Presentation Notes
NOTES 1. PLACE, DATE AND EVENT NAME 1.1. Access the slide-set place, date and event name text box beneath the JRC logo from the Slide Master. 1.2. Do not change the size nor the position of that text box. 1.3. Replace the mock-up texts for the place (“Place”), the date (“dd Month YYYY”) and the event name (“Event Name”) with your own texts. 1.4. Set it in MetaPlus Book Roman, if you own the typeface. Otherwise, keep the original typeface – Arial. 1.5. Keep the original flush-left justification. 1.6. Keep the original font colour (white). 1.7. Keep the original font body size (7 pt) and the text on one single line. 2. SLIDE NUMBER 2.1. The slide number on the banner’s lower right-hand side is automatically generated. 3. SLIDES 3.1. Duplicate the first slide as needed. 3.2. Do not change the size nor the position of the slide’s text box. 3.3. Try not to place more text on each slide than will fit in the given text box. 3.4. Replace the mock-up heading text (“Joint Research Centre (JRC)”) with your own text heading. 3.5. Set it in Eurostile Bold Extended Two or in Helvetica Rounded Bold Condensed, if you own one of these typefaces. Otherwise, keep the original typeface – Arial. 3.6. Keep the original flush-left justification. 3.7. Keep the original font colour (100c 80m 0y 0k). 3.8. Keep the original font body size (28 pt) and the heading on one single line whenever possible. Reduce the font body size if needed. 3.9. Replace the mock-up text (“The European Commission’s Research-Based Policy Support Organisation)”) with your own text. 3.10. Set it in MetaPlus Book Roman, if you own the typeface. Otherwise, keep the original typeface – Arial. 3.11. Keep the original flush-left justification. 3.12. Keep the original font colour (100c 80m 0y 0k). Use black if you need a second colour. 3.13. Keep the original font body size (22 pt) or reduce it if unavoidable. 3.14. Replace the EU-27 map mock-up illustration with your own illustration(s). 3.13. Try to keep your illustration(s) right- and top- or bottom-aligned with the main text box whenever possible.

Joint Research Centre

The Mission… is to provide customer-driven scientific and technical support for the conception, development, implementation and monitoring of EU policies. As a service of the European Commission, the JRC functions as a reference centre of science and technology for the Union.

Close to the policy-making process, it serves the common interest of the Member States, while being independent of special interests, whether private or national.

The Vision…is to be a trusted provider of science-based policy options to EU policy makers to address key challenges facing our society, underpinned by internationally recognised research.

INSPIRE – a European Directive

General rules to establish an infrastructure for spatial information in Europe • Community environmental policies• Policies or activities which impact on the environment

To be based on SDIs established and operated by the Member States• INSPIRE is a distributed infrastructure

Does not require collection of new spatial data

Does not affect existing Intellectual Property Rights

Requires access to spatial data held by or on behalf of a public authority

Spatial data available in conformance between 2012-2017 (Annex I) or 2014-2019 (Annex II/III)• Dates are subject to changes depending on when the

• Provide access to spatial data via network services and according to a harmonised data specification to achieve interoperability of data

! Datasets used in Member States may stay as they are

! Data or service providers have to provide a transformation between their internal data model and the harmonised data specification

Why Data Specifications are Useful

Member States make available data within the scope of INSPIRE using• the same spatial object types (and definitions),

e.g. WaterBody, WatercourseNode, Wetland• the same attributes (and definitions, types, code lists) and relationships to

other types• a common encoding (GML application schemas)• common portrayal rules

This facilitates• pan-European/cross-border aggregation and analysis• application development (e.g. information systems, reporting systems,

forecasting models)

What level of harmonisation is „just right“?

Too simple:• requirements cannot

be supported• insufficient

harmonisation• few benefits

Too complex:• difficult to implement• substantial benefits

only available to few users

• high cost

Simple Complex

requires• an iterative process• well-established requirements• good understanding of the existing geographic information• testing and validation slide based on presentation by Doug Nebert

INSPIRE Process ( long one… -:) but needed ! Bottom-up Stakeholder Involvement

•Building consensus in expert groups–Orientation and Position papers of experts –Establishing the state-of-play

•Preparing the proposal -> A Framework Directive–Scoping policy measures with expert advice–Assessing the political and socio-economic impact–A public review of the proposed measures

•Adoption of the Framework Directive by the Commission•The proposal on the political agenda of the EU Presidency•Co-Decision Procedure by Council and Parliament•Adoption of the Framework Directive•Transposing the Framework Directive•Sharing data and implementing the infrastructure

INSPIRE’s participatory approach

To-date, 651 organizations are registered as INSPIRE stakeholders• Providing experts, reference material, projects• Participate in reviewing and testing of specifications• And learn from each other

INSPIRE contributes to global solutions• INSPIRE is EU contribution to Global Earth Observation System of

Systems (GEOSS)

INSPIRE stakeholders are international - examples• Australian Chief Government Geologists Committee• SDI Dominican Republic Project• DGIWG, link with NATO standards• EuroGeographics• WMO • OGC, ISO/TC 211 Geographic Information
