The Germantown School District is get-ting a one-year jump on a civic exam thatstudents are now required to take as a resultof the state budget bill approved over thesummer.
A provision in Wisconsin Act 55 requiresthat students will have to pass a civics testto graduate from high school beginning inthe 2016-17 school year. The test willinclude questions on items such as theUnited States Constitution, the system ofgovernment and American history, accord-ing to information provided by GermantownSchool District staff to the School Board.The civics test is comprised of 100 questionswhich are identical to the 100 questionsthat may be asked of an individual applyingfor US Citizenship.
Students may re-take the test untilachieving a passing score. Students with anIndividualized Education Plan (IEP) arerequired to take the test but their gradua-tion is not conditioned on them passing thetest.
Brenda O'Brien, director of teaching andlearning, told the School Board Oct. 12 thatthe test will be offered in three social stud-

Civics test will be offered a year early
Survey: Germantown residents like parks, wary of apartments BY THOMAS J. MCKILLENMANAGING EDITOR
Germantown residents like thequality of life in their community butare wary of more multi-family develop-ment, according to a survey that wasconducted earlier this year.
The survey was conducted by thevillage through SurveyMonkey as partof an update for its 2020Comprehensive SmartGrowth Land Useand Outdoor Recreation plans, withresults coming in Feb. 15. The surveywas mentioned during recent discus-sion about a rezoning request in thevillage's Main Street area that wouldhave allowed for an apartment com-plex (the rezoning request was reject-ed by the Village Board).
In the survey residents were givenseveral options to a question askingabout what type of housing the villageshould allow. According to the survey,
32.19 percent of respondents (424responses) said they would "somewhatdiscourage" apartments while 40.02percent (527 responses) said theywould "strongly discourage" apart-ments. Only 6.91 percent (91) ofrespondents said they would somewhatencourage while 2.35 percent (31) ofrespondents said they would stronglyencourage apartment development.
The largest support housingoptions came for single family homes,with 40.15 percent (528) of respon-dents stating they would somewhatencourage and 38.62 percent (508) ofrespondents indicating they wouldstrongly encourage single familyhomes.
Among other development relatedquestions:
• 52.24 percent of respondents(722 responses) said they were "some-what satisfied" with how the village
has developed.• 41.29 percent of respondents
(574 responses) said more sit downand family restaurants would have an"extremely positive impact"on the vil-lage, with 45.61 percent (634)responses answering "somewhat posi-tive impact" to that question.Specialty retail shops and grocerystores were next, garnering 31.47 per-cent (428 respondents) for "extremelypositive" and 44.85 percent (610responses) for "somewhat positive"categories.
• 30.09 percent (412 responses)indicated that they supported havingexisting undeveloped farmland andother agricultural land be allowed tobe developed in a way "that preservesthe rural character."
• 45.85 percent (613 responses) ofresidents indicated that more conser-vation subdivisions should be allowed
to developed.On a question asking respondents
to describe the quality of village parks,44.37 percent (642 responses) saidthey were "very satisfied," 38.29 per-cent (554) said they were "somewhatsatisfied," 3.80 percent (55 responses)said they were "somewhat disappoint-ed" while .48 percent (seven respons-es) said they were "disappointed" inthe quality of the parks. Also, 70.32percent (1,019 responses) said therewas enough public active recreationareas such as baseball diamonds, soc-cer fields and tennis courts.
When asked to change one thingabout Germantown, responded, sug-gestions included a dog park, skatingrink, a community performing artscenter, and a pool.

FedEx Ground officially staged anofficial ribbon cutting at its new distri-bution center in Menomonee Falls Oct.15.
Joel Sobanski, Milwaukee sale man-ager, said the new facility will takepressure off an existing FedEx facilityin the Cudahy area.
The new Menomonee Falls facility ismore than 200,000 square feet and willprocess 15,000 packages per hour. Itwill employ more than 225 people.
Tony Viera, senior manager, said heis "super excited" to show attendeesthe new facility.
"Not only were we able to createjobs for the Menomonee Falls area,about 200 of them, we create the envi-ronment where people desire to workfor the great company we have. Thatattitude is what provides the serviceyou guys expect from us," Viera said.
Menomonee Falls Village MarkFitzgerald welcomed the company tothe village.
"We couldn't be more pleased tohave FedEx as one of our corporate cit-izens. So quite simply: Welcome, best ofluck to you, it's a wonderful corporatecitizen to have," Fitzgerald said.
Viera noted that the facility hasbeen open since Aug. 21. He said thatFedEx has doubled in volume in thepast 10 years.
"In order to do that we have toimprove and expand our network," hesaid, adding the that company hasopened 11 new hubs within the past 10years and opened or relocated 560 facil-ities within the company's network.
Following a ribbon cutting, FedExstaff offered tours of the new center.

