    The Germantown School District will use theCommon Core State Standards as a guide but not a mandatory base for developing itscurriculum.

    During the Dec. 9 School Board meeting,

    the board approved a motion stating the districtwill develop its own Model of Standards andAcademic Achievement but did not rejectCommon Core out of hand.

    The motion followed an extensive presenta-tion by district staff followed by pointed com-ments by several School Board members aboutCommon Core.

    Common Core are the voluntary nationalstandards developed by a national group ofstate school officials under direction from theNational Governor's Association and theCouncil of Chief State School Officers.

    Another step from one Washington Countyadministration to another was completed Dec.10.

    Current Washington County AdministrativeCoordinator Doug Johnson provided his finalreport to the County Board. Johnson will bestepping down from the post within the nextfew weeks. Joshua Schoemann, current villageof Richfield administrator, will begin asWashington County Manager in January.

    This has been a year where weve beenvery intent on still doing the work but prepar-ing for some definite changes, Johnson said.

    Johnson, who had nine days on the job atthe time he gave the report, noted that lifekeeps happening and said he is working with

    the search team to fill the vacant medicalexaminer position, with more interviews tooccur that week.

    We really havent gone into any kind oflong pause here, well be working hard for thenext couple of weeks, the holiday breaks will

    come and Josh will be stepping in the leader-ship team and the board and its committees tocontinue the work, Johnson said.

    Johnson said the transition is orderlyand described Schoemann as an energeticand capable county manager who wants thejob and has the ability to do it.

    Johnson recalled that he has been involvedwith the transition of staff in the financial andlegal departments, and added thatSchoemann will be aided by current staff aspart of the transition at the top.

    Using the previous weekends traffic acci-

    dents on snow-covered roads as a metaphor,Johnson said that as the board goes throughthe next year you need to drive for the condi-tions. You need to be a little patient. Youregoing to have a new person in that administra-tion department.

    He said the administration is in goodshape overall but suggested the board take apause on some issues as part of t he transition.

    In the written report submitted to theboard, Johnson noted that within the past yearvacancies and subsequent changes haveoccurred in the Highway Department, CountyTreasurer, Human Resources, SamaritanHealth Center and the Medical Examiner. TheHuman Resources director position will beposted in January, with the search to be led bySchoemann.

    Among the additional efforts within the

    past year cited in the written report are:Completing an entire rewrite of the

    Washington County ComprehensiveEmergency Management Plan;

    Facilitating the organization, planningand delivery of a tabletop exercise and a full

    scale drill involving an active shooter situation.The activity involved 15 fire and emergencymedical service agencies, three hospitals andother county and state personnel;

    Purchasing a cargo trailer and filling itwith equipment and supplies for those seekingemergency shelter; and purchasing surveil-lance equipment for law enforcement agen-cies. The separate items were completed aspart of a Homeland Security grant;

    It was my job to reopen the unit. It basi-cally was the challenge that this county facedthat Milwaukee County is still trying to figureout, how to get out of the inpatient psychiatricbusiness. We faced it in the late1980s. Improud of that, but Im proud of the fact thatwhen I was about ready to give up and feellike this board was going to throw me to thecurb, at a meeting of the this board supervisors

    spoke up and said This guy hasnt run, hesstill working to get it reopen, lets stand by himand see what happens, Johnson said. Thatwas the turning point in my career that Icould take tougher hits and keep on going.

    In his final comments, Board ChairmanHerb Tennies said Johnson is leavingWashington County in really good shape.

    The village of Germantown is officiallyannoyed with a recommendation from theSoutheast Wisconsin Regional Plan Commission(SEWRPC) regarding proposed funding forimprovements to Donges Bay Road.

    The Village Board approved a resolutionNov. 18 objecting to a SEWRPC committeedirecting federal and state SurfaceTransportation Fund (STP) fund toward a city ofMilwaukee project and a Milwaukee Countyproject, ahead of the Donges Bay Roadimprovements. The resolution was signed byVillage President Dean Wolter last week andemailed to SEWRPC along with the offices ofstate Sen. Alberta Darling (R-River Hills), Rep.

    Dan Knodl (R-Germantown), Rep. F. JamesSensenbrenner (R-Wisconsin), the stateDepartment of Transportation and the FederalHighway Administration.

    The resolution notes that SEWRPC staff rec-ommended that the Donges Bay Road project-

    which was slated for funding within the 2015-18funding cycle be funded ahead of the twoother projects.

