GEOWOW’s challenge is to improve Earth Observation data discovery, accessibility and exploitability, and to evolve the Global Earth Observation System of Systems for the benefit of all Societal Benefit Areas with particular focus on Weather, Ocean Ecosystems and Water.
GEOSS Interoperability for Weather Ocean and Water

JRC in GEOWOW
• is in charge of quantifying and assessing the added value of the GEOSS evolutions proposed by GEOWOW.
• to measure the added value of the GCI and the GEOSS Data CORE to the scientific community [TODAY’S
PRESENTATION]

The GEOSS Data CORE• The GEOSS Data Collection of Open Resources for
Everyone (GEOSS Data CORE), is a distributed pool of documented datasets with full, open and unrestricted access at no more than the cost of reproduction and distribution.
• The establishment of the GEOSS Data CORE was approved at the Beijing GEO Summit in 2010 and started in 2011.
• Progress was slow in 2011-12 but gathered considerable pace in 2013. More than 1.2 million data resources currently available.

Statistics related to survey participants First survey: 70 respondentsSecond survey: 83 respondents
More than 70% are from developed countries
Most respondents work in governmental organizations (around 40%), academic organizations and scientific research organizations
![Page 8: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/8.jpg)
GEOSS DATA CORE Awareness & Use• Only 66% of respondents to the survey carried out
on May 2014 were aware of the concept (down from more than 76% in 2013).
• Awareness seems to have declined!
• Only 25% of respondents use the CORE and more than 60% do not contribute to it
• This should be a matter of serious concern as the Data CORE is one of the most important flagships of GEOSS.

Barriers to the use of GEOSS Data Core
• The responses are similar to 2013: The existence and content of GEOSS Data CORE are not
properly disseminated Users do not know where to access GEOSS data CORE
resources The user interface is judged very difficult to be used.
The GEOSS web portal has been significantly improved and re-launched in December 2013, including an option to flag GEOSS Data CORE searches, but has not yet influenced these opinions.

Reason for not contributing to the GEOSS Data Core
1. There is no system to encourage and reward GEOSS Data CORE contributors (around 55% agree on that in both surveys)
2. I do not know how to make my data available as GEOSS Data CORE resources (more than 45% agree on that in both surveys
![Page 14: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/14.jpg)
GEOSS Common Infrastructure • 81% of respondents are aware of the Geo Web
Portal/GEOSS common Infrastructure
• 51% of respondents use it through: The Geo Web Portal (65%) The Web Portal of the own scientific community (17%) Other (18%) : GEOWOW, Discovery and Access Broker,
links through GEONETCast, data providers
![Page 15: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/15.jpg)
Benefits of using the GCI• GCI enables me to discover data that I need from
my discipline (60% agree or strongly agree)
• GCI enables me to discover data that I need from other disciplines (52% agree of strongly agree)
• GCI enables me to access data that I need from my discipline (52% agree of strongly agree)
• GCI makes my data widely discoverable and accessible(52% agree of strongly agree)
![Page 16: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/16.jpg)
Barriers preventing to use of the GCI
“it's very hard to find what you need”
• I know where to look for GEOSS Common Infrastructure resources but most of them are difficult to be discovered (around 60% of participants agree or strongly agree on that)
![Page 17: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/17.jpg)
CONCLUSIONS (1)• GEOSS very successful in building System of
Systems and infrastructure providing potential access to million of resources
• The survey shows that in users are aware and use the GCI but still find difficulty in finding what they are looking for.
• Potential users are still insufficiently aware ofthe GEOSS Data CORE
![Page 18: GEOSS Data CORE and GEOSS Common Infrastructure: awareness, involvement, and challenges](https://reader035.fdocuments.in/reader035/viewer/2022062412/58f2c9ce1a28ab12378b45ab/html5/thumbnails/18.jpg)
CONCLUSION (2)• There is still a wide gap in GEOSS between
infrastructure and data providers, and the scientific community of users.
• Priorities must now shift towards narrowing this gap working more closely with the user community and providing practical demonstrations of what is already available in the GCI and Data CORE.
• Recent initiatives like Appathon and AIP-7 move in this direction but much more still needs to be done to exploit GEOSS to the full
