any other m em ber of any Lodge any elective ora pp oin tive po sitio n in a L odg e, no r sha ll an y electioneerin g, ca nvassing or soliciting of votes o rsupport, for any m em ber be allow ed.     Ask the Lodge Secretary to submit a roster of the names of all the Lodge memberstogether with the dates their 3rd Degree proficiency examination was taken; or,cross-check data of elected and appointed officials with the Records Department ofthe GLP.

    Transmit a copy of the Election Returns to the Grand Secretary.When delegated by the Senior Grand Lecturer, qualify the Lights on their proficiency in theOpening and Closing of the Lodge,Conferral Rituals of their respective Degrees and thepertinent laws, rules and regulations governing the Lodges

    Issue Certificates of Proficiency to qualified Lights-elect prior to their Installation.In case any of the Lights fail to qualify, inform the District Deputy Grand Master ofsuch failure with sixty (60) days after election so that another election can held forthat particular position and subject to the same qualification.

    Annual Budget and Program of Activities For the ensuing year

    Secure a copy of the approved Annual Budget and Program of Activities of each of thesubordinate Lodges from the out-going District Deputy Grand Master or incumbentWorshipful Master to monitor and guide the subordinate Lodges in their implementation.For the succeeding yearOn the 1st Stated Meeting after the Installation, ensure that the Annual Budget and theProgram ofActiviies of the Ldoge for the ensuing Masonic Year is presented by the WorshipfulMaster and approved by the members of the Lodge.

    District ActivitiesBe diligent in attending all District-sponsored activities and encourage the members of the Ldogeto which you are assigned, especially its officrs, to attend and participate in the activities and/orproceedings.

    Cellular Phones:Announce and scertain that all Cellular Phones are turned off or in silent mode so as not todisturb the proceedings.

    Late-comers:Late-comers CANNOT enter the Lodge while it is being opened. They can enter theLodge only after the Lodge has been opened; but before or after the Reading of theMinutes.

    The Tyler should knock to announce that a brother desires admission in the Lodge.The Junior Deacon admits the brother only after the Worshipful Master raps once toattend to the request

    The Junior Deacon knocks at the door to verify the alarm.The late-comer must salute to the Worshipful Master at the Altar before taking hisseat in the Lodge.

    Brethren leaving and returning to the Lodge:Withour disturbing the proceedings;A brother who needs to leave the Lodge must salute the Worshipful Master at theAltar before leavingThe Junior Deacon knocks at the door to alarm the Tyler that a brother desires to goout of the Lodge.On the brother's return to the Lodge, The Tyler knocks to alarm the Junior Deaconwho opens the door to verily the alarm.The brother must salute the Worshipful Master at the Altar before taking his seat inthe Lodge.

    STATED MEETINGS Attendance

    Ensure that there is at least one (1) of the Lights to open the Lodge. The Lodge cannot beopened without the presence of any of the Lights.Ensure that there are at least seven (7) members of the Lodge to conduct the meeting.

    The Lodge can be opened with orrly three (3) members present; but,The meeing cannot be conducted if there are less than seven (7) members presentIn the absence of the Worshipful Master, the Senor Warden must preside in the meeting.In the absence of the Worshipful Master and the Senior Warden, the Junior Warden mustpreside the meeting.

    Date and TimeEnsure that the Lodge is opened on the regular date of its stated meeting.If the meeting is held on another date:

    Ascertain that the proper dispensation is had from the District Deputy Grand Masterand the corresponding Dispensation Fee paid.

    Have the dispensation read immediately after the opening and before the meetingproper.Without such dispensation, the meeting cannot be held.

    Encourage the Lodge to start the meeting on time as stipulated in its By-laws. Masonic Attire:Ascertain that all members present are in proper Masonic attire

    Philippine Flag is in good condition and on a flag staff Monitor:Monitors are not to be read during the entire proceedings. Encourage the members to memorize and be

    proficient at delivering their pieces and floor works according to regulations.Agenda:Ascertain that an agena is prepared by the Lodge Secretary or Worshipful MasterPresentation and retirement of the Philippine Flag:

    National Anthem is sungGrand Lodge Hymn is sung after the Philippine Flag is conducted to the EastThe Pledge of Allegiance or the prescribed "Panatang Makabayan" is recited before thePhilppine Flag is retired to its proper custodian.

    Minutes of the last stated and/or special meeting:Note that the minutes read contains all the proceedings proper to be written as approved.Ascertain that the minutes contains the Circular and Edict Numbers and titles read in theprevious stated meeting.If the Minutes of the last stated meeting is not available.The Worshipful Master or any member of the Lodge should give an oral account of

    the proceedings of the last stated meeting for comments andlor corrections by themembers of the Lodge.The official minutes should be read then in the next stated meeting.