    The resolution states "the Committee's deci-sion to not fund the Project will result in a directincrease in costs of $1,965,010.39 based uponhaving to repay FHWA (Federal HighwayAdministration), converting the engineeringfrom WisDOT standards to Village/MMSDstandards and constructing the same to thesechanged standards ."

    According to the resolution, SEWRPC staffindicated that a projects Measure of Equitywould be used to allocate funds. Under thatmeasure, Germantown stood to benefit as theDonges Bay Road project utilized 88 percent ofthe villages STP fund balance. The resolutionstates that the approved projects in Milwaukee

    significantly exceed the STP fund balances forthe city and county respectively.The resolution also states the committee

    action is a significant injustice to the Village ofGermantown ." It requests the SEWRPC commit-tee, full board, state Department of

    Transportation or Federal Highway Commissionreview the committee action.

    When reached for comment, SEWRPCExecutive Director Ken Yunker noted that thefunding area is highly competitive. Accordingto Yunker, there was $80 million of fundingavailable while a total of $180 million in proj-ects were submitted.

    Yunker said Federal HighwayAdministration officials indicated to the statethat past formula for considering road projectshad to change. Had SEWRPC used the old cri-teria, Yunker said the FHA would have sat onall of the funding.

    Yunker said the new criteria had to considerprojects that were the most needed and would

    have the most impact. Considerations for proj-ects had to include those with the most traffic.

    According to Yunker, the Donges Bay Roadproject did not measure as well as the city ofMilwaukee and the Milwaukee County project.

    Yunker said the Donges Bay Road project isthe first for consideration should any of theapproved projects for STP funding be delayedor be approved with other sources of funding.Yunker said if there were delays or deferrals ofthe approved projects, it would be the first timein 20 years.

    Yunker added that the Donges Bay Roadproject was one of two to three projects thatwere affected by the change in judging roadprojects.

    Funding dispute delays Donges Bay Road projectSEWRPC awards funds to Milwaukee projects

    Traffic citations won't be issued as a resultof several vehicle crashes that occurred in thesouthbound lane of Hwy. 41/45 inGermantown and Menomonee Falls Dec. 8.

    Snow had begun falling a short time priorto the crashes.

    Menomonee Falls Police first receivedreports of multiple vehicle crashes at approxi-mately 11:15 a.m. Capt. Mark Waters indi-cated that more than 100 vehicles wereinvolved in the crashes, which occurred atportions of the road which are near theArandell Schmidt and Harley-Davidsonplants. The crashes occurred over a 3.5 mileportion of the road.

    A 63-year-old Franklin man died a resultof injuries he sustained during a crash.Another person with serious injuries recov-ered later in the week. Waters said that dueto the number of crashes it was hard to deter-mine probable cause for any citations.

    Germantown Police investigated crasheson Hwy. 41/45 near County Line Road andnear Lannon Road. According to informationfrom police, the first report was received of a

    multi-vehicle crash near County Line Road at

    12:07 a.m. Twenty vehicles were involved inthat accident and there were two non-lifethreatening injuries.

    Approximately 15 minutes later, policeresponded to a 50-vehicle crash near LannonRoad. There were 12 non-life threateninginjuries from that accident. Six additionalcrashes occurred north of Lannon Road.

    "This was a frustrating accident scene forinvestigators. Most drivers had no idea whohit them or who they hit.     The holidays have arrived. Let the shoppingbegin! And so it begins' the days and days ofshopping on end for the perfect gift for each

    and every person on your list. You're all gung-ho at first with the best of intentions, but as thedays whittle down and you realize you haven'tgotten very far on your list, the goal of pur-chasing the perfect gift flies out the door andalmost anything will do. What a pity! We've allbeen there, done that, but this year, it doesn'thave to be that way. You can change yourstripes, start shopping early and get the perfectgift for everyone on your list.     Less is more When it comes gift giving, moreis not always best. You don't have to break thebank and buy the recipient everything they askfor. One or two gifts of THEIR choosing will suf-fice.     At the start of board discussion,Superintendent Jeff Holmes said that since he

    began in the Germantown district in July,Common Core has quickly come to the fore-front as a pressing issue.

    The magnitude of Common Core and itsimplications for the district has forced actionfor me sooner than anticipated, he said.