Fans attending the Germantown-Port Washingtongame Oct. 9 got to see three games in one, withGermantown rallying from a third-quarter deficit towin 46-28.
"Those kids came to play, they were ready to go,"Germantown Coach Jake Davis said of PortWashington. The game was the last home game for thePirates seniors. "Hats off to them, they did a nice jobon their senior night."
The game started out as a defensive struggle, withGermantown's opening drive being stopped and theWarhawk's first points coming on 26-yard field goal byJack Brzkala at the 8 minute mark. Special teams gotGermantown's first touchdown, as a Port Washingtonpunt was blocked and returned 18-yards for a touch-down by Riley Dorsey with 3:11 left in the first quar-ter.
Those were Germantown's only points in the firsthalf, as the Warhawks were held scoreless in the sec-ond quarter while the Pirates got on the board at the10:19 mark of the on an 8-yard run by GraemeBiskobing.
Arena football broke out in the third quarter, asboth teams combined for five touchdowns. The Piratesfirst drive of the second half ended with a 15-yard runby Matt Ruppel, giving the Pirates a 14-10 lead afterthe extra point was converted. Germantown respond-ed as Nate Seymour and Brad Zachowski connected ona 60-yard pass play at the 10:01 mark, withGermantown taking a 21-17 lead after the extra pointconversion.
That lead barely lasted two minutes, as PortWashington scored on a 45-yard run by Ruppel, givingthe Pirates a 21-17 lead with 7:54 left in the thirdquarter.
But Germantown got the lead back 14 secondslater, as Seymour and Zachowski connected on a 65-yard pass play.
An interception on Germantown's next possession
gave Port Washington theball deep in the Warhawksend of the field, and thePirates answered with a 8-yard pass play fromBiskobing to MaxFranzkowiak at the 2:58mark of the quarter, givingPort Washington a 28-24 leadafter the extra point wasconverted.
Those were the last pointsthe Pirates scored, asGermantown answered withthree touchdowns in thefourth quarter. Seymour andColten Thomas connected ona 20-yard pass play asGermantown took a 31-28lead with 11:42 remaining.
Germantown's defensethen forced Port Washingtoninto a punt, and Seymourand Zachowski connected ona 4-yard pass play with 5:16remaining. Colin Sathe thenran for the two point conver-sion after a mishandled snapfor the one-point attempt.
Germantown's defensethen stopped PortWashington on fourth downand Seymour finished thescoring for the game with a21-yard run, as Germantowntook a 46-28 lead after theextra point.
"I think I saw the fire Iwanted to in the second halffrom our team, that's what Iwas looking to get back,"Davis said.
Seymour completed 12 of18 passes for 290 yards andfour touchdowns while also throwing an interception.He also ran five times for 62 yards and a touchdown.Zachowski led Germantown receivers with seven catch-es for 200 yards and three touchdowns.
Afterward, Germantown had a 4-2 North ShoreConference record an 5-3 overall mark. The win overPort Washington qualified Germantown for the play-offs. It was also Germantown's first win in two weeks,as the Warhawks lost to Whitefish Bay and Cedarburg.
Davis noted his team had tough games in recentweeks.
"It got us down a little bit and we needed to pickourselves back up. I think the guys did a nice jobsticking to our theme: Rising up, getting our fire backagain. That's an important part of tonight for us: Toget going, because we've got more football to playand this is the one that got us in the playoffs."
Germantown will finish the regular season by host-ing Milwaukee Lutheran Oct. 16.

Community Memorial Hospitalannounced a $100,000 donation fromKohl’s to expand the emergency depart-ment at Froedtert & the Medical Collegeof Wisconsin (MCW) CommunityMemorial Hospital. The donation willspecifically support one of four special-ized trauma rooms used for the mostcritically ill or injured patients withlife-threatening emergencies. Eachtrauma room is designed to accommo-date a larger team of care providers andspecialized medical equipment provid-ing stabilization, diagnosis and treat-ment quickly and effectively.

The meeting will take place at theGermantown Public Library -Community Room, N112W16957Mequon Road, Germantown onThursday, October 22, from 5 to 7 p.m.The objective of this meeting is tofamiliarize the public with the purposeand need of the project and obtaininput on proposed improvements.
The meeting will be conducted in anopen house format. No formal presenta-tions will be made. The public is encour-aged to attend the meeting, provideinput and ask questions. Project plans,location maps, and other exhibits willbe on display to illustrate the work indetail. WisDOT representatives will beavailable to discuss the project on anindividual basis.
The project involves reconstructingthe Mequon Road and Country AireDrive intersection. Proposed improve-ments include:
• Constructing a raised median on
Mequon Road• Dedicated left and right turn lanes• Potential on street bike accommo-
dations and off road pedestrian facili-ties
Additional intersection improve-ments include accommodation of afuture second lane of travel in eachdirection of WIS 167, while also follow-ing the alignment and profile of arecent corridor study which identifiedthe long range needs of the roadway tobe a 4-lane divided section. By includ-ing these elements into the intersectionreconstruction, future impacts to theroadway and adjacent residents wouldbe reduced. Construction is currentlyscheduled for 2018.

Wisconsin to address affordable housingand community development. Thefunds are available for the followingtypes of projects:
• Owner occupied households.These funds will be lent to income eli-gible households for eligible homerepairs. The loan is a 0% interest,deferred payment loan — you do notpay it back until you sell the house, nolonger live there or 30 years from thedate of the note.
