Overall the project has effectively delivered on its main objective of immediate and targeted response to food insecure populations. Agriculture related activities have also largely met their targeted population needs and have maintained or increased support for agriculture inputs to remote communities. Some highlight of the achievements in 2010-11 include:

The grant under the Social Safety Nets Project has supported food/cash for work programs. A total of 180,758 HHs in FY 08/09, 226,028 HHs in FY 09/10 benefitted from project activities. All USD 5 million have been utilized, while IDA‟s USD 31 million is still under use. The project has made satisfactory progress towards these outcomes, particularly with regard to meeting the urgent needs of highly food insecure households in food insecure districts and Village Development Committees (VDCs). Since September 2008, the SSNP has helped address the urgent need for food and cash in remote and food insecure districts of Nepal. Some results include: A total of 675 Km of constructed and rehabilitated roads; irrigation channels covering 4,215 ha during 2008-09 and 301 drinking water schemes were finalized. These funds were complemented by additional financing for the implementation of a more comprehensive food security strategy. The additional financing has supported the government towards the creation of agriculture assets, thereby creating the potential to improve agriculture production in these food insecure districts as described in the previous row.

successfully distributed to 2 million farmers and distribution has started for the 2011/12 season to 1.8 million farmers. Annual training continues for more than 2,500 agro-dealers. This funding is also contributing to the strengthening of national seed production including 26 t of pre-basic seed and almost 2,000 t of foundation seed targeting onward multiplication. The IDA Credit also provides support to safety net interventions in targeted villages in 40 food insecure districts on the mainland and in Zanzibar (Unguja and Pemba Islands). To date 367 communities have been reached with support for various initiatives at a value of $6,976,324.9. Direct beneficiaries total 61726, of whom 48.7 percent are female.

About 7,894 tons representing 80% of the 9,800 tons of fertilizer procured have been distributed to producers. The stock procured represents 115 percent of the initial plan, which was to procure 8,500 tons of fertilizer. A first estimation by PMU shows that about 31,640 farmers benefited from the distribution of 80% of the stock of fertilizer. On average the area for cereals reached 2 to 5 ha, against 1 and less than 1 ha estimated in the project paper.

school feeding US $6.9 million of the total grant. 92 schools in poor rural areas prone to floods received funds to prepare meals during school year 2008-2009 and 2009-2010. The pilot has become very popular reaching more than 21,000 pupils. The pilot has been assessed and preliminary results shows that a) the program has been very popular; b) had positive impact on selected school indicators (enrollment, attendance); c) has contributed significantly to the local economy by providing an additional source of income to communities and by reducing the burden on families. An additional $4.4 million has been provided to the Government of Togo under the CRW to scale up the operation. Almost 40,000 children in 180 schools will benefit from daily meals during school years 2010-2012 though this additional funding. The second component on procurement and distribution of fertilizers and seeds has distributed 4,275 tons of fertilizers to 13,774 farmers. 325 tons of improved seeds have been distributed (311 tons of commercial seeds and 15 tons of foundation seeds) Technical assistance has also been provided to the Ministry of Agriculture. The credits given to farmers to buy agricultural inputs have been almost totally recovered. A plan to use the recovered funds has been prepared by the Government and discussed with the Bank, and will be used to support the new agricultural project the Bank is preparing in Togo.

total of 130 extension workers from the six counties were trained on agronomic practices and post-harvest management. In total, 7,593 feddans (1 feddan =1.038 acres) have been opened and planted with staple food crops. In terms of safety nets, 24,462 individuals or 4,327 HHs, have received cash transfers from public works. The major activities under safety nets include: opening and rehabilitation of roads and bridges, construction of community storage facilities (stores), and HHs storage facilities (granaries). In total, six stores of capacity of 180-500 metric tons have been constructed in three of the six counties. There is an additional store with capacity of 500 metric tons has been completed. The project has also constructed 380 granaries at household levels in at least 3 counties with capacities ranging between 1-5 metric tons. The project has also supported installation of a maize mill and huller in Morobo County, the first of its kind in the region, with capacity of 96 metric tons of flour per month, producing high quality maize flour. Additionally, some 250 beneficiaries (200 male, 50 female) participated in public works on Aboroto-Yugufe access road and overall, 21 kms have been constructed using cash for work programs to date. Another 10 meter bridge was constructed in Raja County, linking two productive areas to markets.