    In his presentation, Holmes stated thatwhile Evers adopted Common Core for thestate, his letter to districts did not mention thelocal control School Boards have over theimplementation of Common Core.

    Germantowns School Districts adminis-tration believes Common Core StateStandards are not mandated by law and thedistrict is not required to adopt them, Holmes

    said, reading from a Powerpoint presentation.However, the district will be required to use

    the testing system provided by the state, whichwill be aligned with the Common Core stan-dards, starting in the 2014-15 school year.

    Information on the Powerpoint stated: Asa result, while Common Core State Standardsmay not be mandated by state law, they areencouraged by state law to the extent thatthere is an incentive to have standards that arealigned with the states testing system.

    Holmes referenced documents from bothsupporters and opponents of Common Core.Supporters have included the state

    Department of Public Instruction, the NationalGovernors Association and the Council ofChief Sate School Officers. Opponents haveincluded education policy analyst DianeRavitch, Tea Party activists and the CatoInstitute.

    Implementing elements of CommonCore in Germantown

    During the presentation, Holmes andDirector of Teaching and Learning BrendaOBrien summarized what aspects of CommonCore have been researched or implemented inthe Germantown district so far.

    The bottom line for administrators here: Weare not wedded to Common Core, Holmessaid. Based upon the conversations Ive heldwith various staff members, I dont believe themajority of our staff are, either.

    According to OBrien, 30 staff membershave been identified as curriculum coaches andare charged with leading curriculum writingacross the district. Also, priority standards inreading have been developed at all grade lev-els.

    At the high school, all courses in readingand literature are aligned with Common Coreand curriculum documents are aligned as well,OBrien said.

    At the middle school, all grade levels areorganizing the curriculum into units of study,and some grade levels have designed assess-ments for the units of study, OBrien noted. ADecember inservice included presentationsabout three different sources that align toCommon Core.

    When asked where Germantown is withCommon Core, perhaps a more appropriatequestion would be How has Germantown usedthe Common Core State Standards as guides tosupport the curriculum writing process? Thework of the curriculum has always and will con-tinue to be an element of teaching and learning.

    The standards are just one of those componentsused in the curriculum writing process, OBriensaid. However, it is important for me to mentionthat the standards alone never work in isolationand the curriculum never works in isolation ofthe standards.

    At the elementary school level, work hasstarted aligning the curriculum with CommonCore and some work has begun aligning the

    math curriculum with Common Core, accordingto information on the Powerpoint. Also, readingspecialists have worked to align staff withCommon Core, and report cards for readingand math have been aligned with CommonCore.

    OBrien said the direct cost for implement-ing Common Core has been $900 for confer-ences and travel expenses for training. Indirectcosts for curriculum development come to$297,139. OBrien argued that the indirectcosts are for the material and support for cur-riculum rather than dealing with Common Corein isolation.

    OBrien cited the Making Meaning andBeing a Writer materials at the elementaryschool, which cost $178,363. OBrien said thematerials were chosen for the framework onwhich quality reading instruction is providedand not because they are directly aligned to

    Common Core.Choosing the optionThe administration presented the board with

    three options: Suspend all activities related toCommon Core, develop the GermantownModel of Standards for AcademicAchievement or maintain the present work ongoing ahead with the continued implementationof Common Core.

    Holmes recommended the second optionbe adopted by the board. Holmes warned thatdropping Common Core completely is toomuch of a shock to our system. A lot of work hasbeen done over the past three years in regard

    to Common Core.In recommending Germantown develop its

    own standards, Holmes described what hecalled the Germantown Way.

    Holmes explained that while staff has beengiven directives on implementing Common CoreI greatly appreciate the folks here who didntsee that as the answer or end-all, be-all devicefor improving reading and mathematics in thedistrict.

    While there were people in the district whosaw valid components within Common Core, itdoesnt drive what the district should do as a dis-trict, Holmes said.

    I think and believe the GermantownSchool District can develop its own model ofstandards for academic achievement. I dobelieve that we would have to appropriatelyleverage Common Core state standards, but itcertainly should not be our driver, Holmes said.

    During board discussion, board memberBruce Warnimont quoted former Arkansas Gov.Michael Huckabee, who opposed the collec-tion of personal data on students to track themand said that education is a local or state func-tion and not a federal one.

    Warnimont later cited an English test givena Massachusetts school district dealing withpossessive nouns. One answer option statedThe President makes sure the countrys lawsare fair, prompting Warnimont to respond tothe factual accuracy of the statement.