    Sign the Minutes submitted by the Lodge SecretaryGrand Lodge Circulars and Edicts:

    All Grand Lodge Circulars, Edicts and communications must be read. The Brethren will stand only for the Edicts read.

    If too long, only the Circular/Edict number, subject and summary of contents may be readand the documents circulated to the brethren present.

    All Circulars (especially No. 12 containing announcements) and Edicts can be circulated tothe members to save time and for the members' perusal.Petitions:Before a petition is read, ascertain that ...

    All questions on the Petition Form is completely answered in the Petitioner's ownhandwriting.Two (2) 3-R full-body pictures are attached to the petitionFor plural membership, the Certificate of Good Standing must be attached to the Petition.For Affiliation, the Certificates of Demit and Good Standing must be attached to the Petition.The Petition Fee is paid and duly receipted by the Lodge Secretary

    Balloting:Before balloting of a Petition, ascertain thatThe Committee on Investigation has made its report to the Worshipful Master.

    The petition appears on Circular No. 12; the Lodge Secretary showing the circular as evidenceof circularization

    All members present must cast their ballots without exception; nobody can be allowed to leave untilafter the balloting is over.

    Examination of Candidates: Ascertain that the examination is given at the proper stations depending on the degree the

    examination is given.Ascertain that the examination is given in an audible tone heard by all members of the Lodge.Ascertain that the examiner gives the examination from memory.Ascertain the proficiency of the Candidate is satisfactory.

    SPECIAL MEETINGS /CONFERRALS Attendance Ensure that there is at least one (1) of the Lights to open the Lodge. The Lodge cannot be

    opened without the presence of any of the Lights.Ensure that there are at least seven (7) members of the Lodge to conduct the special meeting.The Lodge can be opened with only three (3) members present; but,The special meeting cannot be conducted if there are less than seven (7) memberspresentIn the absence of the Worshipful Master, the Senior Warden must preside in the opening ofthe Lodge.

    In the absence of the Worshipful Master and the Senior Warden, the Junior Warden mustpreside the opening of the Lodge.Ascertain that all the positions in the conferral are filled up.Esnure that a lecturer is available to deliver the Lecture of the conferral. In no case should theconferral be allowed to proceed if there is nobody to give the lecture.

    Date and TimeEnsure that the Lodge is opened on the regular date of its stated or special meeting.If the meeting is held on another date:Ascertain that the proper dispensation is had from the District Deputy Grand Master

    Dispensationts):Ensure that proper dispensations are obtained from the District Deputy Grand Master on thefollowing and dispensation fee(s) accordingly paid:

    More than one (1) Candidate Simultaneously on more than One (I) Candidate

    The number of candidates per conferral must not exceed five (5).Such dispensations must be read prior to the Conferral Rituals.

    Qualification:Before each Conferral, ascertain that the Candidate has complied with the following:

    Satisfactorily passed the pertinent Degree Proficiency Examination.Attended the pertinent Degree Orientation according to regulations.Updated in his petition feesAll other requirements of the Lodge

    LectureThe Lecture is an integral portion of the conferral ritual. Without it, the conferral is not consideredcompleted; hence, the conferral should not be given.

    Do not allow a conferral to proceed if there is nobody assigned to deliver the Lecture.Encourage the Lodge to practice efficient time management. It has been a common excuse todefer and dispense with the Lecture for a later date because the conferral has progressed to thelate hours of the night.If there is more than 1 Candidate for conferral, suggest for the Lodge to be opened at an earlytime to allow sufficient time for the Lecture to be delivered during the conferral.Do not allow the Lecture to be deferred or dispensed with for a later date once the conferralhas begun.

    Examination of Candidatets):If the Candidate for will take the Proficiency Examination of the preceding Degree prior to thisconferral scheduled for the succeeding degree:

    Ascertain that the Degree on which the Lodge was opened is accordingly lowered to theDegree on which the proficiency examination will be given and the Square and Compass onthe Volume of The Sacred Law at the altar is correspondingly arranged.Ascertain that the examination is given at the proper stations depending on the degree theexamination is givenAscertain that the examination is given in an audible tone heard by all members of the LodgeAscertain that the examiner gives the examination from memory.Ascertain that the proficiency examination of the Candidate in the preceding degree issatisfactory before the Conferral of the succeeding Degree can be given. No Conferral of thesucceeding degree can be given ifhis proficiency examination in the preceding degree is notsatisfactory.Ascertain that the Degree on which the Lodge was lowered for the proficiency examination isaccordingly raised to the higher Degree on which the conferral will be given and the Squareand Compass on the Volume of The Sacred Law at the altar is correspondingly arranged.

    Edictl31:Prior to a 3rd Degree Conferral, read Edict 131 on abuse and violence on Candidates and ensure that itis regularly implemented and complied with.
