Background

2004 - In March, JETRO/AOTS started conducting seminars/

workshops on GHS in the Philippines.

- The Board of Investments (BOI), an attached agency of the

Dept. of Trade and Industry, was designated as the national

lead agency for GHS implementation.

- A GHS Multi-Sectoral Committee was formed based

the recommendation during the 2nd APEC Chemical

Dialogue in Malaysia in Sept 2004.

2005

In May 2005, the Philippines was selected by United Nations Institute for Training and Research (UNITAR) as one of the first three (3) pilot countries in ASEAN, together with Indonesia and Thailand, for its Training and Capacity Building Project for the Implementation of GHS.

during the National Review and Planning Workshop

on 13 February 2008, indicating the activities to be

Signing of GHS Legislation

A JOINT DTI-DENR-DA-DOF-DOH-DILG-DOLE-DOTC

ADMINISTRATIVE ORDER (DAO) NO. 01 Series of 2009, which

mandates the revision of IRRs of existing laws of concerned agencies

including that of emergency response was signed by eight (8)

agencies involved in the implementation of GHS and became effective

on 15 July 2009.

DENR - EMB

An important component of DENR DAO is the provision for a transition period in Section V, as follows:

 

Section V. Transition of Implementation Period  5.1 Two (2) years of transition period after the effectivity of the Order shall be provided

for

complete and strict compliance for the following:

  5.1.1 CCO Chemicals

5.1.2 PCL Chemicals

  5.2 Two years after the aforesaid transition period, this Order shall take effect on the

following :

  5.2.1 High Volume Toxic Chemicals

  5.3 A year after the aforesaid two periods, this Order shall take effect on:

5.3.1 Toxic Chemicals under the IATA and IMDG lists of dangerous goods.

5.4 On the sixth year and thereafter, similar succession for their mixtures shall be

followed.

DENR - EMB

EMB has been continuing the promotion of GHS Basic Principles and awareness raising and capacity building through seminars and lectures

EMB is collaborating with SPIK on the classification of chemicals thru a special project called “Technical Assistance and Training to Support DENR-EMB in the Adoption and Implementation of GHS Classification of Chemicals“.

DOLE – OSHC and BWC

The draft Guidelines for the Implementation Of Chemical Safety Program In The Workplace incorporating the provisions of GHS has been prepared by Occupational Safety and Health Center (OSHC) and the Bureau of Working Conditions (BWC) under the Department of Labor and Employment (DOLE). Several consultation meetings with tripartite partners were conducted by OSHC.

The OSHC has conducted training and has continuing information activities on GHS (Seminar on the Safe Use of Chemicals at Work and Basic Course on GHS), conducted learning sessions and in-plant lectures on GHS.

DOH - FDA

The Food and Drug Administration (FDA), an agency under the

Department of Health (DOH), has prepared the draft DOH DAO for

household hazardous chemicals and consumer chemicals.

Public consultations/meetings and internet consultations have been

conducted by the DOH-FDA.

DOH – FDA

The Department of Health has integrated GHS in its training for health personnel in 2012:

  1. Post graduate course on Toxicology Administration and

Management

2. Clinical Toxicology for Nurses

3. Roll out training on field management of toxic exposures at the

community level

DOTC and its Attached Agencies

For Air and Water Transport , the DOTC will implement GHS through

the UN Model Regulations on the Transport of Dangerous Goods and

the major legal instruments regulating transport of dangerous goods,

e.g., International Maritime Dangerous Goods Code (IMDG Code) and

International Civil Aviation Organization Technical Instructions for the

Safe Transport of Dangerous Goods by Air (ICAO TI).

For Land Transport, the DOTC has conducted consultations for the

preparation of the GHS IRR or DAO for the said subsector.

DA - FPA

With an existing labeling for pesticides, the FPA is waiting for the Food and Agriculture Organization (FAO) and World Health Organization (WHO) to harmonize their guidelines with GHS principles first before amending their existing classification and labeling guidelines for pesticides.

(Note: The WHO has published the WHO Recommended Classification

of Pesticides by Hazard and Guidelines to Classification: 2009).

Status of GHS Implementation by Concerned Agencies

DOF - BOC

A Customs Memorandum Circular (CMC) was issued by the

Bureau of Customs (BOC) to implement the provisions of GHS, with

effectivity on 15 July 2009.

The BOC will be able to monitor the import and export of all kinds of

chemical substances, mixtures and products in accordance with the

GHS as soon as the concerned agencies have issued their respective

IRRs or DAOs requiring the adoption of GHS.

Aside from being the coordinating agency, BOI has

conducted Trainings on Basic and Intermediate GHS

cooperation with SPIK, Integrated Chemists of the

Philippines (ICP) and other member agencies and

As an offshoot of the “Train the Trainers’ Training conducted by the UNITAR experts, the following trainings were conducted nationwide (in the major islands of Luzon, Visayas and Mindanao) by the GHS Committee to popularize GHS in 2012, in collaboration with the following agency and civil society groups: Integrated Chemists of the Philippines (ICP), Ecological Waste Coalition of the Philippines, Inc (Ecowaste Coalition), Nationwide Association of Consumers, Inc. (NACI), Occupational Safety and Health Center (OSHC).