the project will further contribute to rice production in 2011 since more support will be provided through micro-projects. Three outcome indicators were assessed and the results show that: (i) the number of student receiving one meal a day was on average 14,102 and about 49 percent were girls; (ii) the project generated 285,000 work days against 160,000 workdays planned for the duration of the project; and (iii) about 9,100 tons of paddy rice are estimated to have been produced on the rehabilitated rice land under the project. This exceeds the project target of 7,500 tons of paddy rice.

The $2.5 million disbursed for budget support provided the authorities with needed fiscal space to compensate for the lost revenues resulting from temporary customs duty reductions for rice imports. An additional $2.47 million has been disbursed to an emergency labor intensive urban public works program that is expected to provide approximately 5,300 jobs to unskilled workers and direct and indirect benefits to a total population of around 300,000 people in 40 of the poorest neighborhoods in Conakry. A further $4.3 9 million was disbursed for the Emergency Agricultural Productivity Support project to expand a successful farmer seed multiplication network. The following achievements have been realized till date: 45 tons of improved variety „base seed‟ produced on the research station for distribution to the existing network of seed replication farmers in preparation for the 2010 rainy season; support provided (inputs, technical services) for the production of dry-season paddy rice on 214 irrigated hectares; collection storage, treatment

4,000 metric tons of fertilizers has been procured and distributed at subsidized prices and used by 33 rice producer cooperatives in the 2009 cropping seasons. Overall the project has reached 20,784 households. Findings of a farm survey carried out in the project intervention areas indicate that yields in paddy rice increased by 27% during the 2009 off-season and 14% during the rainy season, and total additional production increased by 17,346 tons, or 33%. The Government, through the Food Crisis Unit (CCA) and the Executive Secretariat of the Rural Development Strategy completed the safety nets related studies along with an action plan. The safety nets programs will be piloted using part of the net revenues from the sales of fertilizers ($2 million transferred to CCA accounts). The project closed on December 31, 2009 as initially planned. The Implementation Completion Report was submitted on June 28, 2010.

The grant supported the purchase of 2,775 metric tons of food in order to support the school feeding program implemented by WFP. All food rations have now been distributed by WFP, and the project is closed. 120,000 students in 397 primary schools and pre-schools benefited from two meals daily in 2008 and 2009. Component 2 of the grant is supporting activities to increase in agricultural production and productivity in targeted zones through two field operators ($1.5 million each). Subsidiary agreements were signed on March 25, 2010 between the Government and two international NGOs based in CAR. Distribution of seeds, tools, breeding stock and day-old-chicks and agricultural training is still on-going. As of October 2011, 3,704 beneficiaries have received improved seeds or cuttings; 1,500 have received tools and 2,523 have received training. Additional progress on these aspects is being assessed. Four out of five planned agricultural have been delivered and reviewed by the Bank. A fifth study is being launched. The closing date is February 17, 2012 for components 2 and 3.

147 community seed funds (CSF) were established through the National Federation of Community Seed Funds (CSF). They received 990 t wheat seed, 300 t barley seed, 700 t potato seed, 670,5 t of ammophos and 1110 t of ammonium nitrate. Total number of beneficiaries is about 5,000. Through 442 training sessions the farmers – CSFs members were trained on various topics of crops cultivation agro techniques. Establishment of a further 24 food crop CSFs is ongoing this winter

to procure seeds of spring wheat and barley, potato and mineral fertilizer for 2012 spring planting. Additionally, 200 tons of high quality potato seeds with booklets of agro techniques distributed to 5,000 poor families through Village Health Committees (40 kg per family). In 2010, 51 groups of 301 vulnerable women received seeds of six vegetable crops and received 60 theoretical and 74 practical trainings on various subjects. This program, jointly with UN Women, supports the vulnerable women in villages to increase their livelihood, to collect savings, to make mutual credit funds, etc. In 2011 1,490 poor migrant families in 43 villages were formed into 235 self-help groups around the country. The project procured seeds of tomato and cucumber for these beneficiaries and provided practical and theoretical trainings together with agro-consulting visits to sites. Totally beneficiaries gained good harvest of 929 t of tomato and cucumber from 99 ha amounting to about USD 320 247. Premises of the State Material Reserve Fund have been upgraded to put in a grain testing laboratory. Procurement of equipment for the laboratory is ongoing.

