In furtherance of my statement dated 11.04.2013, I further state as follows the details of how I

had been coerced to participate in and help in certain activities by persons in positions of

power for obstructing the process of law and also for abusing the process of law generally,

including the investigation of this case.

In the month of August 2010, when the former Minister of State (Home) of the State, Shri Amit

Shah, was in judicial custody after being arrested by the CBI in the case relating to the death

of Sohrabuddin in a false encounter, I was called by him several times to meet him at

Sabarmati Jail, Ahmedabad. I had complied. Owing to his influence, and because of my

privileges as the SP of ATS, I was not made to sign the visitors’ register in the jail. Shri Amit

Shah had asked me to help in obtaining the retractions of Shri Ramanbhai Patel and Shri

Dashrathbhai Patel of Popular Builders, who are important witnesses against him in the case.

As directed by him, I had met along with these two brothers Shri Bhupendrasinh Chudasama,

a senior member of the ruling party and a former Cabinet Minister, Gujarat State. The meeting

had taken place at Zilla Panchayat Guest House, Gandhinagar, in the month of August 2010.

Shri Bhupendrasinh Chudasama had stated that he had directions from the Chief Minister

Shri Narendra Modi for these two witnesses to turn hostile, in lieu of which he had stated that

the Chief Minister had promised all protection and immunity. Shri Bhupendrasinh Chudasama

had also asked Shri Ramanbhai Patel and Shri Dashrathbhai Patel to speak to the Chief

Minister on phone but they had become very nervous and had declined the offer. In the case

of Sohrabuddin and Tulsi Prajapati encounters, I was made to perform several other acts

against my will for the purpose of meddling in the investigation by the CBI. I would need time

to serialize and recount the acts in a coherent fashion.

In the latter half of 2009, when I was posted as SP (Operations) in Anti Terrorist Squad (ATS)

at Ahmedabad, Shri Amit Shah had directed me several times to watch the movements of Shri

Pradeep Sharma, who was then posted as Municipal Commissioner, Bhavnagar. He had also

asked me to put a watch on a young woman named Mansi Soni from Bhuj. I had deputed

some men of the Crime Branch (as ATS was short of subordinate staff) to follow her, as

directed by Shri Amit Shah.

On being asked I further state that in November 2011, when the SIT was about to submit its

final report to the Hon’ble High Court, a meeting was held in the private office of Shri Kamal

Trivedi, Advocate General. This office is in a building called Chambers on the SG Highway. In

that meeting, apart from me and my advocate friend, Shri Rohit Verma, the following were

present:

In this meeting, the SIT members’ roles and what to do further was discussed. There was a

suggestion to challenge the report. As I and my team members were potential accused in this

serious case, I was assured that lawyers would be made available to me and my subordinate

officers and men in the team.

In 2009, Shri AK Sharma had procured four special mobile phones manufactured by a

German company Enigma. These phones could scramble/ encrypt voice signals for secrecy

even if the phones were intercepted. One each of these instruments with was given by Shri

Sharma to Shri GC Murmu, Shri PP Pandey and me, while he used the fourth one. The sim

cards were taken by us individually, often in the name of a subordinate. I had the number

9712901345. We used to talk regarding the encounter cases and our tactics over these

phones.
