Even while Cobra orchestrated a war in Southeast Asia, Cobra HighCommand began to fall apart: Tomax and Major Bludd plotted toeliminate the new Cobra Commander with information provided bySerpentor. But when Tomax found out that the Cobra Council was beingeliminated, he quickly made his escape. Major Bludd was betrayed bySerpentor and forced to flee as well, ending up in the custody of UnitedNations troops.

Meanwhile, G.I. Joe has seen some of its facilities closed, its operatingbudget severely limited and a major change in command as Hawk wasreplaced by Duke. Now, Duke must rebuild…
