Background on the CCR Model

• The Sloan Foundation provided funding foran initiative to provide understandableinformation to citizens.

•This initiative encourages governments toproduce and publish an annual ‘state of thegovernment’ report that is no more than fourpages long.

•The reports, designed to be visually appealing, provide understandable information to citizensabout the financial condition and performanceof the government that answers the question,“Are we better off today than we were last year?”
