The team of Richard Hatcher and Gus Wagoner from Ansley Golf Club Settindown Creek in Roswell made 18 birdies and an eagle over 36 holes to capture the Traynor Golf Collection/Mizuno/E-Z-GO Pro-Pro Championship presented by Ernest Sports and Global Golf Sales which was contested on the Sea Island Golf Club’s famed Seaside and Plantation courses. The duo fired an 11-under par 61 on the Plantation course for the second round to go along with a first round 8-under par 62 on the Seaside course to finish the championship at 19-under par, 123. The team of Chris Asbell and Chris Nicol of the Georgia Golf Center carded a tournament total of 18-under par 124 to finish in solo second place. In the Senior Division, Sonny Skinner from Greg Norman Golf and Chris Murman, PGA Life Member from Perry, carded a two-day total of 10-under par 132 and won a playoff on the second hole over Danny Elkins of the Georgia Golf Center and Rodger Hogan of Chattahoochee Golf Club in Gainesville to capture the title. Section News

The 2017 PGA Financial Assistance Fund Scholarship Program application is now available. Graduating high school seniors and

college students who are the children or grandchildren of PGA

members in good standing can apply on PGA.org to be

considered for financial support for college. The deadline date for submitting the online application is March 1,

2017. The applicant will have until March 18, 2017 to

submit their transcript, scores and supporting documents.

The program is an academic based scholarship program that takes into account specific criteria depending on the class level

of the student. A student must have a cumulative GPA of 3.4

(unweighted GPA based on a 4.0 scale) or higher in either high

school or college to be eligible to apply.

In addition, financial need will be taken into consideration. If

applying for financial need, the applicant must also submit the Expected Family Contribution score from your Student Aid

Report, along with his/her transcript and application. The

number of scholarships earned will be limited to two

scholarships over four years of undergraduate college attendance.

High School Graduating Senior:

High School cumulative grade point average (GPA) must be at least 3.4 on a 4.0 scale

SAT/ACT test scores

Expected Family Contribution (EFC) Score from SAR report, if applicable

Current College Student (has not reached senior year):

College cumulative GPA must be at least a 3.4 on a 4.0 scale

Testimonial on the Georgia PGA Foundation Smiling Fore Life Program:

The golf professional staff from East Lake had a fantastic time doing the Smiling Fore Life at Children’s Healthcare. We probably had 12 or so kids come by and everyone had a blast. We got to speak to a few of the par-ents and learn the stories behind their kids. We met a 5-year-old named Hayden who had been there for two years on and off. She had finished treatment and they found out two months ago the cancer had returned and they would need to start the fight all over again. Another father told us how they were picking out Christmas trees on Saturday morning and later in the day his son's lymph nodes were swollen so they brought him in. By the next day they learned he had leu-kemia and two days later he was in sur-gery. They had been there 4 days and were just beginning their journey but said if we didn't think we made a difference by volun-

teering we were wrong. At 1:30 his son was so excited to come participate that he left his mom in the room because she wasn't ready to go and he came down by himself. Demetrius, a patient and returning program participant, did come by and looked to be in great spirits. He asked about Scott, Maria, and Chris Cartwright and I told him that all of you told me to say hello. We gave him an East Lake t-shirt and hat and we all got a good laugh when he said we should have brought the pullovers because it was getting cold outside. We agreed we would love to do it again. I think as many people as possible should have the opportunity to do this because it really puts things in perspective especially around the holiday season. Thank you for the oppor-tunity we had today.

What one adjective would you pick to describe the Rules of Golf?

How about “perspicacious”? According to Miriam Webster’s dic-

tionary, “perspicacious” implies unusual power to see through and

comprehend what is puzzling or hidden. The Rules are perspica-

cious because they have been carefully written to cover virtually all

conceivable, puzzling and/or hidden aspects and situations pertaining

to the Game.

As perspicacious as the Rules may be, there is simply no way that

they could possibly cover absolutely everything that might happen

on the golf course. Voila! Enter Rule 1-4 [Points Not Covered by

Rules]. That Rule states, “If any point in dispute is not covered by

the Rules, the decision should be made in accordance with equity.”

In addition to Rule 1-4 helping to address points not covered by the

Rules by treating like situations alike, a number of Decisions have

been issued to address specific situations that were not contemplat-

ed by the Rules. Here are those Decisions in numerical order:

indicates that “Rule 2-4 does not cover the question of whether a

player may putt out after his next stroke has been conceded.”

states, “There is nothing in the Rules of

Golf to prohibit players from agreeing to a method of determining

which side will concede a match.”

states, “Rule 4-3 does not contem-

plate a situation where the player’s clubs are damaged by an outside

agency or opponent.”

reveals

that “Rule 7-2 does not contemplate such a case and as it is unrea-

sonable to prohibit a player from playing on the competition course

in such circumstances, in equity (Rule 1-4), either player may play on

the course at any time prior to the resumption of play.”

clarifies that,

“Although the margin of a water haz-

ard extends vertically upwards such

that the insect is in the hazard, the

Rules do not contemplate such a case.

Thus, in equity (Rule 1-4), the player

may swat away the insect whether it

be flying or on the player.”

points out that “The Definition of “Moved” –

when a ball “leaves is position and comes to rest in any other place”

– does not contemplate movements of the ball that are only dis-

cernible through the use of high definition television or any other

form of sophisticated technology.”

advises, “Rule 27

-2a does not contemplate the absence of an opponent, marker or

fellow-competitor when the player intends to play a provisional

ball.”

indicates, “Rule 27-2a

does not contemplate such a case and, in view of the fact that the

purpose of Rule 27-2 is to enable players to save time...”

clarifies that, “Although Rule 29 is silent on the matter, in

foursome stroke play only one of the partners need comply with

Rule 6-6b.”
