REAL ESTATE & RIGHT-OF-WAY FACT SHEET / MARCH 2017 GILBERT ROAD LIGHT RAIL EXTENSION RIGHT-OF-WAY OVERVIEW Every effort is made to ease property impacts; however, light rail construction does involve the acquisition of land for right-of-way. Mesa acquires only those properties necessary for light rail development and works closely with the property owners to achieve a fair and equitable purchase process. The real estate process began in late 2015 and is anticipated to last through 2017. PROJECT SCHEDULE Final design 2015 - 2016 Land acquisition process Late 2015 - 2017 Utility relocation Spring 2017 Construction 2016 - 2019 Pre-operation and start-up Early 2019 - Late Spring 2019 PROPERTY PURCHASE PROCESS Step 1: Letter of intent Affected property owners receive a letter of intent from the city’s real estate department informing them the city may need to acquire their property or a portion there of. This letter also informs the owner that an independent state- certified appraiser and environmental consultant may contact them. Step 2: Property owner input Affected property owners are asked to complete a survey to provide more information in the appraisal process. Information shared by the property owner is one element in determining the property value. Step 3: Determining property value Independent state-certified appraisers appraise each property and give the owners an opportunity to provide information that assists in the appraisal. A second independent state-certified appraiser reviews all appraisals. Step 4: Making the offer and the purchase Once the appraised value is determined, Mesa presents the property owner with a written offer to purchase the property. City representatives and the owner meet to discuss the offer. Step 5: Relocation assistance The City of Mesa provides relocation assistance as outlined in the federal guidelines located at fta.dot.gov/12304_5937.html. Should your property be identified as requiring relocation, a city representative or city-assigned consultant specializing in relocation benefits will contact the property owner(s) and tenant(s). PROCESO DE COMPRA DE PROPIEDADES

1er Paso: Carta de intencionesLos dueños de las propiedades afectadas reciben una carta de intenciones del departamento de bienes raíces de la ciudad, informándoles que es posible que la ciudad necesite adquirir su propiedad o una parte de la misma. Esta carta también informa a los dueños que es posible que un evaluador independiente certificado por el estado y un asesor medioambiental se pongan en contacto con ellos.

2o Paso: Información del/la dueño/a de la propiedadSe les pedirá a los dueños de las propiedades afectadas que llenen una encuesta para proveer más información en el proceso de la evaluación. La información compartida por los dueños de las propiedades es un elemento para determinar el valor de las mismas.

3er Paso: Determinando el valor de la propiedadLos evaluadores independientes certificados por el estado evaluarán cada propiedad y les darán a los propietarios la oportunidad de proveer información que ayude en el avalúo. Un segundo evaluador independiente certificado por el estado revisa todos los avalúos.

4o Paso: Haciendo una oferta y la compraUna vez que se determine el valor de tasación, Mesa presenta al/la dueño/a de la propiedad una oferta por escrito para comprar la propiedad. Representantes de la ciudad y el/la dueño/a de la propiedad se reúnen para hablar sobre la oferta.

5o Paso: Asistencia para la reubicaciónLa Ciudad de Mesa provee asistencia para la reubicación, como se indica en las directrices federales en fta.dot.gov/12304_5937.html. Si su propiedad llega a ser identificada como que requiere la reubicación, un representante de la ciudad o un asesor asignado por la ciudad especializados en beneficios de reubicación, se comunicará con el/los dueño/s de la propiedad y el/los inquilino/s.
