Global Geodetic Observing System (GGOS)Observing System of the International Association of Geodesy (IAG) to:

– provide the observations needed to monitor, map and understand changes in the Earth’s shape, rotation and mass distribution.

– provide the global frame of reference that is the fundamental backbone for measuring and consistently interpreting key global change processes and for many other scientific and societal applications.

– benefit science and society by providing the foundation upon which advances in Earth and planetary system science and applications are built.

GGOS leads a component of the CEOS/GEO work plan element IN 01-C3 to “Promote geodetic reference frames and the monitoring of global change signals. The

International Terrestrial Reference Frame and International Celestial Reference Frame provide foundations for most Earth observations “

International Cooperation and Support for GGOS

– GGOS data products are developed by the IAG scientific geodetic services (IGS, IVS, ILRS, and IDS) with strong international cooperation and broad international investment.

– Over 250 institutions in over 100+ countries contribute to these IAG services in support of ground stations, product development, and analysis.

Call for Participation GGOS Next Generation Network Initiative issued August 8, 2011

The Global Geodetic Network does not meet current accuracy requirements, nor future requirements.

GGOS target network design initiative• 30 globally distributed, multi-technique co-located ground

stations• 4 techniques/site

Responses to the GGOS CfP Network InitiativeNorway GermanyChina United StatesAustralia RussiaFrance KoreaSouth Africa SpainUK ItalySweden NigeriaCzech Republic PolandFinland Saudi Arabia

“Infrastructure in danger of collapse”• Old equipment

• Poor Network Distribution

• Few and inadequate co-location of techniques

• Large systematic observational errors

• Need 10-20 times improvement in measurement accuracy

Proposed:

“CEOS join with the GEO and the GGOS in the formulation of a

decade long initiative for the development of a renewed global geodetic observing network.”

“Several CEOS member agencies have already pledged substantial resources in support of the GGOS call for participation. Ours is a global requirement and we hope that CEOS will see fit through this initiative to encourage and coordinate the contributions of its members in a decade long effort to develop a more accurate and stable global geodetic reference frame.”

GGOS Request

A letter from the CEOS Executive responding to the communication from the GGOS Chair:•Acknowledging the importance of the ITRF and the GGOS Services to the space activities of the CEOS membership. •Pledging CEOS support for the GEO work plan element IN 01-C3:

“Promote geodetic reference frames and the monitoring of global change signals. The ‘International Terrestrial Reference Frame’ and

‘International Celestial Reference Frame’ provide foundations for most Earth observations”

•Encouraging the CEOS agencies to support the combined efforts of GEO, CEOS, and GGOS to ensure the success of The Decade Long Initiative for the Geodetic Observing Network.

Recent GGOS Developments

• GGOS strategic planning sessions in 2011 led to Vision, Mission, Goals and Objectives

• GGOS Retreat in 2012 led to a matrix of activities, both strategic and specific actions leading to the concept of a ‘Project’ approach to realize GGOS 2020 as in the reference book

GGOS 2020 as System of Systems (SoS)

• “A system of systems is a supersystem comprised of elements that are themselves complex, independent systems that interact to achieve a common goal”

• Adaptability for dynamic participation• Closed collaborative architecture• Approach:

– Architecture-centric– Model-centric– User-centric

• GGOS is setting up a ‘Performance AnaLysis and Architectural Trade-Offs Working Group (PLATO WG) as a key element and priority to inform system architecture