Community Development (LACE) has provided temporary employment to the target of 17,000 vulnerable Liberians. This includes 9,230 men and 7,770 women from all 15 counties. Based in part from positive results of two assessments of the Project, the team has secured $7.5 million from the Africa Catalytic Growth Fund and the IDA Crisis Response Window to scale-up this intervention to reach 45,000 Liberians between 2010 and 2013. The two assessments showed very good results in terms of targeting (80% of participants in the first three quintiles); significant impact in terms of increase of net income on a yearly basis (+90%); long lasting impact on households in terms of use of these resources by investing beyond living expenditures and on fixed assets, farming and non-farming activities. The Liberian TF (TF092332) is due to close in December 2011. The Ministry of Agriculture (MoA) has requested an extension until October 2013. This will be processed as soon as the Ministry of Finance confirms the request from MoA.

The $5 million grant was fully disbursed in December 2009. It financed cash transfers to about 25,439 of the poorest households. Each household received a one-time payment of $200. Overall, the grant was implemented satisfactorily, especially given the circumstances in Gaza during the early part of 2009 when grant implementation began. Two eligibility reviews were carried out in April and November 2009 and confirmed that the selected poor households were eligible to receive cash benefits in accordance with the provisions of the Social Safety Net Reform Project (SSNRP) Operations Manual. The final audit report of the GFRP grant was deemed satisfactory. The support of the GFRP grant enabled the Palestinian Authority to prove its ability to manage an effective and well targeted project that can be scaled up during crisis situations. An impact evaluation was carried out to assess the outcomes of the $5 million disbursement, in particular whether the funds were utilized by poor households to buy foodstuffs. This impact evaluation used a statistical analysis based on the Regression Discontinuity Design (RDD). It was based on the design of a household survey that was developed to collect information from beneficiary and non-beneficiary households after the program intervention. support of some 350,000 heads of animals. Training sessions on sustainable use of water and water catchment maintenance were also delivered.

Infrastructures (30 water catchments and 50 km of secondary canals) were rehabilitated through cash-for-work programs injecting a total of 380,881 USD cash into local economy and benefitting some additional 8,000 HHs by creating productive and compensated work opportunities.

Fodder production, crop residues improvements, rangeland rehabilitation and sustainable use activities were also implemented. As a result: (i) some 5,000 ha of fodder production and some 100 ha of fodder bulking sites were established, benefitting some 4,000 HHs; (ii) some 550 ha of crop residues improvements were supported, benefitting some 550 HHs; (iii) 650 ha of range were rehabilitated; (iiii) 60 HH were supported with provision of improved beekeeping equipment. All the mentioned activities were complemented with several technical training sessions

The two ongoing activities namely, the construction of two slaughterhouses (SHs) in Borama and Bosasso are proceeding, albeit after initial delays. The SHs will be used for the production of high quality meat, with special focus on the recovery of offal, in order to ensure availability of cheap proteins for the market. Some 265,000 people will benefit from the construction of these facilities. In order to ensure sustainability in the management of the

The IDA grant and credit for the Fertilizer Support Project has provided the Government with the needed foreign exchange resources to facilitate the import of fertilizer (urea and di-ammonium phosphate (DAP)) for the 2009 production seasons. A total of 510,000 tons of fertilizer with a total value of US$244 million was procured with IDA-funding for the 2009 production season. Additional fertilizer was procured with AfDB and Japanese funding, bringing the total fertilizer procurement for Ethiopia‟s 2009 season to 626,700 tons, the highest ever. Sales to farmers for both the early small rains (belg) season and the large rain (meher) season were reported to have amounted to about 426,676 tons. Farmers seem to have received fertilizers timelier than in previous years and at prices comparable to 2008 in most areas. The project closed on July 31, 2010 and the ICR has been completed and
