    GOAL

    To reduce the prevalence, incidence and

    mortality of TB by 50% in 2010 and beyond

    50% thereafter from a baseline established in

    2000 in support of the Millennium

    Development Goals for poverty alleviation.

    Target Groups/Beneficiaries

    TB patients with limited access to TBservices: urban, rural poor and/or

    indigenous peoples, vulnerable groupssuch as children, TB patients in prisons

    and drug-resistant TB patients.

    Health care providers involved intreatment and diagnosis, the expected

    results of which will be in line with the

    sector wide development approach for

    health (SDAH) reform and the DOH

    FOURmula One (F1) for health strategy.

    Health care workers to be trained on themanagement of all types of TB patientsproviding them with treatment options

    for DOTS failures.

    TB patients to be trained on thestrategies under DOTS and will

    participate in the implementation of the

    DOTS strategy.

    1. Quality DOTS: Timely detection andquality treatment of cases through DOTS

    2. Public-Private Mix DOTS (PPMD)3. Advocacy, Social Mobilization for TB

    (ASMT)

    PROJECT BACKGROUND

    The Philippines is ranked 9th

    amongst the 22 high burden

    countries for tuberculosis (TB) with an estimated incidence of

    smear (+) TB cases of 133/100,000 population. In 1996, the

    Department of Health implemented the DOTS strategy and in

    2003, the case detection rate was 68% with treatment success

    rate of 88% for the past three years.

    The recent 2009 WHO document on the Global MDR-TB and

    XDR-TB Response Plan 2007-2008 cited the Philippines as the

    of 25 high MDR-TB priority countries, which together areresponsible for 85% of the global MDR-TB burden.

    The Global Fund is a unique global public/private partnership

    dedicated to attracting and disbursing additional resources to

    prevent and treat HIV/AIDS, tuberculosis and malaria. This

    partnership between governments, civil society, the private

    sector and affected communities represents a new approach

    to international health financing. The Global Fund works in

    close collaboration with other bilateral and multilateral

    organizations to supplement existing efforts dealing with the

    three diseases.

    The Global Fund TB Grant is being managed by the Philippine

    Business for Social Progress (PBSP) as the Principal Recipient

    (PR) and is being implemented with the following partners as

    sub-recipients (SRs):

    Department of Health- Infectious Diseases Office (IDO); Department of Health- National Epidemiology Center (NEC); Department of Health- National TB Reference Laboratory

    (NTRL);

    World Vision Development Foundation Inc.; Christian Action for Relief and Empowerment, Inc.; Philippine Coalition Against Tuberculosis (PhilCAT); Holistic Community Development Initiatives Inc.; and Lung Center of the Philippines.