    Back when I was in school, I was taughtthat was the job of the Supreme Court, not thepresident of the United States. And the lawsdont have to be fair, they just have to be con-stitutional, Warnimont said.

    Board member Brian Medved saidCommon Core came on my radar over a yearand a half ago before I even started thinkingabout running for the board.

    Medved then presented a binder of hisresearch on Common Core.

    Common Core I dont think belongs inGermantown. I dont think its the best thing forour students, Medved said.

    Medved said that Common Core wasdesigned and forced on us by the federal gov-ernment. No matter how you describe it, thatswhat happened.

    He also called Common Core unconstitu-

    ...Common Core can be used as guide for district standardstional and said he supported Germantown cre-ating its own standards. Medved urged theboard to reject Common Core overall whileincorporating the good elements into it curricu-lum.

    Board President Bob Soderberg noted that

    the federal government also mandates somethings like specific parts of the school lunch pro-gram.

    I dont want the federal governmentinvolved in the education of our kids,Soderberg said.

    Soderberg said if the board stoppedCommon Core work, that could impact studenttest scores, as the tests will be based on parts ofCommon Core.

    After further discussion about the languageof the motion, the board agreed to have the dis-

    trict develop its own standards while usingCommon Core as a guide.The motion approved by the board also

    called for the district curriculum to be postedonline.

    Today's column is about oral cancer. One of our wonderfulpatients was diagnosed with tonsillar cancer and is undergoingsurgery, chemotherapy and radiation and we send our prayersfor a speedy and full recovery! It is important to remind ourreadership about one of the many important reasons to seetheir dentist regularly.

    According to the Oral Cancer Foundation there will be42,000 Americans that receive a diagnosis of oral orpharyngeal cancer this year and this will result in 8000 deaths.

    Oral cancer is a group of cancers that involve the head andneck and are found to be squamous cell carcinoma in 90% ofcases. Squamous cell carcinomas have a much greater chanceof spreading (or metastasizing) in comparison to basal cellcarcinomas. The lesion is often asymptomatic which makesoral cancer screenings imperative. It most commonly appearsas a reddish skin plaque or ulcer that grows slowly. A cancercell is one that doesn't turn off and keeps multiplying as aresult of a genetic mutation to genes. These cells cannot repairthemselves.

    Where can oral cancer appearin my mouth?Oral or mouth cancer most commonly involves the tongue.

    It may also occur on the floor of the mouth, cheek lining,gums , the roof of one's mouth, or the lips. They may arisefrom many types of tissue in the mouth including salivaryglands and lymph tissue.

    What should I look for?Keep your eye out for a skin lesion, lump, or ulcer that does

    not go away for around 2 weeks. This may be a small lesionon the tongue, lip, or other mouth areas. It is usually palecolored, but potentially could be dark or discolored. An earlywarning sign may be a white patch called a "leukoplakia" or ared patch known as an "erythroplakia" on the soft tissues ofthe mouth. These lesions are usually painless initially,however, it may develop a burning sensation or pain when thetumor is advanced. Other symptoms to look for are tongueproblems, hard time swallowing, and mouth sores. Pain maybe a late symptom but most often oral cancers are painless.

    How can a dentist tell if a lesion is cancerous or not?A dentist can identify a potentially cancerous lesion.

    However, a biopsy is the only way to know for sure. Benignand malignant lesions can look identical to the eye. A non-

    invasive brush biopsy can be performed to rule out thepresence of cancerous cells. The only definitive method fordetermining if cancerous or precancerous cells are present isthrough biopsy. The cells will then undergo microscopicevaluation to determine if they are indeed cancerous.

    What will happen if a lesion in my mouth is determinedto be cancerous?

    Often times, all that is necessary is for a small sugical

    incision to be made to remove the lesion from the area inquestion. Radiation with or without chemotherapy can alsobe used in conjunction depending on the severity, stage, andsize of the lesion.

    What puts you at a higher risk for developing cancer?People that are over 50 that drink heavily and smoke are

    at higher risk for oral cancer. Other risk factors are peoplethat have been diagnosed with HPV or Human PapillomaVirus; which is a s exually transmitted disease which MichaelDouglas recently associated with his throat cancer.

    Patients with poor diets or having had a higher exposureto radiation may also be at higher risk.
